Speaking to The Straits Times on 27 Dec 8 (Wed), Education Minister Chan Chun Sing outlined his priorities for the education system in 2024. These included looking forward to avoid complacency, investing more in learning for adults and uplifting teacher training for those in the special education sector.

He also emphasised the need to close the socio-economic gap between students and look at uplifting lower-SES students as a social and emotional issue rather than an academic issue, and shared his hope that parents can work together with teachers to give children the space to grow and the chance to be independent.

_Key priorities for education system in 2024:_

📌 *Mainstream school system to remain relevant and avoid complacency*

Although Singapore students emerged as top performers in a study carried out by the Organisation for Economic Cooperation and Development in 2022, Mr Chan cautioned that this is no time for complacency.

“We are doing well by all current metrics, but that is not our definition of success. We need to stay vigilant about the forces that are and will be impacting us,” he said, adding that it is the duty and responsibility of educators to look farther ahead to see if they will continue to excel in future as well.

📌 *Improve lifelong learning opportunities for adult learners*

Adult learners will receive more support, not just in terms of financial resources but also in the form of guidance when it comes to time management and upskilling. Another focus will be to strengthen adult learning methods through the Institute for Adult Learning, so that training can be better catered to older learners who have different responsibilities and time commitments as compared with younger students.

Minister said more about MOE’s efforts in this area of lifelong learning will be revealed during the upcoming Budget announcement.

📌 *Uplift professionalism of Sped school educators*

From 2024, key staff and leaders in Sped schools can also look forward to more avenues for professional development, such as opportunities to reinforce teachers’ skills in working with students of different disabilities. 

For a start, Second Minister for Education Maliki Osman announced on Nov 3 that additional funding will be provided to Sped schools to raise educators’ salaries, as part of MOE’s efforts to attract and retain talent in the sector.

1. Basic education specifically primary and secondary must ensure the foundation of STEM - science, technology, engineering and math.

As STEM is the core of future careers.


2. Of course language skill specifically English must also be emphasize - as it is the language for education learning.


3. Mother tongue should be taught as secondary language.


4. High standard must be upheld for all subjects especially STEM.


5. But students should be given choices to choose their pathway - the subjects they are interested and good at. As well as the pace of learning. <This message was edited>

2. Adult continuous learning will also anchor on STEM as AI will be next wave that drive employment.

3. Some parents and students will feel stressful and unable to keep up.


4. Hence students must be allowed to choose a slower pace of learning for subjects they are weak at - to ensure they grasp the topic well as they progress.

Help such as more teacher attention will be given for slower pace learning and extra tuition be given via community centre or equivalent assistance.

That means, slower students will be given extra year to graduate for example.

But this will ensure high standard is maintained - while students can grasp the subject better.

5. As students can pick the subjects they are interested in, students learn better as they have more passion to excel.


Eg. If Advanced math is too tough, some students can choose additional math.

If additional math is still too tough, they can choose elementary math.

If pure physics and chemistry are too tough, they can choose physical science.

If computing science is too tough, they can choose basic coding.


And once they get full grasp of the topic, they can choose to advance and pick more difficult subjects.

6. Students who are academically inclined should be given the breadth and depth to pick more subjects and more in-depth subjects - to maximise his/her potential.


7. Students who are weaker academically should put more emphasis on project based, hands on experience or work and play approach - to help them grasp the fundamental of various subjects.


8. This will ensure students of various aptitudes progress without dropping out, stay engaged, interested in the subjects they study on and progress at their own pace.


9. But most importantly, the standards of every subjects are keep high.


10. Lowering the standard of each subjects to relieve stress of the students and parents will be the sure way of graduates not getting jobs in the workplace if our education standards are mediocre - because future careers are predominantly based on STEM. <This message was edited>

Subjects can also be made modular topics by topics to relieve stress.

For example would MOE consider holding modular tests for each topic for slower pace students rather than relying on one final exam eg. PSLE, GCE O level, GCE A level to grade students before they progress to higher education of learning?


1. Eg. Math.

After Pythagoras theorem lesson - an online test is held for the slower pace students.

If students score 80%  - he get an A.

Then teach probability - then conduct an online test 

And go on until the students complete all the topics in the subjects.

No final exam is required - as the average score is derived from aggregation of all the scores and do an average.

This will help to relieve stress for the slower pace students.


2. Eg. Physics learn Newton law. Online test.

Then another modular topics - Einstein law of relativity. On line test, next topic.

Modular test will make students less stressful - as they don't need to study many topics all together at the end of the year.

But slower pace students still get a good grasp of every modular topics.

And yet high standard of each subjects can be maintained.

5. Eca - coding

Math and science and coding are STEM.

I am extremely worried that this is the pattern which is going to be followed throughout the year by my daughter I think the first priority of the education system should be to ensure that teenagers who are  difficult to handle, are also handled by schools to make sure these teenagers go to sleep on time as sleep is the most important thing for academic achievement and emotional and mental stability. <This message was edited>

Why need to brand a child at such young age And showcase they are good at this, they are bad at this.

A pathetic way of Discrimination in the name of education.

I wonder how many happy students, in the end? The higher acheivers? Who constantly being forced to retain/increase grades? Or the lower ones who Got stamped on head as lower achiver!!

None. 

Except 10% None will be happier.

Even CCAs who gets choice, the one who does best..

But Govt forgets the so called THEIR best in overall population will be less than 20% only.

As long as Grades And as long as The stamping of child u r good at this, bad at this.. u allowed to take only this, becz u get good marks only at this... Bla bla

As if people don't understand the difference

While this is not bad, as it teaches students to be cooperative and accommodative towards colleagues when they go to work in the future, the problem is despite good grades, my daughter is shunned by almost all her classmates as they think she is not a fast witty conversationalist, so my daughter only has 1 friend who is just like her. My daughter has made multiple attempts to communicate with others but they shun her. As marks are given based on teamwork and communication for many subjects, her classmates do not cooperate with her, and she ends up getting reduced marks which is not fair as she is a bright student with great ideas.

1. I think some of the stress are parents and students craving and wanting to get into elite schools like RI, Hwa Chong JC, NJC etc.


2. By craving to enter into this "elite schools", parents will feel that their children will give them pride and better future.


3. Hence unnecessary stress - and is not true that elite schools will give children the best future careers.


4. Because eventually the final equaliser is university education.


5. And I also believe that every school is a good school.


6. To test my hypothesis, I and my siblings put all our children into neighbourhood schools from primary, secondary to JC, one enter polytechnic.


7. Eventually, all are now universities graduates or undergraduates in various professions.


8. So parents who are obsessed with branded schools, elite schools are just putting unnecessary stress onto themselves and their own children.

Let's just accept that we as human beings wants best for us, for our children. But A system, a fairer system should be the one which treats all. children equally.

10. So wonder why parents crave and stress for elite branded schools?

Why parents worried about express, normal streams ?

I and my siblings not craving for such "elite labels" for our children - even though all my siblings come from RI, RGS, and reputable JCs.

Because we want our children to learn pragmatism, humbleness and not chase after brands or elitism.


the eiltes of society won't accept that.

In Sg grades are definitely matters, lets us accept this basic fact...

Mindfulness meditation for 1/2 hour more useful.

Because it cultivate concentration, patience, tolerance and insight into mental phenomenal.

And it clears negative energy of Anger, Greed, Jealousy, Envy, Ego, Cravings and other negative energy.

Advanced meditator can go on to meditate for 1 hour.


3/1/24, 1:39 pm - +Bhavani: I have read in several articles that at least 20 minutes of mindful meditation is what brings the best results rather than just 10 minutes. scientists have also proven through scientific experiments  that mindfulness meditation improves concentration and focus, memory recall,  intelligence and prevents aggression and even enhances our abilities to tolerate pain and improves our immune system, respiratory system and our heart, in fact our whole body. <This message was edited>

Yes.

All the positive attributes you mention here can be achieved through mindfulness meditation.

But not sure about 20 minutes is sufficient.

Because concentration is at the maxim after 30 minutes - where all mental phenomenal slow and settle down after 30 minutes.

Concentration will come in after mental phenomenal settle down.

Nimitta, the focus point will come when such state comes after 30 minutes.

I hour meditation are mainly for advanced meditator.

In fact, anxiety, cravings, aggression, negative energy such as unhappiness, expectations, wants, desires etc will slowly retreat.

Serenity, calmness, equanimity and positive energy will crowd out negative energy.

We will be happier, more contented, less stressful and less cravings, more appreciative.

3/1/24, 1:49 pm - +Ben: I've had the benefit of travelling,  living and working in many countries. There is much I love about Singapore, but there is work to be done in some key areas to maintain and improve living standards for all.

3/1/24, 1:50 pm - +Bhavani: Yes I think I can agree that 1 hour would be even  much better. This is because I've found that 20 mins does not give me sufficient time to calm my brain down. I still tend to get random thoughts affecting my mind. Mine is a highly disturbed brain as I suffer from multiple serious conditions so it's hard to be calm when I'm suffering pain all the time. Similarly, my child suffers from severe respiratory conditions affecting her mentally, so I doubt that 20 mins would be enough. It would be great if schools can set aside 1 hour every morning for mindful meditation. This would definitely bring plenty of improvement to children, especially teenagers.

Pain is also a source of mindfulness meditation.

Focus on the pain, and mindfully observe the manifestation of pain and how it transform.

Soon you will be able to accept the pain and live with the pain.

Your mind will settle down, more contented and more bliss.

Because meditation is mind activity that requires concentration.

Children at certain age is rebellious.

The key is positive communication.

Nagging won't help.

Scolding won't help.

Punishment won't help.

Positive discussion.

Mutually set timing to allow children for play and set alarm clock - time to sleep (mutually agreed upon).

If conditions met, give a reward.

Then will ensure buy in.

Treat the children as peer friend - will have more positive outcome.


3/1/24, 1:57 pm - +Bhavani: External tuition is a waste of time, energy and money. This money could be spent on buying assessment books sold in bookshops and students can do self study. Only for maths, tuition might be necessary as maths is an extremely difficult subject.

I won't scold you or punish you or nag at you.

Let us do a deal, you allow to play your handphone until say 10.30 pm.

Set an alarm clock - and then switch off the phone to sleep.

If you can do it for 1 month, I reward you with something the child like."

My close friend comments:-

A breath of fresh air !!!

The lower hanging fruits have been picked ( eg excel in  grades and mainstream schools). 

Happy to see gov courage to put difficult issues on the radar in particularly :  1 life long learning 

2 Sped. 

I think they warrant more specific discussions and inputs because the challenges are wide ranging.

1. Many parents will try to buy a house close to elite primary school, secondary school and JCs - so that their children can get into elite schools.

3. My sibling on the contrary volunteer himself in neighborhood primary, secondary and neighborhood JC - offering his service to start sustainability green garden, teach table tennis and become parental support group.


4. He taught and spar with his son and my son in neighborhood JC as table tennis assistant coach to the school coach.

Eventually the table tennis team manage to win medals when competing against the more renowned JCs who are good in table tennis.

A broad measurements of a person's can be classified in three dimensional; the limitation of a person's Physical capabilities, the depth of individual's Emotional intelligence and the overall mental wellbeing and abilities of each employee. Understanding the three dynamics of an individual will allow better balancing and matching of individuals to a team; the strengths and minimising potential areas of human conflicts, confrontations which weaken the cohesiveness, teamwork and individual performance. Thus it can either turned into many unforseesble frictional situations or balancing to optimise the overall performance at the workplace on the backdrop of working from home. 

How to superoptimise a business both WFH and on-site work than optimising which is not sufficient into the digital age of the workplace? Comparatively, compartmentalising and consolidating the protocols of workload; the larger an organisation is, in multi steps, and the sensitivity of a business or the process is, the less it is to WFH.

Successful?

Perhaps it's necessary for HR managers and bosses to adopt a multi-metric (non bias) approach in grading and classifying each employee to seek for balance within a department and the skillsets, capacity & scale, and the overall operational needs and aspirations from an elevated view of the entire organisation in the augmented reality of AI (or a non digitised or a semi digitised workforce) and the existing organic (or rigid or unstructured) structure of workings and the workplace.

Holistically, both parties should assess and examine the potential derivatives and benefits of any job/role enlarging the responsibility against the odds of pitfall in any crafted job or created role. This is another Successful venture we called it Human Capital (HC) which is cumulatively more important than the managing of HR !

Summary:

It all started from young age and at the elementary school to the nstitution for higher knowledge. How well other systems of education flare? In Asia, there is China and Japan and selectively in India and the US. In Northern Europe, we have the Nordic countries from Denmark, Sweden to Finland. Putting aside the annual PISA rankings and the analytics of performance in numbers, the facts, and linguistic abilities of teenagers from the OECD countries.

Why are there more inventors, technologists, world class scientists and exceptional industrialists from these ranked countries? Is population size and education format the keys or are there more vectors from the past and the present in all of these breakthroughs and successes? It is an endless game of progression!
