On April 14, National Development Minister Desmond Lee launched the Recreation Master Plan roving exhibition at Westgate in Jurong East, which showcases recent recreation-focused proposals and developments that were put together based on aspirations for recreational amenities canvassed from Singaporeans. The plan will be one aspect of the URA’s next draft masterplan that will be unveiled in 2025. 

Minister Lee said that the authorities have intentionally planned for recreational spaces over the years. He noted that the Covid-19 pandemic underscored the importance of recreational spaces to Singaporeans, and added that amid increasing land pressures, recreation and well-being must continue to be prioritised.

*💬 What are your views on the Recreation Master Plan? How do you think Singapore’s spaces can be better used for recreational activities?*

_*📌 Public feedback wanted for the plan*_

In preparing for the Recreation Master Plan, URA in 2022 commissioned an independent research agency to survey 3,000 Singaporeans aged 16 and above on their preferences for recreation.

URA said that dining out, shopping and cardiovascular exercises such as running and jogging were among the top recreational activities among those surveyed, while affordability and proximity from home, work and transport nodes were among their top considerations when it came to choosing recreational options.

Public feedback for the plan is being sought across three areas:

_1️⃣ *Ideas for Singapore’s green and blue spaces*_

First, the authorities want to further tap the recreational potential of the country’s green and blue spaces – referring to greenery as well as water bodies and coastal areas. These include existing sites such as Pulau Ubin, Changi Point, and the Sentosa and Pulau Brani islands, as well as upcoming development areas such as Sembawang Shipyard, the Long Island project, Paya Lebar Air Base and the Singapore Turf Club in Kranji.

Minister Lee said that later in 2024, URA and JTC Corporation will hold an ideas competition for Jurong Hill and the former Jurong Bird Park, focusing on how their lush greenery can be integrated with surrounding built-up areas.

_*2️⃣ Ideas for Singapore’s underutilised spaces*_

Second, ideas are also being solicited for ways to convert underutilised spaces for recreation, along the lines of the upcoming community space for the Rail Corridor sited under a Queensway viaduct.

_*3️⃣ Ideas for making recreational spaces more inclusive*_

Third, the authorities are seeking ways to make recreational spaces more inclusive for all, including the elderly and people with disabilities.

Recent efforts on this front include Punggol Regional Library, which – among other features for people with disabilities – has wheelchair-accessible book borrowing stations, Braille books and assistive technology like high contrast keyboards for the visually impaired.

URA said that at each stop of the roving exhibition, residents will be invited to provide feedback, and – where relevant – be invited to sign up for focused engagements.

1. There are a few considerations that people will take into consideration to go out, socialise and embark on recreational activities :-

a. Accessibility - transport such as MRT must be easily accessible.


b. Global Warming - hot weather is the biggest obstacle in preventing people from going out. Hence cooler weather, air-con will be a pre-requsite for people to go out to recreational activities to socialise.


c. Food court - large food court with DCS (District Cooling System) air-con will be a crowd-puller as people can choose affordable and wider choice for food. People can also spend their day sitting in the food court to sip coffee and surf net with their smartphone.

(Note A :- affordable food prices refer to food court prices in the neighborhood Mall - not those in MBS foodcourt - that are exorbitant)


(Note B:- pse refrain from using open air, green natural light - as the temperature will soar in the foodcourt due to extreme warm weather eg. in Jurong Point foodcourt nad the newer foodcourt, I think somewhere Bungkok Mall --- it is so warm --- that I can hardly sit for 1/2 an hour - and decide to leave). It works in overseas countries that are less humid and the temperatures are much cooler --- but definitely not for Singapore in which the weather is too humid and the wind is much warmer trapping heat.


d. Shopping areas - with DCS air-con whereby this will be a crowd puller for women shoppers to shop around and window shop - while their husbands can sit in foodcourt to surf net with their smartphone.


e. The above facilities can run alongside the green recreational sites. Because compare to the recreational green sites eg. East Coast, Marichite reservoir, and other green recreational sites --- most human concentration in recreation - are found in shopping mall, food court, MRT.

Hence, to attract crowd to the green recreational sites --- MRT, air-con connected conduits, shopping areas, food courts --- must run parallel alongsige the green recreational sites --- so that people can shop and eat in food court in air-con - and then walk out to the green sites to enjoy greeneries - and when need relief from air-con cooler places to shop and dine in food court - can pop-in.

So the concept is pop-in & pop-out.


f. Vivo City and Harborfront - whereby people shop and dine in VivoCity Mall and then hop into Sentosa rail to go Sentosa and Harbor Beach Front.

Merlion HarborFront - whereby people shop around MBS and then walk out to Merlion HarbourFront when the weather get cooler.

1. With dining, shopping activities running in parallel to the green recreational natural vicinties - the economic activities spin off from the f&b, and retail activites can be used to finance the green recreational nature (which is open the losing venture).

Wonder which green nature is making big money - even by attracting foreign tourists - when green nature recreational sites is are standalone sites?


2. Hence by running commercial sites in parallel with green nature - it will attract domestic tourism and foreign tourists --- both will make green nature recreation sites financially viable -- as the commercial attraction cross-subsidise green nature recreation sites --- while at the same time become a crowd-pullers on both sites making both sites viable.

Given the "getting hotter" weather in SG, we may have to consider such comforts of connecting buildings for wet or dry seasons.

3. The city hall MRT, raffles city, suntec Mall, esplanade, with outdoor riverfront to stadium - is another example of Aircon connected conduits with shopping, food court and outdoor recreation sites.

4. They cross subsidies one another and make both ventures viable.

5. Activities like CNY celebration in Marina sites, NS passing out parade, tourists walking along the riverfront all the way to merlion - a good combination of commercial venture & recreation sites. <This message was edited>

What are the fundamental of creation? This venture is to redesign and create a new space for recreational purposes with the mindfulness of climate change and greeness to incorporate into any future potential possibilities of land use. 

Clear, Concise and Preconceived ideas of sustainable development whereby as time rolls on, decades later, it will be even more apparent that the simplicity approach as close to nature or to it's intended purposes shall weather all spots and situations both foreseeable and unplanned. It simply cuts through the testing of time and climate changes and evolves to many mature and well manned spaces of thrive and success! 15/4/24, 5:42 pm - +Usha: As for as my concern we already have some recreational activities that are not affordable for all segment of people.If we create something more than that  what we have already better choose leisure  time activities .example water park in bird park ,but that park must be useful for all age categories .because playing in water will reduce stress.Not only that feeling healthy also.In our country there is not much things for animal lovers.Can have feeding session at bird park or we can allow to feed in our leisure time to fish,birds and small animals.when we have that at zoo last time people used to enjoy those activities.Horse farm ,cow farm for nature animal lovers would be better.For  jagging we have lots and lots of connected parks ,neighbour hood parks lots of gyms even in neighbour hood we can always go for running.If we do something it must be catchy and something extraordinary rather than always having the same recreational activities.cycling tracks has  to improve as more bikers cycling in the road that is quiet dangerous .

My concept is:-

1. How often we go zoo, bird park, Sentosa?

Maybe 1 time a year during holiday.

We don't visit them every weekend.

2. Hence to encourage regular patronage - food court, shopping retails, f&b, - people will go every weekend or after work - because people need to eat and buy things.

3. Retirees can go during weekdays to eat, dine and shop.

If solely a recreation places, we will see what happens to the zoo, bird park, and other tourists spots - local people visit only once a year or depends on foreign tourists to visit - a sure money losing places - finance by taxpayers money.

So many golf course shut down because of declining patronage.

MRT also very important.

All those tourist spots not reachable by MRT.

Also they are outdoor - hot like turtle.

Who will want to expose to few hours of sunlight and get heat stroke.

Sports hub - got Taylor Swift, black pink, Bruno etc concerts - very strong business case.

Regular patronage - not only by foreign tourists but also local patronage - to make recreational sites viable.

15/4/24, 6:46 pm - +Usha: What you are thinking and saying also in a way right.but the same time in sg we already have lot of common aminities like shopping,food courts and all that.Singapore is too small to have many more recreations.some times we rarely see vacant buildings.In Singapore old buildings all almost turned  into a  meaningful places.yet they still not forget to create more n more.Most of the abandoned buildings all turn into a sky scrapers,shoping malls etc

_*Pre-requisite*_

Public User End

1. Users smartphone must have 2 SIM cards -  SIM-1 for In-band Internet connection (User will have to buy and subscribe this SIM-1 on their own).

2. Banks/Telcos/Government - co-sponsor to issue every users SIM-2 free for OOB (Out-Of-Band) (National) Intranet connection - to perform "Live Biometric authentication" - for bank transaction, CPF transaction and other public-driven confidential transaction.


Telco End

1. Maintain current 4G/5G base stations and network for users and Internet access. (Inband network) Adopt public IP address.

2. Set up new 4G/5G base stations and network for users and National Intranet access (co-sponsor by Telcos and Government to setup National Intranet) - for Live Biometric Authentication (with no connection to Internet). (OOB - Out-Of-Band network) Adopt Private IP address.

3. Note:- there are no physical connection and routing between the Inband network and OOB network. As OOB network are adopting Private IP address, physical connectivity and routing cannot be activated to bridge the Inband network adopting Public IP address - as it will trigger "IP conflict" - and cause both network to go down.


Bank, Financial Institution, CPF end

1. Every network devices, security devices, servers (2 NICs) will have 2 different IP - one coming from inband network and another from OOB network.

2. Bank Apps will update into the database (that are not IP addressable) via fiber-channel.


_Login process into Bank mobile apps or Bank Web page via "Internet"_

1. User use "In-band Internet SIM-1" to connect to Internet - Bank login webpage - key in "userid" and "password". (via public IP address e.g 192.168.x.x  Subnet 255.255.255.0 - Class C address) via smartphone mobile bank (Internet) apps or laptop Bank https Web page via SIM-1.


2. Login userid and password will be updated into Database by Bank Authentication apps via fiber-channel. Login credentials will be keep alive for 30 minutes (for example).


3. Bank Apps or System or User --- will then automatically (or manually) disable "In-band Internet SIM-1"  - to cut off connection to the Internet (so that online Internet scammers will not be able to hack, scam or remotely take control of the user smartphone or laptops after this process - as the Internet connection will be cut off).


(Note a:- Important for bank apps have anti-malware measures and capabilities to ensure user devices (smartphone or laptop) are sanitised - else will refuse user login to bank apps until and unless user devices are clean out of malware.)

(Note b:- If users use laptop, user smartphone "In-band Internet SIM-1"  should be used as Wireless hotspot or mobile hotspot (USB tethering) for the laptop connection to Internet to access bank login webpage.)


_Login process into OOB (Out-Of-Band) National Biometric Authentication mobile apps or Web page via "Intranet"_

1. Bank Apps or System or User --- will then automatically (or manually)  enable "OOB Out-Of-Band Intranet SIM-2" in user smartphone - to begin Biometric Authentication in the OOB Intranet. For Intranet, Private IP address will be adopted (eg. 10.x.x.x Class A IP Address).

Note:- This Private Class A IP address in the Intranet network cannot enable route and be routed to Internet network - as this will crash both networks due to IP conflict with public IP address from the Internet. 

(Hence, logically, no way online scammers can activate the route between the Internet and our Intranet - to hack into our Intranet. Another physical safeguard is that, there are no physical network connectivity between the Intranet network and Internet network --- a real "Air-Gap".)


2. Bank (Intranet) Apps will pick up the user record to check the status of user login banking credentials updated into the database (including the 30 minutes timing). 


3. Bank (Intranet) Apps will then be redirected into the Central National Live Biometric system to authenticate the users (Face recognition/fingerprint/IRIS/Voice etc) - to ensure that users is a legitimate and authentic users (not scammers).

Note :- As Intranet is not accessible by Online scammers coming from the Internet - no way scammers can steal the live biometric of users or hack into users' bank account to steal users' money - as fund transfer and all bank transactions are done within Intranet and not Internet.

This is an "Air-Gap" concept - the "Barrier Approach" - ie. if Intranet is not physically connected to Internet -  there is a barrier between the 2 networks - online scam cannot succeed.


4. Upon successful live biometric authentication, users will then be granted authorisation to do bank transaction and any transaction records can be updated by Intranet bank apps into the database.


5. When banking transaction is completed within the Intranet - Bank Apps or System or User --- will then automatically (or manually) disable "OOB Out-Of-Band Intranet SIM-2"  - to cut off connection to the Intranet.


6. Thereafter,  Bank Apps or System or User --- will then automatically (or manually) reactivate the "In-band Internet SIM-1"  - to allow users to connect to the Internet to access their smartphone Internet data surfing or WhatsApp/Telegram communication.


_(Note :- for bank users or foreigners accessing from overseas to do local bank authentication - they can only do so via the "Inband Internet" - as they will not be accessible to the Intranet). In this case, biometric authentication will not be a good idea for overseas users doing local bank transaction)._

The Spectrum of Recreations?

Shopping, eating and vacation. Besides these three known favourites, what are the top ten most favourite relaxation and pastime of Singaporeans?

All urban and city land encompass working space and recreation space. In a highly utilised land and liveable environments like SG, a smarter and sharper means is to differentiate recreational into interest and passion from indoor sports and activities to wakeboarding, fishing and back to the nature's  trail at Tengah to stroll, to jog, trekking or even biking in the forest.  Using our horticulture and botany expertise, examples, how can we bring "Sakura Trees"  or "Bamboos" curated into our primary focus and it means makeover into a primary or secondary nature forest within a short span of 5 to 8 years or longer time for the early?

Making the impossible into possibles?

A bold and revitalising master plan is to recreate designated Urban spaces and transform into a truely natural spaces good to be classified as secondary or best as primary forest. All of these interesting and future projects shall connect to one or more indoors and/or outdoors activities forming a flowing ecosystem of fun and relaxing weekends or weekdays for our people of different age groups without commuting in cars to any of the recreational spots yet all spots are assessable via MRT or public buses or bicycles.

Global Attractions?

Our Botanical Gardens and Gardens by the Bay and Nite Safari are world renown and big success! A World Class design needs a different sets of mindset and planning and colosaly important, in the good hands of MasterCrafter. It has to be purpose-built for multi-uses and it shall be truly and uniquely SG;
