[0:53 pm, 27/11/2020] +: Incomes in Singapore have continued to rise in the past five years while necessities like education remain affordable. Furthermore, for the first time in five years, 2019 shows Singapore's Gini coefficient - a measure of income inequality - dipping below 0.4.

The Singapore Public Sector Outcomes Review (Spor), a stock-take of the sector's work that is unveiled every two years, rounds up key figures in such areas as the economy and social support. 

But unlike past editions, this year's review has a special section in recognition of the whole-of-nation effort to fight the coronavirus pandemic. Titled "Emerging Stronger as One", it highlights how Singaporeans, businesses and the community have stepped forward to partner the Government to help those in need. 

The four key takeaways for Singapore's economy include reduced income inequality and more work opportunities, competitive economy and workforce, a pro-business environment and improved access to digital services, but slowing growth and employment due to COVID-19.

Singapore reported four new COVID-19 cases as of noon on Friday (Nov 27), said the Ministry of Health (MOH) said in its preliminary daily update.

All the new cases were imported and placed on stay-home notice upon arrival in Singapore.

I agree to the part on managing risks, but the part on how to ensure everyone is on the same page is left to be desired. Everyone has their interpretation of the rules. The recent community case where 1 person was infected because he decided to have a meal with 14 is a good example of people bending the rules to their discretion. I dun blame him, as the restrictions were implemented since Mar, I had given my prediction that with festivities nearing, this person will not be the last person to flout the restrictions. How are we going to manage the risks remain as a challenge for the gov, especially when we are expecting to go into phase 3 soon.

If everything run well from 1 Dec 2020, then no need to activate this backup plan written on 25 Nov 2020:-


Actually, STB have a better and more cost effective way to distribute the tourism voucher.

Just provide physical voucher to individuals.

Let individual decide on their own to visit the tourist spots they like by using the voucher like cash.

Then it will dispense with all the complications.

Don't need to throw tender to award to 5 vendor package.

Don't need to visit website.

Speed up the process and complications.

People just use their IC to collect the physical voucher in the CC.

Then people just visit any sites they like.

Objective achieved.

If don't want the tourism voucher to be abused, print the name of each individual onto the voucher.

Tourist spots just check the name in the voucher against the IC during entry.

Problem solved.

No complications.

People happy.

If people find it a pain navigating the 5 tenderer website - this method of voucher redemption is easier and idiot-proof.

The tourism voucher is only $100.


The current complicated way of redeeming the voucher far exceeded the worth of spending the time and effort needed to distribute, navigate, or deploy staff to redeem the voucher.

It was pretty badly done imho, but I no blame PA, it was dropped from the sky and they dont have much reaction time to turn around, instead of giving feedback at home, I went down to help distribute and at the same time, work with them to smoothen the process

(1) The following is my suggestions to STB how to execute the backup plan - to redeem the tourism voucher if there are problem executing the backup plan :-

a. Call tender to print 2.5 million - a pack of $10 tourism voucher (specs :- to print name of individuals - name to be provided by STB) - Open tender and close by 2 weeks.

b. 1 week to do evaluation and 1 week to award- award to lowest price tenderer.

(Total :- 4 weeks)

c. 1 month for succesful tenderer to print the voucher and deliver to STB.

(Total :- 1 month)

Total time = 4 weeks + 1 month = 2 month.


(I have throw about 10 tenders - in one of my projects - and I complete the above within 2 months).


(2) CC will dispense the tourism vouchers with name check against based on IC produced. This is to ensure that the right person will be issued with the tourism voucher with their names on it.


(3) Only authorised tourist spots operator can accept the tourism vouchers.

Eg. If I visit the zoo :-

Zoo operator must check my name on the voucher against my IC before allowing me to enter the zoo. If my name in the tourism voucher and my IC don't tally, I will be refused entry.


(4) Advantages of using this approach to redeem toursim vouchers :-

a. Elderly, IT illiterate, many tourist spot operators and anyone know how to use the tourism vouchers - without having the pain to surf the net, try to redeem the voucher online and discover that some tourist spots they want to visit are not on the web or they can't find the place they want --- because it is too painful to surf so many websites.


b. Those who have vouchers at hand will use it - so as not to waste it.


c. Unused vouchers will expire on expiry date, or people can return unused vouchers to CC.


d. The outcome of meeting the STB objectives of helping tourism business -- will be much better --- because public will more likely to use the vouchers they possess.


e. Online redemption of vouchers - will more likely to discourage many not to use it --- and fail to achieve the objectives of helping the tourism business - as many people find it too difficult a task to redeem it online.


f. Quoting the Public Sector outcome ----- the outcome will be better if use physical tourism voucher.
