[10:00 am, 14/06/2021] +REACH: 📢Topic📢

Today is the beginning of the ease in Covid-19 restrictions as Singapore gradually reopens and moves to Phase 3 (Heightened Alert) in two stages.

💬 What are your views on the phased easing of Covid-19 measures? How can we continue to keep the community safe as Singapore gradually reopens?

RECAP:

In the first stage starting from today (14 June),

• Group sizes will be increased to 5

•  Operating capacity limits for attractions, cruises, museums and public libraries go up from 25% to 50%, size limits for events such as worship services and marriage solemnisations will also be increased.

In the second stage from 21 June, if the Covid-19 situation remains under control,

•  Dining-in of groups up to 5 will be permitted

•  Other activities such as wedding receptions and playing of wind instruments at live performances will also resume, gyms and fitness studios may resume indoor mask-off sports activities.

• In-person tuition and enrichment classes for those aged 18 and below, and higher-risk arts and culture classes will also be allowed to resume.

Working from home will remain the default over the coming weeks and employers should continue to exercise flexibility in their employees' work arrangements as Singapore emerges from this period of heightened alert, Minister of Trade and Industry Gan Kim Yong said on Thursday (June 10).

Singapore also extended its national vaccination programme to Singaporeans aged 12 to 39 last Friday (June 11). Around 73,000 people aged 12 to 39 have booked their vaccination appointments as at noon on June 11.

[10:44 am, 14/06/2021] +Ben: We need to understand the problem better. How many people have anti bodies already? How infectious are people who are vaccinated? How serious are they symptoms in those who are vaccinated? We may be creating a bigger problem than the risk we face.

[10:45 am, 14/06/2021] +Ben: We can see in the UK the spread is on the rise again, and they are likely to delay further easing. However it looks like their measures are already quite relaxed.

[10:46 am, 14/06/2021] +Ben: I agree with mandatory testing, but we are now seeing positive results in people who are not ill and not contagious. What does their result tells us? How does it help solve the problem?

[10:46 am, 14/06/2021] +Ben: We need to be testing for antibodies so we know if people were previously infected and are now immune

[10:48 am, 14/06/2021] +Ben: Remember how many were positive and asymptomatic. We have no idea what leave of immunity we have in the community.

[10:48 am, 14/06/2021] +Ben: What level of immunity

[10:48 am, 14/06/2021] +Peter T Ng: Good points.

Sounds like we do not have sufficient data points re the so-whats after testing. Perhaps some insights on how the information is utilised will be useful

[10:48 am, 14/06/2021] +Ben: Mayebwe should prooritse vaccinations to those with no antibodies in their system

[10:49 am, 14/06/2021] +Ben: Excuse my typos on the train!

[10:49 am, 14/06/2021] +Kevin: Mandatory Covid-19 testing under way for 85 stallholders at Bukit Merah View

https://www.straitstimes.com/singapore/health/mandatory-covid-19-testing-for-85-stallholders-at-bukit-merah-view-temporary

[10:50 am, 14/06/2021] +Ben: Maybe the different side effects from the vaccine are because some already had antibodies and others didn't. We just don't know.

[10:50 am, 14/06/2021] +Kevin: I feel that work from home should not remain as default as I know of some people who work from home is doing nothing. Employers should ask them to come back to office on a 50% base

[10:50 am, 14/06/2021] +Caleb: Basic hygiene like frequent hand washing and shower upon reaching home.

[10:51 am, 14/06/2021] +Caleb: All these gov need to communicate like the vaccination

[10:51 am, 14/06/2021] +Ben: I was barely affected by the vaccine whereas others were highly impacted. Maybe I had covid last year and didn't know. Maybe my body was already prepped.

[10:51 am, 14/06/2021] +Ben: Yep, so no change then.

[10:52 am, 14/06/2021] +Ben: Should be case by case. By default means all things being equal. If an employer has a non productive staff member that's a conversation between them.

[10:52 am, 14/06/2021] +Caleb: Like being extra mask when they go out. So if sneeze, is sneeze into the mask....

[10:52 am, 14/06/2021] +Caleb: *bring

[10:54 am, 14/06/2021] +Ben: Keeping MRT / Bus traffic down in the morning seems a good way to reduce human congestion and contact.

[11:00 am, 14/06/2021] +WJ: gov can provide incentives for company to decentralize their operation. Companies can spread to locations near their employees. Give rental rebate.

[0:12 pm, 14/06/2021] +REACH: Dear Contributors,

Thank you for your views so far, We want to HEAR MORE from you!

We have had good feedback from this group, and we hope that we can keep the discussion robust and active!

[0:15 pm, 14/06/2021] +Murphy Choy: WFH default does not impact work productivity if the staffs are disciplined with their work. Proper management of tasks and instructions will allow the staffs to perform the same level of productivity WFH. The only challenge is the clients' expectation of the productivity level leading to burnout among staffs.

[0:15 pm, 14/06/2021] +Alvin Lim: My personal observation for now is that many people are eating and drinking outdoors with mask while walking about. Some just eat outside outdoors. If you allow groups of 5 and they eat outdoors, it feels like a slap to the face for F&B who still cannot let ppl dine-in. Can enforcement be done on those gather outdoors to eat?

Another thing is when there is talk about travel “bubble” our unlink and community cases start to rise again. Could we avoid using the word “bubble”? Many travel corridors, bi-lanes etc

My 2.14 cents

[0:16 pm, 14/06/2021] +Murphy Choy: With WFH becoming more and more popular, we should initiate new rules to avoid overworking of the staffs. My 1.41412 cents as a boss.

[0:38 pm, 14/06/2021] +Smiley face: Why? From a perspective within Singapore...

Death standing still at 34

Daily low double digits to single digit cases of infection

Excellent and Secured safety protocols in placed!

Most people would choose to "wait and see!"

What if scenario:

Daily death is 30s and infection cases are in hundreds?

There will be a BIG RUSH to get the japs!

Incentive vs Inhibit

[0:39 pm, 14/06/2021] ☸️  Danny 心:

1. Quite a number of people mistaken that from 14 Jun to 20 Jun - when social gathering is allow to a maximum of 5 - dine-in is allowed for 5.

2. Dine in between 14 Jun to 20 Jun is not permitted.

3. Dine-in is only allowed after 21 Jun.

[0:42 pm, 14/06/2021] +65 9740 5395: I agree totally. Its ironic to find people eating outside the eatery. Its like non-official alfresco dine in.

[1:40 pm, 14/06/2021] ☸️  Danny 心:

1. After a good 1 whole week of low single digit community cases - we again witness a double digit 10 community cases yesterday and a high 9 single digit community cases the day before.

2. Though we are enthusiastic about the 2 phases opening from Phase 2HA to Phase 3HA (in a 2 phase re-opening) -- the high single digit recently and the low double digit community cases as well as quite a number of unlink cases  - are certainly is a cause for concern.

3. Noting that 21 Jun dine-in for a maximum of 5 - is contingent on good control over our community cases.

4. The comming few days 14 Jun to 20 Jun - will become crucial to all of us --- where hopefully the single digit community cases can be maintained and the unlink numbers can continue to go down.

5. Only then, we will feel confident that we can re-open the 2 phases of Phase 3HA confidently - without the fear of sudden outbreak - after we re-open.

6. The Delta variants is fast spreading --- as we can see how fast it can spread within the HDB blocks, TTSH, Changi Airport, Westgate and Jem mall.

UK also notice a double jump in Delta variants spreading - despite the fact that many have at least 1 jab of vaccination.

7. Let us see and hold our breath for this 1 week up to 20 Jun --- how well our community cases are controlled.

Hopefully it give us confident to safely proceed to phase 2 of Phase 3HA on 21 Jun --- where everyone is looking forward to.

[1:43 pm, 14/06/2021] ☸️  Danny 心:

Beyond 55% Vaccination rate, infection number fell significantly.

[1:48 pm, 14/06/2021] ☸️  Danny 心:

1. Our full Vaccination only reach 33.42% out of 5.65 million population.

2. We have not yet exceeded the inflection point beyond 55% where infection number will come down drastically.

3. Thus we have to proceed carefully as we move towards phase 3HA reopening.

[1:49 pm, 14/06/2021] +Peter T Ng: Think we should consider partial vaccination # for reopening as well?

1. UK urge not to relax restrictions - as Delta variants surge.

2. The rest of Europe reopen - as infection number plummet.

[3:14 pm, 14/06/2021] ☸️  Danny 心:

1. Note:- UK experience a small increase in infection number after 55% Vaccination for the following reasons:-

a. More contagious Delta variants are hitting UK.

b. UK mostly are still in 1 jab.

c. UK mix vaccines in 1st and 2nd jab unlike the rest don't mix vaccines.

[3:16 pm, 14/06/2021] +Peter T Ng: Need to analyse did the increase in infection number correlates with hospitalisation / mortality numbers.

[3:17 pm, 14/06/2021] ☸️  Danny 心:

Mortality number don't go up.

Hospitalisation go up.

[3:59 pm, 14/06/2021] ☸️  Danny 心:

Majority not vaccinated.

The number of infection is still the overriding deciding factor - as it will result in more hospitalisation.

The Chapter of Cardiologists at the College of Physicians, the Academy of Medicine and the Singapore Cardiac Society said on Monday (June 14) that the risk posed by Covid-19 to health is much greater than the risk of the jabs.

[5:34 pm, 14/06/2021] +REACH: Dear Contributors,

Thank you for your views so far, We want to HEAR MORE from you!

We have had good feedback from this group, and we hope that we can keep the discussion robust and active!

Megan😊

[5:37 pm, 14/06/2021] +Ben: Much higher chance of developing a heart condition from smoking or too much pork belly! Put in perspective a vaccination is about the best thing you can do to protect yourself and loved ones

[5:39 pm, 14/06/2021] +Ben: We really must get past the number of infections and look at the consequence. How many people being hospitalised per day? How many recovering? Covid will not go away this year maybe for years to come. Its How it affects us and how we manage with it that matters now

[5:40 pm, 14/06/2021] +Peter T Ng: +1 on both

[5:40 pm, 14/06/2021] +Ben: 13 of today's cases were already on quarantine... why were they on quarantine?

[5:42 pm, 14/06/2021] +Stella Yip: The measures are good and 99.9% of the population will follow it strictly.  It is that few persons who do not follow G guidelines that will get the rest of the population into trouble.  Wish we have AI tech to pick these people out and isolate them from the rest of us.

[5:44 pm, 14/06/2021] +Ben: We need to adjust our procedures. If someone from Israel is vaccinated and tests negative on departure, again on arrival and again 3 days later why do they need to be quarantined for 14 or 21 days?

[5:44 pm, 14/06/2021] +Ben: It woumd be interesting to see the stats on arrivals from other countries.  How many people are arriving, how many test positive and after what time period, and were they tested when leaving their departure country?

[5:45 pm, 14/06/2021] +Ben: Are we dealing with a 0.01% problem or a 10% problem?

[5:46 pm, 14/06/2021] +Ben: Those who refuse a vaccine are a good place to start.

[5:47 pm, 14/06/2021] +Boon: Well, community safety will also depend on the  the border measures that Sg will continue to proactively take, given that cross border travels will just increase. What would these border measures be like?

[5:48 pm, 14/06/2021] +Caleb: They got to transit somewhere. So the risk is there

[5:48 pm, 14/06/2021] +Caleb: No direct flights to Isreal

[5:50 pm, 14/06/2021] +Rama: Remember SQ was starting flights to Israel some years ago!?

[5:51 pm, 14/06/2021] +Caleb: Oh ik5

[5:51 pm, 14/06/2021] +Caleb: Ok

[5:57 pm, 14/06/2021] +Ben: Ah, good point. Direct flights are easier to manage

[5:58 pm, 14/06/2021] +Ben: Either way someone can come from Israel indirectly. Should Should a different SoP for indirect flights

[5:59 pm, 14/06/2021] +Rama: I believe That is their policy from a security point of view

[6:00 pm, 14/06/2021] +Caleb: Got no direct flights

[6:01 pm, 14/06/2021] +Peter T Ng: Yes we have sensitivities

[6:01 pm, 14/06/2021] +Rama: Malaysia and Indonesia

[6:02 pm, 14/06/2021] +Dong Liang: 3hr 35mins?

[6:02 pm, 14/06/2021] +Caleb: Layover

[6:03 pm, 14/06/2021] +Dong Liang: I see, that fare must be round trip. If its single trip its too ex.

[6:06 pm, 14/06/2021] +Caleb: I guess is more of supply and demand

[6:07 pm, 14/06/2021] +Caleb: They have flights from Thailand

[6:07 pm, 14/06/2021] +Rama: Yes

[6:07 pm, 14/06/2021] +Peter T Ng: Nope

[6:18 pm, 14/06/2021] +Stella Yip: I was happy to see MRT got staff to walk around inside the train with a sign to tell passengers to refrain from talking.

[6:20 pm, 14/06/2021] ☸️  Danny 心:

1. To declare an endemic stage, we need to achieve 3 important milestones :-

a. Inflection Point - we must reach an inflection point of at least 55% full vaccination rate - and at the same time, we see 3 conditions happenings :-

i. Infection number go down significantly

2. Hospitalisation number go down significantly.

3. No death (or minimal mortality).

b. Herd Immunity - to reach the 2nd phase to endemic stage, we need to achieve a vaccination of at least 90% - to be considered at herd immunity.

The above 3 conditions of infection number, hospitalisation number and mortality - must also be met.

c. 100% vaccination rate - through Mandatory Vaccination.

Even with Herd Immunity of 90% vaccination is not good enough to declare endemic stage - because 10%, 556,000 people are unvaccinated.

We cannot declare ourselves as endemic stage - and treat covid-19 as mild flu - because it will still infect 556,000 unvaccinated people - and will still cripple our hospitals and ICUs.

2. Only declaring Mandatory Vaccination - and make the last group that refuse vaccination - vaccinates --- then we can declare ourselves in endemic stage - and "Everyone is protected from covid-19" --- and we can treat covid-19 as mild flu.

[6:25 pm, 14/06/2021] ☸️  Danny 心:

1. We should learn from the mistake of Hua Zai food chain - where 26 stall need to close down when only 1 stall at AnchorVale is infected.

2. Cross deployment of workers - is the fatal mistake - that impact the "Business Continuity" of Hua Zai.

3. If Hua Zai practice no cross deployment of its workers across stall - even if one stall at AnchorVale is infected, the other 25 stalls can continue to operate - and need not close all the 26 stalls for 2 weeks - leading to a big loss to Hua Zai across all its food stalls.

[6:28 pm, 14/06/2021] +Stella Yip: Hearsay: How to mandate vaccination when some people want but were told not to, for medical reasons.  Some people have super strong allergy after 1st jab but they still want 2nd jab but medical staff told them cannot.  Some didnt even get first jab because they already got thick record on allergy liao.

[6:29 pm, 14/06/2021] ☸️  Danny 心:

Except those who are medically ineligible.

They can explore non-mRNA vaccines if they are allergic to mRNA vaccines such as the Sinovac.

[6:32 pm, 14/06/2021] +Thomas: Need to mandate except for medical reasons as there are some don’t go for it because they are anti-vaxx. Influence by some none mainstream western media or white evangelical

[6:33 pm, 14/06/2021] ☸️  Danny 心:

Yes, I am after this group of people.

[6:34 pm, 14/06/2021] +Stella Yip: I think these people may take Sinovac if it is free for them plus if G will take care of them if they develop complications.  Now G will not take care of these people if they develop complications, is that correct?

[6:35 pm, 14/06/2021] ☸️  Danny 心:

1. Because the remaining 10% who refuse vaccination - will become our Trojan.

2. This small group can get infected - and reinfect the majority who are vaccinated.

3. No one is safe, unless everyone is vaccinated.

[6:36 pm, 14/06/2021] ☸️  Danny 心:

Currently there are no non-mRNA vaccines good enough.

AstraZeneca, Johnson and Johnson vaccines - can have blood clot.

Sinovac good to protect but poor efficacy to stop spreading.

[6:37 pm, 14/06/2021] +Stella Yip: so G will take care of them if they take Sinovac and kena allergic reaction or not?

[6:37 pm, 14/06/2021] ☸️  Danny 心: 🤷

[6:39 pm, 14/06/2021] +Rama: Scope of limited care is defined in MTF joint statement prior to roll out,  which is very limited or not much to hope for

[6:42 pm, 14/06/2021] +Stella Yip: then if the people scared to take vaccination becos of medical reasons and got fat bank account for complications, then they how? Medical bills can be scary.  Help the nation, then die of hospital bills? Need to have money to be noble?

[6:47 pm, 14/06/2021] +Rama: LW has made it clear, no subsidy,  no financial claim when one choose sinovac.  This should be food for thought.  As it is, emergency use under special access route and no full disclosure from China, leaves much to ponder.

My close friend comments:-

At 44% (1 dose) and 33% (2 doses) our vaccination rate it still too low to watch the severity cases alone.

Healthcare can easily be overwhelmed at this stage.
