By July 2024, all pre-schools and government-funded early intervention centres will need to install CCTV cameras, the Early Childhood Development Agency (ECDA) announced on 31 Aug.

The agency said the move is part of its regular review of security and safety measures in the early childhood sector, and is not related to the recent incidents.

Access to CCTV footage will only be granted for the purposes of providing an objective reference point to clarify feedback or to assist the investigation of serious incidents within the pre-school premises.

But beyond such a physical measure, pre-schools need to be open in their communication with parents in order to build trust and good relationships.

Assistant Professor Cheung Hoi Shan from the National Institute of Education said: “The leadership in pre-school is fundamental in ensuring better accountability. An important first step is to conduct careful screening of teachers’ qualifications and track record at the point of hiring, regardless of their years of experience in the field.”

A school culture that advocates best practices in early childhood education is vital too, and this can be done by engaging teachers in workshops or trainings, and setting up routine peer observations of classes.

Every pre-school must have a child safe policy, said the Singapore Children’s Society, in response to the recent incidents.

“This includes but is not limited to: a code of conduct; risk assessment and management tools; an incident reporting and whistle-blower policy; a complaint handling and investigation process, among others.”

It added that all staff must be both familiar and competent with these standards and tools, with mandatory training sessions conducted regularly.

“There is also a need to review whistle-blowing policies such that educators feel empowered to raise concerns about misdemeanours that they encounter at the centre level directly to ECDA’s safeguarding team,” said the society.

04/09/2023, 10:13 am - +Sha.li.ni: It is sad that we have to get this stage of trust building but one case is too many and at this point, it has necessitated the need for CCTVs.

Taking reference from this case, what could have been done better was how the issue was handled by the school. It seems like it was highlighted but nothing was done and when the case was highlighted to the parents, it was angled as cushioning the impact - telling the parents that your child wasn't treated that badly as compared to another child. It's not about how badly the child was treated. The point is the child was treated badly as a matter of fact.

This comes across as a lack of empathy.

First step is to equip managament with empathetic communication skills. If the centre leader is not competent, someone from higher management should do it. It helps to diffuse the situation at the start rather than being dismissive. This  comes from personal experience of handling student discipline and having to engage parents of victims and offenders.

Moving away from that incice,  parents have to play their part. They can't go in with a preconceived mindset that the school has erred and demand for 'proofs'. This stems from a lack of trust in the system. Damage is done from the incident but it takes time to gain the trust back.

Perhaps changing the mindset about CCTVs as deterrence could work. Why do we have to catch only 'bad' things? Can centres or any other organisations use CCTVs to highlight good acts for eg. Someone offering their seat to those who need it more in the train - screenshot these things and share them. It could catalyse the change in the way we look at CCTVs

A child is a mirror of the parent and hence I am mindful as I used to relive stress by throwing things and swiping off the table and when i saw my 3yrs old grab stuff and throw things I saw myself thank god it wakens me and I hug him and apologise whenever he did that in P1 I seek school counsellor help and here we are good.  I am not shame cause I want to create awareness to seek help early.

My child suffered injury during his childcare years ago. We requested for CCTV footage to understand the cause of incident, however the principal rejected our request and states that the CCTV are not working.

We made a report to ECDA, they have done their investigation, it was not switched on or not working. We could tell that the injury suffered by our child is likely due to a negligence by their teacher.

End of the day, is the child who suffered at the wrong doing or negligence of the operator.

1. It is shocking to see teachers abusing and manhandling helpless young child in their custody.


2. Pre-school teachers as custodian to young pre-schoolers suppose to love the children they take care off and help them to learn and grow in their formative years.


3. The trust that parents handover their children to the pre-school teachers and pre-school - assuming their children will be well look after and in a safe pair of hands - is all the more shocking - when discover that their children are in fact being abuse and manhandled.

This is totally unacceptable.


4. Even a buddy teacher to "check and balance" one another didn't work out - because the Prinicipal that run the school chain - did not treat the ill-treatment report seriously, or simply brush it aside in the hope that such actions will go away or go unnoticed.

This is not one or 2 rouge teachers on the prowl, but senior management irreponsible attitude that embolden rouge teachers to continue their unacceptable conducts - leaving vulnerable children to suffer indefinitely until the abuse blow up when videos capturing the abuse go online.


5. Hence CCTV installation and ensuring the CCTV operate properly become imperative to protect the young children.

I strongly support ECDA's move.

I will also urge teachers to be able to carry their personal handphone with them in the child care centre to record abuses not capture by CCTV to whistleblow - as rouge Prinicipal may attempt to edit or erase CCTV footages or refuse to allow parents to see the CCTV footages - as the footages require the consent of the Principal to be released.

The uncooperative nature and attempt to sweep the abuses under the carpet is evidence in this Kinderland cases - if not for the whistleblower video footages taken by another teacher.


6. Other than CCTV footages, there must be other safeguard put in places such as:-

a. Buddy teacher to peer supervise one another.

b. Principal routine walkabout to check teachers performing their duty wholesomely.

c. Weekly meetings among teachers and Prinicpal to identify any problems in handling the children - and what assistance needed to handle problematic children.

d. Quaterly meet the parent session - to update parents of the children development.


7. It is important to regain the trust of the parents putting their children in pre-school or child care centre - as this is one important means to ensure parents can work in peace - while their young children are well taken care off and learn in pre-schools.

Without the worries that their children are being abused in the pre-school.


8. Most important, ensuring the right teachers are recruited into pre-school is all the more important - that should possess the qualities of being caring, compassionate, resourceful to handle different children needs and emotion, and able to impart positive skills and knowledge to the young children.


9. Hence it is important now to do damage control and regain the trust of the parents - following this unfortunate saga - whereby a few minority black sheep spoil the whole broth.

1. Before people start to cry "blue murder" on pre-school teachers for abusing young pre-schoolers, I have also witness grandmothers abusing their grandchild in public in at least 2 occasion.


Case 1

In one case, I saw a grandma taking a tree branch with many dry leaves and sub branches - threatening to beat her grandson dress in kindergarten.

She say why you don't want to walk.

He say something like tired.

She lifted her "cane" and threaten to strike her grandson twice.

The grandson scream before she hit him.

I turn around and stare at her.

An auntie walking towards us also look uneasy but she look down pretend not to see.

The grandma seems to know someone is monitoring her and she didn't whack her grandson.

But they stick around not moving.

As I can't be staying around for too long, I resume my brisk walk - as I didn't see her striking the child.

If she strike her grandson, I will call the police for welding an inappropriate weapon to cause harm.


Case 2

1. In a shopping mall, I emerged from the toilet.

2. From afar, I heard a young child in a pram crying loudly.

3. Before I can size up what happen, I realised that the grandma remove one of her slipper, held it on her hand and wanted to use the slipper to slap across the face of the crying child.

4. Sensing I need to do something quickly before the abuse take place, I shouted across the long corridor to warn her to stop the act.

5. I think she was startled and turn to look at me.

6. I gesture to her to drop her slipper and warn her I will call police if she harm the child.

7. She look sheepish and drop her slipper as I walk towards her, and sensing that she has regretted her action I walk away and occasionally turn back to ensure she did not carry out the abuse.

Just when the public assumed that the Court will settle these inhumane cases and thereafter, a fair verdict in favor of the victims and punishments handed to the perpetrators and life goes on well; these victims of abuse will remember for life, the torture and torment goes on and on in the victims mind! Such incidents run through my mind a few times how to report or handle such cases better.

Hard to say. Some well equipped childcare center - Yes, they have very spacious bathrooms. 

But certainly not those retrofitted from land properties - whereby one CCTV will have a full view (including bathrooms or spots whereby children undress).

Abuse, it can escalate into an issue of life or death.

For first time and repeat offenders of child, spouse abuse or human (to include physical and sexual) especially victim is a woman and or child of age 16 years and below with harsher sentences for abusing young children age 12 and below, and people with partial or full mental disabilities.

All abuses, if causing permanent or partial disabilities to the victim(s) or temporary or permanent mental trauma or causing hospitalisation and lifelong or life threatening medical issues (including all known sexually transmitted diseases and mental well-being) of over seven days or loss of human abilities such as to freely move hand or leg, to listen, to speak clearly, or to see;  shall receive caning as a deterrent punishment and a firm message to all potential offenders at large: Do not abuse!
