Spending away the reserves - is a BIG NO. Oppositions who propose this is bankrupting Singapore.

Spending on investment income from reserves - with some saving is OK - to finance social spendings. This is prudent financial management.

This is foresight of LKY to formulate this into Constitution and need 2 keys to safeguard Singapore's reserve.
