Critics of Singapore's mandatory death penalty for convicted drug traffickers miss the point that it saves lives and protects Singaporeans, Law and Home Affairs Minister K. Shanmugam has said.

In an interview on the BBC's HARDtalk programme that aired on Wednesday (29 Jun), he noted that the BBC focused on the hanging of one drug trafficker, but not on the severe drug situation in South-east Asia, and the thousands of lives at stake.

πŸ’¬ What are your views on Singapore's policies towards drugs? In your view, how effective are they in keeping our citizens safe from drug abuse?

In response to questions about the death penalty, Mr Shanmugam replied that capital punishment is imposed because there is clear evidence that it is a serious deterrent for would-be drug traffickers, and that Singapore's drug policies have "saved thousands of lives".

His statements come amidst Thailand's legalisation of cannabis on 9 Jun, which prompted the Central Narcotics Bureau (CNB) to reiterate its strong stance against the drug.

"(Under) the Misuse of Drugs Act, any Singapore citizen or permanent resident found to have consumed controlled drugs outside Singapore will also be liable for the drug consumption offence," said Singapore's Central Narcotics Bureau (CNB), adding that checks are done regularly at various checkpoints.

Those convicted of drug consumption may be jailed for up to 10 years and fined up to $20,000.

[10:09 am, 08/07/2022] +Guillermo Cabeza: I have a fairly strong view on this: the policy is the correct one, and the government should resist pressure to water it down (which seems to have already happened to some degree in the past few years with mandatory death penalty cases changed to prison terms). Drugs are horrible - just look at the streets in the West or Australia. On a related note as someone posted on this chat a few days ago, I think there should be the death penalty for child sexual abuse cases.

Previous suggestion of 50 strokes of cane perhaps also shorter prison term like 2 years and 24 strokes of cane for under 30gm of drugs and first offender.

How about female drug couriers? They are not subject to caning?

Marijuana is far less harmful and is being used as therapies around the world. Heroin/Crack is a killer. Cocaine is a shortlived 'luxury' drug. The lost goes on.... No doubt drugs are harmful. Death Penalty for trafficking of course reduces import into Singapore. We just need to be very cautious because the distress and upset to those families/children etc needsto be taken into account. State Sponsored murder is a tough call. I don't think we should kill people who have an addiction problem.

"Let me give you an example that encapsulates the whole difference between America and Singapore. America has a vicious drug problem. How does it solve it? It goes around the world helping other anti-narcotic agencies to try and stop the suppliers... Singapore does not have that option.

What we can do is to pass a law which says that any customs officer or policeman who sees anybody in Singapore behaving suspiciously... can require that man to have his urine tested. If the sample is found to contain drugs, the man immediately goes for treatment. In America if you did that it would be an invasion of the individual's rights and you would be sued."

This is simple economics.

"Casual Drugs and Circumventing Laws"

What if these drugs syndicates use minors or teenagers under age of 18 to push for drugs sales to schoolmates or adults or neighbors?

Under the existing laws, minors are not subject to capital punishment or caning. However there are situations whereby minors are in remand in boys or girls homes await for the court and President's decisions to be prosecuted under the proper court system and proceedings comes age 18 yrs old.

Importantly, perhaps, these drugs syndicates may already PENETRATED (in small numbers) into our secondary, Poly and University paddling causal drugs for playfulness or pleasures or party goers - an old saying, "things change, new ways of selling things to the young ones...!"

Question: Charlie, you have been a long-time admirer of Singapore and Lee Kuan Yew. You once said to study the life and work of Lee Kuan Yew. You are going to be flabbergasted. I would be curious to know how you started your interest in Singapore and Lee Kuan Yew. Have you met Lee Kuan Yew in person? And if there is one thing the world could learn from Singapore, what would that be?

Charlie Munger: Well, Lee Kuan Yew had the best record as a nation builder. If you’re willing to count small nations in the group, he had probably the best record that ever existed in the history of the world. He took over a malarial swamp with no army, no nothing. And, pretty soon, he turned that into this gloriously prosperous place.

His method for doing it was so simple. The mantra he said over and over again is very simple. He said, figure out what works and do it. Now, it sounds like anybody would know that made sense. But you know, most people don’t do that. They don’t work that hard at figuring out what works and what doesn’t. And they don’t just keep everlastingly at it the way he did.

Where is the logic in that? Why are tobacco companies allowed to import tons of their drugs with no legal penalty?

Simply put it, leaders at times find it harder to draw the line between informal and formal behaviors and interactions .. Because all eyes are watching her or him, this case Mr Lee Kuan Yew.

On a more serious note, allowing exceptions/leeway for whatever reasons, opens the door for the real culprits to exploit already vulnerable victims eg. if you say some may be forced to do it "to save another", then most likely, the drug lords will target someone with such "needs" to commit the crime on their behalf. It will never end.

1. Let us study the impact of drugs on our Society.


2. Drugs will not only affect the people who consume it, who once addicted, his/her whole lives will be ruined. Unable to live a normal life. His/her income will soon run out to feed his addiction and he/she will be unable to work.

In addition, drug addiction will also affect his/her whole family, who need to produce money to feed the addiction, wrecking the entire family.

The consequences of one addiction - is enormous on the whole family - not only the drug addicts.


3. When this is extrapolated - if many family have people who are addicted to drugs - the whole Society will be bogged down - with many people unable to work and study leading to an unproductive families, reduction in workforce, people to do NS - whereby we only have 3.5 million people ---- our whole Society and Economy will be wrecked ---- if drug addictions are allowed to go unabated.


4. Crime rate will shoot up - if more and more families are drag down by addictions unable to work - eg. robberies, theft for money to feed addiction if addicts are unable to work and earn income.


5. The consequences of drug addiction - impact not only the individual, but have an outsize influence on the famillies, the Society and the Economy as a whole.


6. Having understand the impact of drug addiction - then let us see how should we view the death penalty on drug traffickers?


7. To prevent drug from entering into our shores - we need to nip the bud of drugs coming in.


8. Hence our law need to be draconian - and make known to the World that any trafficking of drugs into Singapore - will be very harsh, a death penalty will be mandatory - whether it is a drug mule or drug kingpin.

This is to protect Singapore population from the outsize adverse impact of drug addiction on individuals, the families, the Society and the Economy as a whole.


9. Our population must resolutely support our Government facing enormous pressure from the World Amnesty exerted on our Government to forgo death penalty on drug trafficking --- in which the law is meant to protect each and everyone in Singapore from drug abuse.


10. Without question, I support the Government stand on death penalty for drug trafficking.


11. However, I will be a little concern if during crossing the immigration, bad people drop some drugs onto unsuspecting people's baggage without knowing and got caught.

While it is important to control/restrict the supply, it is even more important to look into what is causing/driving people towards the use of illicit drugs.

Just think about it... will you, for no rhyme or reason, just decide to take cocaine/heroin, knowing the dangers associated with addiction and damage it WILL bring?

Many times, these drugs are taken by people who are trying to escape the harsh realities/conditions of their everyday life. Of course, by the time they realise it is not really helping, they would already have become hooked on the drugs.
