Parliament will sit today (6 May) at 11:00am. Parliamentary questions will discuss the use of AI in education, AI risks & regulation, transport-related issues and healthcare-related issues, as well as housing affordability. In addition, the debate on the motion on AI transition with "no jobless growth" will resume, with 19 MPs slated to debate the motion.

πŸ“Œ Resumption of debate on AI transition with "No jobless growth"

During the Parliament session yesterday (5 May), NTUC Secretary-General Mr Ng Chee Meng filed a parliamentary motion calling for no “jobless growth” amid AI disruption. He emphasised that Singapore needed to build its own localised market intelligence that better reflected workforce realities to help workers seize opportunities in an artificial intelligence-driven economy. 

“The landing point is still fuzzy and uncertain. That is why Singapore needs our own trusted system of market intelligence and foresight – one that reflects our sectoral mix, workforce profile and enterprise realities,” Mr Ng said.

Mr Ng also outlined measures such as explanding the Skillsfuture Jobseeker Support Scheme to strengthen support for displaced workers, to help them secure new jobs with dignity and confidence. He also reiterated the labour movement’s position in advocating for earlier retrenchment notification, which should be done “before the employee’s last working day”.

A total of 19 MPs are scheduled to debate the motion today. MPs will vote on the motion after the debate.

πŸ“Œ Questions on AI-related issues

Questions were filed on AI-related issues from the use of AI in education to AI risks & regulation.

On AI in education, questions were filed on the safeguards on the infusion of AI in education, developmental readiness of students, and how AI will be incorporated into the curriculum.

On AI risks & regulation, a couple of MPs raised concern about the introduction of Anthropic's Mythos product, which was reportedly able to surface vulnerabilities in software systems and generate code to exploit flaws – a feature that is said to allow hackers to speed up attacks with fewer resources. Questions were also raised on how Singapore is responding to the growing threat of deepfakes and AI‑enabled harm, as well as whether stronger measures are needed to regulate young people’s access to social media and curb addictive platform design features.

πŸ“Œ Transport issues

Questions were filed on EV charging infrastructure, the reliability of public transport systems in light of recent disruptions, and pedestrian safety.

On public transport systems, one issue that stood out was that of inaccurate bus timings and long wait times being displayed at bus stops and on transport apps on Saturday, Apr 18, due to damaged fibre network cables that disrupted telco services. Acting Transport Minister Jeffrey Siow told parliament last month that financial penalties would be imposed on a third-party vendor over technical issues.

Questions were filed on healthcare cost, care delivery and AI-enabled healthcare innovation issues. MPs raised concerns about rising healthcare costs and Integrated Shield Plan premiums, the adequacy of preventive health measures, access to mental health services and palliative care and AI-enabled drug developments.

[6/5/2026 10:28 am] Garion Chan: Many Singaporeans above the age of 40 have taken up SkillsFuture Career Transition Programmes (SCTP) to learn new skill sets, with the promise that these courses will help them re-enter the workforce. Yet, the reality is disappointing. Instead of meaningful job placements, learners are often asked to attend endless sharing sessions or networking events with potential employers, which rarely lead to actual opportunities.  

Upskilling is meant to empower workers, but how many employers are truly engaging these mid-career individuals? Take cybersecurity as an example: despite the demand for talent, many employers prefer hiring younger candidates, overlooking experienced professionals who have invested time and effort to upgrade themselves.  

If the government is serious about supporting workers aged 40 and above, it cannot rely solely on incentives — the “carrot.” It must also wield a “big stick” to ensure employers genuinely engage and hire these upgraders. Commercial schools alone cannot deliver outcomes if employers refuse to participate. Stronger policies and clearer accountability are needed to make sure that companies do not shut the door on capable, retrained workers.

[6/5/2026 11:39 am] 365: How "no jobless growth" will succeed depends on how much productivity loss the government is willing to accept during this growth period.

Some people may be able to work and learn at the same time, but many will need to take some time off to do actual learning. How well they are protected during this time will dictate how willing they are to take that time off to learn.

1. 1st I wish to address the topic "AI transition with no jobless growth" - is it possible. I think this is hot button topic that bother many people as it directly impact their job. The question is, is it possible - as we see AI developing in alarming speed - and how AI disrupted mass number jobs in many Countries and workers are left to fend for themselves - developed Countries in particular AI superpowers like US, China.


2. Then we have to examine the characteristics of AI - taking reference to past job and business disruptors like the advent of mechanisation, automation, computing, Internet, web transaction and mobile computing.

But AI has another special ingredients apart from the above job and business disruptors - that is, AI can amalgamate, process, churn out many variations of design, solutions, options that surpass what human can offer in a short time.

And the more advanced AI models can now think on its own without the need to train on dataset (created by humans).


3. So is human workers and business facing enormous challenge and competition by AI for their jobs and business?

Is the future bleak for workers?

This has cause stress to workers, and putting challenges across to Government all over the World. To date, many Government are still probing, prodding the way forward to exploit AI for economy gain, not to be hurt by AI risk through governance and regulations and yet preparing workers and business to keep jobs, grow their income, grow their business - and not become a casaulties of the use of AI.

So far, there are no textbook ready model and answer - as Government all over the world are still doing trial and error, piloting or formulating the best response forward.

Unlike other tech disruptors, AI challenges are double fold with double speed - hence can see and feel the stress in the atmosphere everywhere - in Parliament, in job scene, in media all over the World.


4. The answer is yes and no, but not to the point of despair - because humans can elevate themselves and emerge stronger above the decibels cause by the challenges from AI.

1. All the past tech disruptors are merely tools, more effective and efficient tools - and humans are still in the driver seats - whereby human is the brain - to direct how the effective and efficient tools are used. 

(That is, human is still the boss directing how the tech are used) - hence human is indispensable, boss and business still need humans to get the job, task and project done.

Hence, bosss still need to pay salary to humans - and humans get to keep their jobs.


2. Now, AI is a slightly different dimensions.

AI can be both an effective and efficient tools and at the same time, AI increasingly also perform the functions of a "brain" - crossing into the Human worker's domain of "brain functions.


Whereby :-

a. GAI (Generative AI) - tap on the vast information of a LLM (Large Language Model) created by all humans in the World - and provide the solutions.

b. AGI (Artificial General Intelligence) - not train on human created datasets - but able to "think" on its own like humans.


The 2 parameters ----- as efficient tools (that can surpass the speed, the volume of tasks and the processing abilities that human can handle) + performing as the ""brain" (the human monopoly in which human receive the reward as remuneration by the boss) - are effectively threatening the "rice bowl" of human workers


3. That is, this tech disruptor - AI - pose an unprecedented challenge to human workers.

Human possess 5 mental aggregates and dominate the emotion, mental domain - that make decision making in which AI (both GAI and AGI lacks - even though they have taken over some "brain functions" like amalgamating, process, create more solution options, designs - but decision making cannot be left to AI (whether GAI or AGI) - because they only possess 1 faculty :-

IQ without EQ - in which I care to add WQ (the amalgamation of IQ + EQ)


IQ - Intelligent Quotient

EQ - Emotional Quotient

WQ - Wisdom Quotient


AI through IQ  without EQ - will provide a "cold solution" - without human touch, human compassion, human care, human relationship, human wisdom.


Human that possess the input of IQ from AI + Human's EQ = WQ (Wisdom Quotient) - will produce an output or product that is holistically wholesome - product + services that meet customer needs and human warm and consideration ---- that will go straight to the "Heart and Mind"" of the customers.


Hence the fusion of AI (IQ) + Human (EQ) - and the resultant WQ ----- will provide a productivity and customer satisfaction - into another Elevated level.


If Singapore succeeded to do so - by training Singapore workers to this level - our prosperity and Economic growth - will go up a few notches.

5. Mental Formation - how we consolidate all the 4 mental aggregates into something we want.


In the era of AI, if Singapore able to successfully elevate and exploit our 5 Mental Aggregates into our workers and boss ---- we can ensure that not only our workers' jobs are secured, income will rise, boss will pay more for our workers as business will grow exponentially --- as the amalgamation of AI into Human brain + Human EQ = WQ ---- will be unmatched ---- because AI is like giving 2 wings to a tiger - ε¦‚θ™Žζ·»ηΏΌ。

On the Economic front :-

1. When countries are not able to exploit and leverage on the above - to secure worker's jobs (whereby CEOs make the excuses to mass fire workers to be replaced by AI) --- then economic realities will hit when the inflection point is reached.


2. Assume AI in these countries replace 50% of the workforce and population, their domestic market are reduced by 50% of paying consumers.


3. So if AI is so productive to produce so many products, if 50% of the workforce and population are jobless without income, CEOs where to find consumers to buy their products?


4. So deflation will sets in, CEOs got to sell their products at a low price and even make loss to keep their production and business afloat.

Sorry to quote this - I thought we just see this phenomenon surface in a global manufacturing shop that uses pervasive AI, automation and employ little human workers - China - whereby many manufacturing business compete to lower their prices - up to the point of deflation - and become "miseries thy everyone" - and many business are actually making loss.

On the Social front :-

1. As many workers lose jobs, or entry workers are not able to secure jobs due to AI - lie flat θΊΊεΉ³, poverty and even social unrest will sets in.


2. Then in social front, Government will come under stress.


3. Any Government in the World will not let this happen - and policies, regulations, working with business that exploit AI will come in - to ensure there must be "AI transition with no jobless growth".


4. This is what Singapore government is doing right now in our Parliament.


5. I am surprised that only Singapore Government is doing this.


6. Scouring the world mainstream media, I didn't come across any Government in the World doing this - and I feel surprise, and abit worried because if the rest of the World is not doing this, will our World consumer markets shrink - as more world workers lose their jobs.


7. On the hindsight, I think our Government is on the right path.

The trajectory of AI transition seems to be on the right track as we navigate the unchartered path.


8. Because we are in the midst of AI transition, it still a bit fuzzy - and will take sometimes to settle down and see the outcomes.


9. At the background, I think our job markets are still stable and good. Our business are still cruising, still producing jobs - unlike many Superpowers job market - whereby mass job disruptions are surfacing - and workers receive no help in finding jobs for them.


10. If Singapore successfully transit from the AI disruption - we could be the role model for other Countries to adopt - and we will be bless by sitting right at the top of AI-enabled Economy.

Eg. What does it means by the human EQ and WQ dimension - as opposed to AI decision making?

To make it less abstract so that people can understand.


1. AI created design produced by 2 groups of SUTD undergraduates push to the programme host, the host say this AI design don't meet my like.

I want this, this, this.

The human graduates then fine tune the design and the host say, yes this is what I want.

Imagine if AI make the final decision and produce alot, push out to the market, not many customers buy - CEOs make big loss.

1. AI created very hip music and lyrics - but I as singer don't like to sing the AI compose songs because it is too finely stitched in terms of tune, melody, vocal, chorus, pitch, tempo - that make singer very difficult to grasp the combination make possible by AI.


2. If the singer sing on the stage, it cannot impress the audience as it cannot invoke the rapport of the heart and mind of the audience.


3. Then instead of that song, a singer will make a decision to go for a less demanding song that can achieve the rapport with the audience.

Human can keep their jobs provided we can exploit AI to our advantage, not fearful of them.

Also notice the trend in China, as production plants use so many AI and robots for production while not employing workers and hence the whole country are left with little jobs, population no income cannot buy goods, deflation sets in as CEOs got to sell their goods at low price and below cost.

So these what bright CEOs try to do - sell it to world market and flood their goods to world market as their domestic population got not enough income - no jobs.

This trigger a backlash by the world market to protect their domestic production, economy and jobs - by levying tariffs and even trade barriers.

These bright CEOs now hit a brick wall - they can't export their products, no world customers buying their products and left with so many stocks.

Hence AI transition without jobs kill the domestic economy and the world economy.

CEOs got backfire.

[6/5/2026 5:33 pm] Daniel: I have one comment on something raised in Parliament today. I find it really disappointing that there is still no action taken on second hand smoke in HDB flats. I had a downstairs neighbour smoking at odd hours and without warning at my old place and it really affected us. We had to move our newborn baby to his own room because of smoke seeping in to the master bedroom at night. This is a real issue and not much we can do as individuals against it.

I feel if it's possible to have high resolution cameras pointed at windows for high rise littering, it shouldn't be an issue to do the same for smoking at the window and asking smokers to close their windows when smoking.

An over supply of productivity will inevitably lead to job losses when demand does not increase. And artificially increasing demand using the same population import will be kicking the stone down to the TFR issue again.

The AI growth is actually the best chance to implement this, as it gives us the opportunity to control population while maintaining the same level of total productivity output.

If we increase the output too much through a combination of increasing population and productivity gain per individual using AI, then it will be a disaster if we try to reduce population after when we realize it's getting out of hand.

The economy responds more kindly to maintaining status quo rather than crashing.
