Parliament will sit today (5 May) at 11:00am. Parliamentary questions will discuss stricter anti-bullying measures and emerging risks from artificial intelligence.

๐ Stricter anti-bullying measures
A total of 23 questions have been raised by MPs on tougher disciplinary guidelines for students who engage in bullying, including how schools decide on the disciplinary action taken and what safeguards are in place for caning.
The Ministry of Education (MOE) had announced on Apr 14 that those who engage in bullying could face suspension, caning and lowered conduct grades, under a stricter framework for student misconduct.
Potong Pasir SMC MP Alex Yeo wanted to know why caning remains a suitable and effective punishment for upper primary and older boys, and how MOE will ensure safeguards are in place.
Another question was filed asking if current resources for school counselling are sufficient to deal with bullying, and whether counsellors are equipped to handle online bullying.
๐ AI Transition with “No Jobless Growth”
Jalan Besar SMC MP Ng Chee Meng is also set to move a motion calling on parliament to affirm that Singapore must not have "jobless growth", even as AI reshapes the economy.
The motion, titled "An Artificial Intelligence (AI) Transition With No Jobless Growth", will call on parliament to "recognise the transformative power of new technologies, especially AI, to drive Singapore’s next phase of economic development".
It will ask Parliament to affirm that Singapore’s economic progress must remain inclusive, and to equip and support workers and enterprises to "seize new opportunities and advance together".
The motion also calls on Parliament to emphasise that Singapore’s approach to AI-enabled growth "must be anchored in fairness, resilience and opportunity for all".
Questions have also been raised about whether the Government has assessed Singapore's current cybersecurity frameworks and safeguards to address these emerging risks from certain advanced AI models.
Six other Bills are also scheduled for a second reading, among them the Cross-Border Railways (Border Control Co-Location) Bill.

And, not much public can do with ai tool without huge dataset or complicated business processes.
Sure, that funding is for union members, but i think more course subsidies might be better

1. AI math - is strictly reserved for the domain of AI creators and AI researchers.
2. AI technology - is for AI developers - the domain of developing AI tools, AI agents and AI apps.
I guess the Parliament focus is to concentrate on:-
a. Getting AI developers to code via AI tech to develop AI agents, tools or apps notably through python programming etc. to meet the respective business needs (similar to IT apps developers) riding on the AI math.
b. Getting AI users to use the AI agents, tools or apps.
I think as for the AI math - is reserve mainly for AI creators and researchers to invent or modify the AI architecture and models relating to transformers, GAN (Generative Adversarial Network), Knowledge Distillation (like DeepSeek) through various techniques like reinforcement learning, deep learning, supervised learning, unsupervised learning, transfer learning, computer vision, NLP natural language processing etc.

2. Apps - different apps platform, middleware, web, mobile apps etc
3. Network - the various network protocols eg. TCP IP, VRF, MPLS, architecture eg. GE Ethernet, DWDM, Sonet/SDH wired, wireless WiFi, 4G/5G, RF.
4. IT security - VPN, IPS, APT, firewall, SIEM, BYOD, SSL, knowledge of malware, spyware, Advanced Persistent Threat, vulnerability scanning, penetration testing, hardening etc
Probably at least 10 years experience in cybersecurity.
Actually require almost a State Resources (government + private IT security contractors and security product vendors) - then can comprehensively cover every aspects of IT security threat.

And this is regardless of job types. These parents can be overworked hawkers, they can also be lawyers who pull long hours.

Because children can sometimes be foolish in a spur of moment and could repent and rehabilitate.
Deny access to University will ruin his whole life.

There are a few examples of past bullies and gangsters in school who turn over a new leaf when they grow older.
A notable example is a famous lawyer that provides pro bono service to help the vulnerable.
He is previously a gangster.
He is now frequently features in channel 8 program providing his professional advice hosted by various programme host.
Singapore human resources are limited.
We need to nurture every single human and leave no one behind - irregardless of what he did in the past - as long as he repent, rehabilitate and become a better person and as long as he have completed serving his punishment.

1. As for how to ensure AI transition with no jobless growth - there is no textbook model even in the world currently.
2. Every Countries are prodding and finding their ways to achieve the objectives of AI with no jobless growth.
3. Many countries, including superpower that have developed advanced AI has mass disruption of jobs by AI - but no remedies.

3. My intuitive thoughts is, dare to try and venture into AI, attend courses, exploit it in your jobs, in your hobbies, in your leisure.
4. Try it, experiment it, play with it, exploit it to produce deliverables, products and services when others are fearful, hesitant.
5. Those who succeeded in breaking through, will stand up successful and of course come with rewards of higher income.

Of course our Government approach - is to institutionalise it, put into program, course curriculum, training it, structure systems and train our students, workers and bosses to exploit AI in a useful manner that produce leap and bounds deliverables that human efforts alone cannot achieve without the use of AI.
7. The frontier AI model that short circuit the intersection of AI and Cybersecurity is one example.
8. The SUTD IHL student projects that use AI to produce 3D printing to variety of creative products is another.
9. And the composer that create very hip music and lyrics in minutes on social media film ruckus incident in an airline is also another.
Some very nice hip song can be learn and sing easily after listen a few time.
But AI created songs are very difficult to sing and be conversant with it - require double the time and effort to sing it well.
I have downloaded 3 AI created very nice and beautiful songs - and try to learn singing the songs.
It took me double the time and efforts to get all the chorus, melody that are so finely and brilliantly stitch right before it can start to impress.
AI created songs is 1 notch up and can elevate humanity abilities if able to beat and come up better after sparring with the AI.
10. Likewise in terms of knowledge, cognitive skills, analytical minds, creativity, innovativeness, critical thinking, concepts, logical, emotional minds - the more human spar with AI - the higher the intellectual minds humanity inherit.
This is the experience I discover in pervasive sparring with Generative AI.
And I realise the AI instilled mind are boundless...

1. Also noted the MOS approach to engage all 11 CIIs - starting from CEOs all the way down - rather than just relying on IT professionals alone to secure their IT systems and operations.
2. IT security are at the heart and core of the CIIs business. If IT security is breach, CII business stop to function or results in financial loss - imagine penetrating banking system to steal money.

Also IT security breach by say frontier AI - involves tightening of operational procedures, process, systems, introducing of right talents into the respective roles, patching all vulnerabilities, injecting money to make it possible, highlight priorities and directing resources to patch up all vulnerabilities - all these requires the approval and coordination of CEOs, CFOs, COOs, CIOs - the top management directions.
4. Working with AI partners with access to Anthropic Mythos capabilities and what it can do is extremely important - because only then we will know what defence measures and mechanisms can be put in place to guard against the attacks.
