Parliament started debating the Budget 2023 statement on Wednesday (Feb 22). Deputy Prime Minister and Finance Minister Lawrence Wong will deliver the round-up speech, clarify queries from Members of Parliament and sum up the Budget.

Suggest installing camera near zebra crossing to nab cars that fail to stop at zebra crossing.

It is a common occurrence - that are putting pedestrian in jeopardy.

My close friend comments: The other day a merce drove thru zebra crossing without stopping for me ๐Ÿ˜’

My comments : I experienced the same thing in zebra crossing a few times.

The car drivers obviously see me, but still drive through.

But isn't those car drivers breaking the law?

Then what is the purpose of those zebra crossing?

It confuse the pedestrian and reverse the rights of pedestrian - causing unnecessary accidents.

In this case, must as well dismantle all the zebra crossing and change it to all red light crossing.

This is the reason why I want to bring up in REACH - because I am seeing the reverse psychology taking effect.

Many people are starting to assume pedestrian should stop for car to stop and not car stop for pedestrians in zebra crossing.

This will cause unnecessary accidents and endangering the pedestrians - as this reverse psychology has seep in unconsciously.

Putting together Budget 2023 has been a "delicate balancing act of finding that sweet spot", says Deputy Prime Minister and Finance Minister Lawrence Wong. Summing up the debate on the budget in Parliament on Friday (Feb 24), he addressed questions raised by members broadly around three buckets of issues.

Some key points from Mr Wong's speech include:


๐Ÿ“Œ Government Spending

Mr Wong said the Ministry of Finance will continue to monitor revenue and expenditure trends closely but the bottom line is that Singapore's tight fiscal position is very much a reality over the medium term. The Government also pays attention to the overall tax burden, and after factoring the changes in Budget 2022 and 2023, including the full GST increase. This is considerably lower than those of most other advanced economies, he said. 

๐Ÿ“Œ Competitive Economy

Mr Wong said Singapore remains focused on growing the economic pie. Only then can it have the resources to redistribute, strengthen its social compact and progress. He stressed the need to build on the country's strong foundations and leverage its competitive advantages fully while managing its inherent and permanent constraints. He said workers will always be at the heart of Singapore's economic strategies.

๐Ÿ“Œ Supporting Singaporeans

Mr Wong highlighted the comprehensive measures to cope with higher prices. He said while the focus is on the lower-income groups, the help also extends to the sandwiched and middle-income families. That is why the Government has designed its packages to provide more help to larger families which have young and elderly dependents. This is part of a broader review to strengthen Singapore's social compact with new strategies and impactful solutions.

Government Spending

1. I support the government stand that government spending must be finance by the revenue receipt - to ensure a balance budget - as far as possible.


2. Else we will experience 2 consequences :-

a. Dig deeper into our reserves - and deplete our savings - leaving less wealth for our descendants or worst when encountering another crisis - be it pandemic, global climate, war or economic crisis - we do not have any reserves to help us out of the dire situation.


b. Borrow and incur debt - and leave the debt burden to our future descendants.

Competitive Economy

1. Competitive Economy come from 3 parameters - in which we must do well in:

a. Sound government policies, pro-growth, forward looking, providing sound infrastructure and stable governance.


b. Business must be competitive, exploit digital economy for growth and tap international market (by looking beyond our small domestic market) for growth and profit.


c. Our workers must be equipped with skillsets needed by our Eoncomy and business, constantly keep our skillsets up-to-date, hardworking, productive and competitive.


2. Singapore don't have natural resources eg. oil, big agricultural lands, natural resources and minerals.

Hence, our human resources - be it the Government, Business and Labour - become our prized resources that we must exploit to ensure our Economy is competitive.

Supporting Singaporeans

1. I have previously say this year budget is very generous - not ony to lower income group but also the sandwiched middle income group - as the support calculator has revealed the support $ that middle income group is getting.

This is especially so for couples with families - kids and elderly to take care of.


2. Just worried that such help can be sustained in the long run - as now the budget has sustantially cover 2 big groups :-

a. Lower income group --- which is the norm year after year.

b. Sandwich middle income group ---- this year we feel the same impact like the lower income group - whereby the support $ is really substantial.


3. Just hope that, our Economy as a whole, can attract more iinvestors, more home office, more MNCs, - and our domestic labour can be more productive to bring in more trade, enter into bigger international market - and grow our GDP from the current $423 billion to more than $500 billion.

Then our Government can afford to be generous year after year - to not only help the lower income group but also the sandwiched middle income group.


Note :- our GDP use to be $300 plus billion - now $423 billion - well done !

Harnessing natural resources

1. Having say so that we do not have natural resources - conversely if we are able to exploit our R&D and new technologies, we should be able to harness and harvest the natural resources that surround us - but we have not yet exploit.


2. Eg. Water H20

In which if we dive deep into R&D to do electrolysis - to separate hydrogen from oxygen - we can harvest the hydrogen gas - as fuel to generate electricity - and hence rely less on oil and natural gas.


3. Eg. Water H20,

if we are able to harvest the hydrogen isotope from H20 to produce deuterium - hydrogen isotope and deep dive into R&D to do nuclear fusion - we could produce nuclear fusion to generate electricity.


4. Eg. solar energy - we can tap it to convert into energy to generate electricity to supplement the current high oil price.


5. If we do R&D to do cell culture and tissue re-engineering - we could produce meat from animal cells in bio-reactor - to produce chicken, steak, beef, mutton, fish, prawns meat etc.

There are some breakthrough in this area - whereby whole meat like the real meat  have been successfully produced.


6. So if we invest our Budget wisely in sustainability, quantum physics - we can harvest and harness some of our "natural resources" we have overlook - and turn it into valuable economic products like energy, and food ---- that we will badly need in the medium term and long term.


7. Heard the NTU are offering new academic courses - Sustainability, Quantum and Blockchain ---- a step into the right direction.

Every bstch run of microchips needs to achieve close to 100% right. Why so strict QC?

Everything in life has its first time or first try. That itself is called experience, good or bad? 

When balloting for a new flat is concerned, we create lucky moments for all First time buyers of BTO flats. Is it possible for our smart lucky luck?

Yes, it's so simple, you don't need an extra ballot ticket, just make sure that all First time buyers will be allotted their flats by the second try. Unless in these successful attempts, some buyers decline the allotted flats for a few reasons such as geographical area, block proximity, facing of flats, level of flats or other personal reasons from separation, second thoughts because of overseas attachment for work reasons. 

The key consideration is to reduce the time of waiting for a confirmation of flats for all First time buyers. It is so important because it is a social and political reflection of not just being affordable and/or accessible. Consequently, it is a reflection of the effectiveness of our infrastructures to accommodate such valid and meaningful tries, that it is a happiness (opposite is unhappy) to start owning your personal space (aka dwelling). That's life!

Is not about lucky or unlucky, let's erase these mindsets and myths of failure and create thousands of successful bids, our public housing initiative. 

When all's said and done, the creation of a home is one addon to economic growth enabler of a nation.

Over a period of 30 years, various tenure from 30 yrs to 200 yrs leasehold. For the 999 yrs leasehold land will be first to convert into public land which is then tender for targeted use under the urban and city planning, consideration for mid to long term land use and purpose driven.

The idea is to level things up, to bridge the wealth and income equalities. More importantly to reinvest into SG for the long term, that's value creations for generations and existentially / uniquely SG forever!
