Parliament will sit today (5 May) at 11:00am. Parliamentary questions will discuss stricter anti-bullying measures and emerging risks from artificial intelligence.

๐Ÿ“Œ Stricter anti-bullying measures

A total of 23 questions have been raised by MPs on tougher disciplinary guidelines for students who engage in bullying, including how schools decide on the disciplinary action taken and what safeguards are in place for caning.

The Ministry of Education (MOE) had announced on Apr 14 that those who engage in bullying could face suspension, caning and lowered conduct grades, under a stricter framework for student misconduct. 

Potong Pasir SMC MP Alex Yeo wanted to know why caning remains a suitable and effective punishment for upper primary and older boys, and how MOE will ensure safeguards are in place.

Another question was filed asking if current resources for school counselling are sufficient to deal with bullying, and whether counsellors are equipped to handle online bullying.

๐Ÿ“Œ AI Transition with “No Jobless Growth”

Jalan Besar SMC MP Ng Chee Meng is also set to move a motion calling on parliament to affirm that Singapore must not have "jobless growth", even as AI reshapes the economy.

The motion, titled "An Artificial Intelligence (AI) Transition With No Jobless Growth", will call on parliament to "recognise the transformative power of new technologies, especially AI, to drive Singapore’s next phase of economic development".

It will ask Parliament to affirm that Singapore’s economic progress must remain inclusive, and to equip and support workers and enterprises to "seize new opportunities and advance together".

The motion also calls on Parliament to emphasise that Singapore’s approach to AI-enabled growth "must be anchored in fairness, resilience and opportunity for all".

Questions have also been raised about whether the Government has assessed Singapore's current cybersecurity frameworks and safeguards to address these emerging risks from certain advanced AI models.

Six other Bills are also scheduled for a second reading, among them the Cross-Border Railways (Border Control Co-Location) Bill.

And, not much public can do with ai tool without huge dataset or complicated business processes.

Sure, that funding is for union members, but i think more course subsidies might be better

If you're reasoning as boys are not as mentally developed as adults, i understand. But then, we have used the soft approach in recent years, but situation not drastically improved.

There are 2 important aspects of AI training.

1. AI math - is strictly reserved for the domain of AI creators and AI researchers.

2. AI technology - is for AI developers - the domain of developing AI tools, AI agents and AI apps.


I guess the Parliament focus is to concentrate on:-

a. Getting AI developers to code via AI tech to develop AI agents, tools or apps notably through python programming etc. to meet the respective business needs (similar to IT apps developers) riding on the AI math.

b. Getting AI users to use the AI agents, tools or apps.


I think as for the AI math - is reserve mainly for AI creators and researchers to invent or modify the AI architecture and models relating to transformers, GAN (Generative Adversarial Network), Knowledge Distillation (like DeepSeek) through various techniques like reinforcement learning, deep learning, supervised learning, unsupervised learning, transfer learning, computer vision, NLP natural language processing etc.

I think getting and training talents for AI developers is already very tough - required to quote AI agents, tools and apps for business use.

As for AI math, it is even very rare - as the foundation for math need to be very solid and advance - where often researchers in post graduates work amidst PhD students in math.

Hence to find intersection of AI talents with cybersecurity security talents - are rare gems.


As cybersecurity talents need very experience cybersecurity experience from every IT domain that range from:-

1. Server, client, database security - from various OS - open source Linux, Microsoft, API, Database like Oracle, Microsoft etc

2. Apps - different apps platform, middleware, web, mobile apps etc

3. Network - the various network protocols eg. TCP IP, VRF, MPLS, architecture eg. GE Ethernet, DWDM, Sonet/SDH wired, wireless WiFi, 4G/5G, RF.

4. IT security - VPN, IPS, APT, firewall, SIEM, BYOD, SSL, knowledge of malware, spyware, Advanced Persistent Threat, vulnerability scanning, penetration testing, hardening etc

Probably at least 10 years experience in cybersecurity.


Actually require almost a State Resources (government + private IT security contractors and security product vendors) - then can comprehensively cover every aspects of IT security threat.

Only then can keep State hackers, the APT (Advanced Persistent Threat) attackers at bay.

It is which side that can use it skillfully - preferably the defender side - then we win.

How does reducing diesel tax or subsidising diesel reduce overall cost of doing business?

Significant number of transport vehicles in Singapore use diesel. The cost of each trip to transport the good and or service can be reduced, and hence, reducing the overall cost of doing business. So each pack of taupok, each rice sack, each tray of eggs etc will cost less to transport. This should translate to lower price tags on the shelves

These measures will result in lower prices on the shelves, so parents don't have to spend so long at work, allowing them to spend more time with their children

Targeting means govt has to spend time, effort, and resources to target, ironically increasing govt expenditure, which requires more tax to fund

Working groups / teams / departments have to be set up, trained, and sustained in order to carry out top down instructions, and to process applications, perform means testing etc to ensure only the targeted group receive the so called reliefs

If you're around your kids and can't do that, then that's just bad parenting. Unless you tell me you don't even meet your own kids at all, then that's a separate problem in itself.

And this is regardless of job types. These parents can be overworked hawkers, they can also be lawyers who pull long hours.

Reintroduce SAF boys school and introduce SCDF school to train up teenagers early. Make them work the "sai gang" alongside NSFs all the way until they are 21 (or whatever age their cohort ORDs). This will help address the projected lowered enlistment numbers in the coming years

The educator with 35 years' experience said: 'Without discipline, you cannot do anything.'

Caning, although already carried out, was enforced more vigorously.

Some very nice hip song can be learn and sing easily after listen a few time.

But AI created songs are very difficult to sing and be conversant with it - require double the time and effort to sing it well.

I have downloaded 3 AI created very nice and beautiful songs - and try to learn singing the songs.

It took me double the time and efforts to get all the chorus, melody that are so finely and brilliantly stitch right before it can start to impress.

AI created songs is 1 notch up and can elevate humanity abilities if able to beat and come up better after sparring with the AI.


10. Likewise in terms of knowledge, cognitive skills, analytical minds, creativity, innovativeness, critical thinking, concepts, logical, emotional minds - the more human spar with AI - the higher the intellectual minds humanity inherit.

This is the experience I discover in pervasive sparring with Generative AI.

And I realise the AI instilled mind are boundless...
