Prime Minister Lee Hsien Loong and Deputy Prime Minister Heng Swee Keat spoke at the PAP biennial conference yesterday, on topics including the need to maintain a core identity representing all Singaporeans while responding to changing politics, and also on the desire from the ground for greater political diversity and checks and balances in Singapore.

What are your key takeaways from PM’s speech? How do you think we can be more active in helping to shape an inclusive Singapore?

PM Lee stressed the evergreen importance of trust, which is buttressed by solid work. "In politics, there is no substitute for the hard, patient work of reaching out to people, solving their problems, winning their trust and confidence," he said.

Another key point of the speeches made by PM Lee and DPM Heng was on engagement. While there is no question that the party has to deliver competent government and substantive policies, PM said that " good policies must be accompanied by good politics". In short, the Government is not just an administrator, but also a beacon and galvanising force.

While stability and job security may be paramount, increasingly, Singaporeans want other things too - from participating more actively in shaping society, to the closer scrutiny of government policies and more robust public debates.

Deep engagement with people under Our Singapore Conversation has helped the Government to better understand their needs, concerns, fear and aspirations, and this has translated into “significant policy changes” .

The PAP must “fully embrace this spirit”, said Mr Heng, adding that every party activist can make a difference.

The party must reach out to all Singaporeans, including those with different views, “as long as they have the interests of Singapore and Singaporeans at heart” .

And where differences arise, the PAP must engage them in an “inclusive and constructive” manner, he said.

“Working closely and sincerely with fellow Singaporeans is how we will hold the ground and sustain trust in the PAP. So while we have a good mandate, we must remain humble and work together to win the support of our people.”

“Strong” ground engagement remains fundamental and has been a strength of the PAP, said Mr Heng.

“Singaporeans must not see the PAP as just a capable government, but also as people they can relate to, whom they can trust.”

“They still want stability and progress, job security and opportunities for themselves and their children,” he said.

“But increasingly, Singaporeans want other things too,” he said. This includes being able to participate more actively in shaping society, having more checks and balances, more alternative voices, and scrutiny of government policies.

The PAP must keep doing this, he said, which is why its fourth generation of leaders has been leading initiatives to encourage people to come forward and express themselves, such as through the Emerging Stronger Conversations.

“Our hope is that through these platforms, Singaporeans will feel empowered to make a difference and contribute to society, working hand-in-hand with the PAP,” he said.

Insights on World Peace and World Prosperity through Global Cooperation and Collaboration

Part 1

1. Previously, we have great elder statesman like Mr LKY, Kissinger and others who will occasionally publish their great insights and visions about the world and regional situation and scenarios - in order to preserve world peace and prosperity.

2. But recently, we are not seeing politicians with good thoughts and insights sharing their views on global and regional issues that will impact the world and the region - because the global political climate of sharing such thoughts have turn toxic.

3. But increasingly, the world is not going on the right path for the past 4 years, and there is an urgent need to nudge world affairs into the right trajectory - for the sake of world peace, world cooperation and world collaboration - in which many global institutions have been instituted to achieve these, notably WTO, WHO, IMF, World Bank, Paris climate agreement, TPP, Belt and Road, RCEP etc.

4. Humanity is at its worst. Global cooperation in World Affairs is almost non-existent - that smell bad for the World.

1. After World War 2 - UN, WTO, IMF, World Bank, WHO and many other World Institutions - are instituted to promote World cooperation, World peace and World prosperity - so as to prevent another world war - World War 3 which likely to draw in nuclear war.

For the past 4 years, we are seeing such global institutions' collaboration and settlement of issues among member Countries being chip away, and make ineffective - that come with increasing risk of crippling world cooperation, collaboration, arbitration and mediation - that will increase the risk of superpower going down the path of military confrontation in order to seize economic benefits, world resources and jostle for division into friend and adversary blocs. This is a very dangerous development - that is brewing in global affairs and is moving down the trajectory of nursing a World War 3 - that will threaten to wipe out human civilisation.

3. Any well meaning insights must be shared with the world to stop such trajectory.

1. The world are seeing 2 disturbing development:-

a. Superpower political and military lockhorn and rivarly

b. Economic conflict - eg. trade war, technology war and finance war that lead to bifurcation into "dual circulation" and the formation of "dual economic orbits".

2. These 2 disturbing trajectory sow the seeds for future superpower conflict and confrontation - that may trigger World War 3 - if allow to continue to manifest.

3. The world need to reverse these trajectory by doing the following :-

a. Reform and fund world institutions such as UN, WTO, WHO etc to make them current, and effective to enforce rule of law and promote global peace, cooperation, collaboration and global prosperity.

b. Turn trade war, tech war and finance war into more collaboration in trade, tech and financial cooperation - to promote business, investment, trade and travel.

c. Promote more military engagement, setting up of hotline, conduct joint military exercise among superpowers to prevent mis-comm and mis-reading that lead to military conflict.

It is about objective debate, keep things transparent, and allow scrutiny.

If political parties can't even articulate alternative policies, how can public trust them to govern.

Just blindly give them votes for the sake of oppositions?

This is not democracy - but democracy in blind faith.

Look at Dr M from across the Causeway. During their campaign, they promised this and that. Then when they were elected, they realised not all can be achieved. If Singaporeans get hoodwinked by unscrupulous people who can speak very well but actually have nothing substantial to contribute, then I fear for the future of my children and my children's children.

1) I don’t think they did enough of outreach to gather feedback of the reasons for their election results. Or at least people aren’t telling the full picture.

2) Core identity etc have all along been the harping point of opposition parties eg FT vs Locals etc the idea is that as long as we have more locals than foreigners it should be ok. Sg ppl are pragmatic lot, we know that we still need foreigners in sg.

3) To create more inclusiveness we can’t just use lip service. Some Sg ppl are just so lost it’s easy to brainwash them. To get them back to the table for a chat is the key challenge. Just like other countries with very polarized views, it all starts with taking a step back.

Acknowledging that we have flaws made some mistakes etc will lower their guard. If you go in hard and ask them for feedback, they will no longer talk to you or will give one word reply but deep down their anger and hatred will remain.
