I believe, a person who acquire state documents from official source - but communicate it without authorisation - and compromise Nation security ---- will have infringed the OSA.
But i believe a person through his insights - has understood and propose something that is useful for the Nation - which subsequently being adopted by the State - is not infringing OSA.

If the post precede official document and it come from the author other than the official public officer --- than it does not infringe OSA.
