To help cool the home leasing market and support households that intend to rent, owners of four-room or larger flats and private homes of at least 90 sq m will be allowed to house up to eight unrelated people who are not from the same family unit, up from six, from Jan 22 2024 to Dec 31 2026.

Senior Minister of State for National Development Tan Kiat How told Parliament yesterday that residential property owners who now house up to six unrelated people will need to apply to HDB or the Urban Redevelopment Authority (URA) for authorisation to include up to a total of eight per property.

SMS Tan said that the 58,000 flats that are rented out represent only about 5 per cent of about one million flats islandwide. He also said that most analysts cannot project the amount of rental supply coming on stream as this will depend on whether landlords and tenants take advantage of the relaxed cap.

The temporary relaxation of the occupancy cap will “better meet near-term rental demand and moderate rents for Singaporean households that need to rent”, added SMS Tan. "We will continue to monitor the demand and supply of open market rentals, as well as residents’ feedback on disamenities. These will be taken into consideration when reviewing whether the relaxed occupancy cap should be extended beyond 2026.”

_*๐Ÿ“Œ Inspections will be conducted for unauthorised renting*_

SMS Tan said that HDB and URA will conduct inspections to ensure that the rules are followed, adding that HDB has taken action against 115 cases of unauthorised renting a year over the past five years, and will issue written warnings, fines, or compulsorily acquire the flat for the most severe cases.

URA has also taken action against an average of 244 cases a year for breaches of the occupancy cap in private residential properties, where those who breach the cap can be fined and/or imprisoned. 

_*๐Ÿ“Œ Existing rental rules continue to apply*_

The non-citizen quota of 8 per cent for HDB neighbourhoods and 11 per cent for HDB blocks will limit the number of flats that can be rented to foreigners, given that most of those renting at the occupancy cap are non-citizens. 

Non-Malaysian work permit holders from the construction, marine and process sectors are also not allowed to rent HDB flats or bedrooms.

SMS Tan said that in cases where friction arises between neighbours, including tenants, HDB adopts a “meditative approach and advises flat owners and tenants to be mindful of causing disturbances to others”. Government initiatives, such as the interagency Community Dispute Management Framework and the Community Mediation Centre, can also help parties reach “mutually acceptable solutions”.  

๐Ÿ“Œ *_Nuisance-related complaints about HDB renting tenants have been low_*

Nuisance-related complains resulting from tenants renting HDB flats or bedrooms constituted 1.5 per cent of the total complaints on nuisance from neighbours in the past five years.

If gov ups property taxes by 100%, bank interests rates go up (this is beyond gov control), landlord will surely need to increase rent to cover increased costs.  Then gov keeps upping land sale prices causing developers to up their selling prices in order to cover the costs.  They then up the ABSD to "cool" market but investors still buy and pass on the costs to tenants.

Just stop the price increases and build more houses.

However, to reduce the inconvenience, put in another rule like no smoking in the home.  With 8 tenants, probability of having a smoker is increased greatly and what was once a 2nd hand smoke free environment for the neighbours, is no longer true.  Currently, there's no recourse against 2nd hand smoke coming in from outside homes.

1. On the first look, relaxing tenant occupancy cap from 6 to 8 will help to allow tenants to find a place to stay as HDB owners who already let out their flat for rental will put more tenants in the flat to earn more rental income.


2. HDB owners who don't rent out flat for their own stay which form the majority - have no impact.


3. The only concern is will more tenants in one flat:-

a. Cause more friction within the flat - as tenants will have to compete for amenities such as toilet, kitchen, fridge etc.

b. 5 room flat have 3 rooms for 2 tenants - now will need to squeeze 3 per room.


4. Whether more tenants in a flat will create disturbance to neighbors.

I think all these are valid consideration.

Middle income family in transition of changing flat or with any circumstance get caught and forced to rent entire unit.

1. As for whether rental price and housing prices will come down - it will always depend on demand and supply.


2. Notice that the supply of HDB flats are ramping up - more bto flats are coming on board.

This will have the effects of dampening HDB flats rental prices and resale flats prices - as more flats come on board.

Tenants who need a place to stay will have more flats to choose from and rental price will soften.

10/1/24, 1:16 pm - +Smiley face: To further illustrate the concept of Buy to Rent - Rent to Buy (financial gearing), an example is a household of 6 people recently moved into a Condo or EC and chose not to sell their 3 or 4rm HDB flats because they have either fulfilled the loan or almost fully paid the flats. 

Back to back, this dual income couple has upgraded to a bigger home, together with their double income status and the rental from the 3 or 4 rm flats will cover if not accelerate the repayments of the new home loan! It is a success for this family. 

It is a testimony of relevance and some would called it a breakthrough and a handful would jokingly nicknamed it a "start-up" landlord in the making. 

The Valuable question is, why this family chose not to sell their flats? Or it is a simple answer of " I can afford both homes" or "I'm comfortable with my income status and stable jobs" or "I'm bullish in the future values of SG properties"?

Asking rent shoot up because mortgage rates go up.

But if there is no demand, landlords will have to blink and lower rents. 

So it follows that when rental goes up, there must be real demand and supply resulting in the high rental.

If population hasnt increased, then it means people demand for bigger space and hence squeeze down on those who are lesser off?

What this means is to disallow HDB owners to own a Private property regardless the owner/co-owner and or his family members chose to live in either place or chose to rent one and live on the other....???

Actually 58,000 flats rented out spreading across the island out of 1 million flats.

Assume all accomodate 8 persons per flat, about 464,000 work permit holders and PRs will have been housed.

Not a very big impact in disrupting the neighborhood if the flats rented out are well spread out.

There is no integration between kitchen cooking appliance and the fridge. All IoT appliances run on their own connection with the hub. It is a hierarchy instead of a network connection.

Synopsis:

Today is smartapp, tomorrow is superapp and the future is hyperapp (Hybrid app) that is full-time and fully automated. Scale goes hand in hand with the Scopes of an entity, it can range from a sole proprietor to a small or medium enterprise or a large organisation. Even if you are a Big player in your industry, you will not have advantages over your closer competitors' if you don't have the Speed. And superscale also means super speed in your entire operations.

A basic determinant of scaling is perhaps to Size-up the operations of an entity from a simple to a highly complex setup. An entity with less than 10 people should adopt and implement a smart app or smarter ways of operating using digital tools to scale, perform and produce like a 50 persons setup (1:5). Likewise for a firm with 50 or more staffs, it should drive towards a super app with multiple connectivity via digital platforms to excel both internally and externally (1:20). The large corporation will have to Invent itself out of the grit to compete in the contentious environment. 

One recommendation is a hyper app or a hybrid form of super-hyper business model to connect with staffs, suppliers, stakeholders and customers (1:100). All in all, the idea is to progress from an analog baseline or semi automatic function and transit and transform into a fully autonomous working environment that aligns/misaligns with the growth trajectory of any entity in order to scale new heights of productivity and the ultimate profitablity of a firm. It will be time consuming and cost is one factor, it is a long learning process that comes with big failures and small successes, only through valuable experiments and learned experiences, one will see the ripe fruits at the end.

The idea of scaling has long been researched and known among engineers, scientists and experts from various disciplines or businesses. The transition from a model into a motion of scaling and from the previously proven methodologies through continuous trials, errors and realignments to ensure the next transfiguration and transformation of the Super Scaling from smartapp EV, office, hospitality, hospital, military, financial to manufacturing of the future goods and services. By the definitive meaning of the future, we are talking about a time frame of 10 years or an equivalent of half a generation of any age group/population. The enlarged variables of scaling goes hand in hand with the multiplier effects of up to 1000x from an existing proven and scaled platform. How to cut the bad variables and costs?

Time is a variable often defined as turnaround time and in the aircraft maintenance business it's called "Time On Wing" whereby the time taken from removing an aircraft engine, bring it in for maintenance and mounting it back to the wing after its completed. This TOW example is a big variable of time and the standards of process in hangar, from aircraft out of service to the hours of labor, the replacement of parts and checks, rechecks and certification. In the next two decades, a fully and full-time automated maintenance system that the manufacturer, engineers, technicians all onboard to undertake from the design stage to the implementation of future engines serviceable by intelligent robots, AI app and engineers, 95% non-human mechanic and 5% human checks. Will the engine makers not just focus on maintenance issues but to redefine ways in which future design of hyper engines are made with minimal downtime or more durable parts and optimum choice of high-heat resistance materials which will contribute significantly to the efficient for all Airlines. It takes many hands and like minded people to find solutions to the existing challenges, road blocks and unblock one at a time and simultaneously.

The Co-Living model will thrive especially location wise, in some cases over crowding an apartment of 120sqm with up to five small bedrooms charging at the minimum rental of $900/mth per room with shared baths to $1,200/mth with its own private bath.  More to it, this new HDB ruling of up to 8 people in a minimum living space of 90sqm or larger. The deeper question is in the case of a five room HDB flats, would it be alright to partition into five bedrooms and thereon, the owner can (un) intentionally having up to 10-12 people in a "five rooms" flats?" That's one possible loophole and how to enforce (ๆŠ“ไฝๆœบไผš) ? And how would the neighbors feel and thereafter response to the newly arrived tenants will it becomes a nuisance and many unhappiness to the immediate neighborhood?

To further illustrate the concept of Buy to Rent - Rent to Buy (financial gearing), an example is a household of 6 people recently moved into a Condo or EC and chose not to sell their 3 or 4rm HDB flats because they have either fulfilled the loan or almost fully paid the flats. 

Back to back, this dual income couple has upgraded to a bigger home, together with their double income status and the rental from the 3 or 4 rm flats will cover if not accelerate the repayments of the new home loan! It is a success for this family. 

It is a testimony of relevance and some would called it a breakthrough and a handful would jokingly nicknamed it a "start-up" landlord in the making. 

The Valuable question is, why this family chose not to sell their flats? Or it is a simple answer of " I can afford both homes" or "I'm comfortable with my income status and stable jobs" or "I'm bullish in the future values of SG properties"?

Looking into other location such as Hong Kong; the short term outlook for its residential property market is a mixed bag of opinions. Overall, rentals are sustainable and less so for the value of homes. Why? It's still an unsolved social issue and owning a home is a big problem. The present value of homes are out of reach to many Hongkongers or all along, in the meantime with the scarcity of cash and the only choice is to rent a home. Arguably, perhaps is the sustaining higher cost of livings and consequences.

Holding onto two babies?

Going forward, the density of all housings will be higher as it is a natural progression of a highly developed nations like Singapore. 

If we see public housing as one Subsidies public goods to allow many first timers to afford their first home...then it is natural to embark on a change in the entitlement and the ownership of HDB flats. What this means is to disallow HDB owners to own a Private property regardless the owner/co-owner and or his family members chose to live in either place or chose to rent one and live on the other....???

Possible change?

The 'amended laws' to read as follows "HDB owners are not allowed to own private property whether is through private transfer or through inheritance or one spouse holding to a private property title while the HDB is single or co-own or in the name of the other spouse; as reflected in the marriage certificate....exceptions be given to the transfer of ownership of a HDB flats from parents to child or children. Same rules shall be applied to this transfer. There is no restriction to own any private property. All prevailing ABSD shall be applicable...." There is no restriction to own private property.

Open house or Open Room?

With 8 pax and 90sqm metrics, perhaps it may not necessarily tame the overall values of properties from private to public nor in the short run dampen rental?

What is the ratio of availability, this case is the measurements of prospect vs room?

If there is an Imbalance of the absolute numbers say more tenants chasing lesser available rooms or flats for rent or more rooms available in the market for rent may not means the overall public housings rental will drop lower compared YTYTY?

How about the private properties for rent, specifically EC, apartment and Condo. Will the latest 8 pax intervention to tame rentals and in the hopes that the average price of private properties will decrease likewise the resales prices of public housing? Not so simple analytic, when one thing changed and three other variables will follow suits and often enough one unintended outcome will arise and thereafter, there will be new measures to nimble this one out of position!

How to play these "old & new" game?

It's all falls back on the value and the existential intangible values of SG! Why intangible matters too? In the fast acceleration of the digital transformations, SG is one of the leaders of the world that will emerge as a successful nation and a digitized economy that will bring in a higher GDP, FDI and private funds into our shore; simply to say, it is a happy problem and this mega trend of migration of the tangibles and the intangibles are unstoppable coupled with Digitisation, it's going to be faster! 

Accomodation and Accommodating are the keys to balance things over the short term and beyond 5 years.

As adults we all know very well how it feels and felt when you are at the low of your life and how about students of today if they don't seems to get what they aspire and failed or worse, don't know at all what is ahead of them or what is future? How to enable, ensure them and let them have a greater sense of their future and not overly anxious over the future of jobs and incomes! Let's relook, realign, a new process aligned, and success will follow the rest."

Existential Facts?

You need relevant skills or adequate knowledge to land a paying job. You need even more personal attributes to aspire more pay from your employer. You need to have related or relevant experience to hold on to a job, to look for another better paying job or before you are hired (or fired).

Your educational background is the starting point of your working journey and your prospects which is known as career path. In this accelerating transformation of knowledge and skillsets, all workers from the basic to the advance level at the workplace will experience profound changes to the job requirements in this digital age of working.

High 5?

In particular, we should assess the ITE students to enable and uplift them into the next level of knowledge base that is the Polytechnics.

How can we enable this uplifting process?

Assuming the current "cut-off"  from ITE to Poly as a 5% percentage based on the graduating cohort. If its 5,000 then its the top 250 students will qualify to further their studies at any one of our Polytechnics.

How about this 5%+5%? ITE to Poly to Uni; JC to Uni ?

Let's allow second chance for the next 5% of the graduating cohort to be admitted to the Polytechnic of their choices based on competencies and learned skills. 

This second 5% are admitted on a 1 year probation and students must pass the core subjects in the Polytechnic modules in order to be promoted to the 2nd year and thereon, the rules and matriculation shall be the same for every students till they graduates from their respective Polytechnic.

Students who failed the first probational year, they can either repeat or retake up to 3 subjects to be considered for promotion to the 2nd year.  How would the timing to serve NS affecting these boys if they repeat?

Cases whereby students are not suitable to be promoted, a Certificate of Completion will be awarded to the students. 

It's not over and done for these students! Anytime during their worklife, they can reapply for first year enrolment or so called as part of our Skillsfuture extended to these young adults age 35 and below.

Thereafter?

Can we also applied the above "5%+5%" to our Polytechnic graduates to extend many second chance to the next tier of 5% to any of our local Universities.
