it is important to intensify efforts to conclude a high-quality and comprehensive Regional Comprehensive Economic Partnership (RCEP).

Wonder what are the issues that is holding back the ratification of the RCEP?
Can an interim measures be adopted as version 1 - if the issues cannot be resolved now - but to resolve later - without holding back the ratification of the RCEP?
