On the first day of the debate on the President’s Address in Parliament, DPM Lawrence Wong covered five key shifts  which will be important parts of a refreshed social compact for Singapore, which the nationwide engagement exercise Forward Singapore had been trying to establish.

He also mentioned the importance for both a serious government and opposition for Singapore to develop into a mature democracy. For the Government to do more to strengthen social safety nets and not end up inflicting heavy tax burdens on its citizens, DPM Wong stressed that the Government “will, and must, always be pro-growth and pro-inclusivity”. He also urged the opposition to consider the realities and trade-offs and provide concrete proposals over the course of the debates and for the remaining of the government.

Five key shifts in Singapore’s refreshed social compact:

πŸ“Œ 1. New approach to skills

DPM Wong stressed that formal education early in life is not the endpoint of meritocracy, as there is a need to focus on continuous learning, reskilling and upskilling with slower economic growth, rapid technological disruptions and greater job churn.

The Government is looking to reduce the costs for SkillsFuture courses and lower the barriers to training. It will work with industry partners to come up with effective training programmes so that they translate into meaningful employment outcomes. It will also work with tripartite partners to discuss how to support workers taking time off to train, but businesses must also shift their emphasis from hiring credentials to hiring skills.

πŸ“Œ 2. New definition of success

DPM Wong stressed that beyond mindset shifts, the pay and career prospects in different professions must be consistent with what is valued. However, Singaporeans must then be willing to bear higher costs for goods and services.

ITE and polytechnic graduates would be assured that their pay and career prospects would not be far behind their university-going peers. Lower wage workers would continue to receive support to prevent their wages from diverging too far from those of median workers.

πŸ“Œ 3. New approach for social support

Singapore’s social strategy would ensure that the key needs of the broad middle class and the vulnerable are met. This includes ramping up supply of BTO flats and tighter rules to ensure flats go to those who need them most. More would be done for people with disabilities to alleviate the impediments they face, reduce the financial burden on parents of children attending special education schools and care centres and enable them to contribute to society.

The Government also plans to design a targeted re-employment support scheme to enable displaced workers to make ends meet while still encouraging them to continue with training and job search.

πŸ“Œ 4. New approach towards caring for seniors

Singapore will also invest in its infrastructure to build more community care apartments, expand the network of active ageing centres, improve access to home-based care services and work with community partners to prevent loneliness and social isolation.

The Government will also study how to enhance schemes such as the Matched Retirement Savings Scheme and Silver Support scheme to better meet seniors’ retirement needs.

DPM Wong explained that the new social compact should be less about the individual and more about collective responsibility. He encouraged a broader culture of volunteerism and philanthropy, and for more opportunities for Singaporeans to partner the Government and one another in policymaking and co-creating solutions.

We need to see what resources, a timeline and measures of success. My concern is that this is a generational shift and will take 10 consistent years before we see real progress. There is so much narrow thinking across institutions in Singapore, that people a) don't believe in change b) don't want change c) don't know how to effect change.

Need to be careful about this too - what's right for one isn't right for another. Do we want to be a nation as slow as the slowest, or one that allows some to step forward and help encourage others to follow?

I do like this though, but my experience with Gov organisations is of caution and reluctance. I don't see any dynamic thinking, or exploration or risk taking. Not just in government, but many institutions here!

Main point was HDB prices had been going up “significantly” but newly graduated salary range still at borderline. 

69K to 119K to 250K

Our concern is how are the children of lower income afford as now it’s going up to 300K.

Though he is a minister of MHA (Ministry of Home Affairs) yet he cares to highlight this to MND minister.

Thereafter the lower income will get a higher subsidies for a flat.

Then part time minimum wage was $9.  As a PSG (Parent Support Group) in school hear a mother share that she was so happy as she’s working in McDonald’s @$7/hr.

Again I do not benefit from all the above just contribute as and when we can.

Highlighting the income ceiling of CHAS card and ECDA(Early Childhood Developed Agency) had to be raised in 2012/2013 as I was sending my child to childcare and met a grandma hear her story for 2hrs and wrote in and was glad she received necessary helpπŸ₯°

If you have to take on double or triple jobs to maintain roof over your head and bring food to the table, there may not be time left each day to think about volunteering. 

Likewise, if we increase awareness on respecting professionalism in all job avenues, be also prepared that services will bec expensive. This will add on to the monthly outlay per household. Hence big ticket items like HDB flats necessary for basic needs should be priced accordingly, not mkt value.

It is about letting our young graduates sn option to be employed by our multiple overseas GLCs and govt owned subsidiaries for 2 years or longer?

This is one way to promote our young ones and gain overseas valuable exposure and experiences.

We need to start training more doctors, nurses and supporting staff.

It is now or later on we may face further shortage of these medical personnel. Alternatively, we have to import from elsewhere which will become tougher and competitive in ramping up our healthcare needs.

Is this average telling us that talents peak at mid 40s regardless of their past stations in life! In this case can include early life education?

So what is inclusiveness and is it realistic in this highly competitive world, today?

In the field of professionals, lets say for accountancy, are our universities able to admit the extra 25% of freshmen?

Simply, that's hard truth and having said so lengthy, as a nation we have the means, resources and the Sharp planning MINDSETS!

How can we throw away the business as usual and safety mindsets and embrace BRAVERY to seek no other OECD countries tried to solve this Merit and demerit ways of quantifying and qualifying the young, younger and the youngest ones!

These are not just technocratic changes in governmental policies but a call for a fundamental shift in the values and behavior of our society. I wonder how comfortable and/or effective the PAP (or any govt) can be in driving such a change but kudos for DPM Wong for laying it out there are trying.

DPM only hinted at this but we may have to start trading off efficiency for greater compassion/ethical considerations.

Yes, we can and we can afford to TEST and embark on new and refreshing methods of creatively crafting this Merit system, effectively!

Our yearly cohort of students is 34k?

If we are able to uplift 90% to their best, that will be the beginning of packing the strata of society towards togetherness!

To continue searching for foreign talents that are on level or above our national standards and importantly, the economic needs!

A+B idea works and our young generations will not be sidestep or compromised. They will learn to trust the system because this system must be TWO WAYS GAME!

New Approach to Skill

1. The current academic curriculum (eg. STEMS, computer science, engineering, business, doctors, law, accountancy, statisticians, sustainability etc (that produced and translated into knowledge and skilled workers) are still valid - which in fact still form the mainstream of our workforce.

We cannot junk it overnight.

They are not just paper qualifications but solid skills - because they need to be conversant with their subject matters, do project that are related to the specific industries, go for internship - translating the academic knowledge into actual work skills.

By passing their course with certificates, indicate that they are qualified and competent in their specialisation and can helm the specific jobs in the industry.

This form the "head jobs" of our workforce.

$500 billion of our GDP is perform by this workforce.

2. Of course the train skills will be relevant at the point of employment.

However as technology evolved, business evolved, AI become prevalent - tech disruption and business disruption will sets in making the trained skills obsolete - and need to unlearn, relearn, reskill and upskill.

Hence, emphasis on skill based meritocracy make sense as opposed to certificate hold in the past.

Hence skills future and the recognition of certificates from skills future that equate them with practical skills needed by the organisations become important.

Hence meritocracy based on skills become the fresh approach in this new key thrust - which I support.

Who would want to hire professional Singaporean plumber with certifications if a Malaysian who travels in daily from JB is willing to do the work at a much lower price? Many of our skilled trades face competition from foreign labour but in some countries like Australia, those trades can charge a higher price because of a lack of foreign labour.

Students have limited time to learn what they are interested in if their teachers are rushing to complete their syllabus. And the syllabus is already more advanced than other countries or with what Singapore’s syllabus was decades ago. Would MOE be able to accept it if Singapore students do not top the Pisa rankings anymore? When teachers don’t have time to teach properly this disadvantages the lower income who might not be able to help their children or afford tuition. The better educated and wealthier parents could do either.

The place i stay have a few so call top / prefer neighborhood schools those school have activities and school work till parents now are contemplating to pull their kids out (Primary 1) while the other schools the teachers are embracing positive learning skills to the new schooler (p1 also) with almost no home work everyday

3. Next come the "Hands part of the Jobs" - which are associated with graduates produced by ITEs - where traditionally they are categorised as "blue collar workers".


4. This aspect of "Hand jobs" often fetch lower salaries and income - partly due to:-

a. The jobs are manual, hard labour.

b. Less sophistication in terms of brainwork - but are needed by the economy, business and households eg. Plumbing work, electrical work, renovation work, construction, lift maintenance, delivery, hawker, technicians, f&b etc.

c. Neighbouring countries can produce such labours at a cheaper rate.

d. Associate with less academically incline.

e. Less glamour attached to such "Hand jobs".


5. Hence, attaching important to such "Hand jobs" and paying them well will need :-

a. A "Mind Shift" - that won't come easily.

b. Willingness to pay locals for such services.

c. Provide recognition to the workers doing hand jobs.


6. It is a good starting point - to highlight this as a new approach to Skill - and start to work towards in ensuring their pay is not too far off the graduates.


7. This serve as an effort to close the social and income status gap and help to ensure our social compact.

Next is the question of a credible opposition.

So far WP strategy is to chip away Incumbent Government seats bit by bit using the following arguments:-

1. Need to check and balance - cannot let the government have free rein (but offer no viable alternatives).


2. We agree with all the policies proposed by the government - but can do a bit more and do better (but unable to propose how to fund - the a bit more, and do better).


3. Disagree with GST tax because it is not a popular choice for voters (but instead propose drawing more and more from the hard earned reserves, using land sales - and leaving less and less to the young and future generations) - by raiding the reserves.


Come the next general election - our incumbent government should pitch the election such as WP must offer a comprehensive alternative governance and policies how to run the government - and not leech on the above strategies - that parasite on the incumbent to enter the Parliament - but not offering a workable 1st class replacement government to the voters.

DBS sounds like a design problem.

Because when I design NAF for Singpass to be access by all government  services, I use the same ACS and DSSS used by DBS.

But I use server load balancer to support 4 ACS VMs and 2 DSSS - using virtual IP not static IP.

And I also use global load balancer to allow remote user to hit the Virtual IP.

If one ACS server or VM is down, it will hit the next available server or VM via the virtual IP.

I suspect DBS use static IP.

When the server go down, it got to change the static IP to backup server.

Poor design - active-passive.

Mine is active-active.

ICA system according to straits times is doing system upgrade and mess up - cannot roll back in time.

If use active upgrade on primary to ensure it work - if not fall back to secondary - it will not cause 5 hours downtime.

I have done quite a few systems upgrade before.

The last being with ASM using this approach whereby though Singapore is off peak, US and EU are peak period - running production manufacturing.

But no down time reported when I do a system upgrade.

Designing active active needs alot of consideration and knowledge:-

1. Inter-dependency of web-apps-database.

2. Global load balancer of remote web hit - whether using round robin, weighted average etc.

3. Server load balancer to balance redundant VMs or servers.

4. SAN storage to ensure redundant database, data integrity and redundancy.

5. Dummy injection to ensure web-apps-database uptime - and if down - route to other web-apps-database.

6. DBS evidently fail at the authentication level - not the database - because it prevents login and fail at the authentication level+ thus cannot access paylah, DBS sign in page, DBS apps.


The authentication are performed by the ACS (Authentication Control Server) and the DSSS system.

Rightfully, if remote user hit this set of ACS and DSSS if fail, server load balancer should have marked this set as down, and load balance to another active set.

Global load balancer should also do likewise.

In active-active - using virtual IP.


But if active passive, 1 set fail, the IT people need to reconfigure the IP to the backup set of ACS and DSSS - which involves downtime.

This is active passive.


In active-active - we can guarantee 99.99% ACS and 99.999% DSSS.

Virtually no down time.

For example, remote user can access the web but apps could be down and can't process.

Or web and apps could be up but database is down but cannot update.


Hence only :-

1. tie the web-apps-database interdependency via the load balancer thru coding.

2. Do dummy injection periodically to determine web-apps-database uptime.

3. Server load balancer update global load balancer 3DNS about the health and availability among the availability of 4 sets of active active web-apps-database - then we can be very sure the DBS system is healthy or not.

4. Many critical systems I come across don't have such veracity of system design to ensure high availability.

For 3. If global load balancer 3DNS are updated by the server load balancer of the down web-apps-database - it will redirect remote user to a healthy set and not the unhealthy set that give intermittent access with errors.

The DBS system will look healthy at all time even though the primary set could be down.

IT staff can then replace the faulty set without any impact or downtime to the users - giving the impression that DBS system is always up.
