Singapore is stepping up efforts to grow more food locally, to help local farms ramp up production over the next six to 24 months by leveraging technology. 

💬 How can we play a more active part in Singapore’s sustainability efforts? 

In September, the Singapore Food Agency under the Ministry of Sustainability and the Environment (MSE) awarded close to $40 million under its 30X30 express grant to accelerate local food production. 

Beyond food supply, with pressing issues on everything from water supply to sea-level rise, 

MSE is also looking at turning waste into a resource by squeezing value from every dreg.  

At the same time, Singapore is preparing to protect itself against sea-level rise and has since 2011 raised the minimum level for newly reclaimed land from 3 to 4 metres, above the mean sea level.

Yes many have abuse, but making it harder don’t make it easier for people having interest to get into the business.

The new policy help the existing players more than getting new blood in.

Local won’t support local farms as much as we hope. Due to the fact of cost.

[11:25 am, 30/11/2020] +: I have seen Jurong Island and am concerned that it may be vulnerable to sea level rises. I’m not sure of its average elevation above sea level but it seems pretty flat. There are multi billion dollar infrastructure invested there and I guess if rising sea levels due to climate change affects it, that would be bad for Singapore’s economy. My personal thoughts have been the construction of sea walls to protect the island but I’m not sure how much it would cost and how long it would take.

[11:45 am, 30/11/2020] +: Another area of concern is on food waste. SDG goal of consumption sustainability is to reduce food waste by half. Past business practices in retail is to dump unsightly produce as they are not so easily sold. Other ways of dealing with food waste must be found.

But Singapore rarely catch up to this due to some reasons. 

Local NGO is doing such a good job that they rarely even need to take ugly food.

Local Singapore that can afford, don’t think is worth buying or even avoid in normal supermarkets that looks weird. Amount of wastage I pretty sure supermarkets know that is part of the running cost.

Perishable most NGO won’t take due to the problem of if not consume it will be thrown. High number of waste will required manpower and cost to throw them away hence most NGO reject them.

The benefit of keeping them safe to eat is quite stressful for most. Unless we have a team of people willing to work on it for free for the clause if not it will be all just talk.

1. I support the use of less plastic bag.

2. But single use plastic bags from supermarket are dual used - as they are used to bag liquid and solid wastes at home.

3. If supermarket start to levy charges for plastic bag, how to bag the liquid waste and solid waste at home?

3. Many people may just throw their waste down in the rubbish chutes and pollute the environment.

Cause we rarely reuse the plastic bag enough for the so called reusable bags. 

But to pay for plastic bags I do agree, will force the supermarket to think of ways to reduce packaging. Or the consumers to be more aware of plastic bags.

Disclaimer I work in plastic resin plant. But is based on what I observed.

It encourage people to do so.

I am not sure whether it is cheap skate or not.

1) Waste less. This will include industries, retail, businesses and residents all to play their part. Incentivize different segments to waste less and gamify programs that encourage less waste or recycling.

2) For general waste, find a way to turn ALL of them into recycled materials or resources. Heavy subsidies for companies who specialize in turn waste into green products.

3) For the 30x30 plan, giving out free seeds is a good move. I’ve seen many friends share on FB their grown plants etc. it’s still a long way but that’s a good start to get us interested in green and gardening.

4) Wont talk about automating farms here which I’ve already covered. Ensure farms themselves reduc…

Under the new model, crew from the two operators are trained to respond to a wider range of emergencies, such as mass casualty incidents and unconventional threats involving chemical, biological, radiological and explosive elements.

How are we going to manage the risks remain as a challenge for the gov, especially when we are expecting to go into phase 3 soon.

(1) The following is my suggestions to STB how to execute the backup plan - to redeem the tourism voucher if there are problem executing the backup plan :-

a. Call tender to print 2.5 million - a pack of $10 tourism voucher (specs :- to print name of individuals - name to be provided by STB) - Open tender and close by 2 weeks.

b. 1 week to do evaluation and 1 week to award- award to lowest price tenderer.

(Total :- 4 weeks)

c. 1 month for succesful tenderer to print the voucher and deliver to STB.

(Total :- 1 month)

Total time = 4 weeks + 1 month = 2 month.


(I have throw about 10 tenders - in one of my projects - and I complete the above within 2 months).


(2) CC will dispense the tourism vouchers with name check against based on IC produced. This is to ensure that the right person will be issued with the tourism voucher with their names on it.


(3) Only authorised tourist spots operator can accept the tourism vouchers.

Eg. If I visit the zoo :-

Zoo operator must check my name on the voucher against my IC before allowing me to enter the zoo. If my name in the tourism voucher and my IC don't tally, I will be refused entry.


(4) Advantages of using this approach to redeem toursim vouchers :-

a. Elderly, IT illiterate, many tourist spot operators and anyone know how to use the tourism vouchers - without having the pain to surf the net, try to redeem the voucher online and discover that some tourist spots they want to visit are not on the web or they can't find the place they want --- because it is too painful to surf so many websites.


b. Those who have vouchers at hand will use it - so as not to waste it.


c. Unused vouchers will expire on expiry date, or people can return unused vouchers to CC.


d. The outcome of meeting the STB objectives of helping tourism business -- will be much better --- because public will more likely to use the vouchers they possess.


e. Online redemption of vouchers - will more likely to discourage many not to use it --- and fail to achieve the objectives of helping the tourism business - as many people find it too difficult a task to redeem it online.


f. Quoting the Public Sector outcome ----- the outcome will be better if use physical tourism voucher.

The vouchers can be redeemed online through five authorised booking partners from Dec 1, with physical counters to be set up across the island to help those in need of assistance.

To simplify the redemption process, ideally:-

1 central website showing 5 vendor package :-

Each vendor will list the tourist spots and their f&b, hotel etc

Eg. I want to go sentosa and marina garden by the bay.I will look at the 5 vendor package that offer the 2 tourist spots via singpass.

Eg. Vendor A offer sentosa, then I click on sentosa to redeem say $30 for entry into the various attractions.

Then I click $10 for a food outlets.

Then when I am done I click redeem button.

Next I go to vendor C that offer garden by the bay.

I tick this item $15 for entry fee.

Then I click a restaurant $50 for dinner.

Then I click redeem.

The above suggestions will greatly simplifies the redemption process.

Each vendor will list the tourist spots and their f&b, hotel etc

Eg. I want to go sentosa and marina garden by the bay.

I will look at the 5 vendor package that offer the 2 tourist spots via singpass.

Eg. Vendor A offer sentosa, then I click on sentosa to redeem say $30 for entry into the various attractions.

Then I click $10 for a food outlets.

Then when I am done I click redeem button.

Next I go to vendor C that offer garden by the bay.

I tick this item $15 for entry fee.

Then I click a restaurant $50 for dinner.

Then I click redeem.

The above suggestions will greatly simplifies the redemption process.

1) TraceTogether Token/App 

This one if mandatory overnight will likely cause some panic for a rush to get the tokens. Hacking issues aside, there will be chaos at Mall entrances and places where massive crowds are expected during festive season. This will likely occur for the first few days it is implemented and taper off slowly.

2) Rediscover Vouchers

Usages or confusions aside, there will likely be a mad rush to redeem them as well. A total of 324 childcare centres have been appointed by the Early Childhood Development Agency (ECDA) for the next term of the Partner Operator (POP) scheme, a 30 per cent increase compared to the current term, the agency said on Wednesday (Nov 25).

Under the new five-year POP term, ECDA will provide funding support to appointed centres to "improve the accessibility, affordability and quality of childcare and infant care services", said the agency in a press release.

Singapore among world's most competitive, pro-business economies, public sector report shows

SINGAPORE: Even amid the COVID-19 pandemic, the Economic Development Board (EDB) managed to secure S$13 billion worth of fixed asset investment commitments in the first four months of 2020.

That was among the highest in recent years, and reflected businesses’ confidence in Singapore’s “high levels of connectivity, openness, and brand of trust”, according to the latest public sector report released on Thursday (Nov 26).

It was one example showing how Singapore continues to be among the most competitive and pro-business economies in the world, according to the Singapore Public Sector Outcomes Review (SPOR).

The report, which is coordinated by the Ministry of Finance every two years, looks at how the public sector and Singapore have fared in key areas of national interest.

Singapore has “sound economic fundamentals” and remains an “attractive location” for businesses to grow and invest, the report said.

It cited real gross domestic product growth of 2.9 per cent a year and labour productivity growth of 2.5 per cent per a year from 2014 to 2019, as well as high regard internationally for the country’s business environment and workforce.

Singapore was ranked among the world’s most competitive economies by the World Economic Forum in 2019, and by the International Institute for Management Development (IIMD) in 2020. This year, it was also the only Asian country in the top 10 of the IIMD’s world talent ranking.

“Singaporeans remain resilient and competitive in the workforce, able to tap new job opportunities,” the report said.

“They are assisted by a wide range of support including Adapt and Grow, SkillsFuture and other employment support schemes as well as initiatives to ensure fair consideration for Singaporean jobseekers.”

As of August, the SGUnited Jobs and Skills Package to respond to the COVID-19 pandemic has made 117,500 opportunities available, with more than 33,000 placed, according to the report.

Between 2014 and 2019, more than 100,000 jobseekers were placed in jobs through Adapt and Grow, and more than 14,500 reskilled to take on new jobs through Place-and-Train programmes, it added.

SEIZING BUSINESS OPPORTUNITIES

Singapore businesses have been “looking beyond immediate challenges and preparing to seize longer-term opportunities by harnessing growth in Asia, going digital and promoting innovation”, the report also said.

This could be seen in the 37 per cent increase (over five years) in direct investment into Southeast Asia by Singapore-based companies. Most of the 600 projects that Enterprise Singapore facilitated globally last year were in China and Southeast Asia, the report added.

It noted that 216,000 business have registered for PayNow Corporate and are now able to send and receive e-payments instantly.

The report also highlighted an increase in business expenditure on research and development, at a compound annual growth rate of 3 per cent from 2014 to 2018, as well as sales revenue from the commercialisation of R&D rising from S$25.2 billion a year to S$31.8 billion a year over the same period

EASE OF DOING BUSINESS

Singapore also continued to be highly regarded as a place to do business, the report said. This year, the country ranked second in the World Bank’s Ease of Doing Business Index, after consistently placing in the top three for the past 14 years.

The country also did well in two other indicators, placing fourth in the world for starting a business and first in the world for enforcing contracts, according to the report.

“Streamlined regulations and improved government to business (G2B) services make it easy to start and grow a business, as well as pursue innovation. It takes only 1.5 days to start a business in Singapore,” the report said.

The country also ranked first in digital infrastructure in the Economist Intelligence Unit’s Asian Digital Transformation Index 2018, and has built “a robust foundation of strong digital connectivity over the years”, according to the report.

It said that “improved and secure digital connectivity” was underway, including the Networked Trade Platform, which functions as a single window for all customs- and trade-related services, as well as cybersecurity enhancements and 5G trials.

A majority of businesses and citizens, at 77 per cent and 86 per cent respectively, also described themselves as “very or extremely satisfied” with the quality of government e-services last year, according to the report.

Singaporeans now enjoy more ready access to digital government services such as through the LifeSG app, the report added.

“POCKETS OF RESILIENCE”

Noting that Singapore’s economy is expected to shrink between 6 per cent and 6.5 per cent this year, the report said this reflected a “sharp deterioration in the domestic and global economic environment” caused by COVID-19.

“Nonetheless, there remain pockets of resilience in Singapore’s economy such as biomedical manufacturing, and information and communications and media,” said the report.

“With our openness to talent and respect for fair consideration, Singapore remains an attractive hub where businesses can build their best teams and create good jobs for Singaporeans,” it added.

“Singapore stands on strong economic fundamentals that will help us to rebound from this crisis and capture new opportunities.”

SINGAPORE: The life expectancy of Singaporeans is among the highest in the world at 81.4 and 85.7 for men and women respectively in 2019, according to the latest public sector report released on Thursday (Nov 26).

The Singapore Public Sector Outcomes Review, which is published every two years, also touched on COVID-19, saying that the pandemic has fostered a “strong spirit of care and concern” for one another.

The report, prepared by the Ministry of Finance, shows how Singapore has fared in key areas of national interest with data covering up to 2019 in most cases.

According to the report, the health adjusted life expectancy at birth for Singaporeans is also one of the highest in the world. Measuring the number of years a person is expected to live in good health, the expectancy is 72.6 for men and 75.8 for women in 2017.

Mortality rates in Singapore due to cancer, stroke and heart diseases have also reduced over the years, said the report.

However, about one in three residents aged 40 to 69 has hypertension, one in seven has diabetes and two in five have high cholesterol.

“We will need to strengthen our efforts to tackle these chronic conditions and continue to build a strong health ecosystem that empowers Singaporeans to live healthy lives,” said the report.

COVID-19 FOSTERED SENSE OF COMMUNITY AMONG EACH OTHER

While COVID-19 has affected many aspects of life, it has also brought about a strong sense of community among Singaporeans, said the report.

More than 28,000 grassroots, public service and citizen volunteers helped in the nationwide mask collection exercises, while more than 1,500 grassroots leaders and volunteers had taken on roles as safe distancing ambassadors.

Individuals have also taken personal responsibility to abide by the national public health measures, said the report. For example, the TraceTogether app covers more than 50 per cent of the population, with more than 2.9 million app and token users as of November.

The report said that Singaporeans have shown “everyday acts of care” including via SGUnited, a digital portal for people to contribute toward the national response to COVID-19.

Between January and May this year, a total of S$90 million was donated to the Community Chest, the Community Foundation of Singapore’s Sayang Sayang Fund, as well as through the SG Cares app and Giving.sg donation platform.

Head of civil service Leo Yip said that this year’s report recognised the partnership between the government and people in the collective fight against COVID-19.

“Working together has enabled us to serve those in need and overcome this crisis as one.

“Whether in crisis or in normalcy, the Public Service will continue to strive for better outcomes for our citizens and our businesses,” said Mr Yip.

90% OF HOUSEHOLD LIVE WITHIN 10-MINUTE WALK FROM A PARK

With around 90 per cent of households in Singapore living within a 10-minute walk from a park, Singapore is among one of the world’s greenest and most liveable cities, said the report.

Seventy per cent of households are also within a 10-minute walk from a train station, it said.

There is affordable and accessible public housing, with 80 per cent of resident households living in Housing and Development Board flats, with 90 per cent owning their own homes.

For families buying their first flat, they can use the Enhanced CPF Housing Grant of up to S$80,000, on top of the subsidised price of the flat. A first-timer family buying a resale flat can also get total housing grants of up to S$160,000.

The report also highlighted that towns are more technology-enabled and sustainable through features such as smart utility meters and lights.

“These features will not only lower utility bills, but also allow Singaporeans to contribute to sustainable living,” it said, noting that areas like the Jurong Lake District and Punggol Digital District would bring jobs closer to home.

Singapore’s transport network is also “convenient, reliable and accessible”, said the report.

With Singapore progressing towards the goal of 20-minute towns within a 45-minute city, this means that people can walk, cycle, or ride to the nearest neighbourhood centre within 20 minutes and complete most peak-period journeys between their homes and workplaces within 45 minutes
