Bullies must be adequately dealt with and deter from preying on weaker students.
Caning on the stage and broadcast the caning to shame the bullies will deter other would-be bullies from committing such acts.

After the public caning, the bullies must attend compulsory counseling sessions or do community work to ensure he repented and behave the right ways.

Now this bully will have to deal with the Police - something that he did not expect when he bully the 2 weaker students.

Bullies never pay. Aggression will always get his just desert.
