Abuses of civilians, summary executions, revenge attack and deliberate burning of houses must be avoided after re-capturing Tikrit.

Otherwise you win Tikrit now - and if abuse begins - you will lose it tomorrow.

This must strictly adhere to before you talk about liberating Mosul.

Else you may fail in Mosul.
