PM Lee said yesterday that even as the local tech talent pool grows, Singapore needs more technology talent, and a newly announced work pass hopes to help the country attract “highly accomplished” individuals in this field. 

💬 How can Singapore further strengthen the tech ecosystem and build up our own talent pool? 

PM said the Tech.Pass, launched last week by the Economic Development Board, is targeted at “the movers and shakers of the tech world”. Unlike the Employment Pass that is tied to a particular job or employer, the new work pass “will be personal to the holder”, giving them flexibility to move between roles and employers, he added.  

Singaporeans must see the tech companies as bringing in expertise and experience, as well as building up the industry and capabilities. 

“So that our own people can learn from them, upgrade themselves and eventually build up our own talent pool,” PM added. 

Local universities and polytechnics are producing more graduates who are in demand, but companies also need to bring in overseas professionals at higher levels who are in short supply here. Such professionals help create a virtuous circle by expanding Singapore's talent pool, raising standards and strengthening the tech ecosystem here.

PM Lee hopes US President-elect Biden will come up with framework for 'constructive' US-China ties

Prime Minister Lee Hsien Loong on Tuesday (Nov 17), expressing his hope that US President-elect Joe Biden will develop a framework for an overall constructive relationship with China.

This means a relationship in which the United States and China remain in competition with issues to resolve, but ultimately do not want to collide and will work to develop areas of common interests while constraining the areas of disagreement, he said at the Bloomberg New Economy Forum.

Within this framework, topics such as trade, security, climate change, nuclear non-proliferation and the issue of North Korea can be dealt with, he added.

The Prime Minister also expressed the hope that the World Trade Organisation, under the Biden administration, will no longer be "deliberately pushed to one side" in the way it has been under the Trump administration.

Countries may quarrel over many things, but they should try to "insulate" trade because trade disputes hurt all parties involved, he said. "The more countries avoid doing that, the more it will be credible when they say we believe in multilateral trade, and they believe in win-win development and cooperation with our neighbours."

PM Lee was speaking to Bloomberg News editor-in-chief John Micklethwait in a wide-ranging interview that touched on such topics as US-China relations, the global race to secure a Covid-19 vaccine, and Singapore's own handling of the pandemic.

Mr Lee was asked if President Donald Trump has done "permanent damage" to the way the United States is viewed in the region.

There will be some long-term impact on perspectives on America, as well as how America views itself, he replied. Although the shift in perspective did not start with Mr Trump, it has become more evident in the last four years.

"When you talk about putting America first and making America great again, it is a more narrow definition of where America's interests lie than has hitherto been the way US administrations have seen things," Mr Lee said.

On regional blocs and technological bifurcation, Mr Micklethwait noted Singapore has "finessed Huawei quite elegantly" in giving it some access to the 5G network in Singapore.

1. Previously, we have great elder statesman like Mr LKY, Kissinger and others who will occasionally publish their great insights and visions about the world and regional situation and scenarios - in order to preserve world peace and prosperity.


2. But recently, we are not seeing politicians with good thoughts and insights sharing their views on global and regional issues that will impact the world and the region - because the global political climate of sharing such thoughts have turn toxic.


3. But increasingly, the world is not going on the right path for the past 4 years, and there is an urgent need to nudge world affairs into the right trajectory - for the sake of world peace, world cooperation and world collaboration - in which many global institutions have been instituted to achieve these, notably WTO, WHO, IMF, World Bank, Paris climate agreement, TPP, Belt and Road, RCEP etc.


4. Humanity is at its worst. Global cooperation in World Affairs is almost non-existent - that smell bad for the World.

For the past 4 years, we are seeing such global institutions' collaboration and settlement of issues among member Countries being chip away, and make ineffective - that come with increasing risk of crippling world cooperation, collaboration, arbitration and mediation - that will increase the risk of superpower going down the path of military confrontation in order to seize economic benefits, world resources and jostle for division into friend and adversary blocs. This is a very dangerous development - that is brewing in global affairs and is moving down the trajectory of nursing a World War 3 - that will threaten to wipe out human civilisation.

3. The world need to reverse these trajectory by doing the following :-

The United States and China must find some basis for cooperation, or risk sliding into a catastrophe “comparable to World War I”, former US secretary of state Henry Kissinger said at a global forum on Monday (Nov 16), delivering a stark warning on the state of ties between the two superpowers.

“I’m not saying that we and China will live with a consciousness of harmony. I am saying that there will always be stresses and tensions. The question is, ‘Is there a direction in which we can cooperate ?’” said Dr Kissinger.

Speaking at the Bloomberg New Economy Forum, which is being held virtually this year, he was among some former senior US government officials who laid out how they thought president-elect Joe Biden should tackle US-China ties when he assumes office in January next year .

“I think we’re in the mountain path just now, and it’s a process that should not continue ,” he said on Monday, adding that there was a danger of a “great catastrophe” if both sides slipped into war and conflict.

Mr Biden would need to open a path of dialogue with the Chinese leadership, he said, adding that both sides need to agree that “whatever other conflict they have, they will not resort to military conflict ”.

Both countries should also create an “ institutional system ” where each president appoints a special representative to remain in contact on behalf of their presidents, he said.

Having agreed to avoid the possibility of war, both sides can “move towards issues we should achieve”, he added.

1. Is our education sector is moving fast enough to develop local talents?

2. Do our tech talents move up to the top management over time or are these positions reserved for their native talents (e.g. Japan companies)?

3. What are the challenges local tech talents face in moving up the value chain and what can be done to help them?

The results of the 2020 Primary School Leaving Examination (PSLE) will be released next Wednesday (Nov 25) from 11am, said the Ministry of Education (MOE).

Candidates will receive their results in their classrooms at their respective primary schools instead of gathered as a cohort in the school hall as in previous years, given the ongoing COVID-19 pandemic, said the ministry in a press release on Wednesday.

"For PSLE students, given their younger age, one parent or guardian can accompany their child or ward to school to collect their PSLE results," said MOE.

We trained ourselves in a course, set up in a lab and then we implement a big project - with no prior experience.

So we decide to learn on our own, setup in the lab and then implement when we secure the projects.

Foreign visitors to Singapore can now buy inbound travel insurance coverage for COVID-19-related costs incurred in Singapore, the Changi Airport Group (CAG) and the Singapore Tourism Board (STB) said on Wednesday (Nov 18).

The announcement was made on behalf of the Emerging Stronger Taskforce Alliance for Action on Enabling Safe and Innovative Visitor Experiences.

That approach creates a bad working relationship and poor reputation for the employer/country. If SG wants to bring in expertise then it must accept bring in the person with it. That means their expectation for how they want to live, stay, grow old etc. They should not just be seen as a means to benefit Singapore, with no regard for their personal ambitions.

We need to welcome foreign tech talents in order for Singapore economy to do well.

So that good hi tech jobs can be created for Singaporeans.

Though we start to have a rich r&d culture, we can't beat the world tech talents.

Not even US or China if they do it alone.

They also need global tech talents.

[0:58 pm, 18/11/2020] +: Foreign talent should be given opportunity to become a value citizen of Singapore if they positively mentor Singapore born citizens (no less than X number to be determined by G) and help boost SG economy on the global platform.  However, such foreign talent must not be from a caste system whereby they are likely to carry their culture into SG.

[1:04 pm, 18/11/2020] +: I actually find the requirement for the tech pass quite hard to attain so I’m ok with it. Actually thought the tech pass is for someone who wants to start a tech business here and not employee to be honest.

Another way to attract talent and keep them here is to attract top transnational tech companies here, Twitter, FB, Tiktok which we are already doing. Continue doing this and allow the incubator/sandbox to grow and we may see more “Made in SG” apps, services or products.

To build our own talent is a different story. It has to start with the society and community. A society of extreme obedience who don’t think to challenge the status quo will rarely see epic groundbreaking creativity and innovations.

Agree.

Giving away money or universal basic income is bad idea.

Because reserves will be gone very quickly.

People will become lazy and rely on government for easy money.

Providing jobs - by providing people the means to earn their worth is sustainable and help people to preserve their sense of self-worth.
