Singapore will move forward with optimism and hope as the House unanimously voted on 7 Mar to support the Government’s $131.4 billion Budget for the financial year ahead, after nine days of debate. 

Pointing to extensive plans to keep the economy vibrant while helping Singaporeans deal with immediate cost pressures, Leader of the House Indranee Rajah said Budget 2024 “gives life and breath to the plans in the Forward Singapore Report that we, as Singaporeans, collectively developed to build our shared future together”.

In her closing remarks, Second Minister for Finance Indranee Rajah recapped some key initiatives announced in Budget 2024, including:

📌 *An additional $600 in CDC vouchers* for Singaporean households as part of enhanced Assurance Package to help families cope with cost-of-living concerns and an uncertain economic outlook.

📌 *A 50 per cent corporate income tax rebate*, capped at $40,000, in the year of assessment 2024 to help companies manage costs.

📌 *A $4,000 top-up of SkillsFuture credits* given to Singaporeans aged 40 and above to encourage mid-career workers to refresh their skills and progress in their careers, as well as subsidies to pursue another diploma.

She also reiterated that families are the bedrock of society, and the Government’s commitment to support them from young to old, such as through lower pre-school fees, more caregiving options, and boosts to retirement adequacy. Other moves, such as to expand ComLink+ and legal aid, further strengthen Singapore’s social compact by providing more support to those who need it the most, she said.

Rounding up, Speaker of Parliament Seah Kian Peng also mentioned the Republic’s total fertility rate, which fell below one for the first time in 2023. “Singaporeans are very special to all of us and our Budget reflects that. From birth to old, we are spending more than ever on each one,” he said. 

Acknowledging across-the-aisle support for the Budget, he said that all MPs want to build a Singapore for all, and for all Singaporeans.

“To thrive in this new world, Singapore cannot aim to be a mere safe space. We must, as our forefathers have always done, take risks, accept failure and rise again and say ‘majulah’ (onward),” he said.

Govt asks make babies, get Married, But dont allow If some one wnt to get married immediately, seriously this made me realise, Not only doctor appointment its to get married need to wait much longer!!!

*A. Cost of Living*

1. Cost of Living is threaten by the unprecedented inflation since covid pandemic beyond our control that impact the World. Though official figures say inflation go up to 7% or more, now drop to 4% of lesser, very basic essential items such as daily food prices, groceries and other items impact every strata of population - as everyone need to eat 3 meals a day - in fact go up to 100% price increases.

Eg. Last time $3.50 to $5 per meal in 2019 - now go up to $5, $6, $7 or higher in coffeeshop, food court --- a 100% increase in food prices - impacting low-income, middle income and even the higher income.


2. But Government back by strong financial revenue and balance budget is able to dish out generous GST voucher, CDC voucher, COL voucher, SCC rebates, Power & Water bill, income tax rebates, senior medisave payout, etc to help every household and every individual.


3. The payout certainly help everyone and every household to cushion the high inflation.


4. The only worried is will this be sustainable year after year - as food price increases are entrenched and will be difficult to come down - unless a national effort to bring down the food prices such as the Budget Meal and other effort when the high inflation blow over.


5. Having say so, Budget 2024 is effective to tackle our Cost of Living at the backdrop of high inflation.

*B. CyberSecurity to tackle Online Scam*

1. Online scams have been causing tremendous monetary loss to victims.


2. Government have come out with various measures to shield population from online scams and the situation is getting better though some scams still manage to slip through.


3. But overall, the majority of the population are protected. The improvement is very visible.


4. Specifically, the measures that deserves mentioned are Moneylock in banks, restrict CPF withdrawal limit, anti-malware apps, anti-scam police and bank unit, Telco blocking of scams calls and messages and overseas call to stop scams and many other efforts.

*C. Housing for young couples*

1. Initially, young couples face a long waiting time, fear of financial burden, high housing cost and unable to get new BTO flats at mature estates.


2. Demand exceeding supply is the main root causes that trigger the housing woes.


3. The Government has done a great job to reverse the enormous anomaly in a very short time - by ramping up the construction of new BTO flats (about 100,000) in a very short time in both non-mature and mature estate, introduction of new housing classification such as Standard, Plus etc, reducing deposit placement to 2.5%, monthly rental voucher for young couples, reform in BTO balloting etc - hence resulting in financial burden and lower housing prices.


4. Understand that there are still unhappiness of the still high housing cost concern raise in various forums :-

Specifically common complain are - last time parents pay $100,000 plus for 4 room flat or $200,000 plus for 5 room flat ---- now young couples got to pay $400,000 plus for 4 room flat, $500,000 plus for 5 room flat and even higher in mature estates.


5. Objectively, I will rationalise why such as big jump in housing prices and really is this affordable by young couples (as the big jump is a financial stress to young couples).

a. Housing grants have been increased by government to buy new BTO flats, and resale flats. Income ceilings have move upward to qualify for such grants.

b. Salaries have increase in tandem to the cost of living.

For eg. during parent's time, salaries is $1,600, DPM Lawrence Wong say his starting pay is $2,000.

Now, fresh University graduates is $4,500, diploma >$3,000, ITE $2,000.

CPF OA interest rate is kept at 2.5% (since parent's time until now) - and hence CPF loan for housing is maintain at 2.6%.

So the trajectory of housing loan and housing payment is the same for 20 years

As long as young couples continue to work and contribute to CPF, no out of pocket cash need to be dish out for 20 years and can fully own the BTO flats after 20 years.


6. In real sense, housing prices during parents time and now young couples - don't really face a housing price increase - because income levels vis-a-vis housing prices - is proportional ---- not one that salaries is stagnant while housing price increases.


7. The catch is, young couples must have a undisrupted 20 years of continuous career (without disruption).

The fear is AI and other tech disruptors could trigger career disruption - and impact the ability to finance the house.

Hence, job sustainability measures by MOM -- will be an important factor to ensure the current housing price remain affordable.


8. However, it will be a bonus if one day, Government decides to remove the income ceiling to buy BTO flats and not insist high income buy private properties if this high income group are willing to pay the "UNSUBSIDISED PRICES" for the BTO flat - and prevent building a "Social elite class".

*Jobs Security*

1. Objectively, Minister for Manpower working in tandem with Minister of Education have done a heart felt effort to ensure our people get jobs and secure a long term job up to old age - despite challenges from tech disruptor, AI and age discrimination.


2. Specifically,

a. Increase retirement age and reemployment age from 62 years to higher - and earn more income to cushion higher longevity.

b. Uplift path for ITE graduates to do diploma and Univesity, hands-on path for ITE graduates - to reap high salary and upgrade their standard of living.

c. Training allowance monthly for retrenched and training course to help retrenched workers find jobs.

d. Possible retrenched payout (still in progress) while jobless - and help retrenched to find new jobs.

e. Conversion course after 40 years old - with monthly payout and placement to new jobs.


3. All these efforts will ensure Singaporeans get continuous career security until old age - as tech disruptor, AI, business obsolescene hit.

In relative terms, it is affordable.

My son has done up the sum.

How he finance it, and how I finance it with his current salary versus my salary when I was young is the same - if take 20 years CPF loan for the flat. <This message was edited>

*Transport system and aspiration for Car Ownership*

1. Singapore as a little red dot, with limited land spaces - will pose a big challenge for car ownership - an aspiration of many people.


2. Singapore seamless and high connectivity transport system - MRT, air-con bus, taxi, private hire, connected walkways, (cycling path still in progress) - provide a real effective conduits to move people from place to place efficiently.


3. But some people aspiration to own a car is still there - and a COE > $100,000 whereby to own even a small car cost $150,000 is mind blowing. Our car is the most expensive in the World. When foreigners ask me the price of a car in Singapore, they fall off their chair when I tell them.


4. So when Minister for Transport say he is open to the idea of moving from mostly hard quota of COE to control car ownership --- to more generous COE quota and more heavily on usage based through ERP 2 -- pricing higher for congested roads --- will probably be able to price car ownership into a more sanity level.

This will win votes from people who aspire to own cars.


5. But relaxing of COE quota - must match car park capacity and road capacity - and not clogged our roads and make Singapore unliveable.

1. How Singapore take a lightning "first mover" approach to tourism, when many Countries struggle to emerge from covid pandemic - is commendable.


2. We restart our air travel early - working with various countries to restart air travel.


3. We work with China to do away with visa for travel that are less than 30 dayys.


4. We bring in MICE and big shows eg. Airshow, Taylor Swift concert, BlackPink, Coldplay etc to our Sports Hub.


5. We encourage MBS, RWS to refurbish and add new attractions.


6. We refresh new tourism attractions.


7. Our air travel are now near to 95% pre-pandemic level.


8. A very commendable effort - as our toursim receipts keep going up.

*Healhcare*

1. Singapore healthcare is one that is of very high standard, professional and yet affordable (though there are still some worries that the health cost is slowly creeping up).


2. However, there are very commendable effort by the Minister of Health to address the high healthcare cost and take very intricate efforts to look into new innovative efforts to tackle serious illness like cancer and keep treatment affordable - and make it available not only to the rich but also to the poor.

The effort is not to give treatment at all cost in a irresponsible manner (to the extent of bankrupting the nation to save one live) ---- and then make many thousands lives run out of fund - and sacrifices the lives of many more lives - in a "Misplaced Compassion" ---- but "Compassion with Wisdom" ---- by intricately reduce the treatment cost for serious illness like cancer to a sustainable manner and make it widely available to all the people regardless of income status.

This is a hallmark of a Wise and Responsible Minister (not an irresponsible absurd one for one selfish individual and sacrificing the lives of thousands).


4. A high praise for the Minster of Health.

*Defense*

1. The Minister of Defense make a very shrewd spending in Defense, and yet able to maintain our Armed Forces cutting edge.


2. Our Defense Minister is able to lower normal spending of 5% to 3% - but yet able to procure cutting edge stealth fighter planes - specifically the F35Bs and the F35As to replace the ageing F16.


3. The procurement will ensure we have an unassailable lead in guarding our airspaces - as practically, F35s cannot be tracked by air defense missiles and non-stealth fightes. In addition, F35s sensors in gathering intelligence is unsurpassed as well as eradicating threathening air defense.

This will ensure our Air Force is able to dominate the air spaces - and help our Armed Forces  win war --- a very effective deterrence from preventing war from breaking out and safeguard Singapore security.


4. Other commendable efforts include military tieup and friendships with many neighbours, regional countries and superpowers such as US and China -- to ensure war will not break out in Singapore - and ensure our National Security.

1. Minister of Sustainability has done a good job in securing our energy needs such as LNG, regional electricity grid from Laos, neighboring Countries, Australia etc., deploying solar panels (eg. remote islands fully run by solar farm, solar panels roll out to HDB flats etc); looking at future potential energy sources such as hydrogen gas, geothermal, nuclear - small modular reactor and nuclear fusion etc.


2. Secure our food sources such as future food alternatives like plant-based, cell-culture meat, vertical farming etc.


3. Flood preventing mechanism, pilot testing of flood blocking and other measures to protect our coast lines.


4. A good job by Sustainability.

1. However, my only unhappiness is on the overall environmental hygiene.


2. I am not against reducing the use of single used plastic bags - as plastic bags do cause pollution problem to the environment and micro-plastic is bad for human health and animal/fish health.


3. I feel that restricting the plastic bags used is necessary.


4. But restricting plastic bags used should not be done at the expense of lowering the overall hygiene - in which single bags plastic are also used to bag food and liquid waste as well as solid waste at home.


5. The charging of supermarket plastic bag - for all bags has drastically reduced the plastic bags usage but introduced a hygiene problem (that Siingapore has controlled for decades) - as Singaporeans bag their home waste with the single used plastic bags.

The plastic bags charges - has triggered many Singaporeans to stop bagging home waste and just throw their waste into the rubbish chutes -- triggering pest problems at home and now result in island wide rat infestattion problems as well as leptospirosis that can be fatal.


6. This make me unhappy - as the policy try to solve plastic bag problem but introduce a new hygiene problem (that have been controlled for decades).


7. Introducing thermal sensors to detect rats - instead of encouraging bagging of waste that curb food source - is wasting taxpayer money - whereby plastic bags are free and included in the supermarket purchases.

And worst thermal sensors are put at food centre - as its deployment is costlly.

But what about HDB flats with rubbish chute where unbag waste foods are abundant - as people no longer use plastic bags to bag food waste?

If thermal imaging are deployed in HDB flats - then cost will go up exponentially.


8. Hence i feel that the NEA has not look deep into it and not balancing plastic bag usage vis-a-vis need to bag food waste at home well.

Also, don't seems like NEA will swallow their pride to reverse the plastic bags charge to free (1 free per day)  and remaining charge - to solve both plastic bag usage problem and bagging food waste probel.


9. Hence I give a poor rating to Environment control.

1. Our this batch of 4G Leaders are of very high quality complemented by the 3G Leaders.


2. Economy wise, we are doing very well - as benchmark against the rest of the World - as we emerge from pre-pandemic - with the backdrop of very challenging external landscape that range from geopolitical tensions, global supply disruption, decoupling, war conflict, protectionism, isolationism, emerging of far-right nationalism etc.


3. I feel that our current hybrid of 4G and 3G Leaders deserve our strong mandate - like we have given President Tharman a strong > 70% votes --- that will secure our future and our children as well as our future descendants generations.


4. Our batch of Leaders are highly competent with good moral characters - that are admired Worldwide.


5. Hope that our voters will view this with objectivity - and give them the strong mandates come the next GE.

Bag the food waste stop all pests and some more free.

A big effort! It's a peoples' budget !  

Our overall Budget is robust and sound; an excellent execution of high calibre, high details and high reaching and it's an inclusive budget package covering many aspects of living and working and across all age groups. Every individuals will benefit from this budget.

Only through the testing of current time, we will know the necessary adjustments to align on sight and importantly, we can do it!
