Speaking at the closing of the Citizen’s Panel on Employment Resilience, on Saturday 25 March, DPM Lawrence Wong said Singapore does not seek to protect jobs as this will hold back the process of innovation. Some jobs will inevitably become obsolete because of technical advancements. However, new jobs offering better productivity and wages will be created in their place. 

As such, the Government will redouble efforts to help every Singaporean reskill, upskill and transit more easily to take up new job opportunities. DPM Wong also said in his speech that, unlike many other countries in the world, Singapore possesses a stronger foundation for implementing a system for adult training, skills upgrading and job placement.

๐Ÿ’ฌ What are your views on the Government's approach towards employment resilience? How can we better support Singaporeans in staying employed?

Three considerations for employment resilience include:

๐Ÿ“Œ Engaging employers:

Employers must be engaged because they are the ones who create jobs in the first place. Employers need to know how they want to grow and transform their business, how to redesign jobs to achieve these goals and what kind of skill sets they need for their jobs of the future.

๐Ÿ“Œ Engaging training providers:

Singapore needs training providers to work closely with employers and the industry, to understand what employers need and design effective courses that can close the skills gap. They should also maintain high and rigorous standards of training.

๐Ÿ“Œ Engaging workers:

Singapore possesses a diverse workforce with differing attitudes, capabilities and needs. Given these considerations, Singapore needs to strengthen its SkillsFuture ecosystem, especially in the areas of training and job placement.

1. I have no doubt that our Government is always :-

a. Business-friendly

b. Workers-friendly

--- whereby Government put both business and our workers interest at the forefront.


2. Engaging business, training providers and workers to ensure :-

a. Business buy-in - whereby employers transform their business, produce jobs for workers and determine the skillsets they want.

b. Training providers provide the right skill training to workers for the right jobs.

c. Workers are train with the right skillsets to do the jobs.


3. Hence training, job placement - to put workers into the right business for the right jobs after training ---- become an important feature - for our job landscape going forward --- especially for our fresh graduates, workers changing jobs or mature workers changing or looking for jobs.

4. Important is to work on ---- business buy-in.

a. Notice that a good many organisations will rather hack off mature workers come 50 years and above - to hire fresh graduates or younger workers that possess new skills which is needed by the organisations - rather than training existing workers to be ready for the new jobs.


i. The reason, fresh graduates or younger workers demand lower salaries but yet possess the right skill.

ii. Mature workers though experience and know the way forward to get things done - may not have the new skills to do the newly created or transform jobs - if the organisation don't proactively send mature workers for training - due to the need to fight fire in day-to-day work or don't want to spend money on training courses for their existing workers or allow workers to take time off to attend training courses on new skills.

And mature workers usually are already more highly paid - due to accumulated salary increment over the years.

Hence hacking off mature workers - become a "natural process" - for many organisations.


This is the area whereby Government need to work closely with the organisations to close the gaps - to protect and ensure mature workers are able to reskill and upskill - and prevent mature workers from being hack off.

What happen to current mature workers now ---- will in future apply to younger workers of today - if Government are unable to address this "imperative process" with the business ----- because organisations will always look at "profit and loss" --- regardless of whether SMEs, MNCs, and even GLCs.

MNCs produce high value jobs for our local workforce.

We cannot let the high rental drive them away - as these expat are senior managers that can decide or persuade MNCs to move away from Singapore - if they can't find a place to stay as high rental drive them away.

The organisations no longer subside their high cost of living in Singapore as they are fetching local pay.

2. Speeds up work and pace

3. Do jobs which are dangerous, monotonous etc. 

AI should not replace humans, rather it supplements human capabilities.

Are there better options than rent control measures?

Should the public housings price become unaffordable and harder to reach, there are a few ways out of it.

By shortening the lease from 99 years to 30 years and 50 years. The price of each flat will be priced according to proximity to the city centre and radiates outwardly, regardless of matured or non matured estates.

Fitting the budget? These "shortening" measures will allow more people whether first time buyers or upgraders to access and better afford a flat at any time line, any location and any choices of flat type.

One friend's landlord wants to increase the rent 100% from $7000 to $14000 essentially because there are identical units in the same condo on propertyguru for that price but 4 of the 12 units are empty and 2 of the occupants are leaving in June ... if my friend leaves that will be 7 of 12 units empty.

Two, should you succeed to up the rent to $14k, the unintended consequences may be ugly. Illegal overstaying, Airbnb, vices from gambling to prostitution...

Three, this 50% increase in rental is real and has happened in the last 6 months.

But , the mature worker also must want to learn, want to upgrade.

Some mature workers think : "I'm so old alredi. I know the job. I hv bn here many years. No need to learn anything new since I'm gg to retire soon (? years time)"

Resistance or reluctance by the mature worker to upskill wl also need to be addressed.

It's a double-edged sword. 

Employers can add in some ' motivation' to entice the mature worker to want to upskill -- not nec in money terms but in other ways.  They hv to 'sell' the idea to the mature worker.

Ther is also a need for mindset change in the mature worker.

But because this is an open market free supply/demand, tenants will not renew their contracts or go somewhere cheaper, the high priced rental units will be forced to drop prices else it will be in danger of being vacant and a new balance will emerge.

Problem for many expat families is the combination of significantly increased rents at the same time as recent MOM rule changes which no longer allow the spouse to work, so they are facing significantly increased expense at the same time as reduced income. 

Many MNCs, banks, law firms, accountants have offices in HK and SG but their expat staff do regional work (e.g. Thailand, Phillipines, Vietnam etc) and therefore their staff don't have to be in SG, they can be in HK, BKK etc.

During the 1990s can't remember the exact year - when our wage cost increases due to high CPF - many businesses pull out of Singapore.

At that time, government scramble to lower CPF and cut wages.

In a recent 1M65 youtube podcast, it was reported that huge number of wealthy Chinese are desperately fleeing China and taking root in Singapore. Overall, this good for our economy but in the short term, with limited living spaces, existing tenants need to compete with them.

The Persian, after more than 200 years of waiting, the Russians will have another golden chance of a breakthrough bypassing the Suez Canal, a direct link into the Indian Ocean.

Possibly, the most dangerous scenario would be a collaboration between China, Russia and Iran which concluded days ago in Beijing!

Speaking at the closing of the Citizen’s Panel on Employment Resilience, on Saturday 25 March, DPM Lawrence Wong said Singapore does not seek to protect jobs as this will hold back the process of innovation. Some jobs will inevitably become obsolete because of technical advancements. However, new jobs offering better productivity and wages will be created in their place. 

As such, the Government will redouble efforts to help every Singaporean reskill, upskill and transit more easily to take up new job opportunities. DPM Wong also said in his speech that, unlike many other countries in the world, Singapore possesses a stronger foundation for implementing a system for adult training, skills upgrading and job placement.

and those in gig-industry such as Grab delivery will be severely impacted as robotics and drones will eventually displace them. As they get older with more commitments, they will face even greater inertia. All these are compounding factors that can result in them trap in the low earning ceiling.

the downside on the hand is we run the risk of a lot of poorly delivered training program which only benefits the provider from all the grant and subsidy. within the training providers, there are already some noise about how some schools just don't deliver people with better skillset.
