At the inauguration ceremony on Tuesday (Aug 16), Mrs Josephine Teo, Second Minister for Home Affairs, said the formation of the Gambling Regulatory Authority (GRA) is an important next step for gambling regulation in Singapore given how the landscape will be very different in five years. 

Mrs Teo, who is also Minister for Communications and Information, noted how technology developments have made it easier for people to gamble any time and anywhere, widening the scale and scope of online gambling. Shifting consumer preferences have also given rise to new gambling products and the boundaries between gambling and gaming have blurred, she said.

The GRA will regulate a sweeping range of gambling services, including those offered in casinos and lotteries, as well as sports betting and loot boxes in online video games. The authority will be further empowered under the Gambling Control Act, which took effect this month, to regulate online gambling platforms and take action against advertisements promoting illegal services.

Counsellors and gaming experts said the move to strengthen regulation will address the higher risks posed by online gambling and ensure social safeguards are in place. Parents The Straits Times spoke to also noted that "This legislation sends a signal to kids to recognise that gaming platforms can be fun, but also pose dangers."

Simply put it, such physical vice activities are mostly happening to older people say 45 yrs and above. For the Virtual vice activities, perhaps are more attractive to 45 yrs and especially younger people.

How to control such undesirable and disruptive leisure behaviors from implosions?  It is virtually impossible to stop these on-line activities that will not only lead to more compulsive gamblings and the dire strait of a bigger corridor into a full colors of vices.

One way to slow down these undesirable habits is to start conditioning from 6 years old till the end of a child's educational journey.  What are the methods and steps to achieve favorable outcomes for our future seek? It will need thorough thinking to structure a teachable and importantly believable messages and means, from one age group to the next? The need to inform and teach the downsides of gaming turning into the ultimate behavior of the disastrous game of chances. Should we not address swiftly this social issue, that itself will turn itself into a new generation of gamblers than ideally a better choice of  being a calculated risk taker!

1. What are the overlaps between the new GRA and existing CRA (casino regulatory authority)?

2. From a layman's standpoint, expand CRA to become GRA. Or CRA can subsume under GRA - since CRA is to do with physical gambling premises and GRA is to do with online gambling - but essentially they share the same goals and objectives of curbing gambling?

3. Else 2 authorities will have more overhead. Eg. many functions can be shared such as HR, Finance, formulation of policies, regulations etc

Views on Gambling

1. 1stly, I will like to voice my stands on gambling.


2. Gambling whether online or physical - is against my values - as it takes time away from productive work, and will feed addiction. 

Also gambling feed greed - hoping to win money through luck - rather than productive efforts --- and often most gamblers will land themselves into financial trouble - by losing all their hard earn savings and many borrow from illegal moneylenders, cheat others to feed their gambling addiction and land them into trouble with the law.


3, Hence, my views is to "ban" online gambling. 

As for physical gambling such as toto, 4D, or casinos permitted by the Government - strong social safeguards must be put in place to prevent people from getting addicted to gambling and land themselves into financial trouble.

For myself, my family members, my sibling families - we forbid gambling of any form.

Physical gamblings are fixed and quantifiable. Virtual gambling are variables and easily qualifiable.

How then can one society or a thriving metropolis peddle in-between and pull the fixed away from the variables and manage the variables?

For one successful metropolis, it must posses a few attractive drivers besides education, jobs, good housings, skilled people, technologies, greens, law and order, and higher standards of living. It also needs to have excellent AVENUES for entertainment (measured and legal). Simply put it, would you or your family lives and works in a boring city or country, no work-play balance?

This will reduce a significant number of players accessing the illegal webpage from home and allow GRA to manage those registered.

The amount payable via the payment gateway to illegal, masks game with gambling should be blocked by banks after being investigated by SPF based on the tip-off from residents.

Online Gambling


1. For online gambling, my view is that Government will have completely no control over the gambling as many online gambling sites are developed overseas and they operate 24/7.

Hence a large amount of hard earned money from Singaporeans will be lost overseas as it is not possible to impose social safeguards to manage how Singaporeans and Singapore residents gamble online 24/7.


2. Unlike physical gambling sites like 4D, toto, lucky sweep and casinos - Government can impose stringent social safeguards to regulate and control Singaporeans and residents gambling habits to prevent addiction and landing themselves into financial trouble and wreck their families.


3. Also gambling revenue collected from these legalised gambling outlets will be used by our Government to plough back into our Society to finance social programmes and activities that will benefit our people.


4. Hence, if the stand is to "ban" online gambling - that Government will be unable to control - then blocking of all online gambling sites and sites that disguise as onling gaming sites will be required.

This can be done by working with IMDA, ISP, ASP, Telcos, Cloud Providers etc to :-

a. Blacklist all well known gambling sites URL or IP addresses by firewall.

b. Block gambling or gaming websites through content filtering - by Content Filtering Software devices or Proxy.

c. Use AI, Machine Learning, Deep Learning to look deep into the content of the online gambling and gaming sites - to determine if they are indeed gambling and require players to dump in money to play.


5. Maintain continuous surveillance to block new gambling or gaming sites with gambling content that pop up.


6. By doing so, essentially most of the gambling and gaming sites with gambling contents will be effectively block and protect our people from accessing the online undesirable gambling sites.

Advertisements deployed from a legitimate company are the easiest targets to be required by authorities to comply with regulations. There are many advertisements deployed by malware and codes.

1. My initial view on online gaming is - gaming is wasting time. Only for leisure or for relaxation after one day hard work or study. But people especially youngsters can get addicted to online gaming.


2. Thus my initial reaction to online gaming is to ban or if not at least regulate strict control on the time that youngsters can access the online gaming sites.


3. But then after i talk a few times to various youngsters - i realised the online gaming has positive impact on learning.

I was told that online gaming can help youngsters to learn :-

a. Strategy to win a battle

b. Learn math technique

c. Learn computing technique

d. Solve complex problems

etc.


4. As I don't play online games - and solely based on my discussion with the youngsters, I gather that online gaming do have its merits if they are not addicted - and neglect their work or studies.


5. So I guess the strategy is to prevent addiction to online gaming - by limiting the timing that a youngster can access gaming sites.

Not really sure how should the Government do it technically?

Or should the parents or spouse be involved?


6. Anything excessive is no good - as it will become "addiction".

Moderation is the always the right virtue.

At the inauguration ceremony on Tuesday (Aug 16), Mrs Josephine Teo, Second Minister for Home Affairs, said the formation of the Gambling Regulatory Authority (GRA) is an important next step for gambling regulation in Singapore given how the landscape will be very different in five years.

To educate our young children the virtue of THRIFT and SPENT within one means will be one topic to consider in their social studies program. It has to starts from Primary One and into IHL - ITE, Polys and JCs.

Moral of this story:

Isn't life, at different times, a gamble to many of us? If yes, please read on.

Fact (ไบ‹ๅฎž): 

The higher one's educational level is, the higher society honors it. This highly educated fratinity comes with all sorts of behaviors, it can be excellent or it can be playful or it can harm others.

So one doctor molested his patient is a good example that a higher educated person does not guarantee his/her proper conduct as expected from a professional!

This habit of gamings has long scripted by historians since the golden time of ancient Egyptians. (whereby losing many heads too).

Fancy (ไธๆ€•่พ“่ตข): 

The richer one's is, if there is an existing urge to gamble in group (kakies) or virtually (Solo), the more likely he or she will gambles.  What's the stake and wager be for these deep pockets folks? It can amount to millions of dollars at a few blows!

How about those millions of ordinary "once in a lifetime, wannabe, millionaire" folks, their wagers be? Perhaps in hundreds or thousands of dollars within a month?

This gaming habit does not discriminates the ordinary folks from the richie rich. What gambling or gaming will achieve,  is to dispell one's moods or one's innate needs or an urge to gamble?

Reality (็Žฐๅฎž): 

One thing is widely read, to avoid sending wrong signals to our older youth, is to feature the Rich or/and the Successful people in commonly read news media. Perhaps, theses Successful stories could be channelled to other media like financial and business platforms. Only those who subscribed and those in this game of gains and fames would adore and comprehend better than our youth?

Back to the future of gamings, it is no longer matters to these gamblers (compulsive ones), losing MONEY has numbed and disabled one's rational thinking!

How to eradicate this unfavourable habit? If one has a solution to it, it would be a great gift to humanity.
