On July 2, the Ministry of Education (MOE) said that with the rising costs of food supplies, the school canteen pricing guidelines were recently revised in order to guide schools in their regular review of canteen food prices, which are meant to keep school canteen food affordable while providing stallholders with adequate income. The last review was in 2018. 

MOE said schools will ensure meals are kept affordable, with generous subsidies provided for those from needy families through MOE or school-based support.

About 1.5 million Singaporeans will receive up to $700 in cash next month, as part of a $1.5 billion package to help them cope with higher inflation, said the Ministry of Finance (MOF) on Tuesday (July 12). The payment was announced by DPM Lawrence Wong last month, with the Government's Goods and Services Tax Voucher (GSTV) scheme being expanded upon with an additional GSTV - Cash Special Payment.

As such, eligible Singaporeans will receive two payments: one through the GSTV - Cash and the other through the GSTV - Cash Special Payment.

About 575,000 Singaporeans aged 65 and above this year will also receive up to $450 in their Central Provident Fund MediSave accounts as part of the GSTV scheme.

MOF said the payments are part of the Government's continuing support for those from lower-income backgrounds, as well as the elderly, to help defray their GST expenses and costs of living. It noted that eligible Singaporeans would have already received Community Development Council vouchers, two GSTV - U-Save and GSTV - service and conservancy (S&CC) rebates, as well as top-ups to Edusave or Post-Secondary Education Accounts earlier this year.

"Face and Facts...? "

Good morning everyone! 

The virtue of students especially primary, secondary, ITE and Polytechnics are non-wage earners.

FACT, there are small numbers of known needy students and children short of the daily school pocket money that have been properly taken care off. With the current state of inflation and it seems to be a prolong one. There is a need to rescan and identify any MORE such needy students across age group from 7 yrs to 18 yrs? Are teachers our first line of defence, this case identifying new cases of needy student? 

Perhaps, MOE may suggest a RENTAL discount to all stalls in school canteens to importantly maintain the prices of foods for children and students. One challenge in giving out school pocket money to NEEDY students is perhaps FACE ? 

For older teenage students, they may have pride that stop them from approaching the schools for pocket money to buy food. This case can be primary or secondary students especially GIRLS whom are shy? 

What will other classmates view them should they come to know of such welfare arrangements? 

How can schools arrange in DISCREET ways to avoid any face or bully or other unintended consequences?  

Let's all brainstorm for ideas!

Cash, GSTV and Economics Assistance Schemes:

For all citizens, every quarterly of Cash and GSTV. For identified vulnerable citizens of all age groups  perhaps additional TWO more such financial assistance schemes be given to them. 

In short, four quarters for all citizens and 2 extras (6 times in a year) for our vulnerable citizens or households.

For SMEs, especially those having $1.0 million and below and up to $5.0 million turnover revenue be granted certain incentives like JSS in a small percentage like 25% assistance. How about bigger local corporations and the MNCs (OHQs)?

Files, textbooks and essential stationery are procured prior to the start of an academic year, especially for primary, secondary and JC.

Other Adhoc items may be needed, however, these are limited in ways. Simply, things are calibrated prior to the start of an academic year.

In my 8 years of higher schooling only 2 teacher aware and find the cheapest photocopy for students and never asked students to buy files but still needed a binder that cost 0.20 cents binder   As both say tidy but not costly. The only difference is she went through world war 2. Thus this also may make not elite schools at a disadvantage. The guy teacher around 50 by now was also very nice but very strict and he was transferred to Nanyang girl's school after 2 years in our school.

They can also be viewed as ASSETS MANAGERS TOO. Simply put it, teachers train our future talents and our future workforce! Isn't they assets managers? 

Though not all educators but confidently 95% of our trained MOE teachers are compassionate and sensitive to their students needs with it academics, physical health or mental health or potentials & challenges.

1. Appreciatively, the GSTV vouchers and the CDC vouchers -- the fiscal measures to cushion the sky high inflation - do help many household to tide over the runaway food prices - exacerbate by the raw material disruption, war, pandemic, global climate.


2. It does help many household - not only the lower and middle income, but also other household type - as the unprecedented inflation hit every strata of the population.


3. But however, I will like to caution that this fiscal measure is unsustainable in the long run - as it depends on how well our Economy do each year -- before Government can dish out this generous CDC and GST vouchers every year.

During a bad year, such generous fiscal measures may not be possible.


4. Hence, my worry is that the current high food prices - will be unsustainable in the long run - and it should not be "Entrenched" as the benchmark food price going forward - when this current triple whammy of pandemic, war, global climate (triggering high energy price, supply disruption, raw material disruption) - that hit food supply tide over.

Once this price is "Entrenched" unlike energy price that will come down - this current high food price will become the default benchmark price - and residents will face long term difficulties - not only for the lower income but also middle income and even higher middle income.


5. Hence I will like to urge the Government to do a one time major exercise to bring the food prices down - once the current triple whammy of crisis tide over - such as encouraging food stall owner to join "Social Enterprise for Food" to lower their food prices to sustainable level - preferably pre-pandemic level plus GST hike of 2 percent - to ensure that they have a decent earning - but not overly exorbitant like the current price.

eg. a bowl of noodle should cost pre-pandemic $4 + GST 2% = $4.10 not $4.50.

This will ensure many lower income, retirees, middle income (who need to support many family members like their children and elderly) - will not face tremendous pressure from the high food price - which is a daily essential expenses.

I change my favourite weekend stalls 3 times.

Now I got a cheaper deal - taste not too bad either.

Need to shop around and change if find food stalls are trying to rip us.


My close friend comments: Rental costs can be controlled locally. Other costs less likely to control

My comments: The only way to control rent is for government to allow social entrepreneur to operate food stalls to compete with this private coffeshop - and make them competitive.

Else they bid high price for the coffeeshop and drive up residential food prices.

The court case is real - but not a cause for alarm.

As all medicine or vaccines will have some side effects.

I have a soft spot for children especially those from lower income families. How can we bear to see them go hungry? 

Is straits times still running the school pocket money charity programme.

If so, time to do revive publicity.  

I was told long long time ago, school canteen stalls were given to families facing hardship at low rental and utilities? Is it still the same? 

Of not, MOE/gov can help by subsidising school canteen rental and utilities on condition of controlling the food prices at canteen for school children. 

In addition to that, children from lower income groups can receive  more pocket money to offset rising costs.

All unnatural interventions or formulated stimulus this case we are referring to economics packages, they all comes with intended and unintended consequences, that's fact !

Two, there is a greater need now than yesterday because Russia has turnoff the Nord LNG supply to Europe. What's the immediate effect? Then $70 and today is $300 cost of LNG! So the coming months of electricity bills will reflect such shortages too! 

Three, should a nation sustain its economics interventions using monetary policies for more than 12 quarters. That itself will be a path towards the economics of dependancy which will be a counter productive measure and burden to taxpayers too! 

In summary, Singapore has the means in finding ways to mitigate into 2023 itself…

In the fall of 1969, LKY spent six weeks in Harvard University at the arrangements of President Nixon. Graham was one of the professors in close interactions with LKY throughout his stay in Harvard. Later on came Professor Henry Kissenger, both became close friends till Lee's departed in 2015.

1) Encourage F&B establishments to have less food waste. This may translate to savings for consumers.

2) If possible, practice shrinkflation

3) If possible, teach people how to fast safely. With most Singaporeans having pot bellies, they may need this.

4) Educate people on how to grow their own foods. If they have excess, teach them how to can or dehydrate the foods to lengthen shelf life. 

5) Alternatively, set up a food collection point at each CC for residents to donate their excess foods (unexpired or slightly past the best-by dates) and for low income residents to collect free food.

6) Set up more community gardens and engage more people as gardeners (need to train them of course), esp those who are able bodied and receiving financial assistance from the G. Foods from these community gardens can be donated to the poor.

7) Teach eligible people how to rear chickens and rabbits etc for food. This is likely to be a bad idea as people may start treating these animals as pets.

8) Extend the lease of existing farms and food forests (eg Green Circle Eco-Farm)

9) Help farms and food producers to expand their operations

10) Have a campaign to educate people to reduce or eliminate food waste.

11) Offer free and/or subsidized power generators with solar panels to Singaporeans. The low income can use this to reduce their energy bills, for others this can serve as backup power generators in the event our power grid needs to go down for whatever reasons.

Currently, pupils in school are affected by the price increase as well as the long queues for each stall. If on an average of 6 stalls per school, and 1 level has 8 classes of 30 pupils, there will be an average of 40 pupils queueing up for each stall to buy their food. Of cos, some of them brought food from home for recess. But it is still an area of concern considering they only have 20mins-25mins of recess. (Last 5mins to move back to class to prepare for their lessons.) 

2) price increase, some stalls have seen a gradual increase in their food pricing. Not only some of them had increased their price, the quantity is quite small. Arguably, u said its for kids, therefore the portion shld be sufficient. An example of chicken rice as described, rice is abt 5 spoonfuls, chicken 3-4 pieces(each abt size of a country eraser). Price is $1.80.
