Another important thing is to get the industries and the different sectors of the economy up to speed, and to cope with the transformation, Mr Lee added. This is being done through a S$4.5 billion Industry Transformation Programme, where roadmaps are being developed for 23 industries to address issues and help companies drive innovation and productivity.
“You have here to deal in a very tangible and concrete way with individual industries, individual firms, and not just in a stratospheric, macro, philosophical approach.
"You need to have a specific sense for each industry - what are the skills which are needed, what are the market areas which can be exploited, what are the changes which the companies need to make, how can we help the companies to achieve these changes,” Mr Lee said.

To elaborate further :-
(1) Ministry of Comm and iDA – should work with IT industries, foreign IT MNCs, local IT vendors etc to devise objective, tangible KPI productive figures in each technology areas and skillsets vis-à-vis global competition and regional competition – so that IT business and IT workers can target to meet the KPI productivity figures – and peg wage growth in % term and/or absolute term to the productivity figures and business profitability. Communicate this to the IT industries, business, IT workers, Union and schools. Make sure we are competitive with our global competitors and regional competitors.
(2) SLA should do the same with construction sector.
(3) Ministry of Finanace and MAS should work with the banking and financial sector. etc

That is, the concept above is how to transform Singapore Economy in 2016 - sector-by-sector (conceptualising the KPI for each sector) ---- and using targeted approach to transform each sector, each industry one by one.

Only then productivity in each sector, in each industry can be successfully transformed - supported by empirical, scientific measures.

Good that after 4 years --- the idea is taken up.

He spoke about the importance of the SkillsFuture programme to equip Singaporeans with the necessary skills needed as the country transitions to an innovation-driven economy.
“We are facing the same challenges as many other developed countries, which is that change is rapid, that is disruptive, that we need to master new technologies, and we need to be able to do it with people who are already in the workforce – middle-aged, and not just young people in school,” Mr Lee said.

This is the right approach to counter job loss due to disruptive technologies and business transformation.

But have yet to see a systematic full-blown result on the ground - whereby we see middle-aged workforce undergo Professional Conversion programme under WDA/WSG quickly adopted and place and absorb by the business, enterprise and industries.

Only if we see this happening, then the SkillsFuture programme and the Professional Conversion programme is a great success to counter disruptive technologies and business transformation - for the current workforce and for our future generations.

For the SkillsFuture programme and the Professional Conversion programme to be effective --- closer working of the tripartitie alliance - the Government, Union and the Industries must be in place.

Industries must recognise, adopt and readily accept workers trained from the SkillsFuture programme and the Professional Conversion programme - and recruit trained workers under these scheme.

Only then SkillsFuture programme and the Professional Conversion programme are consider successful and is considered effective in tackling and countering disruptive technologies as well as restructured and transformed businesses.
