Minister Chan Chun Sing announced on Saturday, 26 August, that the Ministry of Education (MOE) will be rolling out a refreshed Mother Tongue curriculum next year. 

The new curriculum, which will be implemented progressively starting with the Primary 1 cohort in 2024, aims to help students better appreciate cross-cultural similarities and better connect with their friends in the region.

📌 *Cross-cultural literacy*

Pupils will have more avenues to use their mother tongue languages in day-to-day contexts, and will be exposed to different cultures. For example, in the Primary 1 Malay textbook, pupils will be introduced to popiah, a Chinese spring roll that has become a local favourite, as well as to lumpia, the Filipino version of spring roll. 

📌 *Digital learning*

The latest curriculum builds on the 2015 iteration and will feature greater use of technology, such as in the learning of hanyu pinyin and in tongue placement animations for Tamil.

Pupils will learn through a mix of visual, auditory and kinaesthetic means, he added. For instance, for Chinese language, they could read e-books with interactive functions and digital narration at home or play games that improve word recognition. 

📌 *Bilingualism edge & Parental support*

Being bilingual is an important part of the Singapore identity. Yet, remaining proficient in mother tongue languages has been a challenge as Singapore has seen a shift to English as the language most frequently spoken at home in the past decade. Minister Chan encouraged parents to devote more time to the mother tongue languages in their children’s early years, adding that we will lose our ‘bilingualism edge’ if we fail to do so.

It is timely to have a refreshed Mother Tongue curriculum as well as to highlight the potential loss of our “bilingualism edge” in future if we fail to protect it. May want to explore higher weightage of curriculum hours (relative to the other 3 subjects) in the lower primary so that each child has sufficient and structured curriculum hours to build a strong foundation in their mother tongues in their formative years. The weightage could be normalised as the child progresses through to upper primary.

Role-playing in Mother Tongue curriculum and visits to places of interest (of different races and cultures) could help the next generation better understand other cultures.

Let's put aside the Mesopotamians, the Mayans and the Egyptians to simplify the languages, the significance and the profound impacts on the progress of mankind.

The French and the Italians are known for beautiful arts, designs and fashions.

The Germans and the Americans are known for their hardware and technologies.

The Chinese and the Indians though in combination have over ten thousands of more years in their inventions arrived much earlier than the rest of the civilised world?

For over half a century, why the western civilisation en route and led the world to war, to peace and to prosper?

Today, China and India, both are etching their footprints towards the accolade of the two mighty of this world; is it a possible mission or is it 'prossimamente'?

Not only that, we are often asked to be 'translators', as we tend to understand the spoken English of both those from the West and from Asia, not to mention sometimes more than 1 Asian language. Helping our students learn cross-cultural references just further deepens our appreciation of the different cultures, allows us to make the cultural linkages and heightens our ability to be global citizens. The children must know their roots, because it is tied to their own identity. History and culture are important knowledge that are fast disappearing from our fast-paced modern society.

Just how many students will pick a story book in their second language or their mother tongue? Now and tomorrow?

After completion of the education journey and onto the working life, how many of our young adults will continue to read or write in their learned second languages? How many will use English as the language for work purposes? Now?

Is it true that the constant use of language will ensure Proficiency and the least loss of touch? Tomorrow?

Is it true that not the majority (80%) of families use or converse two languages at home?

Just how many parents will continue to engage in private tuition just to have peace of mind that their children will pass the language subject, and better still aced the second language exams? Now and tomorrow from Primary 6 to JC 2?

"What's the opposite of fear? It is Courage! And how about the opposite of stress and tense? It's fun and relaxing!"

1. Actually, learning and mastering the mother tongue, we must let children have the opportunity to speak regularly and expose to social media, TV etc.


2. Just by attending a mother tongue class and then expect the children to speak well and understand the culture is too far fetched.


3. Children must be immersed into it.


4. Eg. I will quote Chinese as my understanding of Chinese language to better relate.


5. Other than using chinese language to speak at home, I also watch Chinese news, watch Chinese documentary, watch Chinese drama, watch dances, art, and understand how people live and how culture evolve.


6. Hence the child should be able to speak to parents and family members at home, as the more the child speak, the more proficient the child is.


7. In school or work, the children will have to use English to learn math, science.

But must have more opportunities to use in order to be proficient.


8. Only then the children will be proficient in both Chinese (mother tongue) and English.


9. Once a child master both languages, then exposing them in other cultures through interaction with other cultures, seeing documentaries, visiting other cultures place of interest will help to foster cross cultural understanding and friendship.

Minister Chan Chun Sing announced on Saturday, 26 August, that the Ministry of Education (MOE) will be rolling out a refreshed Mother Tongue curriculum next year. 

The new curriculum, which will be implemented progressively starting with the Primary 1 cohort in 2024, aims to help students better appreciate cross-cultural similarities and better connect with their friends in the region.

The latest curriculum builds on the 2015 iteration and will feature greater use of technology, such as in the learning of hanyu pinyin and in tongue placement animations for Tamil.

Pupils will learn through a mix of visual, auditory and kinaesthetic means, he added. For instance, for Chinese language, they could read e-books with interactive functions and digital narration at home or play games that improve word recognition. 

📌 *Bilingualism edge & Parental support*

Being bilingual is an important part of the Singapore identity. Yet, remaining proficient in mother tongue languages has been a challenge as Singapore has seen a shift to English as the language most frequently spoken at home in the past decade. These guilded and well planned nurturing systems have evolved into a holistic and an inquisitive mindsets of the young Finnish adults and its people.

Overly Confident or lacking Self Confidence in the learning journey? Which ecosystem of education will blossome the most out of this business of teachings from the kinder age into the youthfullness years, in this case a Second language? 

A system that give students their grades as a reminder of lacking of performance in any tested subject will be detrimental to their self confidence that resulted in negative effect known as "ego feedback", it can be good and it can also be bad.

Are multi-cultures or multi languages or our way of living or the physical environments that decide the style of education or by encompassing the larger community that also means bridging advanced nations and to calibrate ahead several effective digitised tools and meaningful methods so as not to erase the students from the future of relearning as adults?

All said and done, the purpose of education is a 'one-of' several systems that must interlinks with other systems to form a larger ecosystem in order for a nation to thrive!

NDR 2023 - on fairness, social mix (inclusiveness)

Part 1/4

Ndr2023 mention fairness, social mix, (in fact it implies inclusiveness) as the theme.


But notice that, 2 big items has left out 20% of the population in the theme.


1. Early seniors of 1.4 million is announced and label for the 50 to 60s age group.


But only 80% is included in the Majullah package. 

That means 280,000 (20%) don't belong to the Majullah group unlike Pioneer and Merdeka groups whereby 100% received a Pioneer card and Merdeka card. 

The categorisation and card has a special meaning of recognising the generation group sacrifices, contributions and nation building.


2. 20% of the population are excluded from the HDB BTO flats with income ceiling $14,000 and above.

This unwittingly create an "Elite class" because they have no choice but to buy EC, private condo, landed properties and GCB about 700,000 people are in this category.


My worries are, will this unwittingly create problems to fairness, social mix and inclusiveness in Singapore society - in well meaning policies of uplifting the lower and middle income groups?  - by "Excluding 20% of the population?"


Part 2/4

Hence I smell a dangerous signal.


1. I feel it is not so simplistic to say the 20% contribute 80% to the Economy - because there are others in the society who are non-citizens such as foreign investors, foreign talents.


2. But an intelligent guess is, this 20% will still contribute a sizable amount in economic growth and development.

As they are entrepreneurs, boss, senior management, executives, professionals or influential people who will have made up the 20%.


3. Hence excluding this 20% unwittingly in a quest to uplift the other 80% of the population - will subconsciously build upon them - as being "overlooked or ignored" by the government.


Whereby their sacrifices and contributions are taken for granted.


4. Hence I "smell a dangerous sign" - even though this 20% will quietly conduct their daily business and will not be antagonists.


5. But taking a step back, I noticed a majority of the oppositions or those who consider themselves independent or non-establishment are in fact influential people from the past establishment - stepping up to contest in elections.


6. They are well to do, and I would deduce they could have come from the 20% that have been overlooked or excluded by the government policies.

They feel that they want to put things right for the society in which their "unfulfilled fairness, social mix and inclusiveness" could be unconsciously cloak and their motivation to oppose and contest could drive their thoughts, speeches and actions.


That's why I say "I smell a danger".


7. Putting this hypothesis to a test, when I treat everyone well with something for everyone, I noticed a genuine sense of harmony, serenity and peace.

But the moment I try to ignore one but treat others well, I can sense the equilibrium has been upset and unhappiness arise.

Question:- why they feel the society is unfair and not govern well - when in fact the other 80% are always on the government radar and receive an overwhelming budget and financial assistance?


Actually, is it their own needs and aspirations have been ignored and overlooked - and they exploit the other 80% unconsciously to send a signal in which they may not be even aware or conscious of their actual motivation to come into politics and oppose?


I am just making this deduction and hypothesis based on observations and stand to be corrected.


My motive of bringing this up, is to identify the root cause of the problem - and find the right antidotes.


In fact, I would think "fairness, social mix and inclusiveness" - could have been overlooked for these 20% - and no one is conscious about it.


Part 4/4

Hence by conceptualising the right principles - will be crucial in getting social cohesion on the right track.


1. External diplomacy 

"Friends with All.

Enemies with None.

Forge mutual benefits with win-win outcome".


Will put Singapore in a good stead with foreign countries and benefit economically, politically and safeguard our security.


2. Domestic cohesion

"Leave no one out.

Leave no one behind".


- include everyone regardless of races, languages, religions, social classes, income groups - perfecting the social mix.

Refrain from artificially creating an "elite class" through well meaning policies.

"Perfect Inclusiveness".


- uplift lower and middle income groups to ensure no large gaps in income among the lower, middle and upper income groups.


And the nexus of these 2 principles is "Inclusiveness" - "Leave no one out"

PM Lee, in his National Day Rally speech this year,  announced that the Government will provide retrenched workers with temporary financial support so they can focus on upgrading their skills for a better long-term job, instead of immediately seizing whatever jobs are offered. 

On Thursday (24 Aug), Manpower Minister Tan See Leng added that much of the financial support will also be tied to training and career counselling and guidance. He added that the accelerating pace of transformation has led to initiatives such as identifying areas in major industries where jobs and skills needs are changing.

💬 *What are your thoughts on the financial support measures to help retrenched workers re-enter and remain in the workforce? What more can be done to help older workers keep pace with the changing job landscape?*

Dr Tan stressed that the financial support should not be seen as unemployment insurance but rather, re-employment support for displaced workers to identify industry trends and carefully choose a next job that would be a good fit for them. Dr Tan added that workers will also get help maintaining their “career health” through personalized job and skills recommendations on MyCareersFuture. 

Furthermore, to serve as a positive nudge for Singaporeans to remain in the workforce for as long as they can, the Government also announced the Earn and Save Bonus.

📌 *Earn and Save Bonus*

1️⃣ *Who is it for:* 

Lower- and middle-income senior workers in full or part time jobs, including self-employed individuals.

2️⃣ *What it entails:* Annual top-up of between $400 and $1,000 credited to Retirement or Special Account, depending on age. 

Dr Tan added that the bonus will work in tandem with moves by the partnership between the Government, employers and labour movement to expand the options for flexible work arrangements so that more can rejoin and remain in the workforce.

“The key thing is to empower you... with the option that should you want to continue working because of your experiential wisdom, we want to be there to support you. What we want to do is to put a positive momentum to it, and that is because we are going to become a ‘super-aged’ society,” said Dr Tan.

PM Lee, in his National Day Rally speech this year,  announced that the Government will provide retrenched workers with temporary financial support so they can focus on upgrading their skills for a better long-term job, instead of immediately seizing whatever jobs are offered. 

On Thursday (24 Aug), Manpower Minister Tan See Leng added that much of the financial support will also be tied to training and career counselling and guidance. He added that the accelerating pace of transformation has led to initiatives such as identifying areas in major industries where jobs and skills needs are changing.

💬 *What are your thoughts on the financial support measures to help retrenched workers re-enter and remain in the workforce? What more can be done to help older workers keep pace with the changing job landscape?*

Dr Tan stressed that the financial support should not be seen as unemployment insurance but rather, re-employment support for displaced workers to identify industry trends and carefully choose a next job that would be a good fit for them. Dr Tan added that workers will also get help maintaining their “career health” through personalized job and skills recommendations on MyCareersFuture. 

Furthermore, to serve as a positive nudge for Singaporeans to remain in the workforce for as long as they can, the Government also announced the Earn and Save Bonus.

1️⃣ *Who is it for:* 

Lower- and middle-income senior workers in full or part time jobs, including self-employed individuals.

2️⃣ *What it entails:* Annual top-up of between $400 and $1,000 credited to Retirement or Special Account, depending on age. 

Dr Tan added that the bonus will work in tandem with moves by the partnership between the Government, employers and labour movement to expand the options for flexible work arrangements so that more can rejoin and remain in the workforce.

“The key thing is to empower you... with the option that should you want to continue working because of your experiential wisdom, we want to be there to support you. What we want to do is to put a positive momentum to it, and that is because we are going to become a ‘super-aged’ society,” said Dr Tan.

Lower- and middle-income senior workers in full or part time jobs, including self-employed individuals.

2️⃣ *What it entails:* Annual top-up of between $400 and $1,000 credited to Retirement or Special Account, depending on age. 

Dr Tan added that the bonus will work in tandem with moves by the partnership between the Government, employers and labour movement to expand the options for flexible work arrangements so that more can rejoin and remain in the workforce.

“The key thing is to empower you... with the option that should you want to continue working because of your experiential wisdom, we want to be there to support you. What we want to do is to put a positive momentum to it, and that is because we are going to become a ‘super-aged’ society,” said Dr Tan.

What are the jobs of the future?

Just like the Chinese kinder rhyme of  "the three exceptional mice" (“三只老鼠”……跑得快,跑得快,一只没有眼睛,两只没有耳朵,真奇怪,真奇怪!)

It happened thrice in the previous three industrial revolution breathroughs began from the steam engines onto the knowledge of sciences and the scaling of productions and computers. And indeed all of these happenings were amazing inventions and intriguing to humanity! Yes, all of the previous three!

Now, it is the fourth coming of the transformation of jobs! One good thing of transformation is to guide the Human capital into fuller and meaningful uses compared to the previous or the traditional ways of working or doing a job!

What can be done even better or just let it go? Conceivably with the help of the automates will drive down restrictions and allowing creativity to bloom into new breeds of flowering previously impossible but it will be.

In a highly developed economy, the future of jobs are expected to be of higher thinking, higher level of service and higher quality of hands-on jobs. All of these higher pitching are pointing towards a collaborative efforts with the AI to attain a higher outputs of +10. What this +5 means is the efficiency of the additional five manpower that were needed for the old job putting human and AI to hit the ball out of the learning curve or the productivity curve; a totally unseen ballpark figures from half a century ago.

So human will play second place to the AI or human will hand in hand with AI to make progress and innovations of products and innovative ways of servicing other humans becoming a fresh new way of life, cocooning out of the shelling of the previous stages of the chrysalis in the opening towards a greener pasture of tomorrow; a one highest connected world all over again!

Attachment, Detachment or Alignment?

When you are latched onto something or some ideas, you will always tends to motivate yourself to drive further this initiative or project to the success of not closer to the reality of intentions.

When you detach yourself from these initiatives, you will have other prospectives than this one. When you freed your attachment to this team, you will see many areas of opportunities and potential pitfalls. Simply, you are not attached to the team. 

By detaching from the team doesn't means that you are the outlier. Perhaps, another way on seeing this positive attribute is a freeer mind to prospect tangibles and intangibles so to avoid any pitfalls that are blinded by the deeply attached team members. What often HR experts or top management would called it an off-site or retreats to elsewhere and realign or reorganise the team and most importantly, to rethink the order of the strategy and the system of the organisation.

When you align or realign whether is a problem, an issue or a lapse. You are attempting to gather the stakeholders and in the case of a public issue like the future impacts of empowering AI; the policymakers and the consumers must come to an alignment and consensus of what are the accepted consequences of using or relying on these automates for doing or for thinking purposes. 

The needs to ensure that any bias or errors in the early design stages and intends of these AI systems to be of efficient and not overly compromising the structures of society and the enlargement of mankind; for the sake of security,  safety and sanity.

In summarising, in the fourth coming of automations, you need a few Intelligent outliers that possess diverse knowledge, experience and of good character to detach themselves from all the micro sights and contribute to the organisation or the team itself; many ways of seeing, dealing or solving any road blocks or mind blocks in order to against  groupthink or self-profess mindsets of knowing it all. And last but not least, avoid that famous and dangerous contingent of a "larger than life" team ! 

And till the fifth arrives; cumulatively, many big blip of disparities, disintegrates and discoveries, in the process of yet another new revolution; all human made!

PM Lee, in his National Day Rally speech this year,  announced that the Government will provide retrenched workers with temporary financial support so they can focus on upgrading their skills for a better long-term job, instead of immediately seizing whatever jobs are offered. 

On Thursday (24 Aug), Manpower Minister Tan See Leng added that much of the financial support will also be tied to training and career counselling and guidance. He added that the accelerating pace of transformation has led to initiatives such as identifying areas in major industries where jobs and skills needs are changing.

The New Dawn of Skills & Jobs!

Transformation, whenever this might singular word appears it means BIG CHANGES!

What if comes a day when human overly relied on bots and automations and comes a once in a lifetime lost of memory banks or the crash of the CPU of these Superlative AIs? 

Where are the immediate counter measures in placed for such a disruptive episode of crash and the vanishing of valuable data both local and cloud before rebooting to normalcy?

The old mantra of structure comes before form is the sour point of higher unemployment rates across the age group of working adults and more concerning is the young graduates who may not be equipped with the correct tools to handle this coming big change at all workplaces!

Two, the structure of an economy and its short term goals are both vital signs of employability for these fresh graduates. Presently, the world economics is heading for a slow down and the capacity for added expansions are limited if not a cautiously optimistic approach in procurement of resources like humans.

Three, these impeding big changes don't come cheap and it will forego a portion of the revenue just to transit in-between changing and existing performances of a company.

Four, the full impact of these global changes will come to fruition given the current rates of change, it will take more than a decade to implement successfully from the big corporations to the small scale businesses to connect into a fully digitised ecosystem of manufacturing,  trades and services: Private & Public; how each is willing to invest or subsidise in fresh graduates or  existing workers to train, to prep and to fit into the larger context of changes with no hesitation over the shorter term of profitability.

Five, so what will change to the future economics? 

One clear vision is the Specialisation of skills and jobs will have a shorter lifespan and shorten products life cycle all because of technological breakthroughs, automations & AI as the next automates of the workplace!

Have your company done with the Stress Tests?

The coming unavoidable digital transformations at the workplace will displace or redesigned many roles or jobs enlargment to better the efficiency of a business competitiveness. The next best option is to identify specific business needs and goals before begins the transformative effort to implement AI or super intelligent machinery just to claim for subsidies or tax breaks or claiming to be part of the ESG world of doing business. Simply to say,"speaking is the easiest than doing it correctly"! 

More so for policymakers to finitely identify the key areas for upskilling, reskilling or a totally new skills set and prospectively matching these jobs education initiatives to better means to the ends of many new job opportunities or creating new jobs.

With the unstoppable generative and super Intelligent AI running ever faster than humans couldn't catch their breath, it is imperative to change the overall mindsets and habits of workers especially those who are office based with financial based or non-financial based entities including the FMCG sector that are performing the daily repetitive tasks or adhoc chores in multiple duplicates. The entire service industry is at the top of the hit list for transformations!

How can these workers weather and the coming contender of the 'Trojan Horses', aka Superlative AI? 

Well, we as humans must begin to craft our areas of specialisation, into various finite tasks to continue contributing and importantly finding a stronger collaboration with the Superlative AI (SAI) or be left behind to be redundant and retrenched!
