The Ministry of National Development (MND) and real estate platform Mogul.sg announced earlier in March that they were teaming up to launch an online crisis portal to facilitate the use of residential properties as emergency housing in the event of a national crisis.

This refers to grave emergency situations where the security or economic life of Singapore is threatened. The coronavirus pandemic was one example.

πŸ’¬ *What are your views on such a portal and arrangement? How can we continue to be be united and assist one another, especially in times of crisis?*

With the portal, those in need of emergency housing will be able to view available residential listings and the conditions set by home owners, such as the length of stay and suitability for families or pets.

There is potential for the site to be launched within a day or two of an MND activation notice. Under the pact with MND, Mogul.sg will ensure that processes to verify the eligibility of users and a robust legal framework are in place to protect users.

MND said details about eligibility for emergency housing will be made known to affected individuals during a national crisis.

Rent should be agreed upon between home owners and those affected, and the Government will not dictate this.

MND said the service will be free for home owners and affected individuals.

1/4/24, 12:40 pm - +Poh S Lim: I am reminded of a US Constitution provision in the 1700s about ‘quartering’ of troops. I suppose this is one use of private homes by government during emergency situations.

Perhaps equitable laws could be enacted ahead so that homeowners who want to contribute vacant residential spaces during national emergencies may do so with adequate compensation? 

When rules on ‘quartering’ are made ahead, expectations can be set so that there is transparency.

At National Level

1. I think that such arrangement for those owners with spare houses for rental or spare room to rent out by registering at the online crisis portal - is a good initiative.


2. Because a border lockdown will prevent foreign workers from leaving their local home to come to Singapore to work - if there are no house or room to let foreign workers stay in Singapore. Then our business will be crippled and not able to function well. This will impact our Economy during the crisis period. It may lead to business shutting down - and result in job loss for local workers.


3. Hence, during peace time, it is visionary to make such arrangement early to allow house owners with spare houses or rooms to let out - register with the online crisis portal - so that during crisis, foreign workers will not be stranded.

Perhaps these can be converted in emergency situations into housing quarters or even isolation centres? This would be better use of these vacant units rather than to reinvent the wheel and come up with a portal to get residents to house them.

At Personal Level

1. However at personal level, I will be unlikely to participate due to the following reasons:-

a. All my rooms are occupied. In fact, we feel that our spaces are not sufficient even for ourselves - much more if to rent out a room. Spaces are used to setup gadgets for work and leisure.


b. During crisis, all are expected to WFH (Work From Home) - this means classified/restricited documents will be brought home, video conferencing/teleconferencing will be carried out - and even family members need to refrain from peeping on those sessions and contents or overhear confidential conversations.

Hence, renting out to strangers will not be convenient.


c. Privacy is also valued by our family members, and strangers if living among us will be inconvenience.


d. Hence unlikely my family will participate in this initiative even though it is a noble thing to partake.


2. However, I feel that in the covid crisis, Government and business collaborate to quickly set up quarantine centre, sports halls, unused flats, rental flats, convention hall in Expo, Changi etc --- will be a better, more coordinated and large scale to meet the housing needs of large number of foreign workers that need temporary housing needs to tie over the crisis period --- where in the last covid pandemic - last for 3 years lockdown.

a. Food can be easily arrange by food contractors.

b. Transport can also be easily arrange to move foreign workers to worksites, city areas etc.

c. Mass testings can be arranged (if pandemic strike) at sites that house foreign workers enmass.

d. Doctors and healthcare workers can be deployed to mass sites to perform medical testings and checks.

e. Mass sites can be build with isolated partitions to prevent spreading among themselves and prevent spreading to community houses.

f. Mass build up will be cheaper for foreign workers to rent and susidise the build up by the Government and business.

g. Such sites can be earmark beforehand - and during crisis - can be immediately activated and resources/manpower - can move quickly to ramp up - giving foreign workers and business a peace of mind.

I would suggest, why stop at only emergencies?  Open it up for all to use all the time.  This way, people will be able to try whether they can live with less privacy.  It'll also be good income source for senior retirees who no longer have children living with them.  The tenants can also look out for the oldies and can call for help if something goes wrong with them.

This then has to balance between the "no AirBnB policy" where one can't have short term tenants.

1. Even Life Biometric data can be masquerade and pass off as real users - as they need to be converted into digital form.

2. Once in digital form, AI and deepfakes can reproduce biometric features including facial recognition data that closely resemble the real user - and gain access to banking application.

3. Even Life biometric to date - cannot ensure a failsafe and foolproof online authentication.

4. Hence only the out-of-band physical authentication "moneylock" is a foolproof and failsafe 2nd factor authentication for banking application against online scammers.

How to find out if the tenants are trustworthy especially for young seniors and elderly suffering from multiple serious ailments who don't have the health or energy to find out the type of tenants they are renting out to?

1. Also, if rent out to foreign workers - they may also need to WFH - and need to access our WiFi. This will be a security breach as we need to give away our WiFi password.

2. Also theoretically, the WiFi is a shared medium and if shared can be hacked - if WiFi is make free to used without password. Then the office confidential data could be leaked.

3. If government setup mass temporary site for workers, secured WiFi can be issued to each resident workers.

Also central controller can detect rouge WiFi AP that try to associate with the site WiFi network.

Power supply, water supply, food, and effective and timely mass communications are four crucial things to ensure full accessibility to all people. Appropriate and immediate countermeasures applied to rescue and relieve of casualties, all of these merticulous and decisive actions can only be achieved through prior scenario plannings, capacity and capabilities building, classification of calamity, drills and exercises. Space to Live?

Other than public buildings to be used as evacuation centres or temporary holding places to live in for affected people. Another choice is private places from hotels to vacant condominium units to convention centres and exhibition halls configured to hospitals equipped with blood bank, ops rooms, burnt care unit.

Completed and unsold private condo units are to be utilised for national crisis or emergency. Developers of these empty units shall receive discount on tax due (for unsold unit) of up to 20% and in cases of two years or longer, the discount shall be 30%. Property Tax will be half the amount only for one year and longer period of rental. HDB units ready for handover is another option to use.

Public Utilities?

Activation of utilities from water, gas and electricity shall be 24 hours unless there is a disruption of service of one or all in which case, other sources of supplies will need to be predetermined and well planned in a case of a massive crisis affecting part or a nation wide disaster?

Public and Private Transportation?

Traffic congestion management of all vehicles class from private cars, commercial vehicles, and motorcycles will be limited to alternate day use based on registration even numbers and odd numbers. Weekend cars are allowed one day use. All vehicles movement are monitored by the ERP  2.0 and the setting allow recognition and recording of vehicles in use based on the allowed day of use match with vehicle registration numbers. Public buses and MRT will be activated according to the actual day to day operations.Vehicles utilised for national emergency uses will be granted full use. 

Is there need to enact a new law for National Emergency? What is the turnaround time of available housing, placements and approval and to activate and put into use after the first 4 hours of a crisis or an emergency? Thereafter, within 8 hours all protocols of assistance are all in actions and in places supposedly to be according to the planning and other safety measures if required, are on standby to be activated as time rolls on.
