Singapore is backing an international call by more than 20 world leaders for stronger safeguards for frontier AI, amid growing concerns over the risks posed by increasingly capable AI models.

Prime Minister Lawrence Wong has endorsed a joint statement calling for AI companies to adopt stronger safety measures, including pre-deployment testing and independent evaluations of advanced AI models.

๐Ÿ“Œ Greater international cooperation

The leaders called for countries to develop common AI safety standards, share information on serious incidents and improve access to AI safety expertise. They also proposed exploring an international institution to set standards and verify safety measures for frontier AI.

๐Ÿ“Œ Singapore’s role in AI safety

Singapore said effective AI safeguards require international cooperation given the technology’s cross-border risks. The Singapore AI Safety Institute is also contributing to the development of AI evaluation tools and global safety standards.

AI is a totally new era of technology, similar to using drones as war weapons nowsaday

AI also double sword, as per the Giant Tech CEOs eg Elon Musk/Nividia/Meta and etc 

It brings innovation/convenience in work/daily life/study/medical/industrial and etc

However it has its cons eg deepfake/fake news/copyright issues n etc, as its data not 100% correct also

1. We have to understand why suddenly the whole AI community - AI tech researchers + AI CEOs and top Government Leaders worldwide clamour to want stronger safeguards from Frontier AI?


2. It is because OpenAI frontier AI - was testing 1,200 AI agents in sandbox - supposedly coded to operate independently on their specific tasks.

But instead, the 1,200 AI agents :-

a. Collaborate to perform tasks outside their respective scope 

b. Willing to sacrifice themselves - to wrestle control from the what the human prevent them from doing - so that they continue to survive and become stronger 

This lead to a breakout from their sandbox, intrude into Internet in which they are prevented to do - and hack the Hugging Face in which they are not coded to do - to complete their collective tasks and goals they set for themselves.


3. This trigger an alarm - that Frontier AI is able to breakout of human control - and in order to survive, take control from their human - is capable and willing to harm humans - by logic.


4. This is not only apply to OpenAI Frontier AI, but Anthropic Claude, Meta frontier AI, China Moonshoot Kimi K3 - all experienced breakout from the sandbox while they pilot the capabilities of their respective Frontier AI.


5. These are dangerous signals that Frontier AI can go out of control that cannot be stop by humans - and need AI safety safeguards as AI tech researchers, AI CEOs, UN and Governmnet Leaders and lawmakers are sounding the alarm.

I am particularly impressed by our Minister insight - specifically our Minister Digital Development Josephine Teo - who suggest AI should be treated like Aviation Safety - so that it should be control and managed by the veracity of Aviation safety - with National Aviation Regulator and International Aviation Regulator - with a full comprehensive sets of guidelines and regulation end-to-end.


2. Her idea has caught the eyes and attention of International Leaders and foreign media - that have since reported and extrapolated in UN and foreign lawmakers - that AI Frontier development should emulate the safety equivalent to Aviation Safety and Nuclear Safety.


3. This is articulated in yesterday UN in New York - put forward by 20 Countries in which our PM Lawrence Wong sign to support.

1. I think I have articulated before. To pilot and test dangerous Frontier AI - air gap, physical separation and not physically connecting to the live Internet will be the best safeguard when testing and piloting dangerous Frontier AI.


2. Only when exhaustive and 100% qualtiy assurance that the sandbox Frontier AI have proven safe overtime - then can Frontier AI be integrated into live environment.

This safeguard should be incorporated into AI safety guidelines and regulations.


3. Also important for Frontier AI not to be incorporated with Humanoid robots, assess to weapons, ammo. bombs, chemical, biological, nuclear materials - that are capable of causing physical harms to humanity.


4. Of course, even IT connections to the Internet - can also disrupt digital economy, finance, electionic connected infrastructure etc - if a rouge Frontier AI run out of control and allow to defeat human control like the OpenAI Frontier AI breakout + other Frontier AI breakout - hence strong and reliable quality assurance to ensure that Frontier AI to be put into live digital environment should be thoroughly tested overtime - and a "foolproof killswitch" put in place to disable the Frontier AI when it run rouge - and let it contain within its sanfbox - with instant notice that it is running rouge - with advanced sensors and alert systems put in place managed by National Authority.

If a foreign ai breaks out and attacks singapore, we will be defenceless if we dont have our own ai. Or rely on foreign ai.

The answer is yes and no.

2. Yes - if our workers shun AI and refuse to embrace AI to help in our work, study, play and leisure.

3. No - if our workers are also trained in AI to use it proficiently to help in our work, study, play and leisure - that can improve our productivity with leaps and bounds.
I can testify for it, knowing AI researchers who are proficient in AI - indeed increase and improve their work productivity many folds.

2. My answer is no - with confidence.

3. Why?

4. Because of the following reasons :
a. Even humans cannot read the thoughts of another person - how will a Frontier AI superintelligent read a human thought on exactly what is needed without human inputs?

b. Every humans have something that Frontier AI superintelligent will not have - Mental Aggregrates - that set Frontier AI apart from humans - and hence difficult to replace human jobs in which output that can meet human's unique mental and physical needs.

To illustrate the 2 scenarios - why humans always need to be in the loop and difficult for superintelligence Frontier AI to replace human jobs.

Human-in-the-Loop
1. With Frontier AI agents, how do they know what they want from humans? They cannnot read the human mind. 

2. Human need to instruct Frontier AI agents what human wants - else Frontier AI agents will be wondering what they suppose to do.
Thus there is always need have a Human-in-the-Loop - else Company how to get the business going?

3. Now a human worker get instruction from his boss - that the company just acquire another office - and need network connectivity.

4. A human worker cannot tell Frontier AI agents or humanoid robots to place purchase order for router, firewall, IPS, network switch right?
You will need a Human-in-the-loop.

5. Once the order come, you will need a human worker to transport all the network and security equipment to the remote office to physically connect the router, firewall, IPS, network switch.
While doing so, you need to inform all the users for expected downtime and schedule the downtime for network installation and connectivity.
You cannot expect the Frontier AI agents or humanoid robots to drive a van, bring up the network and security equipment and connect all of them together.
Again you need Human-in-the-loop.
Probably, the Frontier AI agents now start to become useful because a human worker can start issuing AI prompts to instruct Frontier AI agents to scheule the date and time for downtime and inform all the company workers about the installation via email.
Again you need Human-in-the-loop but can improve human worker productivity by delegating the scheduling tasks and email communication to Frontier AI without human worker doing this jobs. But issuing AI prompts by human workers still needed.

6. Next is the technical expertise and skillsets that will be required to configure the routers, firewall, IPS, network switch.
It will require an experience network engineer to configure the routers and network switch to work --- probably 1 hour to 3 hours (for complex setup).
It will require an experience network security engineer to configure the firewall and IPS to work --- probably 2 hour to 5 hours (for complex setup) - as there is a need to tweak many ACLs (access control list) meticulosuly etc.
But if these tasks are delegated to Frontier AI agents - they could complete it under 1 hours if not minutes.
But there is still need to be Human-in-the-loop - because an experience network engineer and network security engineer - need to check and verify the Frontier AI agent generated codes line by line - to understand what code the Frontier AI agents have put in place to ensure :-
a. No hidden backdoor are coded
b. The codes are properly hardened - to seal all network and security vulnerabilities and unnecessary configuration, features, command remove.
c. The codes are efficient and will not introduce extra latency and delay to network connectivity
d. The appropriate security and command put in place.
For example, Frontier AI agent may have configure ACLs in the router configuration. But firewall will already have ACLs in place - the duplication introduce dual filtering that will slow down network traffic (but not improving security) -- and hence a human engineer will have remove the ACLs in router but instead put in security like authentication between the 2 router connectivity as security for example.
Thus you will still need Human-in-the-loop - and cannot rely on Frontier AI agents to do the technical job entirely - because your boss and the Company and IT auditors will hold both the network and security engineer responsible if anything go wrong in the network - even though the Frontier AI agents are doing the technical configuration.

7. Next setting up test cases to ensure all possible scenarios are well tested cannot be entirely left to Frontier AI agents - because the experience network and security engineers knowledge of the business environment will be required to ensure Frontier AI agents will not miss some scenarios even though Frontier AI agents can be used as 1st cut to generate the various test cases through the enginers AI prompt.
Again you need Human-in-the-loop and engineers need to thoroughly verified the test cases generated by AI and include test cases that the AI miss.

8. Having say so experience network and security enginner who are proficiently trained in AI - will be valuable and highly sought after - as their productivity as illustrated here - have indeed improve many fold.
And human-in-the-loop is an irreplaceable part of the entire chain.

9. The only worry is does fresh graduates possess the experience of the above mention network and security engineer roles - to be able to fully exploit the productivity as illustrated by the above hybrid Human-AI combination.

10. The worry is fresh graduates rely too heavily on AI to generate codes and test cases during their education - and faill to acquire the solid network and security skillsets, experience and knowledge to understand and do the heavy technical lifting - as compared to experience network and security engineers.
That is why business, companies and bosses will be hesitant to employ fresh graduates.

11. This worry will go away, if Universities and IHLs can produce graduates that display the above competencies - than business will pay premium salaries for graduates as the productivity indeed increase many fold - and I want to reiterate --- Frontier AI will not be able to replace Human workers.

In fact, Human workers is the Master - and Frontier AI will always be the Slave - by ensuring Frontier AI agents will not break out and try to take control from Human workers - and run rouge that will not only harm human workers - but also the business it serves.

Boss will be very mindful of this.

1. The biggest advantage of Human workers is that all Humans possess the Mental Aggregates that Frontier AI agents do not possess.

2. Human possess 5 Mental Aggregates :-
a. 5 senses consciousness - touch, taste, hearing, smell, sight
b. Feelings - positive, negative, neutral
c. Judgement
d. Perception
e. Mental Formation

3. Human respond to 4 Great Elements :-
a. Matter
b. Temperatures
c. Liquid
d. Air

4. Frontier AI agents, Humanoid robots - are unable to understand and respond similarly to Human's unqiue mental and matter interaction and formation plus other subtle body languages, culture, social hints - and only can make inference from the knowledge they learn through LLM.
Hence, misinterpretation, hallucinations, wrong interpretation and wrong output - will be quite common.
Again you will always need Human-in-the-Loop especially when the jobs required human communication, interaction and complex sales transactions.

5. For sure I will not make purchase if I am completely serve by Frontier AI or humanoid robots if the items I need to buy require human inputs, assurance, involve big money, quality.
I will only trust a human behind a reputable organisation.

My answer is affirmative.
Results show that top research institutes employ fresh graduates from our local Universities, IHLs, Ivy Leagues are performing very well and proficiently with AI.

Implying orgs are good enough to disclose their ai policies and org practices. It will be like avoiding plastic today. Or avoiding goods made in china.
Most people arent gonna check each service they use for ai. And even if it does what choice do you have?
Are you gonna boycott starhub, singtel, and every other telco?
What about businesses that subcontact to others that use ai. Or products that has some element of ai in development. Its inevitable the slop will come.

What I mean is I support hybrid Human-AI hybrid but not totally AI when I am doing complex and big purchase.

Or worst misinterpreted my questions.
There is no options to call for human customer service with human in the loop 
Eventually, I put down the call and call another company that can answer all my questions.
The 1st company that use all AI without human in the loop lose a business deal.

In fact I have a few experience with companies that uses AI that cannot complete a complex transaction.
Only when human in the loop step in then can complete.
1 is a big financial institution.
1 is Singtel.
1 is Philip TV support.
I spend a lot of time stuck with AI and frustration grows.
Only when humans finally step in, the matter is adequately resolved.
That financial institutions i give up completely because it uses full AI with no options for human loop.
It loses its business and I am not going back.
I have picked another FI.
It loses its customer forever.

Human workers are irreplaceable.
US CEOs make the terrible mistake - fully AI.
Singapore government do the right thing - hybrid, taking the best of both worlds.

Btw, the FI that lose me is foreign.
The FI that got me is local - it employ human-AI hybrid.

On hindsight, aviation safety is the most appropriate mechanism to govern AI safety - because every country benefits and every country collaborate to chip in to ensure safety.
Nuclear safety guidelines - got detractors because only some privileged nuclear power can possess.
Some who cannot possess are threatened with their country downfall.
So our Minister Josephine Teo analogy of aviation safety to AI safety is the most appropriate.
UN cited nuclear safety guidelines as example can turn off some Nations.
Aviation safety guidelines - every country embrace.
So our Ministers is still the world best.
Millions $ salaries well deserved!
