The latest pay benchmarks released by the National Council of Social Service (NCSS) on April 1 show an average increase of approximately 8 percent in recommended salaries for positions within the social service.

💬 *What are your views on the adjustments in salaries within the social service sector? How can we further attract and retain talent within the social service sector?* 

📌 *Salary Adjustments Across Job Roles:*

The adjustment of salaries within the social service sector, where the average 8 percent increase in FY2024 guidelines is determined by the gap between current salaries and updated market benchmarks. This results in more conservative raises for roles already in line with or above market standards, while roles falling below experience more significant adjustments to bridge the gap.

📌 *Social Service Agencies (SSAs):*

Montfort Care’s chief strategy officer Aileen Ng said salaries in the social service sector have increased significantly in the past decade, and they are now competitive compared with related jobs in other sectors. Adherence to these guidelines is crucial to attract and retain quality manpower in SSAs. Ms Aileen Ng mentioned that at Montfort Care, “We no longer lose staff due to salaries. This is a strong testimony that salaries are now competitive.”

📌 *Efforts to Ensure Competitive Remuneration:*

The Minister for Social and Family Development, Mr Masagos Zulkifli noted the increasing demands on the social service sector and the need for an additional 2,000 professionals over the next five years. 

To continue attracting and retaining talent in the social service sector, the Ministry of Social and Family Development (MSF) and NCSS will work closely with MSF-funded SSAs. Strategies include periodically reviewing salary guidelines, improving career pathways, enhancing the skills and competencies of social service professionals, and  providing support to SSAs to meet these guidelines.

It’s most unfortunate that social services are on the “expense” side of the balance sheet. Ie not income generation. I am glad that the taxes we are paying are going to these programs.

1. Let us analyse what are social services that our Society will need :-

a. Low income group that are trap in poverty gap - whereby family couples and their children are unable to uplift themselves above the low income trap.

b. Problematic, abusive families - whereby spouse, children, elderly parents are abused, constant quarrel, fighting, mental torture, drug abuse, sucidial thoughts, youth deliquency, gangs etc.

c. Disabilities within a family - physical, mental that need caregiving and medical treatment.

d. Elderlies within a family - that needs caregivers' assistance in day-to-day living and medical treatment.

e. Inmates upon discharged and need jobs and income.

f. Low income children that needs help in education, tuition

g. School children that needs tuition and educational assistance to do well in schools.


2. Having say so, our Society will need a variety of social service professionals to provide the appropriate services to help the various groups in distress, specifically :-

a. Social Service workers

b. Counselllors

c. Psychologists

d. Psychiatrists

e. Social Service managers to manage social service programmes 

etc.


3. Hence paying competitive salaries to attract talents and professionals into the social service industry become necessary.


4. Notably, as social service groups that require assistance and services - are predominantly the lower income group - they will be unlikely to pay for the services.


5. This means, it will have to pay by the Government - specifically from tax payer's tax.


6. Being an inclusive Society, and the need to uplift lower income groups, lower social status and people who encounter life problems --- so that they can escape from their "poverty and problem traps" - and become useful members of the Society that in future can contribute meaningfully to the Society and Country --- there will be a need for taxpayers to foot this bill.

Following the last topic on scam, there is a need to fill up and complete the solution gaps (specifically a safe solution in biometric authentication via Intranet) - to safeguard against Internet online scammers due to the severity and mammoth loss experience by the Singaporean and residents victims :-


In 2023, a staggering S$651.8 million was lost to fraudsters, with 46,563 scam cases reported in Singapore – nearly 50 per cent more than the number of cases reported in 2022. 


Most scam cases also involve working with the SPF’s counterparts in other countries, such as Malaysia, Thailand, Japan or South Africa. “With how connected the internet has made us, we know that many scammers are based overseas,” DSP Sindhu said.

*To enable a full digital - failsafe and foolproof 2 factor authentication via life biometric (without the risk of being stolen by online scammers)*


1. One way I can think of is to create a National Intranet Network for safe Life Biometric authentication for banking or financial transactions, specifically :-


a. Telcos, Banks and Financial Institutions create 2 physically non-connected network on the same network switches and routers - 1 for in-band 1st factor authentication using normal user ID password and 1 for Out-of-Band (OOB) 2nd factor authentication using life biometric features.


b. In-band authentication are connected to Internet and for normal banking apps/online web banking.


c. OOB authentication are specially created for mobile apps and online web - that only can come in via Telco 4G/5G network not connected to Internet - essentially a network of Intranet.


d. In other words, bank customers will have 2 SIM cards - one 4G/5G for in-band internet access and another 4G/5G for OOB intranet access for biometric authentication.


e. Banks must tie the OOB bank apps to this OOB SIM intranet network and any attempt to access via the in-band internet SIM card will fail.

(Bank anti-malware measures for phone devices must be intact to prevent scammers from remote control of user smartphone).


f. If bank users wish to use laptops or desktops to perform OOB intranet SIM biometric authentication - user must not use home WiFi or office WiFi or in-band SIM - because the bank apps will fail it.


g. Instead, bank users should activate its handphone OOB intranet SIM card as the WiFi hotspot to do the 2nd factor authentication for biometric authentication.


By doing so, a closed network architecture will be ensured - and no way scammers coming from Internet can hack and steal the life biometric from users.


This will have similar effect of closed architecture OOB like ATM banking, going to bank branch, like moneylock features.

1. Inband network will have 1 set of IP address (eg. 10.x.x.x)

2. OOB network will have another set of IP address (eg. 11.x.x.x)

3. So every network devices, security devices, servers (2 NICs) will have 2 different IP - one coming from inband network and another from OOB network.

4. No way online internet scammers can hack the intranet and steal the life biometric - because the 2 networks are physically segregated - "air gap" and non-routable.

5. Since OOB network is an intranet network, private IP address can be used - and as such scammers from internet has no way to access the intranet because they are using the public IP address. Intranet using private IP address are non-routable from Internet that are using public IP address and hence online scammers has no access to the Intranet to steal our biometric data.

6. As Singapore is a small red dot, the talent pool of sophisticated AI, Machine Language, Deep Learning, Computer Vision, Neural Network Deepfakes etc are very small - mostly in hi-tech, hi-skill R&D institutions - hence are unlikely to hack the intranet. Unlike internet with world at large of 10 billion people with much bigger talent pools - but unable to access our National Intranet because of the air-gap.

7. Also if domestic hackers if to hack the Intranet and try to steal our biometric data - will be easily nab in Singapore because the private IP address issued are tie to a unique individual user.

8. Hence having such an "air-gap" design will make our online banking using Life Biometric alot safer via full Digital access (mirroring the safety bank transactions similar to physical "moneylock" functions while protecting highly confidential personal biometric data).

If online scammers in Internet cannot have connectivity access - to steal the biometric in Intranet (like physical moneylock - how to do online scams?)

So I think I could have find a solution for the government and Singaporeans.

2. And not to rely on "given fish to eat everyday".

3. Making the vulnerable to be self reliance will achieve the following:

Future Skillsets and Education?

MOE, MOH,  MCCY, MSF, MHA, and MND should look into existing courses in our education system to modulate and synthesize with AI driven capabilities our ITE, Poly and University pupils to train and to be exposed to new and interdisciplinary knowledge and specialisation from sociology, social services, healthcare, resources planning and facilities management to prepare for an ageing friendly ecosystem of careers and higher level of professional cares.

We should further reinforce and encourage pupils to consider taking up social studies and related careers from nursing home caregivers to centre executives and managers to social workers. Let's shake off the old mindset of social services workers as one of the dirtiest jobs and shapes it into a diginifying and significant contributors of society! And don't forget to pay competitive wages and promising career paths!

Industrial-based AI will change how social services are deliverable but generative AI will not.

However, I'm not sure if we discovered the product necessary to support local service in semi-AI mode.

If in an unique opportunity of shortage of manpower, you need to up the AI in supporting all encompassing variables into one friendlier ecosystems of delivering cares from one point to many pointers.

In the case and legacy of the USVA (war veterans services), itself a model of long term care and careers from on-site to mobile services. It's worthwhile looking at it and extract the best of the best proven formations and implement at our ends.

Volunteerism?

When you do a favour to another person, you are willing and you are less likely to be calculative or expecting some sorts of return of favour or reward.

Volunteering comes in multiple ways, giving your time to help others, helping a stranger from a fall, joining a charity to continue contributing to your community and so on. You are an enabler and a valuable resource to your community and your fellow countrymen.

Volunteers are non-salary folks, they do not need any reimbursement of expenses from transport to parking to meals. They do it for free! They may even donate money out of their pockets too.

In order to encourage more people to stand up and stand out of their free time and comfort zones, we owe them some forms of recognition. As such we should classify the time they sacrificed and award individuals and companies from the beginning to the ending of this spirit of volunteerism.
