A scheme to help workers in the hard-hit retail and aerospace industries is in the works, where they could be matched with surrogate employers and trained while waiting for the job market to improve.

Singapore National Employers Federation (SNEF) president Robert Yap told The Straits Times that the group is in discussions with various partners on the programme, and aims to roll it out within 12 months after details are firmed up.

It would see workers being employed by companies for possibly six to 12 months under a structured curriculum so that they gain industry-relevant skills.

The Government would subsidise the salaries of the workers. Later on, they can be deployed to other firms.

Right from airport to hotel to tourist spots to few days guided tours and then back to airport.

This will help to re-boot our tourism and air travel.

Our keyword, our strategy is known as  "ring-fence".
Ring-fence tours, ring-fence MICE.
Singapore did very well in ring-fencing our dorms, aged home, hospitals, schools, work place, air transit, malls etc - to prevent infection spreading.
Similarly, we can extend our ring-fence expertise into organised tours and MICE - so as to reboot our air hub and tourism sector.

Hotel will have safeguard to prevent tourists from leaving the organised agenda or they may even need to wear wearable devices to track their movement.
N Korea have many organised tours with very strict restrictions - and yet many tourists sign up to tour n Korea.
So Singapore can have a niche - an orthodox tours that can attract tourists.
Tourists can accept the inconvenience because they know this virus pandemic is no joke - and we protect them and yet allow them to have fun.

What I'm saying is we assume that this is NOT going to pass and travel is not going to go back to things as we know it. Group tours and ringfencing, sounds great on paper. But the devil is in the details and how you enforce it to ensure compliance such that the rules aren't there just for show. A good set of rules isn't just about being realistic, it must also be enforceable and have sufficient bite if anyone contravenes. Otherwise it's as good as not having rules.
As you had said in an earlier message, people are "dying to go out for tours". Which means they are desperate to reclaim the life as they know it. But we know that can't happen, so how do we mitigate that risk? So again going back to my point "is restarting the economy worth that risk", perhaps I should phrase it in this manner, "where is that balance between risk and benefit".
So it's not that I don't understand that negative GDP and its impact. It's precisely because I do, that's why i am asking where that balance is drawn because we sure as hell don't want to go back into CB right?

But many friends and family, in various industry. Like photography, dancer, gym, aircraft all quite badly hurt but don’t know how to help. Only can help them look for other jobs. In Singapore as a citizen you won’t starve. Just don’t choose job. Wait for the right time to come back. We all don’t like breaks but sometimes no choice.

Our air hub contribute $25 billion to our economy. Now is about $1.25 billion (rough estimate - 5% economic activity) - that means multi-billion dollars lost - if we still are not able to revive our air hub.
