The fourth Enabling Masterplan 2030 (EMP2030) was released on 17 Aug, outlining a set of recommendations and goals for how we can support persons and disabilities in Singapore. It was developed by a committee that formed in 2021 and consulted over 300 persons with disabilities, their families and caregivers, as well as professionals in the sector.

๐Ÿ’ฌ What are your thoughts on the Enabling Masterplan 2030? What more can be done to support persons and disabilities in Singapore for a more inclusive society?

EMP sets out recommendations and goals for Singapore by 2030 along three key themes.

๐Ÿ“Œ 1. Strengthen support for lifelong learning

This is imperative so that persons with disabilities have skills needed to support their employment and employability. EMP2030 recommends expanded early intervention services and Special Education (Sped). For example, MOE will partner social service agencies to set up five new Sped schools, and there will be two new early intervention centres by 2023.

๐Ÿ“Œ 2. Enable persons with disabilities to live independently

More than 40% of adults with disabilities will be 65 or older in 2030. As households become smaller and the caregiving load is shared among fewer members, there should be support for persons with disabilities to live independently and with dignity. EMP2030 aims to have 40% employment rate of persons with disabilities, by growing the number of inclusive employers and piloting on-the-job support services. It also recommends exploring community living models, with housing and caregiving options that are suited to residents' needs.

๐Ÿ“Œ 3. Create environments that are inclusive to all

For persons with disabilities to be truly included, public spaces, transport, workplaces, and communities should be accessible to everyone. For example, LTA will install audible traffic signals in areas where there are more residents with visual impairment. MOE  has also piloted training for GPs to better provide care for persons with intellectual disabilities and/or communication challenges.

[11:20 am, 19/08/2022] +Rama: Employers across the board must adjust their physical premises as well as hr policies to show willingness, commitment and understanding.  Employers and employees must see lifelong learning as a necessity for employment and personal growth.

[11:33 am, 19/08/2022] +Frankie Wee: Anyone disability can do their achievements and they wanted provided more but no limited.

However I can said disability never  make dream goal be like lawyer CEO or directorship. Are their limited?

[11:35 am, 19/08/2022] +danielhl chua: Latest Mediacorp drama "Your World in Mine" had depicted the life of the family accurately. I see the sincerity of their research team when writing the script. There are many assumptions made in the process of their employment.

When drawing EMP2030, we need to focus in the following 5 areas:

- workplace safety

- equal opportunities within the org

- peer support within the org

- provide assistance for caregivers/family

- generate support from the general public

To: Our Leaders And All Honorable Members

"For time is opportunities, and opportunities can mean incomes...?"

What is disabilities?

What is functional disabilities?

What are the key normal functions of a desk bounced job versus a mobile job vs a WFH job?

Enabled Environments:

1) Within an office environment, the minimum is access and working tools.

2) Out of the office parameters the building's, are there existing handicapped friendly structures ready or not so?

Both areas need adjustments and policymakers should come in to assess these requirements to subside these setups. Case by case and situational too, the idea of minimal cost to up grade should it becomes a necessity and not overly subsiding for each application.

From the above brief questions, we and our policymakers will further this noble and meaningful initiative of including our disabled brothers and sisters.

How can we calibrate and target a 95% reach out to our disabled people?

Individuals Job scopes, educational levels, experienced, last job held and PAIRED with our SMEs, our Administrative Services and sizeable Corporations to include both our locals and OHQs

Are we able to faster the reaching out and placement of jobs before 2030 arrives?

Will it be an ambitious timeline and almost 100% hits rate?

For time is opportunities, and opportunities can mean incomes.

It can also flips towards disadvantages too, all the above, a complex consequential equations.

  - - in progress - -

[0:33 pm, 19/08/2022] +Smiley face: Incorporate this initiative into our SkillsFuture programs. Let this be inclusively an extension of a bigger engine of social mobility reaching further and highly mileage too!

[1:33 pm, 19/08/2022] +Smiley face: Will prospective employer of all scales , equitably, contribute same percentage for our disabled workforce too?

For our CPF system is a "safety net" whether for Medical or Aging needs, our entire (citizens) population.

[1:33 pm, 19/08/2022] +JC:Until the day we see government agencies start employing persons with disabilities in a big way, all this talk is just talk. Walk the talk and the rest of society will naturally follow.

[1:36 pm, 19/08/2022] ☸️  Danny ๅฟƒ:

Inclusive Society

1. It is heartening that Singapore is striving to be an Inclusive Society (essentially a Compassionate Society) - to include all facets of population to live normally, equal opportunities to get education, to get jobs, to move around to enjoy the amenities offered by the Societ and to retire comfortably.

2. However important to note that disabilities are of 2 types - one is physical disabilities and another is mental disabilites.

3. Looking at today's topic and the gist of the masterplan - it seems to be focusing on physical disabilities - with no mental impairment but physically disable.

4. Hence education, working to earn income - will not be a barrier as the physical disable will be able to acquire the knowledge and skillsets through education and training - just like any other physically able people.

5. The only consideration is to facilitate mobility for the physically disable in transport, travelling and access to physical amenities - to help the physical disable to move freely with minimum obstruction to schools, to work, to travel around and to enjoy their homes and physical amenities.

I notice that around my neighborhoods, going into buses, MRT - many facilities such as ramp, lift, connected walkways are available to facilitate physical disable movement that uses wheelchair or PMA.

I notice this when I use trolley to carry my heavy groceries around - and notice there are minimal barriers from end-to-end.

6. Another important consideration is the opportunities that must be provided to the physical disable in terms of education, work and access to physical amenities - without discrimination.

I believe the philosophy of "Giving people the fishing rod to fish for themselves rather than giving them fish that are unsustainable".

Physical disable can contribute to our Economy and our Society - if given the opportunities like any person - in education, jobs and physical amenities.

7. Hence the gist of the masterplan - in providing education through Sped, pulling in Enterprise to engage physical disabilities in jobs, providing facilities to allow physical disable to move around with minimum barriers --- are all the right direction to be inclusive.

[1:38 pm, 19/08/2022] +Smiley face: Hi JC,

The actual figures employed by our civil service, do you have the latest statistics?

Our NLB does employs disabled librarians, for the rest of the civil service departments, no comment.

Hope someone will share this statistics for the benefit of how we can help our disabled to fulfill their needs or wishes to  meaningfully be employed or  employable.

[1:41 pm, 19/08/2022] ☸️  Danny ๅฟƒ:

I have seen physical disabled employed as doctor, lecturer.

Though i will say I also seen some physical disabled as elderly in buses and MRT - accompanied by their relatives or maid.

Though I will say the number are not large.

[1:41 pm, 19/08/2022] +JC:Don't have any figures! Will be great if Govt publishes those figures and I'm happy to be proven wrong.

Made similar comment on Govt talking up supporting life long learning, mid-career switches, ageism. If the govt is walking the talk, then publish those figures and let that be the benchmark for private sector and society.

- delivery foods use mobile controller

- website marketing communication

- online order

- Robot arm support engineer

- other technology maintenance.

By the year 2030 may look different from present viewing.

[2:10 pm, 19/08/2022] +Frankie Wee: Disability may help useful ☝️☝️

[2:14 pm, 19/08/2022] +Smiley face: Causes and Benefits:

Concurrently, could we look more closely at methods and approaches to measure and explore the

effectiveness of our programs and interventions for persons with disabilities?

There are vacuum to investigate and space to invest into, that is to explore

ways to gather more information on the demographics of persons with disabilities (ๅฏนๆญฃไธ‹่ฏ).

Summarising, what are the benefits from our game plan, this instances - the intervention to level up the Chances of  employment and the public acceptance of employing our Willing to work disabled workforce!

    - - in progress - -

[2:19 pm, 19/08/2022] +Smiley face: Hi Frankie, good afternoon!

With digitisation, automation and the impending shorten workweek .

How would our disabled citizens going to cope as these "tsunami" of changes are visible right in front of our able eyes!

Frankie, good observations! Thank you.

[2:31 pm, 19/08/2022] +Frankie Wee: Well tsunami is a global warning

Singapore is small island, government will invest project innovation. Maybe I can said project will make deep wall when tsunami hit Singapore wave level sea.

I believe disability able to cope safe life if person with “Autism” able to mean survival.

Let’s it pray will not happen tsunami. We will have believed happen global on earth year by year.

[2:36 pm, 19/08/2022] +Smiley face: How about this?

"Learn & Earn (LEAN) program"

For the duration of upgrading of skills to a lengthier diploma or degree or Post Grad.

One, let us support it from part to full subsidy of fees. Two, using the JSS to extend this program for these SkillsFuture.

[2:39 pm, 19/08/2022] +Frankie Wee: Great ๐Ÿ‘

[2:39 pm, 19/08/2022] +Frankie Wee: But whom will employment them if they don’t have job

[2:41 pm, 19/08/2022] +Smiley face: Hi Frankie,

Besides praying harder, perhaps,  affirmative actions matter most....

Let our ables and  disables come together to build all possibilities (ๅคฉไธ‹ๆ— ้šพไบ‹ๅชๆ€•ๆ— ๅฟƒไบบ) !

[2:44 pm, 19/08/2022] +Smiley face: Inclusively, public and private uplift this load, that's one needed beauty (opposite is ugly) of a  compassionate meritocracy!

[2:46 pm, 19/08/2022] ☸️  Danny ๅฟƒ:

I also see physically disabled moving around with their PMA to do food delivery - some with grabs, some with foodpanda.

Not a bad idea for jobs to the physical disabled.

[2:48 pm, 19/08/2022] +Frankie Wee: I believe is possible but I leaned from Japan wave hit by tsunami warning. They didn’t alarm ๐Ÿšจ them.

Some of them death and other is trying to save life and some are surrender live.

We learn is possible developing new things save life to come before never too late. We can said HDB building above floor all units going up level or somewhat we can escape from death.

On the ground people with disability need have watch or inform from alarm ๐Ÿšจ they will try push rush and rush.

[2:49 pm, 19/08/2022] +Smiley face: Social scientists, historians, and experts called it SOCIAL problems or challenges....

The other way to look at it, it is a SOCIAL VACUUM that needs to be FULFILLED!

Hope all of us can see, retune our mindsets and turn this vacuum into a FILLED space!

[2:57 pm, 19/08/2022] +Smiley face: Once again, Frankie, well done in describing your thoughts. Thank you!

Opinion:

"In life, there is no ESCAPEMENT or to seek for the shortest cut!"

Either one solves it or be part of the arriving future mess. There is a need to strategize using the PULL as a driver to solve this "long time" social vacuum!

Please never push it away, metaphorically speaking!

[3:02 pm, 19/08/2022] +Frankie Wee: I believe Singapore nature gregarious land are blocked from west other side of land happening speed wave by tsunami. Sea level may slowly increase meter upper.  It’s right we can’t too push disability too rush.

[3:17 pm, 19/08/2022] +Smiley face: Flood and Floodable:

One valid existential geological concern.

From Japan down to Indonesia (benchmark this Mt Krakatoa) is what known as the big "ring of fire".

Two lucky barrier to this threat (earthquakes and or tsunami), Singapore itself is buffered by the length of the Sumatra land mass. Two, this island nation sits on a solid granite bedrock (benchmark Bukit Timah hill) in an enclave setting away from South China Sea.

The only outlier is sea level is rising and our land is meters above this measurements of seasonal tides and future higher sea waves.

[3:20 pm, 19/08/2022] +Frankie Wee: South China Sea island were build by military force from China. But it’s not follow international law and corporate government.

China has owned self defence.

[3:25 pm, 19/08/2022] +Frankie Wee: How China is building artificial islands in South China Sea

[3:31 pm, 19/08/2022] +Rama: Is this something new or in progress but need to be refined!?

[3:50 pm, 19/08/2022] +Smiley face: "If you cannot uplift the bucket of water, you dig a big hole and pour it in..."

- - annoymous

The Netherlanders have been living "under water" for the last 1500 years whereby 2/3 of it's land is below Sea level.

Learn from them how to mitigate our future rising sea level issue. The dykes system alone is not solid to counter this natural big force, aka salty WATER!

Our Marina Bay is like a basin fills with water.

Should the future sea level rises to extraordinary levels, we might want to utilize our below ground to store these excess water These mega underground caves structure will have to be deep (100m or more) and gigantic in volumetric.

[3:52 pm, 19/08/2022] +Smiley face: Hi Andrew,

Have to ask policymakers, are there existing programs or should we think more about this possibility - Learn & Earn (LEAN) program?

[3:54 pm, 19/08/2022] +Frankie Wee: It’s likely seriously survival when rain and storm then wind heavy, we feel more cold and hungry.

[4:57 pm, 19/08/2022] +Ken Loh: There are quite a lot of such programs but mainly for industries that gov wants to develop

[4:58 pm, 19/08/2022] +Smiley face: How to Pay?

The assumption is how employers, unions and disabled interest groups agreed with a pay scale from simple jobs to mid level jobs, part time or full time basis (less concerning for higher wage PMET)?

Will it be based on a normal pay scale or up to 80% of what an able person would be paid or using the civil service guildelines to pay the disabled people?

As for the CPF contributions and rules, no differentiation between an able or disabled person?

[5:01 pm, 19/08/2022] +Smiley face: Hi Ken, good afternoon.

Would you share with us a few programs that you are familiar with so that we learn more as we go on...

[5:15 pm, 19/08/2022] +Smiley face: Well done, Great EFFORTS!

To addon,...

Perhaps our GLCs should come up with a "Dynamic OOJT" - Overseas OJT of up to 2 years or longer.

Qualified Singaporeans graduates are eligible for this program. There will be a KPI for each hired graduate.

After the period of OOJT, either the firm or the person can choose to quit or remain outstation or relocate to home base.

What's better hiring overseas graduates than filling/sending OURS to overseas!

It's all about experience and exposure. By allowing OUR young grads to the best benefits will yield many returns, that if one could seek, see and count!

THIS IS ONE FORWARD SINGAPORE!

[5:16 pm, 19/08/2022] +Ken Loh: https://programmes.myskillsfuture.gov.sg/WorkStudyIndividualProgrammes/Programme_Listing.aspx

[5:16 pm, 19/08/2022] +Ken Loh: Just go find… no impossible just take time and find the people to talk to get guidance

[5:35 pm, 19/08/2022] +Smiley face: Thank you for sharing.

It seems the currency of programs are abundant.

Are there ways to stream,  slim , or  smarter to make it simpler and easier for people to access,  fully utilise and derive benefits from any of these programs, whether is an industrial program or a social program or an aging program.

Can we redesign and regroup these multi purpose programs to make it "KISS" (KEEPING IT SIMPLE AND SMARTER)?

[5:45 pm, 19/08/2022] +Ken Loh: Too many stakeholders… hard to set everything to be one standard…

Most are quite simple just need to apply and if you fit the requirement… be prepare ๐Ÿ˜… it is never easy to study and work.

[5:49 pm, 19/08/2022] +Smiley face: Back to today's discussion.

Given available programs and packages for our disabled workforce.

Are these programs easy to apply, applicable or complicated to do so? What's the respond and the success rate?

Secondly, should there be not so straight forward procedures, then it may turn into a "matching & fitting" game. Whereby a disabled candidate "merry go round" strings of programs, procedures and qualifications.

[5:51 pm, 19/08/2022] +Smiley face: Perhaps, if situation where stakeholders are plenty, someone must take the ownership to champion it!

Remember the concept of PULLING than pushing to others?
