Singapore must focus on inclusive growth to meet global challenges: Grace Fu

To meet the objectives of Inclusive Growth and address the diverse needs and tensions :-
Maybe it is possible to categorise people into 9 category or group of people so that policies can be tailor modularly to help each group of people.
Policies can be string horizontally within the group and cut across vertically across group.
The 9 Categories are :-
Upper-Upper
Upper-Middle
Upper-Lower
Middle-Upper
Middle-Middle
Middle-Lower
Lower-Upper
Lower-Middle
Lower-Lower
Thus every policies can be modularise, hierarchical, scalable – up & down, left & right, containerise, cut across the various categories.

          Why you so kay poh and want to know which group I belong to?
          Currently, there are already some form of categorisation in formulating policies – eg lower income group, middle income and higher income.
          Even Growth redistribution from Budget Surplus also categorise to 1-room flat, 2-room, 3-room, 4-room, 5-room, Executive and Private Estates.
          By further segmentation into a more refined and modular group – policies can be tailor more specifically to diverse group.
          Also the above categories can be rename or reclassified – to make sense for the application of various policies.
          But the 9 categories – will virtually cover all diverse groups – so that any Policies will be Mutually Inclusive – not forgetting any category of people.
          BTW, people or household are not fixed to any category and will not change.
          For eg. A Person may strike big lottery – and from Lower-Lower – jump to Upper-Upper.
          A person from Upper-Upper may drop to Lower-Lower – if he bankrupt.
          A person from Middle-Middle may drop to Lower-Lower – if he loses his job or he retire.
          So why so worried about what class a person belongs to? There is no need to be class-conscious.
          It is for the Government to better in coining policies and implement policies.

          Sakyamuni is in Upper-Upper class as an Honorable Prince.
          But when He rescind His Kingdom to become a Buddha - he drop to Lower-Lower class as He beg for alms. But He is a Noble One.
          So is class conscious important?
