[0:00 pm, 03/02/2021] +REACH: A Bill restricting the use of personal contact tracing data in criminal investigations to only serious crimes, such as murder and terrorism, was passed in Parliament on Tuesday (Feb 2), with assurances of safeguards to protect people's data.

The safeguards in place include deleting TraceTogether and SafeEntry data for Covid-19 contact tracing from government servers when the pandemic is over, and encrypting any extracted data used for investigations by the police and restricting its use to only seven categories of serious crimes.

πŸ“’ Topic πŸ“’

πŸ’¬ With the assurances of safeguards to protect our data, how can we  encourage our community to stay safe and continue using TraceTogether?

Speaking at the start of a debate on the Bill on Tuesday, Foreign Minister Vivian Balakrishnan assured Parliament that the Government's intention in introducing it urgently was to remove any doubt among Singaporeans and assure them that the data will be properly safeguarded and used appropriately.

Besides TraceTogether and SafeEntry data, the Bill covers the private sector's BluePass programme, which contributes data to TraceTogether.

[0:03 pm, 03/02/2021] +Nats: Honestly ah I think the thing maybe died down a little liao, now pop up again, you might see the 80% drop to some smaller number

This is sadly a huge blow to trust, and it'll be hard to progress until this trust is adequately restored

[0:03 pm, 03/02/2021] +Caleb: Never trust gov after this

[0:04 pm, 03/02/2021] +Caleb: Win liao

[0:04 pm, 03/02/2021] +Caleb: Many ppl not going to trust our gov liao

[0:04 pm, 03/02/2021] +Caleb: Kept quiet until parliament asked

[0:17 pm, 03/02/2021] +Bobby Tan: I like the bill passed that restrict Police from using the data and only on serious crime. I trust our Police and data should be safe in their hand. Hence fore our security and safety will be in a better position. I will encourage everyone to use TraceTogether without fear.

[0:20 pm, 03/02/2021] +Caleb: I trust the police. But not the gov now

[0:22 pm, 03/02/2021] +Valli: This is a good thing that is being legislated.

It will deter criminals to a certain extent.

People have been using social media, like Facebook , Instagram etc are already on the radar of tracking.

So there is nothing to be so alarmed.

[0:23 pm, 03/02/2021] +SL: πŸ‘πŸ‘πŸ‘

[0:24 pm, 03/02/2021] +Nats: Honestly we can't keep using this "social media already tracking us what" logic, we should instead focus on how we can reinstate this confidence

Talking more about it in a way that people can perceive as sarcastic is not going to help anyone choose to use TT again - once again, the priority should be to find ways to restore the confidence, not hamper it

[0:25 pm, 03/02/2021] +SL: Police is part of govt. Parliment passed law to limit the use of trace together info under section 20 of criminsl procedure code

[0:26 pm, 03/02/2021] +Caleb: I am ok with police having access

[0:26 pm, 03/02/2021] +Caleb: I no issue. Cause from the start, I don't believe gov say. Lol

[0:26 pm, 03/02/2021] +Caleb: Cause gov say only for contact tracing. Period.

[0:26 pm, 03/02/2021] +Caleb: Full stop

[0:26 pm, 03/02/2021] +Caleb: No comma, no add on

[0:26 pm, 03/02/2021] +Caleb: THE problem now is gov waited for 2 months, when being asked then say.

[0:29 pm, 03/02/2021] +Valli: I have confidence in Singapore authorities.

Data used for a good cause, for the benefit of the country & it’s people is acceptable.

[0:31 pm, 03/02/2021] +Phyllis: Hiyar our personal data is no longer secret why so sensitive.

[0:31 pm, 03/02/2021] +Phyllis: You rather our gov know or international hackers?

[0:33 pm, 03/02/2021] +Caleb: is not about data

[0:33 pm, 03/02/2021] +Caleb: is trusting gov

[0:33 pm, 03/02/2021] +Caleb: what they say

[0:34 pm, 03/02/2021] +SL: Section 20(9) of the code defined the authorised person that can access to data as the following. To clarify, not only police, other law enforcement agency in govt also authorised to access.

“authorised person” means —

(a) any person who is authorised in writing by the Commissioner of Police for the purposes of this section; or

(b) any officer of a prescribed law enforcement agency who is authorised in writing, by the head of that law enforcement agency, for the purposes of this section;

[0:35 pm, 03/02/2021] +SL: Data is use for protecting singaporean and also our community. It is use for good cause.

[0:35 pm, 03/02/2021] +Caleb: means the push for vaccine too

[0:36 pm, 03/02/2021] +Caleb: cant trust gov say

[0:36 pm, 03/02/2021] +Caleb: cause it was approved for emergency use

[0:36 pm, 03/02/2021] +Nats: A certain degree of assuring those who may doubt is still necessary

[0:36 pm, 03/02/2021] +Berny: Maybe they overlooked back then as it is a very rushed proposal and project

[0:37 pm, 03/02/2021] +Berny: Although not an excuse, imho, but at least they own up when asked, clarified and trying to rectify the mistake

[0:37 pm, 03/02/2021] +Ben: Gov made a mistake. Should put hands up and say sorry it was unintentional to mislead people.

[0:37 pm, 03/02/2021] +Ben: Which I think they kind of did.

[0:37 pm, 03/02/2021] +Ben: and really, it's not actually a big deal. Is it?

[0:37 pm, 03/02/2021] +Ben: Berny said it better than me lol

[0:38 pm, 03/02/2021] +Berny: Because my name is longer

[0:38 pm, 03/02/2021] +SL: I read an online article said minister vivian was asked by public in oct and he assigned his staff to confirm what the public said, that point then he realised the issue.

[0:38 pm, 03/02/2021] +Valli: Yes it is over time & tested , that certain things are discovered , & if it is beneficial, then implement.

[0:39 pm, 03/02/2021] +SL: Ya, this happened

[0:39 pm, 03/02/2021] +Ben: I think we all have much bigger issues to focus on. Some people who stir this up as an issue possible have other agendas. Other people are just anxious about the use of technology in our lives. People fear what they don't understand.

[0:39 pm, 03/02/2021] +Ben: TT is here, let's use it and phase out SE asap. Single scan is a huge plus!

[0:40 pm, 03/02/2021] +YT: I don't see what's the big deal about this Trace Together data usage. I would choose safety and security and health any time over some stupid privacy concerns.

[0:40 pm, 03/02/2021] +Ben: In reality criminals will just switch off their phone when they want to commit a serious crime, won't they??

[0:40 pm, 03/02/2021] +SL: Tt cut down the contact tracing effort from 4 man days to 1.5 manday right?

[0:40 pm, 03/02/2021] +Ben: Agree YT. I'm happy there is CCTV forcrime and a secure reliable system in place to help manage the pandemic.

[0:40 pm, 03/02/2021] +Valli: Agree

[0:40 pm, 03/02/2021] +Rama: Admitting shortcomings is surprising! What kind of people were advising and assisting the minister!? No one thought of legal avenues for possible misuse!?

[0:41 pm, 03/02/2021] +Berny: smart and smooth criminals would do so, the not so savvy ones may forget

[0:41 pm, 03/02/2021] +Caleb: +1

[0:41 pm, 03/02/2021] +SL: 2.5 man day saving is significant and crucial during pandamic

[0:41 pm, 03/02/2021] +Berny: especially when you have super spreading roaming the crowded china town

[0:41 pm, 03/02/2021] +Ben: If anything this is more relevant - and the Gov should check their protocols. But we are just talking procedural problem really.

[0:41 pm, 03/02/2021] +Berny: during cny

[0:42 pm, 03/02/2021] +Ben: Yes, this actually saves lives.

[0:43 pm, 03/02/2021] +Nats: Ok so drop all these, how to restore confidence now that it has already backfired anyway?

[0:43 pm, 03/02/2021] +Berny: The bill that they are proposing have to be passed in Parliament lor

[0:44 pm, 03/02/2021] +Ben: Sell the benefits of TT and how the data is used to save lives. What is it exactly people are not feeling confident about? Gov? Data? Committing Crimes?

[0:44 pm, 03/02/2021] +Ben: Isn't it just wanna be criminals who would be feeling anxious about this?

[0:45 pm, 03/02/2021] +Berny: I think that people are concerned about govt tracking them

[0:45 pm, 03/02/2021] +Caleb: https://www.facebook.com/MothershipSG/videos/5049907531717252/

Pritam Singh did suggest some

[0:45 pm, 03/02/2021] +Berny: Thats why there was this ttt tear down video

[0:45 pm, 03/02/2021] +SL: Ya, when the carrier just roming in town without knowingly he/she is the carrier of virus. More residents will suffer, without tt then who can the bystander know they r in risk of near contact... glad that having tt ontime. Human life is priceless.

[0:47 pm, 03/02/2021] +Berny: But my stand is still clear: I did nothing wrong, I'm not afraid of govt tracking me for whatever reason

[0:47 pm, 03/02/2021] +Ben: Got it. I honestly think Gov has better things to do than monitor individuals. They are only interested in managing society better. We are 'tracked' on PT; cars are about to be Satellite tracked. Data is used for congestion management, providing services, catching criminals, saving lives.

[0:48 pm, 03/02/2021] +SL: Face book, google all tracing users. I dont think we r affraid of these companies tracking us right?

[0:48 pm, 03/02/2021] +Ben: That's why I think this TT debate is a red herring. There is no tangible complaint apart from the Gov taking it for granted we won't care, and being misleading about it (through carelessness).

[0:49 pm, 03/02/2021] +Nats: Can we stop coming back to these "social media, big tech already tracking us" logic anot? Yes it's true but clearly it's not going to knock sense into those who are hesitating

[0:49 pm, 03/02/2021] +Berny: Idk, i only know my phone is secretly reading my chat and sending info somewhere as we speak

[0:49 pm, 03/02/2021] +Ben: Correct, being tracked isn't the problem. It's that the gov said we wouldn't be.

[0:49 pm, 03/02/2021] +SL: Gps is tracking us too, the internet browser etc, are we going to stop using all these and go back stone age?

[0:49 pm, 03/02/2021] +Ben: So what are we trying to restore confidence in?

[0:50 pm, 03/02/2021] +Nats: Yes guys, the issue is the communications part again

How can the government communicate with us without problems here and there again, and again, and again?

[0:50 pm, 03/02/2021] +Caleb: trust in Gov

[0:50 pm, 03/02/2021] ☸️  Danny εΏƒ:

1. While some people cry foul over the privacy data on the use of tracetogether, but seems like fewer people know how foreign social media, cloud providers, tech device makers have more intrusive data about us.

2. Eg. Google, Microsoft, Facebook, Lenovo, Xiaomi, Apple etc will have more private data like handphone number, name, address, GPS location of realtime place of visits, website surfing history, using if our private data for commercial purposes etc.

3. But no one seems to be complaining.

4. Instead tracetogether contains lesser information for our health safety purposes and now for our security - but some people is making a fuss about it.

5. Data stored in the social media and the cloud are more damaging as they are fall into foreign hands and nobody is sure what they will be used for.

[0:51 pm, 03/02/2021] +Ben: Yes we all know everything is tracking us, so that's not the problem. Are we being asked how to help restore confidence in gov?

[0:51 pm, 03/02/2021] +Berny: I think the issue is for urgent communications

[0:51 pm, 03/02/2021] +Berny: Normal ones like chas cards, xxx subsidy and whatnot rarely gets distorted along the way

[0:52 pm, 03/02/2021] +Ben: Exactly. All gov around the world have to manage public opinion and trust. They all make mistakes, just as all companies do. Looks at the recent Whatsapp outcry about data sharing.

[0:52 pm, 03/02/2021] +Ben: This is a PR problem, nothing more.

[0:52 pm, 03/02/2021] +SL: Phone manufacturer is tracking the phone they produced, when they push down the security patch, phone will auto detect and upgrade the apps

[0:53 pm, 03/02/2021] +SL: Ya, it is just the way of communication. We all are still continue chat @ whatapps

[0:53 pm, 03/02/2021] +Berny: Im not too concerned on samsung or ISD knowing what type and how frequently I watch videos using my phone, it's not like i learning how to do something illegal anyways

[0:54 pm, 03/02/2021] +Ben: In companies people get fired, resign, demoted etc. This is the same. It's up to leadership to decide how to fix the communication problem and let us know what they did. I don't think anyone should lose their job over this, personally.

[0:55 pm, 03/02/2021] +Rama: Likewise

[0:55 pm, 03/02/2021] +Nats: Things might have been different if not for the extended deadline

I have already seen many friends jump to Telegram and Signal over the past few weeks, imagine if the 8 Feb deadline was not changed, this place might have been deserted LMAO

[0:56 pm, 03/02/2021] +SL: Cloud provider tracked the ip of access point, with other google apps, it directly pin to the location where the folk access the apps. If the person is in field, there are thousands of satelite on top of our head. Maybe google map have our face on it

[0:57 pm, 03/02/2021] +Berny: Street view have some of the people's face when the car drives by

[0:57 pm, 03/02/2021] +Nats: But that's not targeted

[0:58 pm, 03/02/2021] ☸️  Danny εΏƒ:

1. WhatsApp are touted to be secured with end to end encryption with 256 bits key - even WhatsApp company cannot see the chats.

2. But when the whole chat group track of conversation are backup into goggle drive - everything is in the clear - as encryption are no longer applies.

3. So wonder isn't this more damaging - as the private chat can be seen by foreigners?

[0:58 pm, 03/02/2021] +SL: The information in our browser cache contain more information than in tt. The history log in google chrome, Microsoft edge, internet explorer are place hackers like to visit to get our personal information

[1:00 pm, 03/02/2021] +Rama: OMG!πŸ˜±πŸ˜¨πŸ˜•πŸ˜Ÿ

[1:03 pm, 03/02/2021] +SL: Exactly, Once it out from whapps online encrypted channel, there will be no more privacy, those chat downloaded into phone storage can be access by malware if the phone infected by malicious software. Data backup in cloud is not encrypted, apple cloud, google cloud, samsung cloud etc, these cloud is protected by user id and password only.

[1:03 pm, 03/02/2021] +Valli: No loss of confidence in Govt over this issue. It is only a minority who are complaining.

And this minority are permanently fixed there to point finger at Gov.

[1:05 pm, 03/02/2021] +Ana: Trust in a private corporation and trust in a public institution or government--those are two totally different things, held to two different sets of standards

[1:05 pm, 03/02/2021] ☸️  Danny εΏƒ:

This is unencrypted history of our chat.

You see....

[1:06 pm, 03/02/2021] +Ken: Er?

[1:07 pm, 03/02/2021] +Bobby Tan: Er?

[1:07 pm, 03/02/2021] +Ken: Export chat πŸ˜…

[1:09 pm, 03/02/2021] +YT: All these rubbish about trust in the government is only amplified by a very small number of people. And I suspect most of them have nothing better to do and just waiting for opportunities to criticize the government. I don't know what their agenda is but I don't see these same people being appreciative when the government had done so much to keep the numbers down and to protect the population. These people are looking to find fault.

[1:09 pm, 03/02/2021] +Elena: This group of ppl are just always protesting whatever gov proposes or sets. They don't use their brains to think. They feel more safe with social media having and exposing their private data because they think social media are not police and will not arrest them sia.

[1:10 pm, 03/02/2021] +YT: Having said that, to restore confidence, my suggestion is for the government to boldly and shamelessly state what they have done for us. In my opinion, the government has not done enough of that!

[1:10 pm, 03/02/2021] +Elena: Double standards. Black also they say, white also they say. As long as it is them who set the standards.

[1:10 pm, 03/02/2021] +YT: So much so that the simpletons get swayed and influenced easily when these people with undesirable agendas try to incite unhappiness.

[1:12 pm, 03/02/2021] +Berny: On this note, during my last work related meeting, someone suggested that we as an employee for the estate, should blow our own horn and brag once in a while, so that the residents know what we are doing / did. Same logic here applies

[1:13 pm, 03/02/2021] +Berny: That suggestion hit me hard and it really made sense to me

[1:14 pm, 03/02/2021] +YT: Well said. That's why I call them simpletons.  Remember that time when many people jumped onto the bandwagon and decided to stop using WhatsApp? Where are these people now? All just think they are so clever and follow the crowd blindly. What's so secretive about their messages that they need to use Telegram or Signal? You mean, where to meet for lunch? What to eat etc., those are secret messages? Come on lah... it's ridiculous. I have old aunties and uncles switching because they read that whatsapp is not private. When I asked them what kind of messages they send that is so secret, they realized how stupid they have been.

[1:14 pm, 03/02/2021] +Ken: Lol...

[1:15 pm, 03/02/2021] +Ken: Anyway blind lead the blind... people say so follow.. I download just to see if it is good to use.. but not really like the interface for signal

[1:15 pm, 03/02/2021] +Berny: Maybe they meet an old friend and scared people say they having some scandalous affairs

[1:15 pm, 03/02/2021] +Phyllis: Hahaha blind leading the blind!

[1:15 pm, 03/02/2021] +Berny: *cough cough, that lady who got charged

[1:15 pm, 03/02/2021] +m@dm@n: i think that is the main reason why ppl want privacy

[1:16 pm, 03/02/2021] +m@dm@n: lol

[1:16 pm, 03/02/2021] +Berny: In the first place, whats there to hide when lives are at stake here

[1:16 pm, 03/02/2021] +Berny: Business risk closing down because of 1-2 who refused to cooperate

[1:16 pm, 03/02/2021] +SL: I guess is more awareness among residents about the purpose of tt, its benefit and its secured feature. The law/ pdpa framework that protect our data in tt.

[1:16 pm, 03/02/2021] +Ken: The thing is once you use any form of device your data can be track somehow someway

[1:16 pm, 03/02/2021] +Ken: Don’t think too much lol

[1:17 pm, 03/02/2021] +m@dm@n: yupe

[1:18 pm, 03/02/2021] +m@dm@n: even if u r not using device, i think satelite still can take pictures

[1:18 pm, 03/02/2021] +m@dm@n: lol

[1:18 pm, 03/02/2021] +YT: If she didn't do anything wrong, why would she be afraid of gossips? εΏƒι‡Œζœ‰ι¬Ό

[1:18 pm, 03/02/2021] +Berny: Idk man

[1:18 pm, 03/02/2021] +YT: Haha... yes Berny. One type of rice, feed many types of people.

[1:19 pm, 03/02/2021] +YT: Yup. Some people, unfortunately, need to be reminded over and over again to be grateful and to be appreciative of what others do for them.

[1:21 pm, 03/02/2021] +SL: In usa, there were no blanket federal law to protect privacy data like singapore pdpa. Gdpr in EU and pdpa in singapore are the 2 that i saw government enacted to protect personal data.

[1:24 pm, 03/02/2021] +Ana: Double standards doesn't mean that both standards aren't high. Just that standards are different for both. I love Singapore, and acknowledge that the government has done well in various areas.

I just don't blindly agree that there's no need for improvement in their handling of the Trace Together data

[1:28 pm, 03/02/2021] +Elena: Then should ask the social media to do the same what. Coz u dunno who they sell the data to.

[1:29 pm, 03/02/2021] +YT: I always believe it's ok to disagree but please come up with solutions instead of just saying I disagree or I don't want to blindly agree. Then to me, it's no different than my 3- year-old refusing to take his nap just because. Yes, just because. No reason. Just refuse.

[1:31 pm, 03/02/2021] +YT: So, any better ideas on how to do contact tracing? I am sure the minders at Reach are all ears.

[1:31 pm, 03/02/2021] +Nats: Is it someone got affairs? 😏

[1:32 pm, 03/02/2021] +YT: I suspect many are having affairs, judging by how the Signal servers went down from too many downloads! 😝🀣

[1:32 pm, 03/02/2021] +Nats: Hell yes, everyone being naysayers or whatever but not coming up with viable solutions is really problematic 🀷‍♂️

[1:34 pm, 03/02/2021] +Ana: What were the solutions purposed in this chat so far? Can take a look

[2:15 pm, 03/02/2021] +Ben: https://www.bbc.com/news/business-55914177

[2:15 pm, 03/02/2021] +Ben: Worth remembering that Singapore offers stability and good governance like no where else

[2:16 pm, 03/02/2021] +Ken: Easiest to do business if you have money and good ideas..

Government give all sort of grant and tax free etc

[2:18 pm, 03/02/2021] +Ben: Miscommunicating TT is quite trivial in context of the world stage and problems we are tackling.

[2:19 pm, 03/02/2021] +Ben: πŸ‘

[2:21 pm, 03/02/2021] +Ben: That wasn't the problem. It was sharing all data with Facebook and people felt they can't be trusted. It's not the messages people are concerned about.

[2:22 pm, 03/02/2021] +Ben: Profiling, contacts, location etc and that data being used to target ads and share with 3rd parties

[2:33 pm, 03/02/2021] +Valli: πŸ‘ŒπŸ‘

[2:50 pm, 03/02/2021] ☸️  Danny εΏƒ:

1. Previously money is king.

2. Now data is king.

3. The richest men and corporates are predominantly tech data companies. Eg. Google, Microsoft, Facebook, Amazon, Alibaba, Tencent.

[2:50 pm, 03/02/2021] ☸️  Danny εΏƒ:

Because they know how to monetize data.

[2:52 pm, 03/02/2021] ☸️  Danny εΏƒ:

Only tech corporates with global reach can achieve data dominant.

Only 2 superpowers achieve this :-

1. US

2. China

[2:54 pm, 03/02/2021] ☸️  Danny εΏƒ:

1. US dominate 4G data and monetize them early.

2. China catch-up on 4G data to monetize like Alibaba, Tencent, tiktok and leapfrog into 5G.
