Business leaders help top social enterprises under mentoring scheme

To be a social entrepreneur, one need to be enterprising and make the business viable - so that those people benefited from the social entrepreneurship can continue to reap the benefit long turn without folding up.
Thus like the social enterprise CEO that run the hawker centre - he need to be experienced in running such food centre so that he will be effective in sourcing for cheap raw food supply, economies of scale in purchasing to get good discount through consolidated purchase, centralised payment counter, centralised dish and utensil cleaning, use green energy etc to save cost - and yet able to delight and attract customers with cheap but quality and tasty food.
Only then social entreprenuership in hawker centre can survive to meet the social objectives of :-
(1) providing jobs for people
(2) provide low cost but relatively good quality food that will attract and retain customers.
(3) operate on a cost recovery model.
Note :- Customers will not come - just because it is low cost food - the food quality must also be relatively good and the ambience of the eating place must also be relatively comfortable.
If not can think of 2 tiers serving - one tier - very good food but slightly pricey food to cross-subsidise. 2nd tier - relative quality but low cost food. In this case the ambience of the eatery also not too bad.

    SINGAPORE: Operators will be invited to bid for tenders to manage two new hawker centres at Yishun and Jurong West on a not-for-profit basis, the National Environment Agency (NEA) announced on Tuesday (Dec 20).

    In a media release, NEA said the new hawker centre in Jurong West is located at Jurong West Street 61 and is slated to commence operations in September 2017. When completed, it will have 34 cooked food stalls, 14 market stalls and around 480 seats, NEA said.

    The new hawker centre in Yishun is located next to Yishun Park and is expected to start operations in August next year. Upon completion, the hawker centre will have 45 cooked food stalls and around 760 seats, the agency added.

    Both hawker centres will feature natural ventilation, child-friendly toilet facilities and family-friendly seating, said NEA, adding that they will also have built-in tray-return facilities.

    "Successful tenderers for the management of these two new hawker centres will be required to ensure availability of affordable meals for residents, maintain high standards of cleanliness and bring about vibrancy at the centres. They should also propose measures to achieve productivity at the hawker centres, promote graciousness among patrons, stallholders and cleaners, as well as implement food waste recycling," it said.

    This comes after the Government announced in 2011 that 10 new hawker centres would be developed in public housing estates due to a lack of dining options. In March 2015, it was announced that another 10 new hawker centres would be built by 2027.

    "To date, three new hawker centres at Bukit Panjang, Hougang and Tampines have been completed and have commenced operations. The development of 20 new hawker centres will bring about an additional 800 cooked food stalls," NEA said.

    NTUC FOODFARE TO MANAGE FIVE EXISTING, TWO NEW HAWKER CENTRES

    NEA also announced that socially-conscious operator NTUC Foodfare Co-operative (Foodfare) will be appointed to manage five existing and two new hawker centres. This comes after Foodfare was appointed to manage Bedok Interchange Hawker Centre in 2014.

    "Stallholders at Bedok Interchange Hawker Centre have given positive feedback about Foodfare’s management approaches, and appreciate its resourcefulness in addressing stallholders’ feedback," NEA said, adding that it believes the "bundle approach" will offer Foodfare economies of scale, and greater flexibility to experiment with new ideas and operational processes.

    In addition to Bedok Interchange Hawker Centre, Foodfare will also manage hawker centres at:

    Foodfare will take over the management of the five existing hawker centres from Jul 1, 2017, NEA said, and will manage the two new hawker centres upon their completion around mid-2017.

    "For the five existing hawker centres, there will be no change to the way rentals are determined after Foodfare takes over the management of the centres. Subsidised stallholders will continue to pay subsidised rentals. Non-subsidised stallholders will continue to pay the prevailing market rental as assessed by professional valuers," NEA said.

    The agency added that it would work with Foodfare to ensure a "smooth transfer" of the management of existing hawker centres.
