Singapore is prepared in principle to recognise Palestine as a state and will make this move at an appropriate time, Foreign Minister Vivian Balakrishnan said in Parliament on July 2.

Its key consideration in doing so is that such a move should help the progress towards peace and a negotiated two-state solution. “In particular, there will need to be an effective Palestinian government that accepts Israel’s right to exist and categorically rejects terrorism,” Minister Vivian said. “Both sides have legitimate rights, and both peoples have a right to live in peace and dignity within secure borders.”

📌 *10 May United Nations Resolution backing the admission of Palestine as a member*

Minister Vivian was responding to questions on Singapore’s May 10 decision to vote for a United Nations resolution backing the admission of Palestine as a member of the world body, which it said was made after “serious and careful consideration”.

Minister also reiterated the principles guiding Singapore’s position on the Israeli-Palestinian conflict. He noted that Singapore has consistently advocated a negotiated two-state solution, consistent with the relevant UN Security Council resolutions, as a way for Israelis and Palestinians to live side by side in peace and security.

When asked about the thresholds that need to be crossed for Singapore to recognise the state of Palestine, Minister Vivian said it depends on whether there is an effective Palestinian government or leadership that represents all Palestinians.

This authority should have effective control over the West Bank and Gaza Strip, and the mandate and authority to negotiate with the Israelis on behalf of the Palestinians, he said. “So, I would say that we are not going to lock ourselves in to a specific time, or to whether or not other countries have made decisions in parallel on the same fundamental question,” he added.

📌 *Singapore's assistance to Palestine*

Minister Vivian said Singapore will continue its engagement with the Palestinian Authority (PA). Singapore continues to implement its $10 million Enhanced Technical Assistance Package (Etap) to help the PA build capacity and prepare for eventual statehood.

Under the Etap, PA officials are provided sponsorship to participate in study visits to Singapore and capacity-building courses under the Singapore Cooperation Programme. It also offers scholarships for the officials to pursue postgraduate studies at Singapore universities.

In 2016, then Prime Minister Lee Hsien Loong announced the doubling of the pledge amount of the previous package from $5 million to $10 million, with a focus on skills building.

To date, Singapore has trained more than 750 officials in areas like diplomacy, water management, economic development and urban planning – important areas that any government will need expertise in, Dr Balakrishnan said.

1. This Israel and Palestine right of existence issue have drag on for too long. Result in too many conflicts and bloodshed.


2. Cores of the issues are 2 fold:-

a. Territorial dispute 

b. Religious issues - specifically both are unable to accommodate historical prophets respective ascending and return - that both denominations (including Christianity) view as critical events in their salvation.


3. To resolve these 2 very biting issues - there must be a strong will on 2 sides (including Christianity) to want to stop incessant killings for thousands of years once and for all, to heal, and to eventually coexist in peace.

4. Hence breaking the ice - should be the strong desires to forge peace, stop killings and search for permanent solutions for peace.

2. Both sides also have hardliners that want only their own ways without room for compromising - hence results in no breakthrough.

3. This result in thousands of years of endless killings and violence with no respite. Because both sides hardliners refuse to budge in territorial negotiations and both refuse to give and take in control of their respective holy sites.

4. If 2 and 3 are not managed wisely - there will be no hope for breakthrough.

5. Violence and conflicts will just pass from generations to generations in a vicious cycle without respite.

1. To solve a seeming unsolvable relentless gigantic conflicts - is to take small step one at a time.

2. 1st acknowledge both sides have a right to existence.

3. 2nd acknowledge there are strong wills from both sides to achieve lasting peace.

3. 3rd acknowledge there must be a place of 2 secure places with secure borders to coexist peacefully.

4. 4th Then identified holy places that are important to the various faiths - and assign ownership accordingly.

5. For holy sites that overlap, acknowledge and find ways to carve out parts that can be assign ownership to the various faiths.

6. 5th seek UN resolution to cement negotiated solutions to be enshrined with constitution in the UN.
