On 28 June 2023, the Prime Minister Office issued a statement on the rental of State Properties at Ridout Road by Minister K Shanmugam and Minister Vivian Balakrishnan. The statement included a report submitted by the Corrupt Practices Investigation Bureau (CPIB) and a seperate review conducted by Senior Minister Teo Chee Hean.

The CPIB Report found no evidence of corruption or criminal wrongdoing by Ministers Shanmugam and Balakrishnan. The Attorney-General’s Chambers (“AGC”) has agreed with CPIB’s findings and recommendations and directed that no further action to be taken as the facts do not disclose any offence.

💬 *What are your thoughts on CPIB's reports on the Ridout Road Rental Properties?*

In the CPIB report released on Wednesday (Jun 28) following a month-long review, the agency said it found no preferential treatment given to the ministers and their spouses.

There was also no disclosure of privileged information in the process of the rental transactions, and no evidence to suggest any abuse of position by the ministers for personal gain, said CPIB in the report.

The Attorney-General’s Chambers (AGC) has agreed with CPIB's findings and recommendations, it said in the report. AGC has directed that no further action be taken because "the facts do not disclose any offence".

It's also interesting that despite not knowing what SLA's minimum price is, their bids came very close to it.

What if a CEO prefers to entertain her/his VVIPs at home than in the "office or hotel" because these two are public areas with many eager eyes and ears dropping which is not an ideal Location to discuss in-depth issues of sensitivity.

So the global management allows this CEO to occasionally use her/his home to engage the clients and build closer relationships with them; in a relaxed and in an informal settings.

Is this alternate use of the home an ideal location or not so, and is it not also a resting place for this family?

The couple of hours MPs spend talking in parliament can affect all our lives and ruin singapore. Our MPs are now given the power to legalise anything they want. There is nothing citizens can do about it even if we don’t agree with it.

So I would pay them enough.

1. After reading through most of the new articles on this bungalows case - I see no wrong in the Ministers rental of colonial bungalows.

They follow the procedures as laid out by SLA and has no privileges accorded to them.

5. But in Singapore, whatever a person do, be it the man in the street, be it the Ministers, - anyone will have touch the law.

Eg. Buy cars, everyone needs to pay Coe.

Buy houses, be it HDB or private houses, everyone will have to abide by Singapore housing rules.

Go hospital, everyone have to pay similar fees etc.

So I don't understand must be at high moral ground and should avoid controversy pertaining to Singapore rules?

Everything we do touches the law - regardless of who you are - unless you don't want to live in Singapore.

So expect Ministers to live in vacuum is it - so that they will be forever in high moral ground?

I don't understand the logic?

Then wonder who will want to be Ministers and MPs?

If capable people stop serving in the public sector - then all Singaporeans will be in deep shit!

Knowing that this could potentially pull down public sentiment. Coming away from this, people will question whether such a decision was made as a priority over winning the hearts and minds/ serving  of citizens. 

Fundamentally, what is the priority in their decision making? Personal comforts vs serving the public (which includes winning the hearts and minds of citizens). It is not as if these 2 ministers do not have comfortable abodes to begin with.

UN if adopt carbon credit, will inject credit as a tradeable goods and plastic bags regulation become a competitiveness parameter - as oppose to mindless plastic bag charges.

And the gst support package ensure all lower and middle income not impacted by the gst.

In essence, it is the rich and upper income earners are the one that contributes significantly to the gst without driving out rich investors such as the wealth tax.

That's carbon credits use "positive reinforcement" - an incentive to use less plastic by boosting business profits.

Only use sufficient plastic bags to bag refuse and not use excessive plastic bags that harm the environment for common people.


Charging plastic bags used is a "negative reinforcement" - it penalised people from using plastic bags - even to the extent of bagging home solid and liquid waste - resulting in hygiene problems.

On the other hands, forcing common people to fork out their own money to buy refuse plastic bags to bag home waste - double penalties.

The modern thoughts of compensation is to pay according to the contribution of a person's effort in creating economics and non economics (包山包海) values to an organisation or larger circumstances; it's more than monetary rewards, it can also include a small stake in the organisation or free accomodations and other incidental costs of living; all are merits! 

Are there real concerns with the new ways of compensation with exceptional circumstances (特殊情况) with it an individual or a group of individuals are continuously contributing to the betterment of the larger others. Wouldn't any enterprise do the same things to retain their valuable and contributing Talents?

Any wrong doings, that is Integrity, Honesty and Merits?

On 28 June 2023, the Prime Minister Office issued a statement on the rental of State Properties at Ridout Road by Minister K Shanmugam and Minister Vivian Balakrishnan. The statement included a report submitted by the Corrupt Practices Investigation Bureau (CPIB) and a seperate review conducted by Senior Minister Teo Chee Hean.

This issue is more psychological issue rather than a perceived corruption issue.

1. The bungalow is a high class scarce commodity that only the very rich can afford.


2. High property prices make people unhappy. But yet it is perceived that the ministers can afford a 2nd property as recreation house.


3. The high pay the Ministers fetch - make people envy.

Hence the slightest slight by opposition to make the bungalow an issue - step on the nerves of common people - even though there are no wrongdoing.


4. Essentially this is a case of "have versus have not".


5. But to those upper income groups, such high living is no big deal - because they earn their worth.

Many rich are having such high living - except they are not public figures.

The issue is opportunity cost.

When a vacant property is not rented out to gain revenue, the premium land is not earning revenue for the government and in fact cost will be incurred to maintain the property - eating into the fiscal budget.

If the vacant properties are rented out, the premium land is optimised and reaping revenue that enhance the government budget without incurring maintenance cost that eat into the fiscal budget.

On 28 June 2023, the Prime Minister Office issued a statement on the rental of State Properties at Ridout Road by Minister K Shanmugam and Minister Vivian Balakrishnan. The statement included a report submitted by the Corrupt Practices Investigation Bureau (CPIB) and a seperate review conducted by Senior Minister Teo Chee Hean.

The CPIB Report found no evidence of corruption or criminal wrongdoing by Ministers Shanmugam and Balakrishnan. The Attorney-General’s Chambers (“AGC”) has agreed with CPIB’s findings and recommendations and directed that no further action to be taken as the facts do not disclose any offence.

💬 *What are your thoughts on CPIB's reports on the Ridout Road Rental Properties?*

In the CPIB report released on Wednesday (Jun 28) following a month-long review, the agency said it found no preferential treatment given to the ministers and their spouses.

There was also no disclosure of privileged information in the process of the rental transactions, and no evidence to suggest any abuse of position by the ministers for personal gain, said CPIB in the report.

The Attorney-General’s Chambers (AGC) has agreed with CPIB's findings and recommendations, it said in the report. AGC has directed that no further action be taken because "the facts do not disclose any offence".

To say that the entire population or Singaporeans don't read and don't have opinions over this"rental of public assets" issue isn't true.

The noise: 

If we analyse it deeper, perhaps 20-25% of this population will have their say, they do care about the report and they will closely watch the coming Parliamentarians debate over this sensitivity of rights and wrongs. Importantly, history has shown that if not handled and communicated clearly will manifest into a politics of "Envy & Reputation" which would be imploded out of the context and unfair to the rest of SG and the individuals involved.

So unless the procedures and processes are not clear including the system of bidding in this case is about rental of public assets to private individuals. The keypoint here is private individuals and not to be mixed with the politics of "public figures" which surely the "opposite " would love to jargon and mix into their favorite syrup and stir the entire honeycomb!

Let's be objective and understand deeper what is right and what can be improved upon going forward in all cases when public goods or assets or services are involved with all counter parties whether it is an organisation, a corporation or an individual; clarity and carefulness in dealing throughout the entire process from the starting point to the end of a transaction; it shall be non-issue at all !
