Last Wednesday (10 Jan), Minister for Communications and Information Josephine Teo announced efforts to grow new capabilities to keep pace with scammers and online risk. 

She was responding to a motion on building an inclusive and safe digital society. The recommendations include having the Government take the lead in setting up information-sharing platforms to help the public better detect scams. 

๐Ÿ’ฌ *What are your views on the new initiatives announced? What more can be done to safeguard people, especially vulnerable groups, against online harms?* 

The four initiatives announced are: 

๐Ÿ“Œ *1) Safe App Standard by CSA*

To enhance the protection of user data and app transactions, the Cyber Security Agency of Singapore (CSA) has published a recommended safety standard for apps. 

It provides a benchmark for local app developers and includes the necessary security controls and best practices they should adopt to better protect their applications, and in turn, end-users, against common malware and phishing attempts. 

For example, apps could be designed to need additional authentication of a user before authorising high-risk transactions, such as those that provide access to an individual’s assets or savings. 

๐Ÿ“Œ *2) Advisory guidelines to protect vulnerable customers for telcos by IMDA* 

The Infocomm Media Development Authority (IMDA) has published advisory guidelines for telcos to protect vulnerable consumers, to strengthen safeguards against being tricked into signing up and footing the bills for phone lines used for scams. 

The guidelines call for measures to help frontline staff identify vulnerable consumers while they are signing up for services and handle cases of suspected exploitation. They also encourage telcos to waive charges for vulnerable consumers who have fallen victim to scams.  

๐Ÿ“Œ *3) Resources to learn digital skills through IMDA's Digital for Life*

The public may now pick up basic digital skills at their own pace through free guidebooks and videos. 

The resources offer lessons on five basic digital competencies that individuals need to carry out daily tasks online and enhance their lives such as making online transaction. 

Members of the public may access the materials on IMDA’s Digital for Life movement's website or at any of the 37 permanent SG Digital community hubs or 200 roving hubs, which are listed on IMDA's website. 

๐Ÿ“Œ *4) Centre focused on tackling online harms by MCI and A*STAR*

MCI and A*STAR will launch the Centre for Advanced Technologies in Online Safety, which will be a platform for Singapore’s community of research partners, companies and practitioners to build capabilities for a safer internet. 

This could include tools and measures to detect harmful content such as deepfakes and non-factual claims, inject watermarks or trace the origin of digital content, and help vulnerable groups to verify information they encounter online.

15/1/24, 11:32 am - +Poh S Lim: Yes, we can use standardization of locally produced apps to curb malware apps but most apps on Apple store or Google store are produced abroad and may not be subject to the same scrutiny. Besides, many scams are run through links on browsers so we just need to be mindful that these efforts have limitations and not become complacent.

1. CSA recommend safety standards for apps to prevent malware and phishing attempts is a good effort to safeguard users from being scam.


2. Notable commendation for OCBC who started it - follow by Citibank,  DBS and UOB.


3. It goes a long way to stop many malware attempt to hijack victims handphone.


4. Another notable guidelines are the moneylock features make available by all local banks to lockup savings and FD accounts to cut off scammers from stealing money online as physical authentication is required before allowing access to the account.

DBS, OCBC and UOB introduced new money-locking features in November last year to guard against scams."

DBS and UOB will soon not need to open another account like DigiVault to moneylock and include more accounts and products.

Another notable attempt is that our local banks will be attempting to lock up more funds and other products without the need to open new accounts.


I hope the local banks should consider:-

1. Allow users to lockup online application of loan.

Application of loan will then have to visit bank physically.

This will prevent scammers from ladening victims with debt if scammers take control over the victim phone.


2. Allow users to lockup online extending the credit card limit - to prevent scammers from ladening victims with debt through credit purchase.

However, scammers can reactivate the CPF withdrawal limit online.

But it has to use user facial biometric recognition.

Hence important users must not give away their facial biometric features.

SingPass credentials can be stolen online.

User live biometrics must not be stolen or given away.

Else user will have to reborn or remake their face.

1. Telcos and social media platform should play a bigger roles to filter out scam messages and phishing sites.


2. For example the recent DBS phishing URL links, can Telcos use AI to detect URL links and block suspicious SMS messages so that DBS victims won't be scammed?


3. I received similar SMS messages from "DBS" that a certain amount of money could be unauthorized and have been deducted from my account.

I didn't click on the URL link but instead login to my bank account to check - no such amount deducted.

I conclude it is a scam - and I report via Scamshield and block the caller.

eg1: NTUC CDC voucher, pressing the CDC voucher option on the terminal, there's no screen that instructs user to  pls scan your CDC vouchers.  after scanning vouchers, the remainder, there's no option to go back to screen to choose other payment screen. instead the must press "Cancel" option.  A normal user would think that Cancel would cancel the CDC voucher transactions that was just done!  

HPB vouchers on the otherhand, tells the user to scan the vouchers, after that it goes back to the other payment screen. Much clearer.

eg2:  gov websites that use singpass can use SMS for 2FA.  non gov websites that use singpass doesn't have SMS 2FA option.

These inconsistencies causes confusion to users.  I consider myself an IT savvy person and also get confused/frustrated by these inconsistencies. Imagine all the uncles and aunties. <This message was edited>

1. I noticed in many CC, there are digital ambassadors teaching elderly how to use the smartphone.


2. This is good in imparting digital literacy to the senior at large who are more digital savvy.


3. But protecting ourselves against scam is more than digital literacy.


4. It is more about:-

a. Common sense.

b. Prey on psychological aspect of users - fear, vulnerability, anxiousness etc - through social re-engineering.


5. It is not only the elderly that got prey on, even younger IT savvy folks got prey on.


6. So education got to go beyond digital literacy among the elderly - must include everyone including the young - to help to spot what techniques scammers will be using.


7. To get to the young, in schools, and workplace - structured courses on how to prevent bring scammed should be conducted.

Eg. Job scam, bank scam, etc.

Because the largest proportion of victims come from the young IT savvy folks. <This message was edited>

Overall comment:-

I support these 3 initiatives propose by the government.

It is certainly a comprehensive steps forward to protect Singaporeans and residents from online scammers.

But scammers are constantly evolving - we will need to constantly remain vigilant and evolved to counter future efforts by the scammers to scam us.

This is better, also HDB need to Look at PRs Who are renting out Whole units(They are not supposed to, but People still does). And hopefully Rental market will slow down with this new rule. But how about HDB resale. Just saw 4Rm Resale In Punggol Going for 650k (the unit size less than 1k). Is this normal? (And I am still waiting for The data, how many PRs got caught for having Properties else where, but still Buying resale HDBs! (If HDB don't want to look at this, I suggest them to remove the rule, about Overseas properties, When buying BTO/HDB For citizens). Now seeing 650K 4 rm in Punggol i wonder which citizen buying? (As BTO there is stll below 400K in Punggol). And many central areas Below 600K can get 4rm. So who are buying and making prices rise even in OCRs?

The latest figures from the Council for Estate Agencies (CEA) showed there were a total of 35,251 property agents in the industry as at Jan 1, 2024. This is up from 34,427 agents at the start of 2023, and 32,414 at the beginning of 2022.

PropNex maintained its position as the largest agency, with its sales force headcount rising about 3 per cent from January 2023 to 12,017 agents as at Jan 10, 2024.

ERA is the second-biggest with 8,918 agents, up from 8,344, followed by Huttons Asia with 5,310 agents. OrangeTee & Tie is in fourth place with 2,817 agents, while SRI is fifth with 1,291 agents, according to data from the CEA portal.

Why more agents?

One, the current and into the next two years, the job markets especially for the first timers seeking for jobs and those older workers who are retrenched are likely to reskill themselves to becoming housing agents.

Two, it also means that given the bigger cohort of housing agents chasing for deals from leasing to selling; it's an expectation of more transactions to close.

Three, perhaps Singapore's overall property market is sound and buffer against the external perspectives of slowing economics growth. After all, aren't we aspiring to increase our population size in view of our continuous suboptimal total fertility rate of 1.0 and the urgent need to attract foreign talents to work and to live in SG?

The value chain across all properties is more attractive and it is in favour of Singapore and importantly, a strategic advantage.....

2024 to 2032, it is not surprising for our Government to continue offering land for developments! It's good and it's healthy! Why?

1. Live biometric is quite a safe measure to prevent scammers from masquerading the victims.


2. But with the advent of deepfakes and Generative Adversarial Network techniques to masquerade facial biometric and behavioral features of victims - there must be other techniques to ensure live biometric authentication is foolproof.


3. 1st must establish the person doing live biometric authentication:-

a. Is a live person

b. The identity is the authentic person doing the authentication and not the scammers.


4. Hence the following techniques become important:-

a. The bank system must be able to detect:-

i. It is a live person.

ii. The biometric feature mark is the actual identity of the person.

- hence, the bank system must be able to detect video, photos, images use to authenticate is not live biometric - and reject the authentication.

This will make deepfakes using video, photos and image ineffective and disallow access.

Which means, if scammers are able to steal all the biometric feature mark of the victims - the system can detect it is not the live person doing authentication and reject access.

Basically the authentication must be able to detect video, photo or image or digital data comprising the person's biometric features, behavioural attributes, health data eg. blood pressure, temperature, etc - are not live.

Hence various AI techniques will need to be deployed to detect this 

Technically this is possible.

Our R&D agencies need to develop such techniques - and ensure our live biometric authentication are foolproof.

Hence even if scammers steal all our biometric features, behavioral attributes, health data etc - authentication system can detect it is not a life person with the right identity doing the authentication - but deepfakes video, image or photo doing the authentication use by the scammer.

The texture of a video, photo or image is very different from a life person.

1. Another thing, users who are not expecting overseas call, should block international calls - because 1 over billions scam call come from overseas.


2. Eversince I block my handphone international calls from overseas - my handphone very quiet from scam calls and SMS messages.


3. But I still able to message and do video conferencing via WhatsApp and Telegram.


4. Any scam messages coming from these 2 platforms - I will ignore as they will most likely be scam - as no official messages such as banks or government agencies will come from these 2 social media platforms other than REACH.

As my HP is GOMO SINGTEL, I have used the GOMO supplied phone number to do automated call - to barred all international calls - and will prevent scams coming from overseas call.

If you used mobile SINGTEL, use the SINGTEL WhatsApp chat to block international call.

Virtual assistant will chat with you, but can bypass it by requesting a personal customer service.

Last but not least, periodically use your file manager on your handphone to check APK files are not present in your handphone.

Any APK files in your handphone are mostly side loaded apps and will likely be malware.

Google Playstore install apps will not create an APK files.

Blocking international calls are blocking voice and SMS messages coming from the voice network.

Many successful automated scam voice calls and SMS messages with URL links come from voice network. <This message was edited>

So to summarize what will be the most comprehensive steps to take as a person to protect themselves from scam:-


1. Use moneylock to lockup excess savings, FDs (in future other products eg. Online loan, credit card limit, other investment products - if make available by local banks).

MAS should also encourage overseas banks in Singapore to do likewise.


2. Set CPF withdrawal limit to $0 - to prevent online withdrawal.

Use facial biometric authentication to protect any changes to the withdrawal limit.


3. Barred or block international calls (use WhatsApp or Telegram for overseas communication).

This will block over 1 billion scam calls.


4. Install Scamshield to block scam calls.


5. Use file manager to periodically check no APK files are installed.


6. Government encourage apps developers to develop apps that can check malware and phishing sites and restrict access.


7. Government should exploit R&D to detect deepfakes and stolen biometric - to be used for authentication and financial access.


8. Government to work with Telcos and social media platforms to block malware and URL phishing sites at the source.

If not government consider content filtering complemented by AI to sieve out likely scamming sites from reaching the users. <This message was edited>

 for elderly or others who may want to protect their savings, since Lilley the phone are already locked out by the scammers.

A 3rd tier notification to either their children if amount more than $2k for the same month. As xtra protective measure.

"The in and out of money transfers; scammers will deploy reverse tactics of refunding or incoming funds!"

Four Ways of Outgoing Funds:

1) Local bank to bank or account to account transfer to the same name or same registered company or subsidiary.

2) Local transfer to different name or via mobile numbers, or to a locally registered company. 

3) Local credit card or debit card on-line payment to local e-commerce merchants, registered company and physical stores.

4) Local payments to Overseas individual or company.

Mechanism of Checks:

Item (1), no restriction.

Item (2), Subject to daily on-line transfer limit of $5,000. 

Amount above the daily limit, proceed to bank branch.

Item (3), Subject to daily on-line transfer limit of $10,000. 

Amount above the daily limit, proceed to bank branch.

Item (4), For on-line transaction, double authentication via OTP. Additional security measure is Thumb print whereby scam site will not be able to access and start withdrawing or spending the victim's funds whether is a bank account or linked to a credit/debit card personal details including CVV .

24 hours internal authentication of counterparty identity before release of funds. 

If required, another 12 hours to verify with sender via phone call and email enables redirecting to the bank's site to approved and finished the transaction of concern or to confirm on the identity of the Overseas party.

Sender can bypass all checks via options at the bank portal and select 'no checks trwuired ' or via auto telephone service, the same procedures.

Sender must select 'no checks required ' immediately after completion of the payment via a direct link or it will automatically proceed for internal checkings. 

Any time within 24 hours, sender can cancel the transaction or select "no checks required' via sign-in to the banks site.

Maximum daily on-line transfer amount of $5,000, all accounts.

Amount above the daily limit, proceed to bank branch.
