On 30 January 2023, the Ministerial Committee on Ageing (MCA) launched the 2023 Action Plan for Successful Ageing to address the evolving needs and aspirations of current and future seniors. In particular, the 2023 Action Plan aims to focus on community initiatives whilst also enhancing support for those with dementia.  The Senior Employment Credit (SEC) will also be extended from 2023 to 2025 to provide wage offsets for employers who employ Singaporeans aged 60 and above earning up to $4,000 a month.

๐Ÿ’ฌ What are your thoughts on the 2023 Action Plan for Active Aging? What else can be done to improve the well-being of seniors? 

 The 2023 Action Plan has 3 main thrusts: ‘Care’, ‘Contribution’, and ‘Connectedness’.

๐Ÿ“ Care 

- ‘Live Well, Age Well’ programme by the Health Promotion Board and People’s Association comprises a suite of active ageing programmes which empowers seniors to improve and maintain their physical, mental and social health. These will primarily be delivered through Active Aging Centers, of which the existing network will be increased from 119 to 220 by 2025. 

- To enhance support for persons with dementia and their caregivers, there will be more community outreach teams – known as the community resource, engagement and support team (CREST) – that proactively identify seniors at risk of dementia and refer them for further assessment.

 ๐Ÿ“ Contribution 

- Senior Employment Credit will be extended from 2023 to 2025 to provide wage offsets for employers who employ Singaporeans aged 60 and above earning up to $4,000 a month. 

- The Part-Time Re-employment Grant will also be extended over the same period with revised eligibility criteria to nudge employers to offer flexible work arrangements and structured career planning for their senior workers. 

- More than 5,700 employers have committed to a part-time re-employment policy under this grant and this is expected to benefit more than 45,000 senior workers in the months ahead.

 ๐Ÿ“ Connectedness 

- National Parks Board is working towards setting up 25 Therapeutic Gardens across parks island-wide by 2027 and will also continue facilitating Therapeutic Horticulture programmes to promote better physical and mental health of seniors. 

- 50 Silver Zones and 100 pedestrian overhead bridges will be implemented near places frequented by seniors such as healthcare institutions will be retrofitted with lifts.

[10:08 am, 01/02/2023] +eunicechialim: Being in my 50s, it's exciting to see how various government agencies are coming together to launch the Active Aging  programs.

Challenge would be how do we reach segments of our society who is unaware or confused with the myriad government aid.

I've been caring for my aged mum with dementia who can't perform the 6 ADL for the last 6 years, but it's only 3 months ago that I learned there are numerous aids by AIC that my mum qualifies for.  Thankful for the outreach programs at CGH who helped me apply for home care funding.

I think the silver ambassador program is good too, for them to visit households with elderlies.

How 'golden' can we create?

How to reach out to as many ageing seniors who need help in various means to assist them towards a more CERTAIN tomorrow, whether it is medical, jobs or monetary needs. The Policymakers are doing their BEST to "go in-between" to uplift or solve these existential ageing issues.

It is timely now to start these meaningful initiatives and active ageing camp…

Of Dignity and Priority?

It doesn't matter if we pay more to our ageing seniors as compared with the younger co workers?

The heart of empathizing is to acknowledge our PGs and MGs. They all have done their time in racing the success of SINGAPORE in bad and good times!

So it is only correct (proper) to recognise all seniors especially those who are facing LATE LIFE challenges to carry them FORWARD into the 'golden time of ageing' to show the young and next generations that there are HOPES and PROPIETIES in our SG!

Not all have computers, laptop, printer and handphone especially those lonely elderly at home !!!!! Look at the way and speed our local banks closing their manned branches and replace with e lobby !!!!! Even SGX had closed their manned counter !!!!! Elderly need paper to see their bank account, bills and not everything paperless in the name of saving the trees !!!! Give them the option to opt for digitisation.

It results in short term and long term social and mental wellness problems when human connection is compromised. We don't need yet another app. We need the human touch and actual connections.

So he has to go to the post office, get the from, complete it, and return to the post office to submit it. That's one help in delegating work to others. I offered my help to input for him online. He refused. my neighbor is educated, has a car, and was a civil servant. Maybe he knows such will happened. I wonder what about those who are uneducated, not mobile, who will attend to them. Do the government really care, maybe the MPs do but the one downs, are we delegating work so that others will do and we relax, a question I always ask. Laziness is the mother of invention haha

-  Whilst I am all for digitalisation for convenience & speed, pl don't dismantle manned counters & telephone consultations totally, especially when the UX (user experience) design on website navigation is not yet so good, ie not intuitive. 

- Options offered are not always exhaustive. 

-  Sometimes it may be a small problem that holds up our submission & it's almost impossible to get help even when you go down to the office or bank branch.

- Right now, I am having a problem with a small overseas bank transfer which seems easy but I can't proceed with the submission because the form requires other party's hp no which I try to provide but somehow the hp no cannot be keyed in in full.  I went down to the bank for help 2x but the queue was too long!

I am a techie, I went to Posb/DBS bank online and I can't write an email to ask about my double entry, they force me to chat with a bot, and the bot has limitations, so I need to go to a branch. On another note, I understand that OCBC if their queue number is finished for the day. You come another day. All digitalization but without thought.

Outreach to the middle agers with aged dependents, especially small families because the support ratio is even lower than large families.

Cut redundancy in HPB and use that money to fund ground up initiatives

Contribution

Job redesign to go hand in hand with Senior Employment Credit. An inclusive workplace for seniors as well as incentive for for employers.

Utilize adult learning pedagogy in training programs.

Work should not be limited to employment. Funded work or barter volunteer work can be considered. Paid employment should continue to be an option not an obligation or necessity for seniors.

Connectedness

Consider social capital and culture as barriers to access.

In fact, it would be a good practice for senior civil servants to hv a set routine to physically experience the services provided by what they are headed. Many times, i feel they are too far away from what their men are doing!

The 2023 Action Plan for Active Aging looks pretty comprehensive.

But I think the Devil is in the detail - how to reach out to those elderly and caregivers who are in needs of help and support.

Making connectedness more elderly friendly stand out as I notice there are very little obstacles that will pose difficulties elderly on PMA or wheelchair - including boarding bus, MRT and public transport.

Healthcare are also elderly friendly and accessible.

The only difficult task is to get employers employ elderly in jobs - though I would say Government offering wage offset, outreach to business to engage elderlies are in place to make it possible.

2. But for those elderlies who don't wish to continue working upon retirement, but still want to find ways to contribute to the Society:-

a. Elderlies can join volunteering work to help the less endowed or those who needs help.

b. Contribute to nation-building by participating in Government run forum to provide feedback, to shape or refine government policies such as REACH - to benefit the Society at large.


This will make the Elderlies physically and mentally active - and feel that they provide meaningful contribution to the Society with well meaning jobs, works or services - and make "Active Aging" more meaningful, purposeful and engaging.

With this Realisation, negaive mental cognition of fear, feeling of unsatisfactoriness, anxiety and frustration - will be subdued - and Mental Wellness of Serenity (the state of being calm, peaceful, and untroubled) will set in.


5. Einstein's work covering the conservation of energy.

[5:56 pm, 01/02/2023] +Kenneth Lee WM: There's going to be more and more elderly singaporeans suffering from a really bad case of dementia till the point that the brain is totally gone.  Can't even swallow.  When that stage happens, it will be very difficult for families to look after the person themselves and will require more nursing homes to house them.  Body needs to be turned periodically 24x7 else will have septic bedsores, cleaning, tube feeding etc.

3 years when I was in this situation, it was really difficult to find a nursing home willing to house my aunty.  Each time when the nursing home hear that it's a "cat 4" situation, they say no space.

Hopefully in the coming years, there will be more spaces made available for "cat 4" dementia patients.

On 30 January 2023, the Ministerial Committee on Ageing (MCA) launched the 2023 Action Plan for Successful Ageing to address the evolving needs and aspirations of current and future seniors. In particular, the 2023 Action Plan aims to focus on community initiatives whilst also enhancing support for those with dementia.  The Senior Employment Credit (SEC) will also be extended from 2023 to 2025 to provide wage offsets for employers who employ Singaporeans aged 60 and above earning up to $4,000 a month.
