Local farms are feeling the strain of rising operation costs and electricity prices, and many have had to raise the prices of their produce. Despite higher prices, some farms report an increase in demand for their produce, partially due to recent brushes with food security threats. Inflation and supply chain disruptions have been driving up the cost of fish feed, fingerlings - or juvenile fish - seeds, fertiliser and logistics.

Some of the reasons for the premium on fish feed are the supply chain disruption of grains due to the Russia-Ukraine war and recent adverse weather events in some parts of the world affecting crops.

A spokesman for local vertical farm Sustenir said delays in farming material supplies and rising inflation have significantly increased the cost of doing business.

But amid the trying period, there is some cause for optimism as demand for local produce has seen an uptick as food security came to the fore with the global food supply crunch and Malaysia's chicken export ban, which started last month.

A spokesman for the Singapore Agro-Food Enterprises Federation noted that some of the farms that are open to visitors have reported an increase in footfall for a few months now as people become more interested in local produce and want to learn more about the production process.

Singapore has set a goal to produce 30 per cent of its people's nutritional needs by 2030. To combat the various economic uncertainties, local farms should adopt renewable energy and turn to innovation to rely less on conventional fertilisers, said Professor William Chen, director of the food science and technology programme at Nanyang Technological University.

"The need to push for local food production for enhanced food security is even greater against the backdrop of the headwinds in the global food system," Prof Chen added.

Good morning everyone! 

To: Our Distinguished Leaders and All Honorable Members 

"EXCELLENCE IN FOOD PRODUCTIONS" 

What if Singapore food drive 30/30 does succeed beyond its original intent of internalising food security, the excess food capacity could be exported to countries that are willing to try our certified high quality locally produced foods. This case perhaps could be a reversal of food supply chain from reliance to exporting?

Make it excellent:

Four drivers of affordable food are quality, scale, technology and networks.

Having achieved a high quality standard of food production. we can escalate into the next phase of producing more! 

Besides having local production plants, scaling to overseas food production plants such as neighbouring Indonesia and Malaysia whereby labor are abundant and land is cheap too!

Using technologies (known and incubating through R&D) to replicate one's successes and scaling it up to 10 times or more than our local needs, that will be a first breakthrough and many more blooming business opportunities in making! 

Our current networks of food supplies from various sources and countries will perhaps one day be our exporting targets? 

Let's start thinking deeper and be brave to determine our original intent of self reliance, this important thing calls FOOD!

[11:59 am, 18/07/2022] +Boon: Supportive of local produce even if it could be slightly more expensive than imported ones. However, price is important (because it means affordability by people) and the farmers should be supported with cheaper electricity/water.

What local agricultural farms would produce should also be “strategic” - they should not all be trying to produce premium food at the expense of affordable food. 

Are there plans to grow agricultural produce that is used to make others? If there is insufficient space in Singapore to do so, are there feasible strategic plan to rent land from neighboring countries to grow our food?

Therefore, it is not just about science or technology to help our local farmers - there should also be help to ensure our local farmers’  understanding of consumers dietary demand, so that the farmers can commercially sustain themselves in the longer run.

Malaysia 40% of poultry farm close shop - now rapid reduction in chicken supply output - due to :- 

1. Ceiling selling price set 

2. Cost of chicken feed goes up 

3. The more production, the greater cost 

4. Dry up of subsidies to rear chicken. 

5. Export ban - to higher profit market.          

                                                                                              As expected, wrong policies - the export ban backfire - output did not increase but instead fall further as the more the rearers produce - the greater their loss - now many close shops - and worsen the supply problem.      

                                                                                                                 I think we cannot depends on Malaysia chicken market to supply live chicken to us - better work with Indonesia Batam who is looking forward to supply live chicken to Singapore - as it is a short distance by boat - no need to feed the chicken to keep them alive - a viable source of live chicken.

My comments: Malaysia chicken industry could have gone down in one go.

And Singapore depends on them for 34% of our chicken import.

Now I think no choice, we may have to depend more on Indonesia import including live chicken.

1. Pouring over news after news - notably 3 pertinent threats (3 minor catastrophe - 小三灾)- can be attributed to our current threats in Global food security.


2. The 3 pertinent threats are :-

a. Global Climate (天灾)- Drought, Flood

b. Pandemic, animal illness (瘟疫)- covid disruption, poultry and animal viruses

c. Human intervention (人祸)- War, economic mismanagement


3. These 3 pertinent threats going forward is not going to get better, in fact it will at best continue or worsen - as global climate will not get better, hence protectionism on food will intensify. Animal viruses - zoonotic illness that jump from animals to human and vice versa - will not get better either.


4. Hence we have to plan "Just in case" not "just in time" - for our food security - just like our water security and energy security.

5. Current World Population is 7.96 billion people.

By 2057, it is projected to exceed 10 billion people.


6. Hence, we cannot operate like "business as usual" - as the World demand for food will grow exponentially, while fertile lands and climate conditions to grow crops and animals for food - are shrinking.


7. Ensuring our own food security rather than - mainly dependants on imported food (currently more than 90% of our food are imported overseas) ---- cannot be our doctrine going forward.


8. Even we are wealthy to be able to pay a high price for the world food - cannot guarantee that food can land on our shores - as we see how food are block by war, food protectionism as food exporters cannot grow sufficient food for export - and local government protect domestic consumers rather than export their food even at higher profit, and not sufficient crops and animal food are produce as fertile lands shrink.

(That is, even got money cannot guarantee to buy food - to feed our population. Hence, we need local production of food -- crops and meat - to ensure we won't go hungry when crisis strike).

We need to have a short term, medium term and long term "Food Security Plan" going forward


Short Term Food Security Plan

1. Stockpile and warehousing of crops and meat (with high tech means) - to ensure we can stockpile and warehouse our imported crops and meat during good harvest at reasonable prices for months or even years- such as freezing, drying, and other tech means to keep the freshness, safety and healthy nutrients intact.


2. Diversify our imported foods - not only from the traditional import sources - but also further afield - to ensure that our web of supplies cannot be totally disrupted or blocked.

But prices and familiarity or preference for food in certain Countries will always take precedent among our local population.

Hence Government must formulate policies to ensure that our food importers must bring in imports from a few diverse food sources or suppliers - and supermarkets must carry the diverse food imports at competitive prices by creative marketing, promotion, packaging and pricing - to entice our consumers to buy the food from diverse sources.

Eg. If buy one Thai rice at $5.90 of 5Kg - will get a discounted $2 of India rice at 1 kg. If not local consumers can only buy a Thai rice of 5Kg at $10 for example.

In this way, we will get consumers to buy and eat different rice from different food sourcse --- and this will ensure local consumers will not only eat Thai rice and not other rices produce by other Countries.

This will incentivise our food importers from getting and sustaining our diverse food supply chain - by not concentrating in one Country like Thailand and ignore other Countries like India.

So in the event if Thailand rice is disrupted (or like Malaysia chicken supply 34% is disrupted by export ban) ---- we will not "kadang ga bo" - to scramble for alternative food sources --- as we can quickly ramp up India rice import.

Else if go by local consumer preference - people will tend to eat more Thai rice - and food importers have no incentive to bring in India rice.

When crisis struck - and Thai rice supply is hit - we got no alternative rice supply. Thus creative marketing, promotion, packaging, pricing etc need to kick in --- to ensure our diversify food sources can be sustained - and Government policies can push food importers, local consumption pattern - into this direction of diversifying our food sources.

Medium Term Food Security Plan

1. Local production of food - crops, and animal meats - though with our tight constraints become imperative - as our Medium Term Food Security Plan - as we need to ensure we can locally produce some food crops and meat - so that we won't go hungry. 

And the initiative 30 by 30 - is a good Medium Term Food Security Plan.

But we need to set aside premium land and resources to achieve this 30 by 30 food security plan.


2. The challenges we face in local production of crops and meats are as follows :-

a. Energy and water supply to grow crops and sustain animals development.

Currently we are still very dependant on natural gas derive from fossil fuel to provide us the energy to grow crops and sustain animals production as well as recycling, desalinate and purify our water.

As fuel and gas supply and price fluctuate in tandem with global fuel and gas production and pricing through OPEC, our local farm energy cost will also go up and down --- and affect the local cost of production - which in turn will hit our locally produce food prices.

Hence, we also need to look at "Self sufficiency" in the tune of energy sustainability - through solar panels (derive from sun), hydrogen gas (derive from H20 water, solar, biomass), safe nuclear energy, geothermal, or regional energy grid ---- to ensure our energy supplies are not disrupted and also maintain our energy price consistently - and not wildly fluctuating.

We are less concern in water production - as our current multiple water taps - reservoir, recycled newater, desalination and imported water --- are reliable and consistent.


b. Our limited land spaces, human resources for high-tech farms - will put constraint to how much crops, vegetables, eggs, fruits, and meat we can locally produce to feed our entire population.

Hence by 2030 to locally produce 30% of our food source is attainable though abit stretch - but still achievable - but yet not sufficient to feed the entire population - if 3 crisis again threaten and World population grow to a level - whereby we will have difficulty to get 70% of our food supply from overseas.

Hence we need to formulate a "Long Term Food Security Plan".

Long Term Food Security Plan

1. With our limited land spaces, resources constraint, scarce human talent - even though we can go "high tech" in crops, vegetables, eggs, meat production - there will still be a constraint in our food output yield - if go by the traditional methods of food production - even going "high tech, vertical farming, offshore farming, sea farming etc".


2. Hence a breakthrough in food production - notably "lab food production", "3D printed food production", "Manufacturing plan mass production" ---- will be the only way to go ---- to ensure we can produce large scale food, meat and even crops.


3. Long medium term - will be the lab-based "plant-based meat" - whereby plant based ingredients are transformed into alternate meats in the lab and mass produce by manufacturing plants. Such method of production can ramp up to feed the whole Singapore population and can also mass produce for exports.

However, the ingredients will still depends on traditional crop production to produce the plants required to transform into meat.


4. Long term - will be the "cell-culture and tissue re-engineering meat" - whereby healthy cells are extracted from healthy domesticated animals like chicken, cow, sheep, fish, prawn, crab, eggs etc - to produce meat for food --- in the lab and mass produce in bioreactor to form meat for food.

Again, such method of production can ramp up to feed the whole Singapore population and can also mass produce for exports.


In addition, both "plant-based meat" and "cell-culture and tissue re-engineering meat" - have the following benefits :-

a. More compassionate ways of producing meat for food - without killing and mass slaughtering of animals for meat.

b. Less lands require to grow animal feed (10 times the land need to set aside to grow crops for 1 land space for animals) - hence grossly reduce global climate changes, water and energy to produce crops and sustain animals.

c. More healthy - as trans fat, saturated fats, hormone, anti-biotics etc that are found in rearing live animals can be removed from both type of lab production - while healthy supplements can be used for the lab meat production.


5. The challenges in enticing local population and overseas consumers in consuming lab based meat are :-

a. Buy in - to ensure the lab based meat is safe, healthy and fit for human consumption.

b. Price must be comparable to local traditional food sources.

c. Traditional food sources like crops, vegetable, eggs and meat have been depleted to such a level - that it is not possible to import from overseas producers due to triple whammy of global climate conditions, food protectionism, food disruption and pandemics that affect animal meats and crops production.

Food importers can do creative marketing, promotion, pricing, packaging to our chicken rice stalls - through government policy:-

Buy 1 live chicken at eg. $5 from Indonesia, then get discounted 1 pack of frozen chicken from Thailand at $2.

Else pay $10 for 1 live chicken from Indonesia.

I bet chicken rice stall will get both live and frozen chicken from the promotion and sell at cheaper price to consumers.

"Drinking water and Salt Water" 

Water is most important:

Rising sea level means the salt content will change and each area of sea water and its salt content differs from elsewhere coupled with tides and currents. All of these variables are deep knowledge to explore and indepth understanding because it will affect ships of all tonnages and submarines (undersea drones) too.

Importantly, on a global water scale, the percentage of portable (drinking) water is 2.5% of the entire water ecology. Therefore it will be a prized commodity for all nations to secure this drinkable water, all time and always crucial!

For Singapore, water security is an old and a CRUCIAL topic as we closing into 2065 where our agreement with Johor expires. It will not be alarming because the foreseeable future of this impending water agreement will be renewed and the service price will have to change (increase in folds) too.

Should the future sea water and its content reduces say within our EZ shorelines, then the energy source and cost needed to salinate into portable water may be reduced? The future technologies will also be renewed as time goes by and so will the measurement of salt content evolves.

Afterwords:

Water, Energy, Food (WEF) are three current challenges and into the uncertain future! Any shortage of potable water will have devastating consequences never experience since the birth of human beings (post dinosaurs era).

1kg of pork needs 4 kgs of feeds

Wat abt community farming on our roof tops?  I've seen recent news on this ... Needs more of such efforts.

Growing our own food is one side of the coin.

All efforts wud go to waste if nobody buys. Since we know the produce is fresher, more nutritious, etc, we shd be prepared to pay a little more for it and in turn, support our very own growers.

Over time, the increased demand will help to stabilise the price.  

Ther must always be a starting point and we all know tt it's never easy from the start.

"Subsiding of Public Goods" 

This case our 30/30 food initiatives is a good head start with a few advisories. 

One, subsidising a new primary industry take lots of time and money to up bring it to commercial status and values. It has to be justifiable and priority given to the most promising lots. 

Two, if overly subsidising such national agenda, it may become counter productive because these food players will not be competitive and often seeking for fundings which is not a sustainable solution for any industry.

Three, there will always be a portion of keen consumers that is willing to try and buy our local products though it may not be price competitive to say vegetables from China. What's the economies of scale for our producers and their volume of trades ? Perhaps it is the will of our people to encourage them to support our food producers of seafoods and green vegetables to their best ability.

Local farms are feeling the strain of rising operation costs and electricity prices, and many have had to raise the prices of their produce. Despite higher prices, some farms report an increase in demand for their produce, partially due to recent brushes with food security threats. A spokesman for local vertical farm Sustenir said delays in farming material supplies and rising inflation have significantly increased the cost of doing business.

But amid the trying period, there is some cause for optimism as demand for local produce has seen an uptick as food security came to the fore with the global food supply crunch and Malaysia's chicken export ban, which started last month.

A spokesman for the Singapore Agro-Food Enterprises Federation noted that some of the farms that are open to visitors have reported an increase in footfall for a few months now as people become more interested in local produce and want to learn more about the production process.

Singapore has set a goal to produce 30 per cent of its people's nutritional needs by 2030. To combat the various economic uncertainties, local farms should adopt renewable energy and turn to innovation to rely less on conventional fertilisers, said Professor William Chen, director of the food science and technology programme at Nanyang Technological University.

"The need to push for local food production for enhanced food security is even greater against the backdrop of the headwinds in the global food system," Prof Chen added.

2. Let us look at the amount of various food consume annually by Singapore population :-

a. Vegetables = 558,000 metric tonnes

b. Rice - 347,000 metric tons

c. Eggs - 2.21 billion piece


3. Wonder how does recreation farming produce such volumes to meet our Singapore population consumption needs per year.

Food, Land, Energy, Water (FLEW) 

What if the economics of Scarcity happens and Climate changes accelerate into 2030 and beyond, it will affect all the above four components (FLEW) and a big impact on lives and limping livelihoods? 

Who are those Big Food Players? 

An example, Brazil is a big meat producer in the world. We need to understand their business model of cost, production scale, marketing and distribution.

How about new players and new food producers? 

One example, Bill and Melinda Gates foundation is one front driver of the future of food, it will be a big breakthrough in food technologies and the future global food supply! Can we also piggyback, invest in them and quickly learn from these pioneers of food wizards? Or these economics of future food developments will not yield bumper crop of all sorts? Or many breakthroughs for these new food producers so much so that the affordability and adoption indexes outbeat the traditional food producers (limit to organic and green farmers) whether they are meat or vegetables? 

For old habits and mindsets die hard; you need multiple new habits to recondition many existing habits in order to reset peoples' mind in eating these new foods. In reversal trend, what if traditional produces become dearer to the new ways of producing foods? What's the intuit? 

All these valuable business intelligence models will be a good resource in planning our food needs as we move forward into our productions (targeted) list of essential food. We have to understand clearly what's our critical food list and at the same time the opposite that is opportunities to export of produces.

Summary, business intelligence are available freely and through our integrated overseas trades offices and embassies representing us. This is a good starting point in gathering information, updating and verifying these data what's these food producing nations are doing, their challenges, their capacities and finally their future trajectories ? One sure thing, inflation will stay on and wages must go up too.
