Yesterday (5 Sep), Minister Edwin Tong launched the National Arts Council’s (NAC) Our SG Arts Plan (2023 to 2027) - a new five-year policy road map for the arts scene. Partnership is key to the new plan, which the NAC envisions as a call to artists, audiences and patrons to help build an arts scene that they want to see.

💬 *What are your views on the Our SG Arts Plan? How else can we tap on the arts to foster creativity, inculcate a sense of belonging, and distinguish Singapore globally?*

The three thrusts of the Our SG Arts Plan are:

1️⃣ *A Connected City* - _Where our national identity is anchored by our shared arts and culture_

It does however bring tourism, upskill creative talent, motivate people, stimulate thinking and broaden people's horizons. Art and Creativity help stop Singapore becoming a stale boring place no one wants to live. So maybe in some way without Art in Singapore, then country will slowly wither and die.

My place coffee shop encourage graffiti art - whereby a quite rundown artist put up a sign to say he is a graffiti artist when he paints the pathway to the coffeeshop - not a graffiti sabotage.

When he completed his graffiti art - it is very nice and lively.

If principal who look after the school knows the teachers abusing the children and did not take action, principal fault.

If authority discover the abuse take place and didn't investigate, then authority fault.

But did the authority not take action?

Yes it did take action, except one officer didn't remove that teacher.

The CEO of the authority apologies for the lapse immediately, announce the lapse without hiding and resolve to improve.

So why the big hoo ha?

Just now I was in the polyclinic doing annual checkup.

Then we notice a commotion, one elderly couple making unreasonable demand on a doctor.

The doctor then tell the nurse to refer them to other doctors as the couple were shouting at the doctor.

The couple emerge from the doctor room and keep ranting all the bad things about the doctor as though they have been unreasonably treated.

These couple hold back everyone and make the whole environment very toxic.

Finally when my turn come, the doctor apologise to us for the longer wait due to unforeseen circumstances as well as the big crowd.

I told the doctor that the couple is doing unreasonable bashing of public servants and held up everybody.

I witnessed this more than once in various places. <This message was edited>

I can tell you - I witnessed these a couple of times in various public places.

One case lagi best.

A woman patient ask for directions in a hospital.

The reception tell her the way how to go.

Instead of thanking the reception, she turn around and scold her why she raise her voice and she say I won't hesitate to complain you.

The reception was totally stunned, so was I.

So you see, what has some Singaporeans turn into?

what kind of "fun and action" can one get from attending such an exhibition?

Answering the question if this space is accessible to young children, "There’s also a parental advisory sign placed at the entrance, so maybe don’t bring your kids along for this one — that’s a dick move and we don’t need this to come up in therapy when they’re older, you know? "

Number, Ratio & Quota Systems?

The more car and or motorbikes a household owns, the additional road tax (ART) and additional owner tax (AOT) shall be imposed on the owners.

For commercial use vehicles, the ratio of drivers and the nature of business shall be applied, various quota to own the maximum number of vehicles including motorbikes, cars, vans or lorries. ART and AOT, both applicable.

Evading of ART or AOT shall face up to 10x fines the evaded amount or deregistration of vehicle. Using of false identity, false address or "related" company shall face similar penalties.

Actually all this figurines - Pinocchio are for children.

The story about Pinocchio is - their nose will elongate if the children tell lies.

But now the attention is focus not on the nose but something not for children.

I don't really know how to appreciate such arts - which seems to crack dirty jokes not by speech but by visual arts.

If this display is not meant for adults - which I don't find it funny - is it targeting children - as this is a children's fable?

Then if this display is "adult content" - as adults I won't visit the display because it doesn't seem funny.

If it is meant to target children by invoking curiosity of the children - then it is R rated - because children will ask why the nose is not elongated but something else.

Then how should the adults explain to the kids - especially as a responsible adult will want to impart the right values to the children?

Else want to be cheekopek uncle teaching children how to be cheekopek - and then blog it in the social media - and say, this is light-hearted, this is fun? <This message was edited>

Allowing roving arts displays/performance/interactive installations can also serve to be educational. 

Leveraging on existing spaces like community centers/libraries/schools (like the weekends sports spaces usage) can also ease infrastructure crunch. 

This could lead to a 'heat map' of arts spaces in SG. Increasing visibility of arts to all. Having this overall visual imagery on catch.sg may also help.

Hosting bigger scale cultural arts performance to create hype (like how sports was done for soccer games/tennis/PTO) will bring in more revenue and eyeballs.

06/09/2023, 5:26 pm - +Valli: The arts scene has improved vastly compared to 20 years ago. We can continue to improve on citizens understanding/awareness of arts culture. 

The mrt stations recognising local musicians is a good start. Displaying the work of local artists on the walls of mrt stations is good. 

More can be done across the various mrt stations. Building in the history of SG (within the mrt locale) also serves as an educational + visual benefit

If the bus stands billboards can be utilised to highlight arts (in an integrated way with the arts plan). It may be useful

Yesterday (5 Sep), Minister Edwin Tong launched the National Arts Council’s (NAC) Our SG Arts Plan (2023 to 2027) - a new five-year policy road map for the arts scene. Partnership is key to the new plan, which the NAC envisions as a call to artists, audiences and patrons to help build an arts scene that they want to see.

💬 *What are your views on the Our SG Arts Plan? How else can we tap on the arts to foster creativity, inculcate a sense of belonging, and distinguish Singapore globally?*

The three thrusts of the Our SG Arts Plan are:

1️⃣ *A Connected City* - _Where our national identity is anchored by our shared arts and culture_

This includes embedding arts experiences in life, providing arts touchpoints for audiences, and fostering an appreciation for the social impact of art.

2️⃣ *A Distinctive City* - _Where spaces are invigorated by the arts_

This includes integrating the arts into the spaces people live, work and play, and working with partners to create innovative and unique art spaces.

What attracts people to an artwork? 

- beauty

- the story behind the art

Some benefits of art:

- stimulates creativity

- evokes positive feelings

- develops sensitivity

What inspires the artist to create that artwork?What experience did he go through to create that artwork? What was the story behind the art? What was the intent and the message behind the art?

If the message is unacceptable, eg it encourages or normalises violence, criminal behaviour, LGBT and sexual grooming of children, then such art should be censored. These types of art can program our subconscious minds to have bad thinking and emotions, which leads to bad behaviour.

Hence, we should state upfront to both artists and event organizers the types of art that will not be permitted, and also do thorough screening and inspection to ensure that the event organizers and artists keep to the rules and remove all offending artworks if any are being displayed.

Too much?

In today's hustling and bustling urban lifestyles, folks are engrossed on tangibles and the paths of success. More often many ordinary people do not appreciate the fine arts or handicrafts or expressive arts like music, dance, digital arts and photography till there is a pricetag on it;  all eyes will sparkle and zoom in pursue of these prized pieces of arts or handicrafts!

Too little?

Starting from birth, children were taught the basics of sketching and painting on crayons, brush or fingers paintings, all for the interactive fun and to foster a sense of creativity. That's it, more than 99% of these children will eventually not becoming artists or artistically inclined in pursuing a lifelong career as artists of all spectrum from the fine arts to the performing arts or expressive arts. However in the digitised age, the digitally enhanced and expressive artworks will thrive and more and more visible in the art world the next decade; many impossibles in the past perhaps it's becoming more possible for those with passion to create arts but lacking the fine hands to do so will delve on AI to transform their imaginations into many digitally finished pieces of art. Yes, it can be the next masterpiece by "Me-AI" ! How to create new methods or medium of expressions that are totally different from the conventional motifs of the impressionistic to the realistics, oil painting to the water color painting, modern dance to metaverse dance? 

The traditional institution of the Arts must evolve to stay alive simply to adapt to the changing demographics and the mindsets of the young people and not the same old ways. The intuition of teaching Arts and imaginations whether is express or performing has to have elements of innovation and creativity to scale up many original pieces of uniqueness and many "one of a kind" arts!

Too early or Too later?

Its about creativity and the innate power to create; only a handful of people have the patience and talent to draw, to fail and to redraw, to imagine and reimagine the motif, and to complete the extraordinary art pieces.

It's not about timing of early nor  later; you just cannot quantify and force out a masterpiece. The least of all is to start earlier in life or later on in one's life a new calling to the finer things in life; that's living with Arts!

Growing or Degrowing?

How a conducive ecosystem will elevate free expression, originality and intuition for all the aspiring Artists?

Are there available public and/or private grants or opportunities for employment or more affordable art incubators for rent or commissioning art projects or art fair or exhibitions to raise our new generation artists and our established artists profiles at the community level and the national level and onto the bigger footprint of a regional and the pinnacle of international collaborations with the global top arts universities, tie up with top global cities and well known museums and award recognitions. All of these public and global exposures will elevate social awareness and acceptance of the artists' works with appraised values and adopting the finished pieces of art into the homes, offices or displayed in the "SG@Arts Museum for the New World Artists".

Hopefully, over time, this ecosystem will build-on the momentum thus more vibrancy and generating sustainable and successful lifetime career for our local artists.
