According to advanced labour market estimates released by the Ministry of Manpower (MOM) on Wednesday (31 Jan), retrenchments in Singapore in 2023 were more than double that of the year before. The number of retrenchments in 2023 was 14,320, up from 6,440 in 2022.
MOM said that the top reasons for retrenchments in 2023 were business reorganisation or restructuring due in part to the impact of global economic headwinds. However, statistics on re-entry into retrenchment have so far showed that the majority of retrenched workers typically re-enter within six months post-retrenchment, and often in a different sector.

Total employment, excluding migrant domestic workers, rose by 8,400 in the final quarter of 2023 making it the ninth consecutive quarter that total employment had increased. MOM noted that the growth in total employment has moderated "significantly" for both residents and non-residents and that this was not unexpected due to cooling labour demand.

DBS Bank economist Chua Han Teng noted that “Singapore’s full-year 2023 manufacturing output dropped by 4.3 per cent, registering the weakest annual performance since 2015, due to the global electronics downturn.” Additionally, Mr Patrick Tay, assistant secretary-general of the National Trades Union Congress, also said “in 2024 persistent structural and cyclical forces, sectoral restructuring, global challenges and ongoing uncertainty will contribute to unemployment, with continued volatility and disruption affecting retrenchment numbers.”

The Ministry of Trade and Industry indicated expectations of improved economic growth in 2024 while MOM said the proportion of companies that indicated an intention to hire in the next three months rose from 42.8 per cent in the third quarter of 2023 to 47.7 per cent in the fourth quarter.

1. Very evidently, external economic headwinds have changed dramatically eversince covid pandemic strike - that have a big impact on our business that cater for trade, international investment and global supply chain.
a. US and EU de-risking/decoupling with China has derail our investment and business with China in supply parts, semi-finished goods, manufactuing, logistic catering to China as manufacturing hub - that produce goods for the US and EU.
Many China manufacturers, investors have move over to Mexico, Canada - that cater for US conumer market or to SE Asia just as Vietnam and other parts of ASEAN countries - to escape the de-risking/decoupling strategy adopted by US and EU.
Our domestic manufacturing of parts, semi-finished goods, logistc etc - will have been impacted.
Hence such sectors will have to reform, re-look for global supply chain that cater for US and EU market. This will have impacted jobs as our business reform and restructure.
b. China economy headwind - high youth unemployment, property overbuilt/property bubble burst, property sector crash, big impact on banking due to high leverage in property sector by population, big tech clampdown in China, high domestic debt, export market doldrum as US and EU friendshoring (export no longer an engine for growth), domestic consumption not ramping up to replace trade and export market.
HK is also facing economy headwind - as there are outflow of talents, investment, lower domestic economic activities, dampening in property market, soft financial market (due to lower stock market capitalisation) etc.
China and HK being our largest trade partners - will have an impact on our trade, external business, investment in China and HK which in turn impact our manufacturing jobs.
c. War, Global climate - have impact food, raw materials etc - that will have greatly affect our wholesales sector - hence impacting our wholesales jobs.
d. Big Tech retrenchment globally - e.g Meta, Google, X, Salesforce, Microsoft, IBM etc - US Big Tech.
China BigTech and Local Big Tech - eg. TikTok, Alibaba, ByteDance, Shoppe, Lazada, Grabs etc.
Big Tech job cuts are due to pandemic over-hiring to cater for WFH (work from home) and remote work.
But as pandemic recover, many workers are told to work in office - and big tech jobs that cater for remote work dwindle.
All these impact IT jobs.
These are the main reasons for higher retrenchment rates - trigger by External Economy and headwind.

Which sector or industry needs hands-on withers?
The biggest challenges of all is to find many Fittings (through predetermined and matched skill trainnings) not just for the 20% but the entire workforce.

1. So when our big External market - notably China, HK market are soft and US, EU market undergo structural global supply chain that impact our traditional business supply chain - our business will have to cater for our regional markets such as growing ASEAN market that are doing relatively well, other Asia Pacific region market, India etc that are doing well.
Also we need to look further afield in Latin America, Africa, Central Asia etc to ramp up trade and business.
2. Hence our local business must attempt to ramp up trade, investment and supply chain catering to these markets -- to replace business and jobs loss to the above markets that have gone soft.
This will ensure we keep our manufacturing and wholesale business and jobs going.
3. More problematic is the IT jobs in Big Tech - that will be hard to replace. Then IT workers will really have to look at Government, SMEs, and other sectors that require digitalisation - as Singapore is spearheading into more pervasive Digital Economy.
Government agencies that oversee digitalisation - can do job matching for IT jobs - whereby IT workers jobs are replace by Big Tech.
But IT workers will have to lower their job expectations - as the job scope and exposure in Big Tech -- is far far vary from SMEs and other sectors that need digitalisation. It can be a cultural shock for many retrenched IT workers.
Hence retrenched IT workers need to be nimble and adaptable when place from Big Tech jobs into other sectors.
4. Alternatively, manufacture, wholesales and IT workers - if unable to find jobs that they are trained in - will have to be retrained and convert into jobs in demand such as healthcare, social service, tourism, f&b etc.
5. The good news is that Singapore economy is still growing and business are still hiring.
Hence retrenched workers will need to be adaptable and retrain or be fitted into similar jobs but different working environment with change in expectation.
The better local workers able to adapt, the faster local workers can find employment upon retrenchment.
6. Whether the advent of disruptive tech such as Generative AI, AI, machine learning, robotics, autonomous system have replace jobs?
I didn't see many reports or movement in the job arena that drive jobs away from people by such disruptive tech (yet).

Trades is the lifeline of any civilisation! It come with routes and currency of exchange coupled with the basket of goods and services that are tradable with one's counterparty or multi-ways of trading. Banks (foreign & domestic), buyers, sellers and brokers are the stringsbof economic impact from payments to balanced trades positions.
The idea of advantages or temporary measures allowing your trade partners to gain is not a bad move though not sustainable in the longer run.
