The Anti-Scam Centre has recovered more than $200 million since its inception under the Singapore Police Force (SPF) in June 2019. Since then, the Anti-Scam Division was formed and expanded to become the Anti-Scam Command.   

At the Police Workplan Seminar (April 26), Minister for Home Affairs and Law K. Shanmugam highlighted that scams remain a key concern. This is supported by the 52% rise in cases over the past year and the 154 individuals that have been victims of tech support scams over the past four months.  

💬 What are your views on the latest anti-scam efforts that were announced this month? What measures do you take to protect yourself from potential scams?

Some of the anti-scam efforts that were announced include:

📌 Guidelines on Online Safety  

Co-developed by SPF and the Asia Internet Coalition (AIC), the Guidelines on Online Safety provides a broad overview on the types of crimes and online harms; including scams, and advisories for internet users.  

📌 Formation of Anti-Scam Command 

The Anti-Scam Command brings together all scam-fighting units across SPF, with operations boosted by technology. This is to aid in better sense-making, more effective crime prevention and faster response against scams.   

📌 Partnership with Institutions 

The Anti-Scam Command partners more than 60 institutions including local and foreign banks, non-bank financial institutions, cryptocurrency houses and remittance service providers. Such partnerships will allow for quicker response against scams, with the help of artificial intelligence systems to identify and block suspicious transactions.

The 'Pull & Push' factors of Stagnation and/or Stagflation? What's the strength of SGP Dollars, starts benchmarking? 

Singapore will continue to PULL in foreign funds towards $7 trillions (currently at $4.7T), putting aside inflation, that's what many would call it a 'happy problem'? Will Tesla set up EVs plant in Singapore? We have Hyundai EVs and Globalfoundries plus all related trades. Thailand will serve Toyota & Honda EVs initiatives. This itself is a regional competition in motion...

[1:04 pm, 27/04/2022] +~N: My view is that anti-scam efforts has to start from PDPA. Enforcement of PDPA, access and sharing of information, whether within organizations, or perhaps even within homes, between family and non-family members has to be clearly communicated.

*Some observations for improvement*


1. Recently, I again received a surge of "+" and "+65" calls. 

Presumably, I suspect they are overseas scam call - and I reject the calls and block as scam.

a. Wonder when willl the Scamshield for Android is ready - so that we will not received such scam calls - as any such scam calls can be block and filter out at the upstream.

By blocking such scam calls at the upstream will also have prevented gullible receivers from being scam.


2. Understand that Government has been urging banks and other organisations from sending clickable SMS.

However recently, I received clickable SMS from some Government organistions. Iniitially I ignore such SMS - until I received a few reminders to respond.

Then I realise they are legitimate clickable SMS from the Government - and I have to respond.

I thought Government organisations should be consistent in implementing such guidelines - to prevent sending clickable SMS links.

1. The formation of a centralised Anti-Scam Command and Control centre make sense - as it can coordinate and partner the various stakeholders to spot scam early, use cutting edge techology to make sense of many disparate attempts by scammers and sniff out likely scams.

2. Blocking and filtering scams before it reaches the public - is a better strategy and technique to fight scam.

3. Educating the public to be alert, ability to spot suspected scams and not fall into scams - is also crucial in the fight against scammers.

If unsure, drop, verify, check, block and report - always err on the caution side.

Most important, don't volunteer to give out sensitive personal information, bank details, password, otp etc to any suspicious calls.

The Israeli (US) counter measures for terrorism can be used to counter these scams and cheats. We can view these criminal like CELLS with a base station, the flow of funds and the connectivities as a whole, perhaps a syndicate or a lone ranger? 

Will it intrudes personal privacy should these spywares been deployed to catch these crooks? 

Inside Jobs - 

Financial institutions will have to reaudit own internal security and access levels. These digitised steps often have least noticeable 'leakages' to outside parties with it scam, cheat or misappropriate of funds - white collar crimes! What people often call it 'inside jobs'!

Coordination and oversight on the cybersecurity adopted by our vital CII Industrial sectors become very crucial.

Government agencies will need to work very closely with the CII coordinated by CSA, Govtech and IMDA - notably power/water sectors, transport sector (increasingly used of 5G, driverless cars, trucks etc), digital banking, e-commerce, elogistics etc) - all these CIIs are target for State-led APT cyber attacks - some with lethal consequences if killerware is deployed.

Notably, all our CIIs must be placed under a 24 X 365 Nationwide Security Incidents and Events Management - to detect any anomalies - so that immediate remedies can be undertaken.

Cannot leave it to individual sector or individual organisation to do it - as their IT department may lack the APT expertise.

[6:28 pm, 27/04/2022] +Dan: Looking at the OCBC Bank scams, the perpetrators are young ppl. The profile of them - high spenders, resourceful and IT savvy. They form their own syndicate, recruiting ppl to share their bank accounts, masked their identities in chat group. With such sophisticated skills, they could have form a formidable team in entrepreneurship, yet they landed in the bad side of the law. 

1) Is scamming lucrative as a fastbuck scheme than entrepreneuring a business? The entry level to this business must have been low and accessible to them at that time. 

2) I think that this is a team who are very resourceful and creative in their thinking? Just like the movie "Catch Me if You Can", will relevant agencies engage their expertise or experience to bring in other scammers? They are still young and should be offered a second chance. 

3) Its not abt educating, I believed most schools have taken teaching of values seriously, we ought to close the gaps of family negligience or poor upbringing. Just like the SK kopitiam saga, how can these teens be educated properly to respect others if parents are doing a poor job?
