The Multi-Ministry Taskforce (MTF) announced today (10 Jun) that Singapore will move back to Phase 3 (Heightened Alert in two stages. However, work-from-home continues to remain the default. Singaporeans aged 12-39 can also book their vaccination appointments from Friday.

πŸ’¬ What are your views on the phased easing of COVID-19 measures? How can we stay safe as we move back into Phase 3? 

In the first stage starting from next Monday (14 June), 

• Group sizes will be increased to 5 

•  Operating capacity limits for attractions, cruises, museums and public libraries go up from 25% to 50%, size limits for events such as worship services and marriage solemnisations will also be increased. 

In the second stage from 21 June, 

•  Dining-in of groups up to 5 will be permitted if the Covid-19 situation remains under control

•  Other activities such as wedding receptions and playing of wind instruments at live performances will also resume, gyms and fitness studios may resume indoor mask-off sports activities.

• In-person tuition and enrichment classes for those aged 18 and below, and higher-risk arts and culture classes will also be allowed to resume.

Very fine difference, but the if-then trigger is different and this should be made clear in the communications cos that's the basic job for news outlets.

ST's articles today have totally muddled the "will open" and "can open if this remain good". Maybe I'll give them a few hours to sort out what exactly the position is before I take umbrage. πŸ˜‰

2. And the 2 phases opening up to Phase 3HA - contingent on whether the infection number is a low single digit, unlink numbers that will not turn into a superspreader event --- is a cautious but calibrated move.


3. At the same time, I am happy to hear that those working younger adults and students above 12 years old have been opened up for vaccination - where this will further ramp up our vaccination rate at a quicker pace.


4. No announcement of quick opening up of our border measures restriction - except for Countries with low infection number.


5. All these smell good - to allow us to cautiously open up our Economy into Phase 3HA --- but at the same time, ensure the infection number don't spike while opening up.

The MTF should gave by now an analytics of F&B cases compares to say HDB cases. Through these contacts tracking mechanism, it will have a preliminary conclusions (not finite) on each case and the tracks.

Once again a good question to think about!

For all you know, this person could've picked up the infection from elsewhere but just so happen to have sat next to a confirmed case at the food court. And MTF has ruled out public transport. From there, you look for the earliest reported case and what's most likely to be the place/event where these cases would have interacted or may have gotten infected. 

Even then, it's still just a "most likely" and not a "must be". Cos first reported may not always be the source, and there are certain criteria which has been expressly excluded for practical/policy reasons such as contact below 15/30 mins (no one said that the virus had to stay behind the line and infect only after this time), public transport (cos you don't want to cripple the system), contact surfaces (cos it's impossible to track that) etc. With these variabl…

This is an article which I read. Guangzhou's reported cases involved a restaurant setting, but the cases did not seem to have direct contact with each other cos they were sitting in different parts of the restaurant. I'm sure MOH is paying close attention to these developments in deciding whether the guidelines need to be updated for dine in along the way.

a. Workers can't work in office - as all need to tabao.

d. No local tourists - when you tour but no place to eat - can't be squatting in the park to eat.


3. Dine-in is almost a pre-requisite of opening the Economy up.

That has allowed us to secure enough stocks at a presumably decent price before demand drives everything up.

As part of tightening and securing our perimeters of living and working, rapid test kits will soon be available for individuals. The distribution of free masks has been a smooth success! It is appropriate for Temasek Foundation to champion the procurement of the Rapid Self Testing kit (RST) to be distributed to all households. It is a good initiative to engage our Singapore in this continuous effort of TF to issue the RST kits at the community level. Importantly, an assurance of quality checks of the RST kits at an accuracy level of 95% or more! 
This SCI initiative will be an on-going available quarterly into Q2 - 2023. The level of subsidies range from 50% subsidy to full subsidy pending on households income.
The RST kits comes in quantity of 10, 20, 30 packing. These packs can also include 2, 4, 6 masks respectively. Each household can choose and/or purchase up to 2 pack in any configuration quarterly. Using existing Community Clubs/Centres as collection points. 
After all, it doesn't matter as the old saying goes, "we are all in the same boat... "

For physical schooling, THERMOMETER has been a norm SOP for students to self checks daily temperatures. Importantly, when schools REOPEN, daily SELF CHECK temperature taking must be VERIFIED by teacher in charge to CONFIRM all students in the class have normal reading of their temperatures! 
For the RST, working towards a essential NEW HABIT of self testing. We have done very well with wearing masks in public spaces! The frequency of self testing will have to be encouraged and progressively adopts into part of our lifestyles! It will be a good norm for ADULTS at all levels of activity to best DAILY SELF CHECKS or a minimum of TWICE weekly! 
We should think the self checks as a civic and personal responsibility! 
The F&B industry is an important pillar of a country's economics activities and a challenging one these days! The industry has to come up with matrixes and discuss with government agencies to derive a set of UNIFIED approach to better prepared any unforeseen scenarios:
Formation of a DIVERSE EXPERT panel CO-CHAIRED by NEA-MOH-MOF-MND with ideas / proposals elevating to the MTF. The aim of this large group of experts and stakeholders is to deal with the on-going variables and going forward future decisions such as property tax rebates, rental subsidy, JSS, partial off-set of GST for food ingredients. These variables of intervention will be better calibrated in deriving a consensus and importantly a sustainable solution. 
The composite of this panel to include stakeholders from 5 zonings (N,S C, E, W)  hawkers, coffe shop operators, foodstreet outlets, bars, landlords, mall owners, selected hotels, delivery companies. A bi-monthly (2 hours) meeting to listen & discuss on-going challenges, impending ones, latest covid clusters and procedures briefing. Ideas and proposals will be elevated to the MTF.
