- Diversify education pathways to recognise different strengths, interests, and learning needs. 

- Provide stronger support for mid-career workers to reduce their opportunity cost for training

πŸ“Œ Ministry of Manpower (MOM)

- Professionalise skilled trades, by working with NTUC to offer better salaries, chart clearer progression ladders, and improve the image and attractiveness of these jobs.

-  Launch CareersFinder, a feature on the MyCareersFuture portal to help workers plan their next career move using data and artificial intelligence, in beta form in the third quarter of 2023.

- Work with Singaporeans to refresh social compact on housing, so that it continues to be affordable and accessible, and estates remain inclusive, cohesive, and sustainable.

- Maintain a steady supply of housing by completing almost 40,000 homes in 2023, and close to 100,000 homes from 2023 to 2025.

- Implement Healthier SG in the next few years to focus on preventive care. 

- Help seniors age well (e.g. expand network of active ageing centres, and remodel their operations so that more seniors can benefit from them)

Affordability?

Most people (not all) are looking for "almost FOC" Public goods or any free things under the sun,...?

Basic consultations with GP are affordable. Consultations with a Specialist doctor are less affordable now and WORSE going forward into 2030!

Housing is all about a person dwell! No dwell is like no footings and no well too (olden days of a free water well)!

If you coupled the medical and housing costs, you will derive a formula to solve, the escalating social costs that will accelerate into social, economics and political/policies disaster!

1. All the Ministries plan resonate with me specifically MOE, MOM, MND and MOH because my family use these government services, my siblings families use them and my close friend families use them.

2. MSF services are mainly used by lower income families.

But extremely useful as support functions for them.

It all Start with Transparency?

"It is all about people to people, people to organisation/nation, people to the establishments and the rest of tangibles and intangibles,...prior or recent experiences and outcomes can have a psychological mindset of trusting or no trust at all!"

What is trust?

A strong belief in one attribute that will  bring about a high level of confidence and good outcomes.

How trust begins?

No trust can be earned or established without an absolute transparency in information, perception and rational beliefs.

One extreme good example of TRUST is internet shopping. How consumers perceive and through rational thinking decide on buying a product? The more transparent (opposite is opaque) the seller describes it's product in details, relevant information and customers endorsing or favorable comments of the product all visible by all, all these clarities will pay off and the higher the chance of a successful transaction. Hopefully, a bus load of happy customers, that's to click and buy buy buy!

If we applied this model of transparency and to earn trust, we could also deploy on others marketing/selling/PR initiatives and strategies to win win win!

Human just want success! From this moment of happiness or more than satisfied, confidence is built and so is trust on a particular brand or a group of brands inside the human brains (primary or secondary consideration sets) with the primary set being either recency effects or embedded.

Belief is half way to trust?

If your believing that a brand or a product more than satisfied your needs and wants, you will likely buy and continue to trust the brand, this is knowns as a repetitive behavior (buying into it).

If your emotions saying to you to stay away from something or a brand, it will likely do so with no second thoughts! Why so? It is because the past experience dictates the actual moment and thus the momentum of decision making to do otherwise than to buy it!

If your feelings (sentients) of a person or a brand is of no mental connections or relatively unknown, it will be harder to accept/ adopt at a blink of an eye to buy a new brand or to accept this person narratives!

So the human cognitive skills and processings are meticulously complex with many wirings waiting to connect into channels of the thought process in deriving a decision whether is a simple one or a highly mind boggling decision of life or death.

How can we soothe the brain?

One way is to start getting the conditioning program on a right path! Any out of the path will mean a correction of behavior and thus a new effort will have to be introduced to straighten the intended path.

The programming of the human minds is such a diverse and deviatiing ecosystem to amend for any intentional. If the proposer wishes to challenge these complex and changing mindsets, it needs to carefully lay out a detailed plan of implantations,  interventions and corrections.

Sights and Sounds?

Two keys power drivers of trust is to see and to hear or to listen!

Seeing and listening are believers of all information gathering whether is a fact or a total or partial fake! It is that simple and ignorantly easy to first distort and second to divide a human opinions and views of any given tangible or intangible! It is morally wrong to tweat fake information and nowadays with the abundant of digit platforms of news and videos that are beyond control thus addon to the information war on the in-betweens versus fakes versus facts!

What about the expanded big data?

Physical measurements of human features, eyes and eyebrow, voice, written messages, digital connections, oral or digital communications, actions, transactions and locations are highly values data sets to architect an inclusive knowledge bank for analytics and generative outcomes using ultra high speed computing through augmented AI.

One interesting feature of the human facial expression is the eyes and the accompaniment of the eyebrow! The two expressions will tell the truth in a person's behaviors and speeches such honesty, mischief or and the level of trustworthy! (ie. secret service agent with sunglasses!)

For many ordinary residents, driving taxi or Grab seems to be the final semi retirement or retirement job they can do. Even if they have skills, benefits of retraining courses and years of valuable experience, for those who wants to set up a small biz to continue their skills, they can’t afford to do so. Sg high rentals by landlords sets a very high bar to entrepreneurship as it raises the risks and costs to small and medium enterprises including pop up shops. High rentals favour those who can pay the rent. Those with skills but without the capital can only work for those who can pay the rent. This means experienced and skilled workers can’t afford to come out on their own to set up their own trade. Is this meritocratic? Would the high rental and other cost of doing biz further stratify society between landlords and tenants, and excludes those of our experienced aging population who wants to continue to be active working?

First I will like to address some pain points in housing that are raise several times in REACH, but I think the trajectory is good - that solutions are coming and look effective to address them :-


1. High rental costs in housing - that are putting pressure on expats and poise to drive them out of Singapore.

But market supply of housing is turning - and more private and HDB flats are available driving the rental cost down.


2. The high BTO and resale flats price, long wait for BTO flats beyond 3 years are also being address :-

a. Dampening demand with anti-speculative measures.

b. Increase supply of flats and private housing.

c. Provide higher housing grants for new couples and families with children.

The recent BTO launches indicate prices are trending down.

It is a common practice to fill the board seats with people of expertise and experience. More than less, all of these board members are accountant or lawyer or engineer or scientist or ex-policymaker or owner. Just plant the best women/men and things will be smooth? Isn't it true?

These highly qualified professionals are supposed to co-steer/ decides an organisation or an entity to their best abilities and capable at identifying blindspots. They are selected strictly on Merits!

Are we missing something here? 

People to people relationships? Or we assume that all or part of the board has such intellects that are excellent at people skills? Or we assume that having attained a highest order of knowledge, naturally these experts will have almost all the know-how to deal with especially people below in a resourceful, dignified, sincere and compassionate manner?

MOE and MOM 

1. I certainly agree with MOE approach not only to focus on academic pathway, but also turning the focus on vocational skills and different strengths.

But these vocational skills and strengths - must be recognised by the Government, Industries and Businsess - and must be willing to pay for such skills and strengths in terms of salaries, remunerations or income.

Hence MOE working closely with MOM, industries and the Government become imperative - on how to structurise, provide accrediation and recognise such vocational skills and strengths.

Unlike mainstream academic achievements and accrediation - whereby we have Degree certs, Diploma certs, ITE certs, GCE certs, PSLE certs - whereby Government, Industries and Business readily recognise and equate them to working knowledge and skills ---- these refocus vocational skills and strengths similarly need such recognition and accredition ---- whereby employers can easily associate the recognition and accredition - to the skillsets that are brought to the organisation and translated into workable skills that the organisation needs - and pay the salaries, remuneration and income to these workers.

This will be the long challenge that MOE need to work out.


2. I always have a soft spot for mid career workers - as their financial commitment is very heavy - having to feed themselves, their spouse and children and sometimes their parents and in-laws.

In addition, they will have to pay off housing loans and day-to-day living expenses. Not a joke, the financial pressure is heavy.

Hence, ensuring mid-career workers continue to be relevant in their skillsets and valuable to the organisation, continuous learning, upskill, unlearn, relearn --- become important.

I think all the channels for Skillfuture are open to mid-career workers.

The devil is in the detail.

Mid-career workers need to be motivated to get themselves trained.

Organisation must support and chart out a career pathway for them - and not dump them for cheaper labour source --- when going get rough.

Union, Government must support and see how to work with workers and business - in a structured manner --- that mid-career workers can work and continue to work to be useful tot the business until they officially retire with sufficient income to retire comfortably.

I think the goal is very clear - and workers, business, Unions and Government knows that.

But devil is in the detail --- and how to execute it to achieve the goal ----- that give mid-career workers "a piece of mind" minus the anxiety of job insecurity -- as job disruption, business disruption are aplenty - due to tech disruption, proliferation of AI etc.

Unfortunately most healthcare financing systems around the world, including Singapore - is still very much anchored in an outdated paradigm that is based on volume consumed.

In mid career workers, their salary already very high.

Business can easily employ 2 or more fresh graduates with new ready skills to take over.

Why business need to spend time and money to train mid career workers and then still pay higher salaries to mid career workers?

It will be very lucky business still keep mid career workers at that high salary with newly learned skill sets.

Looking at what happens in the current industries, many mid career workers eg. 50 years and above face the reality of pay cut, unexplained demotion to take a lower pay or even unexplained reason of termination.

Getting high salary is a rare gem - like asteroid from outer space.

I think MOE should invest even more aggressively in life-long education, building a nation that is world leading in reskilling and retraining. For this to be successful, we may have to overinvest rather than trying to calibrate the optimum level of spend. 

Additionally, given entrenched ageism across all sectors of the economy/job-market - I think MOM needs to be more aggressive in implementing policies - even affirmative action - that can be more supportive of older employees. Start first in the public sector so that the private sector can see that the Govt is serious about this.

Society (time & gaps)?

We are basically different generations in one compact to start with;  the previous, the present and the new millennials!


Society itself is full of flaws that makes us as human a divest species of opinions and views of all things under the sun! (a political beings?)


What effects or impacts will it bring to the present moment; that is a diversity of needs and wants and each individual has its own self interest at heart? These millions of lives (billions) of aspirations will traject the policies of economic, political, military and last but not least,  to a different degree of social chaos and disintegrations, society to society, developing nations to the developed nations!


How can a society come as one to truly make inclusiveness a reality or it may be an impossible task that is beyond the reality of today's and tomorrow's society?


So what are the ways to resolve in order to soothe the millions of souls?


How to earn and collect the mileage of trust? Once you earned it, you win it all!


Trust is one good starting point to tackle embedded issues of existential threat! Consequentially, without trust whether at the lay grounds up to the highest grounds of nation to nation (politicians to politicians), how to begin the beguine in searching for a soluble path?


Commitment is another enforcer of trust! All promises made must be fulfilled or better not to commit!


Channel of communications or the new generation would called it 'social platforms'. How well are these mass media of communications bridging and reaching to specific audience or simply a one size fits all approach just to broadly cast it out? Our civil service, ministries and agencies must work doubly hard or triple their efforts to ENERGIZE the entire team to SERVE and to SERVE MORE!


Relationship building takes a long time to cultivate and it is a formative and lasting tool of trust and trusting each other over a long period of time. One sweet opportunity is the MPS and community activities, use these chances to build many bridges! (ηˆ±ζ°‘ε¦‚ε­). It is not how many citizens an MPS served, it is the total number of successful requests and or mitigations that matters most! 


Its not about spending the weekly schedule of 3 hours but most importantly, it is a chance, it is a precious time to meet face to face in conversations (or unpleasant ones) to strike multiples alliance with your electorates! Building bridges or demolishing them?


All elements of trust will need to be tested over time, no short cuts nor one size fits all or half hearted efforts in forming a robust order of lasting trust!


So much said, one thing true about human is the WILLPOWER (least to abundant) of individuals regardless of their socio status or stations in life; knowingly that trust is a powerful force of the basic human instincts and trust will always be the root causes to the many humanly created problems from the past history and into the unknown future; all out of distrust/no trust of one another! Is it true to say so?


Only by taking smarter, prudent and calculated benefits (cast aside doubts) and the creation of multiple trusts; hopes and aspirations will emerge and the rest of the unsolved problems will resolve itself slowly one at a time!
