What do you think of the new distribution plans for the TraceTogether tokens?

To prevent overcrowding and ensure that every resident will be able to collect a token from a collection point near them, three key changes have been made to the way TraceTogether token is distributed:

- Only residents of the constituency are allowed to collect at their community centre.

- Collection points will be opened progressively, in one constituency at a time.

- Once a collection point is open, residents will have enough time to collect their token. Sufficient stock will be made available at each community centre.

TraceTogether-only SafeEntry (TT-only SE) will be implemented progressively to allow the public time to get used to the new SafeEntry check-in method.

1. The announcement of mandatory use of TT token or apps to malls, events, cinemas etc - trigger the anxiety - "cart before the horse" - as majority of the people has not yet collected the token nor do they want or have the means to access the app.

2. Opening some CCs but no news on others to issue the token also trigger the anxiety.

3. Now with assignment of actual date and time for all area CCs for people to collect, and no mandate for people to use the token even before they collect - reduce the anxiety and rush to collect.

(1) China new economic strategy for the next 5 years - will come with the main theme which comprise of 2 tracks :-

(a) External circulation

(b) Internal circulation

(2) As China is facing increasingly difficult business environment due to Trump strong pressure to squeeze China out of trade (through trade war), technology (through tech sanctions of China tech companies) and finance (by sanctioning the finances of Chinese officials through the SWIFT US dollar system) ---- China has coin 2 tracks system --- namely "dual circulation" for its next 5 years new economic strategy.

(3) China is looking at :-

Creating a 2nd track - known as "Internal circulation" - to boost its Economy - & to mitigate and cushion the external pressure its faces from Trump 3 prong attack on China's :-

a. external trade and supply chain, 

b. tech sanctions by cutting out China tech business from US market and the world market as well as restrict US tech resources from being used by and to be sold to China tech firms

c. financial sanctions on China top officials.

(4) China "Internal circulation" predominantly focus on 3 tracks :-

a. Ramping up internal massive domestic consumption from its large domestic markets.

b. Ramp up its R&D - notably by reinventing the whole supply chain of semi-conductor industries to create its own chips instead of relying on US chips developed, design by US tech. as well as pushing forward its R&D edge in 5G, AI, quantum tech, etc.

c. Create its new digital currency or digital yuan known as DCEP (Digital Currency Electronic Payment) and wrench itself out of US Dollar Swift system in Global financial system.

Effectively, China will have created a bifurcation strategy - independent of US ecocnomic orbit, technology spaces and financial sytem.

What opportunities can Singapore seize from China's new economic strategy and the 2nd Global bifurcated system?

1. Continue to cooperate with China in trade, business, investment, travel etc through its "External Circulation".

2. Work with China to tap and integrate with its new "Internal circulation" that aim to tap on its huge domestic market to boost Economic growth.

a. Singapore have joint venture with China in building many Eco-cities and industrial parks.

b. Singapore have the largest investment in China with many local companies investing in many provinces in China.

c. Singapore investors in China should be able to seize the 3 tracks in China's new"Internal circulation" and increase its business revenue and profits. This will be a big opportunities for Singapore firms invested in China - as China domestic market is a "huge market".

d. Importantly Singapore business must be able to :-

i. Sell to its large domestic consumers.

ii. Value-add to the high-tech industries that China is expending great effort to create.

iii. Participate and seamlessly integrate with China DCEP digital yuan and continue to strengthen Singapore as yuan currency exchange through offshore yuan trading hub as well as operating as gateway between China financial system as well as the World financial system through SWIFT.

3. When the covid pandemic blow over, Singapore will be poised to emerge stronger economically and seize the opportunities offer by China's economic shift.

a. To cruise again in US bifurcated Economic System

I think many people still don't understand what is the TT token and apps used for.

1. TT token is only used for close contact between infected people who are also using TT token or apps through Bluetooth.

Bluetooth don't communicate with scan SafeEntry.

2. There is a QR code on the token or the apps in which the attendant needs to use a scanner to scan the SafeEntry.

Bluetooth is not used to do the scan entry.

A scanner need to scan the QR code, not Bluetooth which is a communication tech - not a scanner.

Why I still need to scan your qr code or produce IC?

But the problem is, the token come with QR code, it is not a scanner.

People thought that their token can use the Bluetooth in the token to scan the store QR code.

Bluetooth is a RF radio frequency communication protocol, and is not a scanner. How can Bluetooth scan the store QR code?

If an infected person goes into a small confined place and started spraying saliva everywhere, the subsequent person who use the space, although never come into contact with the infected person, will still have high risk to be infected. A safe entry will be able to capture this information.

(1) How does the SafeEntry QR code works?

(2) A unique QR code is designed for each mall, store and organisation - that comprise of the unique ID (Identity), storename and relevant information of the store.

(3) When people enter into the store, we need to use a "computer" to scan the Store unique QR code to capture the store information.

a. People use their handphone scanner apps plus phone camera to take a snapshot of the store QR code.

b. When the store QR code is capture by the phone camera, the handphone will pull out the URL link of the SafeEntry web page trigger by the Store QR code.

c. Once the SafeEntry web page (I think is designed by Govtech), is launched, it will store all the store information (Store unique ID, storename, other store relevant information, including the time stamp and date stamp from the handphone date and time settings, and then prompt user to key in their IC number, name and phone number).

d. When the user click "Check in", the SafeEntry web page will have captured all the store info., user info and the date and time stamp of entry.

(4) So the token is not a "computer" - it carry the QR code - and expect the store to scan it and process the user QR code, infused with the store information and date and time stamp and upload into the SafeEntry Webpage in Govtech. If the store don't have the scanner and computer to upload the information to the SafeEntry web page - then it will expect customer to produce their handphone to do so.

(5) So bringing your TT token is not good enough, people must also bring your "computer" - which is your handphone.

(6) If people don't have handphone, then you need to bring your IC, so that the store can "manually" or use their scanner to scan your IC - to capture your entry with date and time.

Hope this detail explanation explain the need for SafeEntry.

One new COVID-19 case was reported in Singapore as of noon on Monday (Nov 2), said the Ministry of Health (MOH) in its preliminary daily update.

The new case was imported and placed on stay-home notice upon their arrival in Singapore.

There were no new cases of locally transmitted COVID-19 infections, said the health ministry. This is the third consecutive day of no new locally transmitted coronavirus infections in Singapore.

This is the lowest daily figure of new COVID-19 cases reported in Singapore since Feb 25.

Starting Dec 1, all schools will require students to use either the TraceTogether token or app on their mobile phones for entry, to aid contact tracing.

December will be a grace period, however, where the scanning of NRIC or student passes will still be permitted.

The Ministry of Education's (MOE) guidelines are in line with broader changes to regulations that have kicked in recently. It has already been announced that entry to venues like restaurants, workplaces and shopping malls will require the TraceTogether app or token by end December.
