Prime Minister Lee Hsien Loong highlighted three topics in his National Day Rally speech on Sunday (20 Aug), namely:

1. Young Seniors

2. Active Ageing

3. Housing

πŸ’¬ *What are your views on PM Lee’s NDR speech? How can we play our part to write Singapore's story together?*

Below are some of the highlights of PM Lee’s speech:

1️⃣ *Young Seniors*

PM Lee spoke of a new category of seniors known as “young seniors”, who are people in their 50s and early 60s. 

πŸ“Œ New Majulah Package: The support given will be tiered based on one’s income and CPF savings.

πŸ“Œ The first component of the package is the Earn and Save Bonus, which provides lower- and middle-income workers with a CPF bonus of between $400 and $1,000 yearly, as long as they remain in the workforce, whether full-time or part-time.

πŸ“Œ The second component is the Retirement Savings Bonus. Those whose CPF balances have not reached the basic retirement sum ($99,400 as at 2023) will receive this one-time CPF bonus of up to $1,500.

πŸ“Œ The third component is the MediSave Bonus, a one-time bonus of up to $1,000

2️⃣ *Active Ageing*

πŸ“Œ Singapore will be a super-aged society

Active ageing, and making homes and precincts more senior-friendly are important efforts to ensure our seniors age well.

πŸ“Œ The network of Active Ageing Centres (AACs) where seniors can drop in to enjoy a range of activities will be expanded.

πŸ“Œ Building more assisted-living facilities: Seniors, including wheelchair users, can soon get wider toilet entrances and foldable shower seats in their Housing Board homes.

πŸ“Œ These are among the measures the authorities will roll out to make HDB homes more elder-friendly under an upgraded Enhancement for Active Seniors (Ease) 2.0 programme.

3️⃣ *Housing*

πŸ“Œ A new classification framework for public housing is needed to (i) ensure homes here remain affordable, (ii) there is a good social mix in towns, and (iii) the system is fair for all.

πŸ“Œ This is because the distinction between mature and non-mature estates, under the current classification framework, is blurring as non-mature estates are increasingly more developed.

πŸ“Œ New Plus flats: There will be a new Plus category for Build-To-Order (BTO) projects in locations deemed to be attractive, such as those close to MRT stations and town centres

πŸ“Œ This new category will have more subsidies and stricter sale conditions, such as a 10-year minimum occupation period and an income ceiling on resale buyers. The idea is to enable the HDB to moderate the prices of these flats and put them within reach of more people.

πŸ“Œ Such flats are less centrally located than Prime flats, but more desirable than Standard flats. Hence, Plus flats will come with restrictions less strict than those for Prime flats, but tighter than those for Standard flats.

πŸ“Œ Prime flats, which are located in the choicest locations close to the city centre, have the tightest restrictions. These flats are currently offered under the Prime Location Public Housing (PLH) model and have the most subsidies applied to keep launch prices affordable.

πŸ“Œ Singles will soon be able to buy two-room flexi Build-To-Order (BTO) flats in all locations directly from the Housing Board, in a move to widen public housing options for this group of individuals.

πŸ“Œ From the second half of 2024, they can apply for such flats across all types of BTO projects that will be classified as Standard, Plus and Prime under a new framework.

Important to dispel the misconception that everyone in this age group got a windfall.

In the case of a medical emergency at home or in the public space. 

The ambulance staff will scan the card of the patient and within 10 sec the AI cloud based from MOH biometric and past to latest medical information all crunches into three solutions or the best intervention for this patient.

Before and after, especially for 995 calls, it's about time and there after to save many lives ahead of the ticking time.

The future ONE CARD is a second ID for all. It connects to almost all services from payments to appointments; public to private entities.

Its findings will shock many: Dementia can set a family back by up to $1.6 million in expenses if the individual survives for 10 years. That works out to monthly outlays of as much as $13,600.

At least can help to cushion the cost of living for this age group when grocery shopping in NTUC.

2. Many young couples desire to live near their parents so that parents can help to look after their grandchildren.


3. The new classification Plus - to build more new BTO in mature estates with 10 years MOP make this possible.

This is a good move by the Housing Ministry that deserve mention.


4. However, before rejoicing, my area is quite build up - the only available slot is at Serangoon Vista - in which my son couldn't even get a queue number in the ballot. - which is a few block away from my block.

Hence, not sure future BTO through Plus - got chance or not.

However there are 3 more areas hopefully Housing Ministry can look into :

1. Availability of 5 room flats.

- Other than Serangoon Vista have 5 room flats, many previous mature estate don't come with 5 room flats.

- Some young couples need a 5 room flat to raise more children, a bigger space to work (eg. need to setup R&D gadgets, servers etc and will need rooms to do so).

- Notice that many mature estates - now call Plus and Prime don't usually have 5 room flats.

- Will Housing Ministry consider building 5 room flats as well like Serangoon Vista?


2. Concerning about income ceiling eligibility, this criteria is still not lifted. As I have highlighted the problem with income ceiling eligibility sometime back, hope Housing Ministry can give due consideration if income ceiling can be lifted.


3. Notice that increasingly, new BTO flats are getting more and more expensive and most of young couple's income will be stuck in financing the housing and leave little for retirement. Hence ability to monetise the flat at the later part of the lease eg. after 40 years + 28 years old = 68 years old to finance retirement for young couples will be very useful.


4. I understand Housing Ministry cannot make drastic steps to suddenly change too many parameters as close to 80% people are staying in HDB flats - hence need to take one step at a time.

I hope in due course, the above considerations can be taken into account, and young couples will have less financial burden to be able to own a house to raise a family, bring up kids, have a roof to stay and can retire with a peace of mind - without having financial strain hanging on their heads.

Then chances of young couples raising kids to ensure a higher TFR will be a good possibility.

1. Not forgeting to mention the Manpower Ministry - to plan for financial help during re-training for those who lost their jobs going for re-training for a high salary jobs - and not pressure to take any jobs that come along due to financial pressure.


2. This is particular useful for mature workers as well as those younger workers whose jobs get disrupted due to disruptive tech, AI, automation.


3. This will provide assurance to Singaporeans workers that Government is behind their back to cover their financial needs while going training, spur Singaporeans to retrain in useful skills for jobs, no worries if their skillsets suddenly become obsolete, and ensure Singaporeans have continuous training and long term jobs - even though their earlier jobs are no longer available.

"All over the world, Prime or near to prime areas are prized properties. The selling prices are higher than other non-prime areas regardless of types of property, leasehold or freehold. What is a prime area and how about next to the prime area? Is it valued on convenient or connectivity or socioeconomic or mindsets or locale or all of these plus more attributes to zone it as a prime location?"

What if?

A family needs to relocate overseas for two or more years?

Option One, to rent the entire flats with prior approval from HDB based on evidential documents of a prolong time overseas.

Option two, to sell the flats which may subject to Double or Triple the penalty of breaking the minimum MOP rule.

Option three, on compassionate circumstances such as death or long term physical and or mental disabilities; family can opt to sell the flats before the due MOP. This case there will be a penalty of less than double imposed on this premature termination of the MOP.

All other unique circumstances not mentioned in these three options; families can submit to HDB requesting for exceptions. And all final decisions shall be under the charge of HDB.

Afterwords:

The efforts by our government to help our ageing population is commendable; starting from early plannings for well-being & ageing, medisave and CPF topup to people who are 50 years and above.

The global economics is heading to a slow down and a possible recession happening in EU, Asia as well as USA. Please pay closer attention to crude oil prices, food prices and devaluation of currencies and assets.

A highly probable scenario of caution and less optimistic outlook from Q3/23 into the whole of 2024 or 2025/26. 

Therefore, it is good to keep all these welfare benefits going on for the next one to two years.
