Over $5.5 billion under the Jobs Support Scheme (JSS) will be paid out to more than 140,000 employers from Oct 29, to help them retain their workers amid the Covid-19 pandemic.

This will help businesses pay the wages of some 1.9 million local employees, the Ministry of Finance (MOF) said on Monday (Oct 19).

With this latest round of payouts, the total amount disbursed under the scheme will exceed $21.5 billion, said the ministry in a joint statement with the Inland Revenue Authority of Singapore (Iras).

A day after the National Wages Council issued fresh guidelines on pay, tripartite partners followed up with an updated framework for retrenchments signalling that the job situation ahead remains grim. 

Employers must ensure objective criteria, such as ability, experience and skills, are used should they need to retrench workers. They should also lean towards retaining Singaporeans, while recognising the importance of permanent residents in their workforce. 

"The tripartite advisory on managing excess manpower and responsible retrenchment calls on employers to lean in favour of Singapore citizens," said a Ministry of Manpower (MOM) spokesman.

The electronics industry continues to grow amid the coronavirus pandemic and there are some 1,900 jobs on offer since April, the Ministry of Manpower (MOM) said on Monday (Oct 19).

The vast majority of these jobs are for professionals, managers, executives and technicians (PMETs), with the majority in technical roles.

Speaking at a press briefing after a visit to semiconductor firm GlobalFoundries on Monday, Manpower Minister Josephine Teo said that while some may think that they need a technical background to work in the electronics and larger manufacturing sector, this is not necessarily the case, even if many of the jobs on offer are technical roles.

More than 900 seats that were available for SIA's Restaurant A380 @ Changi dining experience were sold within 30 minutes of bookings opening on Oct 12. Prices ranged from $50 for economy to $600 for Suites.

Two aircraft will be deployed, with guests occupying about half the seats to stick to safe distancing guidelines.

Ms Amy Tay booked a Suites lunch for Oct 25 using the 80,250 KrisFlyer miles she took years to accumulate.

Tech consultant Felix Wee, 28, who has secured a spot for a Suites lunch on Oct 24 is worried SIA, which does not have a domestic market, cannot recover as quickly as airlines elsewhere

2. It is a digital epayment wallet and need not have bank account - similar to bitcoins or Facebook Libra - using Blockchain.

3. It is a debt honour by China central bank for epayment.

4. It is independent of yuan currency exchange.

5. Once China people travel overseas, the digital yuan epayment cannot take place unless it is link to their bank account with yuan currency exchange.

7. It is not using internet for digital yuan to effect epayment. Cellular connectivity allow digital yuan via eWallet to facilitate epayment.

6. Singapore should see how our currency exchange can integrate with DCEP to preserve our financial hub with China as yuan currency exchange. Else it may dent our yuan exchange business.

An upcoming polyclinic in the Bidadari estate, to be located along Upper Aljunied Road, will be part of an integrated development with a nursing home to “serve the needs of residents in the vicinity”.

This was announced on Monday (Oct 19) by Senior Minister of State for the Ministry of Health (MOH) Dr Janil Puthucheary.

The polyclinic, which is expected to be ready by 2027, will be located near the Alkaff Lakeview Housing and Development Board (HDB) cluster, about 500m from Woodleigh MRT station, MOH said in a press release.

The maximum group size for walking, cycling and kayaking tours will be increased from 10 to 20 from Nov 1, the Singapore Tourism Board (STB) said on Monday (Oct 19).

This number excludes the tour guide.

Tour participants must still remain in sub-groups of five – the prevailing social gathering group limit, STB said in the news release.

The majority of the 146,000 public servants here will be able to access the Internet securely without the need for a separate device come Nov 2, thanks to a new remote browsing technology solution.

Secure Internet Surfing (SIS) will allow public servants to use their work laptops when surfing the Internet for information. They will also be able to log in to social media sites to make text-based posts, as well as open links directly from e-mails and documents, the Smart Nation and Digital Government Group (SNDGG) said on Thursday (Oct 15).

SNDGG said the roll-out of SIS, which was made possible by recent advances in remote browsing technology, will improve productivity across the public service.

Remote browsing technology works by creating an isolated container which handles all Internet content accessed by the user and prevents direct interaction between government systems and malware or viruses lurking on the Internet.

The container can also be configured to filter out certain types of content deemed unsafe to further reduce the risks of malware infection and data theft.

Public servants on SIS will also be able to upload files to the Internet, but only for approved websites.

(3) When the desktop client login to the virtual server, the virtual server will download a virtual desktop clone to the client.

(4) the virtual desktop client - come with its operating system and web browser - that is logically segregated from the client physical desktop.

(5) It means that users can make use of the virtual client to browse the internet - but any files cannot be saved into the desktop physical client and vice versa.

Thus any attack from the internet via the virtual client will be limited to the virtual client and cannot take over the physical client that connect to the intranet.

(6) When user logout from the virtual server, its virtual client will disappear.

This is a safe approach to browse internet without physical separation from the internet.

It should be noted that :-

(1) The Virtual Server that dish out virtual clients to the desktop users - should be hosted in a Public DMZ - protected by the following slew of security measures :-

a. Firewall - where ACL is to filter inbound and outbound internet traffic restricted to Public DMZ only and not allow to enter the Intranet.

b. SSL Decryptor - to decrypt web content to allow for deep packet inspection.

b. APT (Advanced Persistent Threat) - to perform Virtual Patching for zero-day attack, deep inspection on content, application and user, sandbox detonation for unknown threat, flag, display and alert known threat.

c. Full Web Reverse Proxy, and Forward Proxy.

d. WAF - Web Application Firewall to protect against SQL injection, Cross scripting.

e. IPS - Intrusion Prevention System to monitor, detect, alert, respond, protect against known threat and unknown threat.

My suggestions is for the Gov to have measurable kpi numbers to measure these outcomes with some margin of error. If it's good, people will feel it and reap its benefits.
