Health Minister Ong Ye Kung spoke at the Agency for Integrated Care (AIC) Community Care Work Plan Seminar 2024 where he stressed the need for Active Aging Centres to have better outreach, more interesting activities and stronger partnerships with community care groups to “take good care of our seniors” and keep them healthy and active.

Minister Ong Ye Kung emphasized the importance of providing free and engaging activities for seniors, such as communal dining and various recreational programs. By making these activities accessible, he aims to combat loneliness and social isolation among the elderly.

📌 *Partnerships and Outreach*

He stressed the need for strong partnerships between active ageing centers (AACs) and community care groups to reach out to seniors effectively. Mobilizing volunteers to engage with seniors living alone and leveraging data to identify areas with high senior populations are key strategies in this effort.

📌 *Comprehensive Healthcare Support*

Minister Ong Ye Kung's approach includes integrating health services into AAC activities and streamlining care assessments to address the healthcare needs of older seniors, particularly those with chronic conditions like hypertension and diabetes. This ensures that seniors receive continuous support and care as they age.

6/5/24, 11:22 am - +Kenneth Lee WM: I would suggest funding religious organizations to plan activities for the seniors.  Most of these organisations already have the volunteers doing some sort of senior activities.  With extra funding, they may even able to do more or even hire dedicated headcount to plan for better activities.

But I also realise that the government has other funding priorities which needs to be balanced.

Reward the Design of buildings  with attractive staircases that promote climbing. This has been shown to work. The style n location of staircases impact whether someone use them.

2) Make healthy food cheaper than unhealthy food at Hawker centres

3) Anyone who can get organised n can meet societal health objectives should be funded, religious or not. Don't discriminate against religion as well as they are an existing community resource. Less taxing than re creating structures. Eg fund activities that promote physical activity especially if they can organise across societal segments

Also, he was DPM when he sanctioned a strike which alarmed foreign embassies which resulted in numerous phone calls to our government. You will need a satellite base ERP 2.0 with cloud to work with all the sensors on the ground for autonomous vehicles to operate safety.

6/5/24, 2:10 pm - +Boon Phing: I'm not sure what the real insight is here. GNSS/GPS has been used by industry in many places. With technological advancement in many other areas, the applications and use cases of GNSS/GPS have increased. For example, SLA uses GNSS/GPS to ensure the land parcel is marked precisely as land in Singapore's strategic resources.

Using GNSS/GPS as a tracking mechanism to replace our ERP1 used to face many challenges. This is largely due to our build-up environment, which affects the signals. I'm not sure what technology is available to remove the location ambiguity, but I think LTA must have a way to do it before launching ERP2.0. 

Having said that, it is the 3-pieces implementation that creates the hoo-ha in Singapore.  This implementation lacks DI and end-to-end system thinking, similar to the Ez-Link card implementation.  Genuinely, I hope LTA can pay more attention to such things instead of being "eaten" by malicious contractors taking advantage of our civil service officers who face time constraints, pressure, lack of experience, or whatever reasons.

Many public infrastructure crumble.

Singapore and China are more holistic in investing in our infrastructure that will support cutting edge investment, business, make us globally competitive and create new high value added jobs.

It is not about solving our road usage problem, there are many economy perspectives, technologies perspective, and pilot testing to move our business to import our know-how overseas to create more premium jobs for Singaporeans.

Hence Singaporeans must not be myopic - to see small small things.

Our government has a very broad mindset that not only solve individual problems, but also national problem with mind on global world to bring in wealth.

US just let Tesla autonomous cars run on the road - without the corresponding IT road infrastructure to support and many cars crashes.

NCS and ST Engineering are the strongest bidders.

In fact, ST Engineering has almost all the expertise to implement and run the ERP 2.0.

ST Engineering mainly employ local graduates.

ERP 1.0 is the cutting edge technologies at that time.

Singapore among the 1st to deploy.

ERP 2.0 also was coined 20 years ago.

Coming back to today's topic :-

1. Notice that elderly couples who are still healthy, can walk very well, active minds, with sufficient retirement savings and cash - will ususally plan and go out by themselves - in various outdoor activities they are comfortable with.

Eg. are active in window shopping in the various shopping malls, laypark to enjoy foodcourt food, f&b, restaurants, go hiking, visit recreational sites, take part in community activities etc.

So these healthy active elderly couples - have no problem taking care of their active ageing.


2. However, when elderly couples start to grow older, when mobility is a problem, where more illness sets in - then they will require volunteers to have accessed to them.


3. Especially that our ageing population will be growing, birth rates drop for young population to take care of the aged --- then community efforts will become necessary.


4. Personally I feel that this Active Ageing workplan initiatives coin by the Government is a good initiative.

Active ageing centres (AACs) are presumably setup by the Government - and working in tandem with community care groups will be a good symbiotic outreach to the elderlies - that maybe immobilised or don't know how to seek help.

I think the devil is in the details - how to reach out to those elderlies that need help - especially if the elderly are alone.


5. Elderly nursing homes - for immobilised elderlies, for elderly that is alone, or for elderlies that have chronic illness that need regular care --- are best to stay in elderly nursing homes - under the professional centralised care --- I feel.

Else, we could be spreading our elderly outreach personnel too thin.


6. In which case, elderly nursing homes need to be affordable, whereby lower income elderlies can afford - through government subsidies.

I felt that government subsidies for nursing homes will be lesser - compare to money spend on spreading our scare resources in reaching out to elderlies that stay at home - and many that needs help could be missed.

Hence no need truck drivers to man the truck loaded with containers.

In 365 there are a lot of different exercises groups in different areas for us to take part. Like my wife, she attends Zumba every Tue and Thurs at Tai Seng. Wed low impact aerobic will be at balam road.

If health is wealth then the goodies have to be linked to dollars and cents. And how should our heath policies attract our ageing population and be effective and efficient in reaching to 50% of the population? If we trust the way good WOM will do the job of communicating the goodies in our heath policies and community outreach then we should target half of our audience and strategise at the grass roots on higher frequency and intensity targetting clusters of HDB blocks of 10. You divide and you conquer to achieve more predicable outcomes with positive results and importantly, it's another chance to build trust and confidence building with our people. 

Communication is one big topic of relevance and importance. How can we structure the purposes of preventive health care and correspond with healthier lifestyle choices for each age groups?

Fun (shiok) and not Fear ?

You need to attract and by attraction we are pulling all resources including our beneficiaries which is our communities and sponsors that are directly responsible for the health ecosystem of our integration and intervention strategies. Not limited to pharmaceutical but include F&B, Hawkers, GLC, Agencies, Ministries, NPO and corporations both local and MNE,  collaborating new community service projects running in sync with our " Belanja" initiative. Redesigning jobs and scopes?

Identified and target and transform into many small GAI. That's the smartest choice out of any transformational efforts and less of potential missed steps and zooming in on mistakes and correct it or easier to rectify it.

Filling the Space?

Workplace is between job and scope! The in-between is a big space (vacuum) to fullfill all requirements and expectations; both internal and external! 

Small GAI architectures (SGAI):

Compartmentalization and Data Security and Data Access.

Each Ministry will have own proprietary GAI that filters down to departments in SGAI models. During intra Ministry meetings or interdepartmental meetings, data will be pulled out for discussions. In the larger context of inter Ministries meetings and discussions or at Ministerial meetings or Cabinet settings, all of these SGAI data models will be deployed instantly colate for analytics purposes and decisions making process.

During a transformation process (stages), the measurement of success or mistake should not be taken as KPI. However, it should rely on a push and pull mindset in achieving the longer term of breakthroughs into a Super optimised model of an open operational efficiency model. That's the Beginning of success!
