MOH said on Tuesday in response to CNA queries that 12 of the 14 workers have recovered. It added that these workers may continue to shed viral fragments for "weeks or even months" after infection, which may lead to positive polymerase chain reaction (PCR) test results.

"However, there is no evidence to suggest that these remnant viral fragments are infectious, and studies so far have failed to culture viable virus from these patient samples, indicating that these individuals are no longer infectious and are thus safe for travel," the health ministry said.

Singapore is in contact with Chinese authorities for further information about the remaining two cases, and investigations are ongoing.

Singapore's discharge process for COVID-19 patients is "robust", and the guidelines are "more stringent" than those recommended by the World Health Organization (WHO), said MOH.

According to a time-based discharge criteria adopted by MOH, COVID-19 patients in Singapore who are assessed to be clinically well by day 21 of the illness can be discharged. The new criteria was announced by Health Minister Gan Kim Yong on May 28.

COVID-19 patients who are discharged under the new criteria will have to remain at home or at dormitories for another seven days before they can return to work after day 28 of their illness, Mr Gan had said.

So even though a test may reveal the virus, they are no longer infectious.

This is in line with WHO endorsement.

I think we need to get more information from China authority and synch with our tests on these few infected people - before we jump into conclusion.

Education, skill training, certifications will help to uplift lower income group to higher income group, a levellers of social mobility.
But as disruptive tech disrupt jobs and render skills learn obsolete, skillfuture will have to supplement skill training.
Skillfuture will need to be institutionalised - to be accepted by the government, industries and organisations as the mainstream training programme to secure a job.

To give an example, a non IT guy take a cert exam eg. MSCP, CCNP, CCIE, CISSP, VCP, VTSP etc - a 3 month training in skills future - then they are certified as Microsoft system professional, Cisco network professional or experts or VMware system professional or sales tech professional.
Then they can use these certificates and land them a job even though their previous job is a non IT jobs.
Does this make sense?

And for those high demand jobs with low supply of HR, doesn't hurt if the person doesn't have the "prior experience" if they are willing to do the job anyway, or even better have the interest/passion for it

But first thing first, trainee must pass their cert and produce a job based project - to prove competency.

A good network data designer can design a data center network within 1/2 hours.

Many do not practise good programming neither do companies spend on life-cycles of projects, as such there are many bugs. Even ios upgrades, after the passing of Steve Jobs, generate many bugs, because S.Jobs has a different mindset to put himself in shoes of users. Also overseas, students engage in practical computer work at a very young age and with good protective equipments and diet, exercise so students do not result in wearing spectacles. In SG, much is done on theory rather than practical.
