[3/11/2026 9:57 am] REACH Singapore: 📢 Topic 📢

Parliament will sit today (3 November) at 12 noon. MPs will raise questions on Singapore’s response to the transboundary haze, proposed changes to the COE system and the next-generation ERP system, while the House will also debate proposed changes to Muslim law.

💬 What are your thoughts on the issues to be discussed in Parliament? Which topic interests you the most?

📌 Transboundary Haze

More than 30 MPs have filed over 50 questions on Singapore’s response to the haze, with many focusing on the Transboundary Haze Pollution Act (THPA) and whether existing laws should be strengthened to better hold companies responsible for haze-causing fires accountable. MPs have also asked about outstanding cases under the Act and challenges in investigating and taking enforcement action against companies linked to the haze.

MPs will also raise the impact of haze on outdoor workers, students and people with pre-existing medical conditions, including whether indoor air filtration at places such as preschools, malls and healthcare facilities is adequate.

📌 Proposed Changes to the COE System

MPs have raised questions on proposed changes to the Certificate of Entitlement (COE) system, including merging Categories A and B and introducing a rebate or surcharge based on a car’s value, aimed at better differentiating the price of mass-market cars from higher-end models.

Questions will focus on the potential impact of the proposed system on mass-market vehicle prices, as well as whether the changes could discourage the adoption of high-performance electric vehicles.

📌 Next-Generation ERP System

MPs raised questions about the next-generation Electronic Road Pricing (ERP) system, which Singapore is set to switch to from 2027. Questions will cover how its satellite-based technology could enhance enforcement and whether data collected by the system may support investigations by other government agencies.

📌 Proposed Changes to Muslim Law

Parliament will also debate proposed changes to Muslim law, including measures to simplify divorce proceedings for Muslim couples. Under the proposed changes, couples who mutually agree to divorce and have settled all related issues could complete the process at least six months faster and without appointing a hakam, or marital conciliator.

I think this impact is immediate.

After today, US midterm election, likely US will resume strike on Iran and ignite a longer time blockage on the Middle East Straits.

This will likely to impact Qatar LNG gas supply and even Saudi oil supply that we can refine into diesel as our backup dual feed electricity generation. But diesel prices are usually more expensive than LNG.

Wonder what are our backup plans to tackle the triple whammy?

[3/11/2026 12:01 pm] Ahin: If we want to maintain good relationship, just tell them that the price can only be adjusted after the agreement ended. Meanwhile, we look for other alternatives. By then, let's hope the president had changed and we can restart

[3/11/2026 12:17 pm] LCL Danny 心 (1st HP):

I feel that we should not give in to pressure if the price is not right.

This is seller willing to sell and buyer willing to buy at a reasonable price.

If we have alternatives, I feel that we don't need to bend under pressure.

Taking action on the haze link companies is imperative but must be done fairly based on evidence.

Cannot be seen as witch hunt.

We must uphold our reputation as a law abiding and fair nation - so that the world continue to trust us as reliable and trustworthy country.

The onus is on those companies to prove they are innocent.

> ‎⁨Can trust satellite? What if hacked?...

Satellite link like any IT infrastructure can be hacked.

As long as proper cyber security is in place, the integrity of the satellite link transmission should be safe.

Eg.

1. Authentication access control before allowing satellite access.

2. Link to link encryption. To be entirely secured - encryption must be quantum proof.

3. To prevent RF jamming, satellite can use frequency hopping or frequency spread spectrum instead of dedicated RF.

These are the cyber security techniques used in securing wired IT infrastructure and wireless IT infrastructure.

[3/11/2026 1:25 pm] Daniel in reply to REACH Singapore:

This might be true, but the current reporting of PSI 24 hours and PM2.5 hourly really confuses people. There needs to be a consistent measure between those two or at least a table comparing the values, because so many people don't understand these are different metrics and then say how come those so different (or comparing them to AQI). The government could make a better job explaining those differences and presenting the data better.

[3/11/2026 1:26 pm] Daniel: As well as releasing more local data rather than just 5 regional datasets with no location attached.

[3/11/2026 1:27 pm] Adam: Why dont they have psi/aqi forecast? The govt should be proactive instead of reactive

[3/11/2026 1:28 pm] Daniel in reply to Adam:

> ‎⁨Why dont they have psi/aqi forecast?...

They do, for the next 24 hours

[3/11/2026 1:29 pm] Adam: 24 hrs is not good enough. With all the data we have it should be localised too

[3/11/2026 1:30 pm] Adam: If i tune to cna, maybe can show some weather channel like program showing the wind pattern and where in sg to prepare

[3/11/2026 1:32 pm] Andy: CNA Insider published a video about haze which answers some of the questions on this discussion, titled "How Harmful Is The Haze And How Can We Protect Ourselves? | Talking Point"

[3/11/2026 1:33 pm] Adam: On that note we probably could have some sort of consolidated dashboard thingy. Log into lifesg and see where mrt breakdown happen. Traffic jam. Haze. Random culture stuff. Then i can plan my day better.

[3/11/2026 1:33 pm] Andy: For me I'm not confused about PM2.5 and PSI. They are different readings with different purpose. PM2.5 can't be filtered by mucus etc and goes straight into the lungs or bloodstream. Generally speaking.

[3/11/2026 1:34 pm] Andy: I think perhaps they have not done enough to communicate and spread this information to people.

[3/11/2026 1:35 pm] Daniel: I've just seen a lot of Internet discussion along PM2.5 is lower than AQI the government must be falsifying data. I think that's not true, but a lot of people think it is and that's a pity.

[3/11/2026 1:36 pm] Andy: The video also address a little about the locality, but for me it's a rabbit hole of how localized can we go, the resources it requires etc, so yeah I won't discuss it.. everybody has an opinion

[3/11/2026 1:38 pm] Andy: If I recall, AQI is not used because it is a weaker metric for our region where the haze is primarily caused by burning of plant matter- so we have to use a targeted metric for ourselves.

Other nations may have issues like chemical contaminants, fine dust particles from deserts, pollen etc- they should use what is appropriate for their situation.

Just sharing my thoughts

Singapore's Electronic Road Pricing 2.0 (ERP 2.0) On-Board Unit (OBU) is designed with high levels of data security and encryption.

Key Security & Encryption Details

• Encrypted Data: Data stored inside the OBU and transmitted/processed for transactions is encrypted and cannot be directly accessed by drivers, external devices, or third-party mobile apps.

• Tamper-Proof Design: The OBU hardware is built with tamper-proof security features to prevent unauthorized physical or digital meddling.

• One-Way Communication: The OBU is engineered for one-way communication to broadcast necessary information rather than allowing external devices or apps to send commands or data back into the unit.

• Government Data Standards: The Land Transport Authority (LTA) adheres to strict government-wide data security standards, using anonymized or aggregated data for general traffic planning and restricting vehicle-specific data strictly to fee deduction and enforcement.

To prevent recurrence of haze, important to do 3 things:-

1. Identify root causes of haze.

2. Provide carrot - to devise sustainable land and peatlands management - ie. Checker canal plantation programme to irrigate the plantation; act as fire barriers; trap rainwater and river water; trap reservoirs; and use the canal water to flood the peatlands by opening the floodgates if on fire or use these water to fight fire and prevent haze.

3. Give stick - Enact effective laws to go after haze link companies.

Noted that guidelines on crop burning to save cost (I believe will be cheaper than using tractor) - but must have effective canal system to localize the fire in the checker, to put out the fire quickly and effectively so that it will not produce haze.

Else the haze law will go after the companies if haze is detected or spread.

A 2024 government study identified alternative cooling technologies (ACTs) as a key strategy which found they could save the city up to 48 percent in energy.

By mid-2026, at least 33 public and 14 private buildings had adopted ACTs, Singapore's building authorities said. The city-state has an ambitious goal to achieve net-zero carbon emissions by 2050.

"We didn't really think much about it. No one really commented about it," she told AFP.

It was only months later, after noticing how quiet the office was and hearing technicians mention "ACB" during maintenance, that they realised it was cooled by active chilled beams.

"We didn't even realise how different the air cooling system is because it was very seamless, and in terms of the temperature, ideal for everybody in the office," she said.

Together, the system cut energy use by more than 30% compared with conventional air conditioning, according to the building's designers, DP Architects.

A similar system is in use at Singapore's ports authority maintenance building at western Tuas harbour.

Thought should implement a secondary DNS server on top of primary DNS server.

If security update to primary DNS server fails, the primary DNS server should be taken offline.

Secondary DNS server will take over its role to resolve the IP address and URL resolution for web access.

As secondary DNS server will have a read only backup copies of the primary DNS server.

This essentially tracks people's movement on a very granular level

Will the data be abused like how tracetogether was?

DNS works like an address book, transforming website addresses into numerical IP addresses, which systems use to locate and connect to applications.

Hopefully, our Energy Minister could already secure our replacement energy - taking into account total loss from Indonesia gas supply cut.

Not banking on whether he will stop the supply in future.

Assume total loss.

We are in a better position in energy security - as we have so many diverse sources - all contribute less than 30% of our energy needs.

As for water supply, we almost fully dependent on imported water from 1 source (complemented by only our few miserable reservoirs) before our newater and desalination plants come into picture).

But yet we survive.

Hence in energy security, we need to achieve total energy sovereignty real soon - so that no one can hold us with total ransom.
