The safety of public buses here will be scrutinised by a task force that will be led by newly minted Minister of State for Transport Murali Pillai. This comes on the heels of a spate of accidents involving public buses.

The task force, comprising representatives from government agencies, the National Transport Workers’ Union, all four public bus operators and the Singapore Road Safety Council, aims to complete its review by early 2025, said Transport Minister Chee Hong Tat on July 1.

💬 *What are your thoughts on the task force on bus safety? What more can be done to enhance the public transport network while ensuring the road safety of everyone?*

Minister Chee said in a Facebook post that the review will identify ways for the bus industry to make further improvements, building on safety initiatives and practices put in place over the years. He noted that the annual number of serious accidents involving public buses in Singapore has remained stable in the past few years. There were 75 such accidents in the first five months of 2024, compared with 207 in the whole of 2023 and 207 in the whole of 2022. 

“Safety is a key priority for our public transport network,” Minister Chee said. 

In response to queries, Tower Transit and SMRT said they will work closely with the task force, while SBST expressed commitment towards enhancing safety with the tripartite group. The three operators also pointed to existing safety initiatives, such as structured training for new drivers, safe driving incentives and investments in technology like fatigue and collision warning systems.

MOS Murali will look after some land transport matters such as transport technologies and public bus services as well.

2/7/24, 10:28 am - +Kenneth Lee WM: Rd safety is more than just bus safety. It has to do with rd layout, signages etc as well. I hope they will look in totality.

Even the people evaluating safety feedback . Eg i reported in Oneservice issue 20240508-0900; a new island was set up at a junction. Was hard to see when turning, mounted kerb. Asked for pillars to be put up so can see corners. LTA evaluator say everything ok after sending someone to observe. I looked at kerb, it showed signs of abrasion. Obviously I was not the only one. What planet was that evaluator from? What was the guy observing?

It’s no wonder we hv issues. Instead of looking at at “obvious” clues, LTA sends someone to stand there for a couple of hours and then says all is ok because that person didn’t witness any issue.

1. Most of the times based on my observations, bus captains in public buses are always mindful and careful when driving the buses.

2. As compare to many years ago.

3. They will sometimes wait for people when people are quite far away from the bus stop flagging the bus.

4. Many bus captains are also helpful in handicap on wheelchair or PMA.

5. However, i feel that what can trigger an accident to public buses could be fatigue that sets in.

6. Being humans, fatigue after a long day could take its toll and trigger a momentary loss of concentration or misjudgment that cause an accident.

7. As bus captains not only need to drive the bus that is long and big, ensure passengers board and alight safely, pay the fare, manage crowded bus, assist wheelchair bound passengers etc.

8. Hence, technologies maybe necessary to assist the bus captains to avoid accidents during the lapse of concentration.

1. I recall ST Engineering - specifically ST Kinetics have a full range of technologies that can be deployed to make public buses safer and is a good helping hands to the bus captains in time of emergency.

2. ST Kinetics is heavily involved in autonomous driverless cars (development , pilot test etc) - that involves a vast array of technologies such as LIDAR sensors, Radar, camera for image recognition, GPS, ultrasonic sensors, anti-collision or avoidance system.

3. In addition, ST Kinetics also build Hunter APC and the new Hunter APC with cutting edge network, sensors and combat management system - that automate many complex combat operations.

4. Hence I believe, if some of this cost effective technologies are apply to public buses - safety and accidents can be greatly reduced if not eradicated.

_Speeding Penalties_

- Not exceeding 10km/h above the speed limit: Fine of up to 10 times the amount for that particular stretch of road pricing, pro rata.

- Exceeding 10km/h above the speed limit: Minimum fine of $200 and 2 demerit points.

- Exceeding 20% or more above the speed limit: Fine of up to $500 and 6 demerit points.

_Notification:_

- All offences and demerit points will be notified to the vehicle owner via SMS within one hour.

_Demerit Point System:_

- Demerit points will be automatically deducted only after payment of fines.

- Owner or driver particulars must be filed with the Traffic Police Digital platform.

_Grace Period:_

- Failure to comply with any offence within the grace period will result in up to three times the penalty, including demerit points.

_Additional Offences:_

- Continued use or lending of the vehicle despite cessation orders will constitute separate chargeable offences under the Road Safety Act of SG.

As far as possible, LTA should get feedback (not wait for accident to happen) where those places are, and put in zebra crossings/ traffic lights. Not spend effort to justify why things should stay the way it is.

I would like to share about street light whole road in Singapore. 

It will be developing use of connecting on to root bus travel timing. As we will know delay arrival onboard real time.

2/7/24, 2:42 pm - +Andy: If I'm not mistaken all the bus drivers have KPI to follow strictly like what time must arrive that's why u see sometimes the driver drive very slowly and waiting at the bus stop while nobody is there or driving faster than normal when they are pressed for time. 

Also can the authorities check those drivers involved in the accidents, how many are foreigners(Malaysian who stays in JB travelling in/out to work as fatigue can lead to accidents), locals, age/gender group, how many days of working/overtime prior to the accident as lack of rest may result in lack of concentration, with data then can cater to effective training/refresher course.

And what is the pay of our bus captains, please pay them fairly so they don't have to depend on overtime to earn a decent amount. They have huge responsibility to get all passengers safely to the destination and at the same time got to ensure not to be involved in accident. Pilot is paid much more flying a plane carrying passenger, our bus captains daily ferries hundreds of passengers we need to pay them right.

Also when any driver is involved in any accidents, can the press refrain from using the driver is arrested. Just say driver is assisting in the investigation. Anyone can enlighten me if a driver is not at fault at all but there is injuries or fatality, he/she will still need to be jailed, fined or both. If so is very unfair to the driver. Sometimes is the fault of the pedestrian, cyclist, ebiker etc. Need to review the law if is the case.

Didn't see it anywhere in other parts of the world eg. High tech countries like USA and Europe.

Thought it will be interesting to LTA rail engineers to explore as it doesn't involve fixed track.

Can be used as bomb shelter - secondary used.

Need signal control to avoid accidents - very difficult to extricate.

MRT has autonomous signalling system and collision avoidance in build.

Imagine if multiple buses involve in an accident underground.

Extrication will be very challenging.

MRT have very stringent command, control, communication and signaling systems.

Thales (a defence companies) that developed very complex command control communication and signaling systems for military, navy, air defence is our supplier of the MRT - with many safety and security features build in - to control precise movement of simultaneous train.

Buses in underground don't have such a system - and hence prone to accidents - and extrication will be a nightmare underground.

Worst if fire occurs.

LIDAR sensors can detect clear air turbulence - to alert pilots to warn passengers and crews to return to their seats and fasten the seat belts to avoid air turbulence.

Nowadays, air turbulence is getting more common - and it cause injuries to passengers and crews.

I feel that Airlines should pressure aircraft manufacturers to install LIDAR sensors for all aircraft for the safety of human on board.

An analogy, not possible to dig underground for a feeder bus to go vertical down in Nex and then come out vertically to land in Serangoon gardens - less than 10 km away.

(All around the spaces in these 2 areas are HDB, condos, and landed properties with alot of shophouses.)

We have seen a rise of PMDs, delivery workers, cyclists on the road. There are riders and pedestrians not following safety protocol, riding against traffic, not wearing safety gear. You can feel that drivers are getting increasingly impatient, and easily triggered(try horning them)  

Bus drivers are getting the brunt side because their job requires them to be on the road most of the time. Thats probability talking,

I would like to add one more to the list. The red bus lanes. Some of these lanes made it really difficult for some of the cars to make a left turn. I think we need to take a look at these bus lanes and made them more feasible for all road users. Otherwise it will be a hazard for all.
